We hope this book will assist your board of directors as they prepare for the many events in National Junior Basketball.

Remember, NJB is for the kids! they need your help and commitment during the year, but let’s stay on the course throughout the season. Keep their welfare first!

the NatioNal JuNior BasKetBall historYThe National Junior Basketball League is a non-profit organization. NJB was formed by Dennis murphy Jr., a former coach at Garden Grove High School. coach murphy had a vision of young girls and boys, from the K through 12 grades, and their families being involved in organized youth basketball.

the program is designed to develop basketball court skills, good sportsmanship and team com-petition. Player participation, team practices and clinics emphasizing basic basketball funda-mentals to create a true learning experience for every participant.

Program insurance, top quality uniforms, excellent rules and regulations, team and individual pictures, trophies, chapter training and certified NJB referees lead to an excellent program. In addition, drug awareness educational seminars, informative newsletters and scholarships are provided for NJB players. Required coach clinics for all volunteer coaches lead to a true learn-ing environment for all participants.

More basketball groups are seeking affiliation with National Junior Basketball. We welcome every city to join us in this quality organization. National Junior Basketball is building a tradition for our youth and creating a positive experience for all. During the coming year, all parents are requested to volunteer their energy towards creating a strong and solid base in your community. Please give of your strength so that the players can receive the NJB ultimate experience.

hiStoRy National Junior Basketball, a non-profit organization, was founded in 1984, by Dennis Murphy, Jr. He envisioned a league that provided boys and girls with sound basketball fundamentals, good sportsmanship, and a safe environment. The league has grown into the largest youth basketball league with over 30,000 par-ticipants. NJB operates leagues year round, clinics for players and coaches, and numerous tournaments. The Championship Series, which features over 600 teams, is the largest youth tournament in the Nation. NJB is totally structured for the players and their families.

SERviCES to mEmBERS:

njb Publishes The official “Blue Book” governs the NJB Chapters. It contains the constitution and bylaws, calendar of events, official playing rules and All-Net rules.

Referee Training Booklet - Guidelines and procedures for all officials. Training clinics are required for qualifications each year.

The official “Parent Book”, outlines the philosophy and guidelines of NJB and expectations for parents.

the NJB Newsletters published tri-yearly, provides information on upcoming events. It helps with communication to chapter members.

Chapter and Sectional operational Booklets. Training tools for our chapters and directors.

Coaches Booklets to assist coaches during the season. Each coach shall be qualified each season. Excellent skills and drills are included in the book.

the National Coaches Clinics - The teaching aid for the coaches and chapters. NJB conducts over 30 National clinics yearly.

the Rookie Handbook, outlines the duties and procedures of the rookie league for 1st and 2nd grade players and coordinators.

Online Management System - NJB has created an exclusive online software program which will be fully integrated for our chapters

njb coordinates Excellent training and rules clinics for game referees. To establish strong working relationships between chapters and referee coordinators who actually assign qualified NJB referees for all contests.

Online scheduling formats and procedures for chapters to follow during the regular season. Player registration and chapter data is included.

All-Net League for chapters with full administration in scheduling, uniforms, shoes, facilities and post-season tournaments.

High School Leagues for players who desire to participate, and don’t qualify for their local High School teams during the winter season.

The Championship Series - The largest team tournament in the nation. The Championship Series is for all NJB teams. This post-season event attracts over 600 teams. Team parity is required.

All-Star Tournaments for girls and boys NJB Members during the month of March.

National All-Star Tournament - The event culminates the winter season with the best teams competing for the National title in April.

COdE Of ETHiCS 1. Remember that a basketball game is only a game - not the end of the world for the NJB players, coaches, parents, and all participants.2. Acknowledge that NJB promotes the physical, mental, spiritual, moral and emotional soundness of the individual players.3. Understand and accept the rules and regulations of the game.4. Respect the integrity and judgement of the game referees.5. Create an enjoyable atmosphere for all visitors and guests during NJB games.6. Always demonstrate friendly and courteous attitudes toward opponents and game referees.7. Play fairly and strive for good values.8. Emphasize good sportsmanship.9. All adults should conduct their behavior in a positive fashion. Adults are role models for our NJB players.10. Spectators shall never harass the game referees or players or coaches. Cheer every good play, no matter who makes it. Praise our children, and please always recognize the good and never the bad.

