Welcome speech Gen. Ahmed Fouly, WT Vice President and WTAF President

Dear Athletes, dear Officials,

Let me first congratulate all our African Taekwondo family, WTAF Executive

Council Members, WTAF MNAs, our athletes, coaches and referees, on the outstanding

performance they have demonstrated in 2017. This great collaboration of everybody has

clearly borne fruits: Africa was chosen by World Taekwondo as " BEST TAEKWONDO

CONTINENTAL UNION for 2017".

Our great achievement of 5 Olympic medals in Rio de Janeiro OG 2016 has

motivated our athletes to exert even more effort to continue bringing in medals for the

honor of Africa.

On this occasion, I would like to express my deep appreciation for all the efforts

exerted by the Royal Moroccan Taekwondo Federation in promoting African

Taekwondo. It is the dedicated leadership and excellent team and a lot of dedication,

which will lead to the success of the 2018 African Senior Championship, 2018 African

Poomsae Championship, 2018 Para Taekwondo Championship- Africa and the 2nd WT

President's Cup, which all will be held here in Agadir , Morocco 28 March -1 April,

2018 . Morocco is bearing a heavy burden of hosting the top event of World Taekwondo

Africa, but they will face this challenge and succeed with unprecedented success.

On behalf of The Moroccan Royal Federation for Taekwondo, I would like to

In accordance with Article 4: Qualification of Contestant of the WT Competition Rules, the

contestant must meet all the following requirements:

1. DAN CERTIFICATE:

Holder of Taekwondo Dan certificate issued by the Kukkiwon or the WT. Kukkiwon Poom / Dan

grade and number should be written in the entry application form. A copy of the Dan certificate

should be enclosed when registering for accreditation. In case a contestant has applied for a

Kukkiwon Dan certificate but has not received it yet, a copy of the Dan application form and the

remittance certificate sent to the Kukkiwon must be enclosed when registering for accreditation.

2. WT ATHLETE LICENSE:

An approved 2018 WT Global License and WT Event Pass (WT Global Athlete License OR

Global Official License is required by all athletes and officials who wish to register. WT Global

License a n d W T E v e n t P a s s registrations & renewals can only be made through the WT

recognized Member National Associations. There will be NO WT Global License registration

onsite. Please contact your designated GMS Managers.

3. AGE OF CONTESTANTS:

Seniors -­­ Athletes born in 2001 or before, are eligible to participate.

5. EQUIPMENT (DAEDO):

a) Protector and Scoring System (PSS; formerly called Electronic Body Protector) will be used at this

tournament.

b) Participating contestants are required to wear Taekwondo uniform and protective equipment as

described by the WT regulations.

c) Body protector (Protector and Scoring System) will be provided by the OC.

d) Participating contestants are required to bring their own sensing socks, groin guards, mouthpieces,

gloves, and shin and forearm guards for their personal use.

e) Before entering the field of play, all contestants will proceed to the inspection desk for

inspection of their uniforms and protective equipment. Any contestant who wears unofficial

uniform or protective equipment will not be permitted to compete.

6. WEIGH‐IN:

a) Weigh­in of all contestants shall be completed one day before their scheduled competition

b) During the weigh-­­in, male contestants shall wear underpants and female contestants shall wear

underpants and brassieres. However, contestants may weigh­in in the nude if they want to do so.

7. ANTI‐DOPING:

a) Use of drugs or any other doping offences by chemical substances is strictly prohibited.

b) The OC would carry out random medical doping tests among the participating athletes.

c) Any athletes who refuse to undergo the tests or who is proven to have committed a breach of the

regulation, shall be removed from the final standing, and shall be subject to disciplinary actions.

d) The Anti-­­Doping Rules of the World Taekwondo Federation and/or the World Anti-­­Doping Code

shall apply.

8. AWARDS:

a. INDIVIDUAL AWARDS BY RANK: Medals will be awarded to the top four athletes in the

respective weight divisions.

i. 1ST PLACE: GOLD MEDAL & CERTIFICATE

ii. 2ND PLACE: SILVER MEDAL & CERTIFICATE

iii. 3RD PLACE: 2 BRONZE MEDALS & CERTIFICATE

b. TEAM AWARDS BY RANK: Based on the point system below, the top three (3) teams of each of

Men’s division and Women’s division will receive trophies.

1. TECHNICAL OFFICIALS:

The W T A F will appoint the Technical Officials such, Competition Supervisory Board (while the

Technical Delegate will be appointed by the WT), and International Referees in coordination with the

WT Referees Division.

a) TECHNICAL DELEGATE:

One (1) Technical Delegate will be appointed to oversee the tournament and make

decisions on technical matters.

