    1900. The 350 acres at Rockaway ("Hatch Tract"), condemnation of which was' ordered in 1907-together w ~ t h the easterly adjoining "Bell Harbor Tract," a total of, say, 650 acres, or 12,000 hnear feet of ocean beach-were acquired by the late E. P. Hatch for $150,000 at judlc~al sale.

    At about the same tnne the westerly remainder of Rockaway Beach, now known as the "Harriman 'lract," was similarly acrluired by the late C. P. Huntington.

    Oct, 1902. Park Comn~issioner W~llcox and President Crotnwell urged that city acquire public bathing beach on Staten Island.

    Nov. 1903. Destructive fire, co~erlng 10 acre5 at Coney Island, resulted in agitation in favor of pubhc bathing beach there.

    24 Feb., 1904. Local Board of Jarr~a~ca District, acting on local petition, adopted resolutio~ls for laylng out park at I i o c l ~ a ~ a y Beach 7,000 feet long (p. 1471).

    30 Sept, 1904. Board of Estimate, actlng upon resolutions from Local Board of Jamrucn Distrlct and up011 report of Cl~lcf Engineer Lewis, Board of Esti- mate, adopted resolut~on: (1) pl-opaslrzy "to change the map of the city by laying out a pnhlic park" at Rockamaq : and (2) xing November 11, 1904,

    as the date for public hearlng upon this proposal (p. 1471).

    1f Kov., 1904. Board of Estimate held public hearing in favor of laying out Rock- away Park, at conclusion of w h ~ c h hearing the matter was referred by Board to its Committee on Snlall Parks (p. 1643).

    1905. Nothing done; Mayor suspecting that a city official would receive one-third purchase price. Schemc lay dormant as a park scheme.

    The interest of Mayor and Cotnptroller was revived, largely through efforts of President Brannan of Bellevue and Allied Hospitals, with idea of utilizing beach, not merely as park, but also a i sites for fresh air hospitals and con- valescent homes,

    16 Sept., 1905. N. Y. Association for Improving the Condition of the Poor received its first gift toward fund to build seaside hospital for non-pulmonary tubercu- losis.

    1 Jan., 1906. hIa$or's message to Board of Aldermen: (1) Recommended speedy pro- vision of fresh air hoilles for chiltlreil and convalescent patients froin the city hospitals ; (2) suggested three heacher;, one being Rockaway ; and (3) suggested that Rockamay site could probably be acquired at reasonable price. (Ifitlutes of Board of Aldermen, p. 28.)

    12 Jan., 1906. I n accordance with Mayor's recommendation this matter was taken up by Board of Estimate and a hearlng xed for February 9, 1906 (p. 14).

    January 4, 1906, Chief Engineer Lewis, Board of Estimate, under- standing that this matter was to be taken up January 12, submitted a letter to Mayor as Chairman of Boarc!. for purpose of information upon this project to the new I-lo3rd that llas about to organize. This letter ex- pressed opinion that Rockanay tract (about 7,000 ieet long on ocean) wouId cost city from $500,000 to $1,250,000. This !etter does not appear in the ntinutes of the Board.

    9 March, 1906. On ComptrolIer 5 motion hearing was postponed to April 1906, ( p 492).

    6 April, 1906. On motion of President of Board of Aldermen hearing was adjourned to May 4th, 1906 (p. 774).

    4 May, 1906. On nlotion (mover not indicated) hearing postponed to ;\lay 18, 1906 (p. 1044).

    15 May, 1906. Enactruent of Chapter 456, Laws of 1906 (urged by Metropolitail Parks Association, C. 0 . S., A 1 C. P., and nlany other charitable and civic or- ganizations), providing :

    1. That city may acquire bcach within or without city limits. 2. That city may lease parts of beach, with approval of Sinking Fund

    Commission, to cliarltable or bene\olent societies for convalescent hospital or hospitals.

    3. That city inay not spend more than $2,500,000. 4 That Board of Estimate may act in the matter without concurrence or

    March-April, 1909. In course of efforts to bring this about there was secured froin Mr. Clarence W. ICelsey, a Vice-president of the "Realty Associates" (a cor- poration then qwning a three-fourths interest in the prgperty) an oral proniise to sell the tract at rr million and a half to, or for the sole benefit of, the city.

    A few days later there mas received from Mr. Kelsey oral assuradce that the property could be had as a b o ~ e indicated at the price mentioned, one-third cnsh and the rcmzindcr on niortgage.

The Board of Estimate and Apportlonil~ent of the City of New York shall have power whenever it shall have appl'opriated a sutll which shall be sufficient in i ts judgment for the erection, maintenance and support of a hospital or hospitals to be erected in said seaside park to withdraw froill the jurisdiction of the park department as much of said seaside parlr as it shall dceill proper, and to confer jurisdiction over the satne upon the Board of Health or the Board of 7 rustees of Bellevue and Allied Hospitals, or the Cominissioncr of PL blic Charities, and to permit the use by said board or *commissicner of the part of sa:d park so withdrawn.     I t is adilritted by all that thii additioil would he a desirable one for the reason that it gives a frontage for that portlon of the park upon a recogllized street, instead of upon the back yard of any h&es that may be erected upon this property in ca3e the addifion should not be approved.

    The view aud outlook from this portion of thc park is a very fine one, and the park 11-uuld be rgreatly benefited by such a i ~ o n t a g e as is cot~teinplated. I am told that the ow~~eisNip of this property is .vested in a siugle estate, the Miller, and i i aiisessed for $22,000 to $25.000. Its sale value is probal,ly nearer $50,000 or $75,000, and, of course, will never be of less ~ a l u e .

    The whole matter, therefore, seeins to resolve itielf into the question whether tlw appropriation of this amount of moneq, assessed up011 the City and the Borough of Queens and.its citizens, is lllore desirably expended there than in more remote sections, where larger areas needed for future parks call be obtaincd,

    Personally, I ; \vo~~ld like to sce this atldition, but I an1 by. no means sure that such amount of money would not be better put to the acquisitioil of larger areas, and leave the matter for your decision.