11. Players shall play for the love of the game- winning without extreme ego, losing without excuses, and never quit.12. Encourage leadership, use of initiative, and good judgement.

SPORTSMANSHiP The reputation of NJB in your city can be af-fected by the negative actions of one or more people affiliated with NJB on or off the court. Players, parents, coaches, referees and chapter members all share the responsibility of display-ing proper behavior at all times. Quarreling and bickering over playing regulations or chapter administrative problems only create a negative image for the local chapter. This is your program developed to benefit all young people. Adult Leaders are role models for the players -

referees are required to use this card when adult sportsmanship is not up to NJB standards,

according to our mission Statement.

After the official warning at the coaches/referee pre-game, the following will happen:1) 1st Infraction - one (1) technical Foul goes directly to the Head coach.2) 2nd Infraction - two (2) technical Fouls and the Head coach is removed from the gymnasium.3) 3rd Infraction - the game is over AND the offending team is placed on immediate suspension.

GooD SPoRtSmANSHIP IS AlWAyS FIRSt!!

PenaLtY: leAGue PlAy- Any adult ejected will recieve a 2 game suspension and will not be allowed in the gym.

njB EvEntSCHAMPiONSHiP SERiESThe largest youth basketball tournament in the coun-try. Teams are pitted against teams with similar re-cords. Games run for two Sundays in a row, in late February. NJB teams only.

ALL-STAR TOuRNAMENTSAll-Star teams are selected by the players within the chapter. All Sections and State Teams must qualify in their local sectional tournament to be eligible for the National Tournament in April.

NATiONAL ALL-NET TOuRNAMENTThis Tournament culminates the All-Net season. The finals were played in the Long Beach Pyramid. The tournament is held in late March.

NATiONAL ALL-STAR TOuRNAMENTThe event is for the Divisional team in April. Teams will be introduced and entertained with Opening Ceremony. The night always proves to be a winner with the players. Don’t miss out. Disneyland is a prime sponsor.

ROOkiE TOuRNAMENTThis is a tournament for boys and girls grades K-2 in March. All Chapters are invited to be a part of this fun event.

EXpanSion The NJB expansion program Directors have contacted many cities this season. Many high school and college basketball coaches have requested literature on the NJB program and leagues. A free clinic is set for each city for the purpose of giving kids basketball instruction. Players receive a free basketball and the NJB staff will speak to parents in order to form a board of directors and fill other important positions. Many new cities will be included this season.

Off SEASON yOuTH LEAguESFor players who want to play year round. The leagues provide games for High School and All-Net teams. Youth leagues are geared for development of skills for the players.

OPEN TOuRNAMENTSTournaments is open to traveling teams and NJB All-Net teams. Highly competitive games.

3-ON-3 TOuRNAMENTSThe tournament is a fun way to continue playing in the off-season. NJB provides quality tournaments for the players.

PLAyER TRAiNiNgFor players to enhance their skills on the court year round. Different levels of training available.

NAtIoNAl JuNIoR BASketBAll exPANSIoN

National Junior Basketball is growing! Already in place in 10 states, NJB is moving ahead with plans to establish chapters in at least four more states in the near future. NJB President Dennis murphy, Jr. isn’t content with just 200 cities with franchises. He and other NJB executives have been on the road in california visiting 16 cities in the past few months, and will visit many more soon.

NJB is gaining popularity and participation. Growth is documented at about 8% per year, and NJB will soon rank with little league and Pop Warner, and our National Headquarters could rival the impact of Williamsport, Pennsylvania (home of little league).

High School Varsity basketball coaches are encouraging NJB programs in local communities. Some have gone so far as to set up clinics to provide NJB basketball instruction, a free basketball and in assisting parents to form a board of Directors and fill local positions.

The purpose of this expansion is to bring an organized youth basketball program to the core of cities that have long been ignored by other youth sport-ing activities. NJB is proud of it’s ability to transcend socio-economic barriers and appeal to people of all races, creeds, income brackets, and social stand-ings.

