Welcome to the 2014 CFRW Winter Conference Dear CFRW Members, We are very excited about the plans for our first Conference of 2014, February 7 to 9, at the Marriott Hotel in Rancho Cordova. Conference Chair, Vice President North Olivia McCaffrey and her committee have been working hard to make this the best CFRW Conference ever. We have a critical election in 2014 and it is so important that our members have the information you need to help educate the voters in your communities. It is crucial that we put a stop to the super majority in Sacramento, make sure we keep a Republican majority in the House and take back the United States Senate with a Republican majority once again. You want to be sure to attend our winter conference to help prepare for the important work that lies ahead. We will begin the weekend with a full day campaign school presented by the Honorable Lynne Leach. If you have ever thought of running for office or if want to get involved working on or running a successful campaign, you don’t want to miss this important workshop. Our dynamic Membership Promotion Chair Gaylon Kastner will host a Membership workshop on Friday afternoon. It is so important that CFRW represents all Republican Women and you will have an opportunity to hear from some of our Community Outreach Chairmen on Saturday. We need to build a strong, powerful army of Republican women to GOTV and win in 2014! We have invited some very informative speakers. Confirmed so far are CRP Chair Jim Brulte, Lynne Hartung our NFRW Regional Director and Larry Greenfield, fellow at the Claremont Institute and the American Freedom Alliance. Mr. Greenfield is a very passionate speaker. You don’t want to miss his presentation. Other highlights include a Social Media workshop and an important Candidate Forum. We will keep you informed as we add additional speakers. Be sure to add our 2014 Winter Conference to your calendar. Invite your members, guests and prospective members to join us in Rancho Cordova for an informative, inspiring and empowering weekend as we welcome the New Year together! Northern Division Club Presidents & Regional Directors We would like to ask the Northern Division clubs, Regions and/or individual members to donate a basket to be raffled off at the Winter Conference in Rancho Cordova as part of the CFRW fundraising effort. The baskets can be brought to the conference on Friday, February 7 or the morning of Saturday, February 8, 2014. You can give them to Barbara Tull, CFRW Ways & Means Chair, upon your arrival. If you CAN NOT get a basket to the conference we would appreciate if you could make a contribution of $50, $75 or whatever amount your club is able to donate. Well, you have a marvelous opportunity on Friday, February 7, as the exciting prelude to the 2014 CFRW Winter Conference an all day Campaign School, tailored for Republicans, is being offered. Network with elected Republican officials and potential candidates. Hear from experienced candidates who have been there! Join us from 8:30 AM to 4 PM on Friday, February 7, and we will pull open the dark curtains on how to run a successful campaign. Running a campaign is not a mystery. CFRW BOARD OF DIRECTORS MEETING AND CONFERENCE STANDING RULES

1. All elected officers, appointed officers, and committee chairs of CFRW, President of each Division, and the Past Presidents of CFRW shall constitute the voting body.

2. One-third of the CFRW Board of Directors, providing three of them as elected officers,

shall constitute a quorum.

3. For admission to the assembly hall, and to facilitate identification and seating, members shall be requested to wear the badge issued by the Registration Committee, within plain view, at all times.

4. Members shall be seated and doors are to remain closed during opening ceremonies and during a vote. Members waiting to enter shall be admitted at the discretion of the Pages.

5. A guest cannot vote, speak, or make motions, and cannot be counted in establishing a quorum.

6. When addressing the chair, a member shall use the microphone and state her name and club or title.

7. Motions longer than ten words shall be written, signed and given to a Page for delivery to the Chair.

8. No member shall speak in debate more than once on the same question on the same day, nor longer than two minutes, without permission of the assembly granted by two-thirds vote without debate.

9. Members are requested to be in their seats five minutes before time for the meeting to convene.

10. Cell Phones and pagers must be turned off when the meeting begins unless special permission as been granted in advance by the Chair.

11. The Conference shall be open to all members of CFRW and guests.

12. Roberts Rules of Order Newly Revised shall be the parliamentary authority to govern the Conference in all cases to which they are applicable and in which they are not inconsistent with the bylaws and special rules of order adopted by CFRW.

CFRW Ambassador Program Cheryl Bluy, Chairman

The “Ambassadors Program” has been around since 1974 when our first Legislative Advocate, Nancy Ehlers, was appointed and the first annual “Advocacy Workshop was held. She was a full-time volunteer Lobbyist representing CFRW in Sacramento. In 1978 the Legislative Advocate’s Sacramento Office (LASOF) was created to allow CFRW to maintain an office in the capital city. Later on the membership voted to designate a $2 dues increase to go toward the Advocacy program to ensure a stable source of funding. Over the years the program and the office has grown in size and responsibilities as well as in the cost of doing business. The “Ambassadors Program” was established to help in the funding of the program. Historically, the ambassadors Program has been funded by a small group of CFRW members who paid $250 per year and were thanked for their generous contribution to “the program” at three receptions a year. In 2006 the membership approved a change to the Standing Rules to allow for a four-tiered program. The levels are “Platinum Ambassador” at $500 per year, “Golden Eagle Ambassador” at $250 per year, “Golden Bear Ambassador” at $100 per year, and “Ambassador” level at $50 per year. Platinum and Golden Eagle ambassadors may pay in two installments. As in the past, there are perks for those who join the Ambassador Program. “Platinum Ambassadors” receive one free lunch at conferences. All “Ambassadors” have preferred seating. “Platinum Ambassadors” and “Golden Eagle Ambassadors” have free admission to all Ambassador Events. “Golden Bear Ambassadors” and “Ambassadors” can attend Ambassador Events at a reduced rate. All Ambassadors receive identifying name badges and will be recognized in the CFRW program. Husbands that are associate members may also join the program. All levels of donor support have the option of receiving the State Bulletin and Capitol Update.
