President’s Message

Dear PAFPC Conference Participants:

The Pennsylvania Association of Federal Program Coordinator’s (PAFPC) Executive Committee, Executive Director and I welcome you to the 50th anniversary annual confer-ence! We are excited to be back in Hershey, PA to celebrate five decades of supporting educational entities to understand and implement federal education programs. Fifty

years is a major milestone and provides an opportunity to look back and reflect on the challenges and triumphs, if just for a moment, to see the lessons learned and how far we’ve come before moving forward. Be sure to join us Monday for a celebratory evening at the Antique Auto Museum.

Our conference theme this year is Leading & Learning. The role of Federal Program Coordinator (FPC) is one un-like most roles in school districts. We are the resident experts on all things federal programs and are committed to ensuring our respective educational organizations understand and adhere to the rules governing the use of federal funds. Many FPCs are also decision makers in regards to using those funds on programming and services that best support our students. This conference will help you remain knowledgeable and provide the most up-to-date information that can assist in your decision making.

This year we are debuting a different format for the Regional Meetings. For the first time we will have one Con-solidated Regional Meeting with all regions and all Regional Coordinators in one session! You will still get an opportunity to meet in your regions on the last day of the conference to discuss any wonderings or unanswered questions that come up for you at the Consolidated Regional Meeting.

One of the highlights of the conference where all participants come together to celebrate the success of students and programs is the Title I Distinguished Students Awards Luncheon. Be sure to join us for this first general ses-sion on Monday, presented by our Deputy Secretary of Elementary & Secondary Education, Matt Stem, and our Division of Federal Programs (DFP) Chief, Susan McCrone.

Our Annual PAFPC Conference would not be possible without the contributions of our Executive Committee and the Division of Federal Programs. A much deserved “Thank You” goes out to the entire PAFPC Executive Committee and our Executive Director, Jim Sheffer, for their continued willingness to serve and the work they do to make this conference possible. Program Overview

The 50th Annual PAFPC Conference provides the information and training required by the law, regulations, and policies that focus on program implementation, monitoring, and fiscal accountability.

Purpose

The conference centers on the correct use of federal funds for programs with the primary focus on changes in the new Every Student Succeeds Act (ESSA) and the Uniform Grants Guidance (UGG). Leading & Learning requires networking among PDE, IUs, districts, school and business staff, and parents in order to share strategies in the creation of successful, effective and compliant programs.

Regional Meetings

This year, after five decades of following the same format for Regional Meetings, Susan McCrone, Chief of the Di-vision of Federal Programs at PDE, made a change. Instead of starting off the conference with individual regional meetings, Monday will begin with a Consolidated Regional Meeting for all participants to hear crucial Division of Federal Program information. Then, wrapping up the conference on Wednesday participants may participate in individual Regional Coordinator Meetings where they will have the opportunity to ask any unanswered questions.

General Sessions

Successful Title I students from the Commonwealth will be honored during the First General Session on Monday noon at the Annual Conference Awards Luncheon. On Tuesday, the Second and Third General Sessions cover key topics that provide the foundation of ESSA and UGG.

Individual Sessions

Individual Concurrent Sessions will supplement the general sessions by fine-tuning key topics as well as sharing learning experiences in two familiar core areas:

• Technical Assistance with the Correct Use of Federal and State Resources• Technical Assistance with Effective Instructional Programs, Materials and Technology

The Northwest Tri County IU 5 offers Act 48 hours for sessions attended. CPE hours are awarded for Audit and Fiscal Compliance sessions that focus on UGG and any fiscal changes created by ESSA for the business and fiscal staff.

Help Us Celebrate Our 50th Year

PAFPC will celebrate it’s 50 year anniversary with a party at the Antique Auto Museum on Monday night from 5:30-11:00. A shuttle will go back and forth from the hotel to the celebration throughout the evening. Everyone attending the conference is invited—it’s free and you won’t want to miss it! Tickets are available at the registration table if you did not get one at registration.

atre and enter the Grand Hall, you will be greeted by a Beef Tender-

A shuttle will be available in the Chocolate Lobby of the Conference Center

starting at 5:15 p.m. to whisk you away on a shuttle bus for a 10 minute ride to

the museum. Shuttle back and forth at your leisure!

Federal Education Policy Update

Leslie Finnan, Associate Executive Director, Policy and Advocacy, AASA, The School Superintendents Association

This session covers the current state of federal education pol-icy. This will include the priorities of the new administration and new Congress and how these changes and ESSA reautho-rization will impact future education legislation and the 115th Congress.

Washington Update

Steven Spillan, Esq., Brustein and Manasevit

This one hour session will include discussions of recent chang-es in Washington that will effect local educational agencies as they implement federal programs including equitable services and supplanting under ESSA, as well as more general grants management topics under the Education Department Gener-al Administrative Regulations. Washington may be a bit of a tempest these days, but this session will attempt to help LEAs navigate some of these troubled waters.

11. Pennsylvania Future Ready Index and ESSA Accountability Presenter: Brian Campbell, Bureau Director, Bureau of Curriculum, Assessment, and Instruction

Audience: Title I Administrators and Staff

The purpose of this session is to discuss the operationalizing and proposed methodology for the Pennsylvania Future Ready Index and ESSA accountability, especially within the newly introduced, Career Readiness and On-track indicators.