After the final skill evaluation date concludes, the division representative will pick up the skill evalu-ation sheets from the player agent and then make a collective ranking of the players.

each division representative will total the skill evaluation points and rank the players from top to bottom. The ranking on all players will be available for the chapter draft. During the first two rounds, each team will receive a tall player and a ball handling skill-player. Players will be placed on NJB official roster sheets. Team coaches will receive their roster after the chapter draft is com-pleted. Coaches will be appointed to their team/roster by picking a number from a hat after the draft.

each coach shall attend the draft process. the draft should continue in order as follows:

the process will proceed until all players are selected.

1) Head coach’s child - this player will be allowed to join the team of the head coach. the player will be placed after the competition of the draft. If the coach’s child is not on the coach’s team after the draft, the player trade will begin. the player trade shall be equal and proper. example: A 2nd round player for a 2nd round player, or a 4th round player for a 4th round player.

2) trades - trades are permitted by the player agent for transportation purposes. equal number trades are required. example: A 3rd round player for a 3rd round player.

3) Each coach should have an NJB official team roster sheet. Coaches should write the players name and address, phone number and grade onto the official roster. A copy will be given to the divisional representative.

NJB stresses and demands parity of teams at all times in the draft process. make every effort to ac-complish team parity for all teams.

the divisional players will be a part of the selection of the All-Star team. the divisional coaches will develop the divisional All-Star ballot. each player will receive an official divisional ballot. Players will choose no more than 8 All-Stars representing their chapter. If an NJB chapter has over eight teams in a division, two All-Star teams are required.

NJB requires that the divisional players select the All-Stars teams.

the divisional coaches will generate the divisional All-Star ballot. each coach shall nominate 4 to 5 players from their team only. Ballot comprising of all nomi-nees shall be secured by the Player Agent or Divisional Rep.

Each player will receive an official All-Star ballot. Each player will vote for no more than eight (8) nominees representing their chapter.

the All-Star coach may select an additional two (2) to four (4) players from the ballot to round out the team.

If a division has no more than eight (8) teams, two All-Star teams will be re-quired. each coach shall nominate 4 to 5 players from their team only. CHAPTER FINANCIAL GUIDELINES

As a sanctioned NJB chapter, each chapter is required to follow the policies outlined in regards to the handling of chapter funds.

24.1 each chapter muSt have the approval of NJB Headquarters to open any banking account bearing the name of NJB or National Junior Basketball. Send your request to NJB Headquarters and we will issue a letter of authorization if applicable. The authorization letter should be taken to the bank when opening your account. A copy of this letter must be kept in your chapter files.

24.2 Prior to the beginning of each winter season, the chapter's treasurer along with the assistance of the chapter Board of Directors should prepare a proposed budget for the upcoming year. the budget needs to be approved by the voting members of the board for your chapter. this should be used as a guideline for your expenditures for that year and should be reviewed on a regular basis.

24.3 When opening the chapter bank account there muSt be at least two signatures required to withdraw funds from the account. the two signers cannot be related. there are No exceptions to this policy. leagues are not allowed to use the NJB corporate tax ID number on their bank accounts. each chapter should have their own employer Identification Number (eIN). If your league does not have one, you may obtain one by filling out an SS-4 form with the IRS (call 1-800-829-3676 to request forms).

your leagues eIN number should be used on all bank accounts, IRS and State correspondence. Do not use the NJB corporate tax ID number for these purposes.

24.4 All copies of bank statements and canceled checks must be retained. Headquarters has the right to request and receive copies in the event that there is any questionable financial activity. Failure to provide copies on demand could result in your chapter's NJB sanction being revoked and legal and/or law enforcement agencies called in as seen necessary.

24.5 All funds received must be deposited within five (5) working days of the receipt of funds. Deposited funds must be recorded in a comprehensive breakdown as to amount, received cash or check, received by. this breakdown must be kept with the bank ledger in the chapter files.

24.6 It is mandatory that All receipts, billings and statements be kept in the chapter file. No check should be issued without a copy of the receipt or billing.