The Organizing Committee shall pay for the expenses of room and board for the

Technical Delegate for (5) nights’ stay; Check-in on March 27 and Checkout on April 2nd.

b) SUPERVISORY BOARD:

Five (5) Competition Supervisory Board members (including Technical Delegate) will be

appointed.

The Organizing Committee shall pay for the expenses of room and board for

Competition Supervisory Board members for (5) nights’ stay; Check-in on March 26 and

Checkout on April 2nd.

c) INTERNATIONAL REFEREES:

Thirty two (32) International Referees, including Review Jury, will be appointed to

officiate at the tournament.

The Organizing Committee shall pay for the expenses of room and board for

International Referees for (5 nights’ stay; Check­in on March 27 and Checkout on April

2nd 2018 The Organizing Committee shall pay a per diem of US$100 to the selected

Technical Officials during competition period (for actual competition days).

2. HEAD OF TEAM MEETING & DRAWING OF LOTS SESSION:

a) The head of team meeting and the drawing of lots session shall be conducted one (1) day

prior to the start of the championships, in the presence of the WT and OC officials and the

representatives of the participating nations.

b) The Technical Delegate shall decide the method of draw.

c) Depending on the decision of the Technical Delegate, WTAF officials or Organizing Committee

volunteers could be designated to draw lots on behalf of the officials of the participating nations

who are not present at the time of the lot drawing session.

d) Seeding (for the Seniors event):

According to Bylaw of WT World Ranking, at least twenty five (25) percent of the

registered athletes per weight division will be seeded based on the WT World Ranking as

of March 1, 2018.

In the event that the registered athlete from the host nation has not been included in the

25%, he/she will be seeded at the last place of the seed 25%.

25% of the seeded athletes will be finally determined after completion of team Weigh in.

3. INDEMNITIES:

The All competitors are considered to participate at their own risk. The WTAF and Moroccan taekwondo

federation assume no responsibility for any damages, injuries or losses. Contestant and their respective

MNA has to ensure that the athletes are physically fit to compete in such event, by registering at the

competition you are attesting that you are medically fit to participate. All contestants must bring their

own documents and forms for any medical treatment in Morocco.

4. NATIONAL FLAG AND ANTHEM:

Every participating national taekwondo association is required to bring the following items for use at

the Opening, Closing and Awarding ceremonies, and submit them to the Organizing Committee during

registration.

o Two (2) IOC recognized national flags with the size of 90cm x 130cm

o CD or DVD of the pertinent IOC recognized national anthem

5. OTHER:

The Organizing Committee will send out details of other relevant information including visa,

transportation and accommodation to all invited national associations separately

b. Airfares and air tickets are the responsibility of each participating nation.

2. ENTRY FEES:

a. The OC shall collect the entry fees from the participating national teams. The national team

shall pay USD 100 per Athlete, entry fee will be paid to the OC at the time of registration at

the accreditation center(s) prior to the start of the Championships. Athletes shall not

be allowed to compete without successful payment of entry fee.

b. Entry fee shall be various according to the timing and situation of the submission of

entry. Please read carefully the following guidelines:

i. 100 USD per Athlete. ii. Entry deadline is February 28, 2018.

A. Round-trip airfare and Accommodation:

Round trip airfare and accommodation charges of room and board shall be borne by the participating National Association.

Registration Fees: US $100 per athlete per ONLY ONE event.

A. Entry fees: The OC shall collect the entry fees from the participating national teams. The national team

shall pay an entry fee to the Organizing Committee in cash US$100 only at the accreditation center in

Agadir prior to the start of the Championships. Athletes shall not be allowed to compete without

successful payment of entry fee to the Organizing Committee

Ground transportation: will be provided for national teams on arrival and departure, so long as the Organizing Committee has been informed of the date, time, number of team members and flight schedule of the national team at the latest by February 15, 2018. The Organizing Committee will also provide ground transportation to and from all official hotels and the venue provided that the national teams stay at the Official hotels. Pick-up arrangements at the airport may be delayed for the teams that have not submitted arrival schedule with clear information of the number of passengers to the Organizing Committee within the notice deadline.

On arrival at the official hotel, national teams are requested to submit to the Organizing Committee Departure Form that includes info such as number of team members, departure flight schedule and desired date and time for departure from the hotel to the airport.

10. HEAD OF TEAM MEETING

A. The head of team meeting shall be conducted prior to the start of the championships, in the presence of

the WTAF officials and the representatives of the participating nations.

