n Wednesday, Aug. 10 | 8:30 am-10:30 amThe Future is Near: Revolution of the Roadways A brave new transportation world is on the horizon where autonomous vehicles are at our service with a tap of a mobile device, traffic fatalities could be drastically reduced, and new partnerships pave the way for a radically different mode of travel. But it takes investment among legislatures, agencies and industry.

Making the GradeWhat will it take to move the United States from a mediocre C on the international education report card to the A+ other nations are scoring? NCSL’s International Education Study Group examined the principles that make countries like Finland, Singapore, Poland and China achieve a perfect education score. This interactive session will give you the syllabus to make it happen.

Reducing Poverty: A Bipartisan ApproachHow do we address poverty, wages and the collapse of the middle class in the U.S.? You’ll dive deep into new recommendations to solve poverty from The American Enterprise Institute and the Brookings Institution, which brought together experts across the political spectrum to come to consensus on this difficult problem.

n Wednesday, Aug. 10 | 2:45 pm-4:45 pmCollective CreativityNew leadership looks, sounds and feels, well, a lot like jazz. You’ll get a musical perspective on the creativity, inspiration and efficiency that characterize leadership from Orbert Davis and members of the Chicago Jazz Philharmonic, who use music as a catalyst for change.

Reaching Across the Aisle on Juvenile Justice There is growing recognition by both Republicans and Democrats about what makes juvenile justice systems more effective at reducing juvenile crime. With a focus on evidence-based programs that effectively treat and rehabilitate young offenders, lawmakers in a number of states are working together to strengthen juvenile justice.

Targeting Health Care CostsYou know that health costs continue to rise, challenging state budget writers and squeezing other program priorities. But, how much do you know about where the money goes? For example, about 5 percent of the nation’s patients account for half of health care spending.

n Thursday, Aug. 11 | 8:00 am-9:15 amTalk Like TEDShort, concise, emotionally connected—it’s what everyone strives for in their communication. And nobody does it better than TED. It takes practice, practice and more practice to make your speech perfect. But after this interactive session you’ll be speaking like a pro, and prime-time ready.

n Thursday, Aug. 11 | 9:30 am-12:00 pmRX for America’s Opioid AddictionThe nation is battling a lethal epidemic that kills more people each year than traffic crashes. More than 120 Americans die each day from drug overdoses, with the majority caused by abuse of opioid prescription drugs and heroin. State resources are increasingly strained by rising foster care caseloads and crowded emergency rooms and jails.

Welcome to the Third Wave of the FutureEconomic powerhouses like Uber, Lyft and AirBnB challenged the culture and structure of prevailing business models. Now the dawn of a new technological revolution is on the horizon—the “third wave” of the internet. It will change our lives in unimaginable ways.

NCSL LEGISLATIVE SUMMIT 48

ABOUT NCSL

ResolutionsThe deadline for submitting resolutions for consideration at the 2016 Annual Business Meeting has passed. The NCSL Permanent Rules of Procedure allow the Chairs of the Standing Committees to waive the deadline “under extraordinary circumstances.” Legislators wishing to file a resolution after this deadline should contact NCSL Executive Director William Pound in Room W471b at the McCormick Place West Convention Center.

NCSL Nominating CommitteesThe NCSL nominating committees will propose a slate of legislators and legislative staff to serve as officers and members of the executive committee of the Conference for the coming year. Candidate interviews will take place on Monday, Aug. 8. The slate of nominees is presented and ratified during the NCSL Business Meeting on Wednesday.

How NCSL is OrganizedThe Conference is governed by a 63-member executive committee, elected yearly, which includes both legislators and staff, under the leadership of seven officers. The NCSL Standing Committees guide the lobbying efforts of the Conference and serve as forums to exchange ideas and information among the legislatures. The legislatures’ presiding officers appoint legislators and legislative staff to the Standing Committees. NCSL also supports 13 professional organizations for legislative staff, and makes use of task forces to address issues of particular impact.

How to Get Involved with NCSLHow do I get involved in a Standing Committee? The presiding officer in your state must appoint you to a Standing Committee. Contact him or her and indicate your desire to be appointed. Standing Committees meet on Monday and Tuesday to discuss important state and federal issues. These sessions are open to all attendees.

How do I get involved with a Staff Section? Contact a Staff Section or Network officer, the Staff Section or Network liaison, or your NCSL state assignment contact and ask to be included. Staff Sections will meet throughout the week to discuss their ongoing projects. These sessions are open to all attendees.

How do I know what benefits I’m entitled to? Visit NCSL’s website at www.ncsl.org to learn more about all the benefits available to legislators and legislative staff. From free publications and technical assistance, to extensive research and skills training, NCSL offers numerous ways to help enhance your legislative work.