24.7 checks should never be made out to cash. If in the rare event that a check is made for cash, you must have a breakdown kept in the chapter file as to how the cash was distributed (such as funds for start up cash for snack bar) and have the distribution signed by two authorized board members. It is in your chapter's best interest to avoid ANy cash payments and to always retain receipts and records.

24.8 under No circumstances should there be any co-mingling of funds. Do not use any personal accounts to receive or disburse any league funds. NJB Headquarters reserves the right to remove any chapter members at any time.

24.9 All chapter positions are volunteer position. No chapter members shall be paid for any work done (with the exception of referees being paid for games worked). legitimate reimbursement for out of pocket expenses should only be done on the approval of the board. At each board meeting the financial status of the chapter should be reviewed. Reimbursement must only be in the nature of a direct benefit to your chapter such as; copies made of flyers that were paid out of pocket, snack bar stock, payment to score keeper, etc. these reimbursements should be rare exceptions. It is always better that a check from the league be obtained first to directly pay for the expense. All requested reimbursement be accompanied by a receipt and kept in the chapter file.

24.10 For any contract services/labor, at the end of the calendar year, 1099 forms shall be completed for anyone receiving more than $600.00.

24.11 If a chapter receives $200.00 or more from one sponsor, the IRS requires that the sponsor receive a receipt from the chapter.

24.12 It is mandatory for any chapter, that participates in any fundraising such as operating concessions and hosting tournaments where gate proceeds are collected, to keep accurate official records for each of these events/functions. Income and expenses need to be properly documented. Records must indicate cash or checks received and any cash paid out (with copies of receipts). All records must be kept for a period of seven (7) years (IRS rule).

Document all pay outs to scorekeepers, referees, court directors, from the gate receipts. Have the recipient sign the receipt along with the signature of the cash custodian. the date, the amount, and both signatures should be on all cash payout receipts. chapters may pay an administrative fee approved by the local board of direc tors and NJB Headquarters. this fee is for chapter business only.

Section 25 - financiaL rePortinG

It is each chapter’s responsibility to do the approprate filings. NJB Headquarters is not responsible for filing for each chapter. Copies of your filings must be sent to NJB Head-quarters within 30 days of your chapter’s filings. By July 31st, your chapter is required to file a financial statement (use the form provided in this book) to NJB Headquarters.

the Board shall assure that when a new treasurer is appointed that all past and current records be turned over promptly to the new treasurer. Any misuse of funds for personal use could be cause for dismissal and possible criminal and/or civil prosecution for mishandling of funds. Al-ways remember that these funds are held in trust by your chapter for the exclusive benefit for your players. If your chapter is audited it will be held solely responsible for the proper and docu-mented use of all your chapter funds. If there are any questions, please consult NJB Headquar-ters.

the 990 IRS form will ask for a GeN number (Group exemption Number). NJB’s GeN number is 4164. This number ties your chapter to NJB Headquarters, establishing you as a recognized subordinate under our Non-Profit Status 501c3 designation. If your chapter is incorporated, you should not use our GEN number when filing taxes. Check with your tax preparer.

To ensure your ongoing tax exempt status, below is the type of 990 to be filed based on your chapter’s annual gross receipts and total assets. Filing deadline is December 15 of each year to the IRS. Remember your fiscal year ends July 31st each year.

Letter to the coach

Dear coach,

I just read your letter to my child of your expecta-tions for athletes under your guidance. We couldn’t agree more as we have long recognized the values deriving from youth sports.Judging from your record, you must teach the game very well.

there is another phase of coaching. coach, we are giving you our most prized possession to coach for sev-eral months. During that time our child will make you one of our prime household conversations. We will hear how you could have made the Pros, if only you hadn’t hurt your knee. We’ll hear about how you can still shoot the ball and play tough defense. When we are hearing all this talk our child’s eyes will shine. You see, you are idolized.

many professional athletes will sell their souls for a buck it seems. Some college athletes made the news this year in a very negative manner. We know all college ath-letes don’t shoplift, etc., but that is what we hear about. you are our child’s hero.