40. Connecting Curriculum, Instruction and Assessment for Results Presenter: Pam Reagle, Director of Client Implementations, Step By Step Learning

When we link the assessment process with standards aligned instruction that utilizes evidence-based instructional practices, great things happen for learners. We will review an assessment process that links with instructional practices that yield signifi-cant results for students. The use of formative and progress monitoring data by building leaders allows he/she to engage in meaningful discourse regarding instructional practice and individual students. We will guide participants through a reflective practice that includes the use of data and collaborative problem-solving to ensure that each student’s learning is maximized.

Correct Use of State & Federal Resources

1. Uniform Grants Guidance—Key Requirements for Administering Federal Grants

Presenter: Cindy Rhoads, Regional Coordinator, Division of Federal Programs, PA Department of Education

Audience: Federal Program Coordinators, Administrators and Business Managers

The federal government implemented new guidelines regarding the administration of federal grants that went into effect for any federal grant funds received after December 26, 2014 that are now required to be fully implemented. This session will provide an overview of the Uniform Grant Guidance requirements from a Federal Program Coordinator administration perspective. Focus will be on procurement requirements, allowability of costs, prior written approval for grant expenditures, an overview of time and effort documentation and other pertinent areas needed to ensure appropriate fiscal oversight of your federal dollars.

2. Federal Programs Consolidated Monitoring

This session is designed to provide an overview of the Consolidated Review of Federal Programs, including Title IA, Title IIA, Title III, and Title IVA. Topics to be addressed include the following: Consolidated Review and new Moni-toring Cycle, Desk Audits, Online Review Instrument, Fiscal Issues, Subgrantee Risk Assessment, and Preparing for the On-Site Visit.

3. Pennsylvania Quality School Leadership Identifications (QSL-ID) Process

Presenter: Jean M. Dyzel, Educational Consultant

Audience: Title I Administrators and Staff

This brief overview is designed to build an understanding of competency-based hiring and provide a preview of the Pennsylvania Quality School Leadership Identification pro-cess, as one-day training events will be held across the state. Developed by American Institutes for Research (AIR), QSL-ID identifies three key elements in hiring educators:

• Recruiting and Forming the Hiring Committee and Setting Priorities• Hiring Process: Recruiting Candidates, Conducting the Application Screening, and Determining Semifinalists• Interviewing Process

The QSL-ID training objectives are straightforward and provide attendees with understanding of the process and a toolkit to implement the framework aligned hiring process for both principals (Framework for Leadership) and teachers (Danielson’s Framework for Teaching)

• Build an understanding of competency-based hiring.• Adapt the QSL-ID process to your school/district • Provide tools for you to implement the multi-step QSL-ID process in your school/district

Title IV, Part A (Student Support and Academic Enrichment Grants) is the newest grant under the Every Student Succeeds Act and combines multiple grants that were previously funded individually into one block grant. The grant offers a multitude of opportunities for LEAs to create programs that address three areas: Well Rounded Education, Safe and Healthy Students and Effective Uses of Technology. This session will go over grant requirements, the consolidated application and uses of funds under Title IVA. Title V in ESSA authorizes the ability for LEAs to “transfer” funds between programs, thus providing greater overall flexibility in the use of your federal grant dollars. This session will also include an overview of the requirements and the “do’s and don’ts” if you are considering the transferability option for 2018-19.

An interactive presentation turned into a culinary class. We will start by analyzing a recipe that will give us the ingredients and step by step directions on how to prepare an early child-hood program that yields a positive and successful transition of children from birth to kindergarten. Like any good recipe, the Wee Warrior program has gone through many preparations to find the perfect blend!

Take a closer look at how math interventions have helped increase student engagement and achievement in our classrooms. Through technology and hands-on instruction, students participate in a variety of learning activities that review, reteach, and reinforce math skills/ concepts that align with the PA Common Core Standards. These interven-tions are effectively implemented through center rotations and guided math practices that support differentiated small group instruction.

44. Recipe for Success: Reaching CORE as We Never Had Before

Presenters: Michelle Wood, Teacher; Kevin Seyer, Principal, Crestwood School District

Ummm. There’s nothing like enjoying a delectable recipe. At Crestwood we have found the best recipe for improv-ing literacy results, so far. We have been collecting student achievement data since 2011 in an effort to find a recipe that results in all of our students learning to read in the primary grades. Trend data indicated that we always began with the same ingredients in September and ended with the same entree in June. Three years ago we began to experiment with our recipe; we discovered and applied reading research, added best practice, research-based instructional strategies, set clear expectations for teaching AND learning, partnered to secure coaching and mentoring, PLUS designed and implemented technology solutions that improved real-time communica-tion, instructional decision making, and individualized reading instruction. Chichester High School was often labeled as a low-performing school. With funding from the KtO Grant, the district began aligning practices with the district vision to prepare students for college and career success. In the last six years, Chichester High School has been on a journey to create sustainable, systemic improvements for the contemporary learner. Highlighted areas will include college and career readiness, Chichester Cyber Academy, 1:1 environments, and a student help desk.

Are you trying to get a quick start and strong finish for your early learners in the race toward the Grade 3 PSSA finish line? Shenandoah Valley Elementary School has this challenge too! Initially, we had our engines ready to race in Grade 1, then we moved to a full day Kindergarten starting line. Now we have a 4K program, with three classrooms of low SES students who are speeding around the track! informed by standards and research, supported by the Superintendent and Principal, and partnering with DMG to use PELI, we have a story to tell to our colleagues. Join us as we share the data that is fueling our efforts, the pit team strategies that keep this car going, and the tires that we are racing on!