11. INDEMNITIES

A. The respective national taekwondo associations shall be responsible for ensuring that their participants

have validly completed and signed the official participation forms, thus Indemnifying the organizers, its officials and other contestants from any claims of injuries , losses, fatalities or otherwise arising in the course of participation in this championships or any activities thereto.

11 NATIONAL FLAG AND ANTHEM

Every participating national taekwondo association is required to bring the following items for use at the Opening,

Closing and Awarding ceremonies, and submit them to the Organizing Committee during registration.

12.1 The Organizing Committee will send out details of other relevant information including visa, transportation and accommodation to all invited national associations as soon as such information is available. (see accommodation form )

13.1 Participating contestants are required to wear WT-recognized uniform and WT-recognized protective

13.2 Before entering the field of play, all contestants will proceed to the inspection desk for inspection of their uniforms. Any contestant who wears unofficial uniform will not be permit ted to compete under any circumstances.

2 Method of competitions:

All international-level competitions recognized by the WT shall be formed with the participation of at

least four (4) countries with no fewer than four (4) contestants or four

(4) teams in each division.

Two (2) Poomsae from the designated Compulsory Poomsae decided by Technical Delegate for each

division must be performed for all the preliminary, semi final and final rounds for all competitions.

9. REGISTRATION AND WTF GLOBAL LICENCE:

Registration is only accepted through the WT Event Registration system

License. The following documents are required for all participants to be uploaded and Approved by the National Federation and WT before you are able to register your team through the WT Event Registration System. For ALL participants (athletes and officials)

10. ENTRY FEES

Entry fees: The OC shall collect the entry fees from the participating national teams. The national team shall

pay an entry fee to the Organizing Committee in cash US$50 only at the accreditation center in prior to

the start of the Championships. Athletes shall not be allowed to compete without successful payment of

entry fee to the Organizing Committee 1) Registration Fees: US $50 per athlete. 2) Entry deadline is February 28, 2018.

11. ENTRY DEADLINES & IMPORTANT DATES 1) Entry deadline is February 28, 2018. Entry submission after this date will be not accepted

under any circumstances. Late replacement due to injury shall be handled case by case.

Athletes:

Member National Association can submit entry for an unlimited number of athletes. No entry

will be accepted or modified during on-spot registration.

Team officials:

Member National Association can submit entry for maximum one (1) Head of team per country, one

(1) manager per team, two (2) coaches per team, one (1) team doctor per team, one (1) trainer

per team, one

(1) athlete assistant per 5 athletes on a team. US$100 will be charged per team official in case of

onsite registration without prior entry submission until February 28, 2018.

Notice: There will be no WT Global License registration onsite. Please be sure you have

valid GAL before you register.

12. CLASSIFICATION

Kyorugi

Only athletes that has not previously been classified, i.e. athletes with a New "N" Sport Class Status that

have not previously gone through classification will be classified. Classification will be held on March 27,

2018. A schedule for teams and athletes will be set up by the WTAF/OC in consultation with the WT and

communicated to all teams in due course.

Limb Deficiency (LD), Impaired Passive Range of Movement (PROM) (K40)

This group includes athletes with limb deficiency and impaired muscle strength, or loss of passive range of

motion (PROM). The limb deficiency group includes individuals with traumatic amputations or dysmelia.

The impaired muscle strength group includes loss of strength secondary to peripheral nervous system

(PNS) damage or a brachial plexus lesion. The impaired strength group can also include ambulatory

neurological impairments such as monoplegia, or mild hemiplegia. The loss of PROM can be due to joint

contractures, joint abnormalities, or soft tissue restrictions. Finally this group could also include loss of

great toe, or all of toes in one foot.

Minimal Disability Criteria (MDC) Amputation/Dysmelia :

-Unilateral amputation, through or above wrist (i.e., no carpal bones present in affected limb).

Arthrodesed wrist joints are not eligible.

-Unilateral dysmelia in which the length of the affected arm measured from acromion to finger tip is

equal in length or shorter than the combined length of the humerus and the radius of the

unaffected arm.

Athlete must meet one of the MDC as per below :

1. Must lose three muscle grades – e.g Daniels and Worthington grade 2 cannot complete one heel rise

to 25 degrees. In lying may complete full range of motion with resistance. (See Muscle testing Daniels

Worthinghams 8th edition pp 229, 231)

2. Brachial plexus – loss shoulder abduction loss of three (3) muscle grade points of muscle strength and

same for shoulder flexion

3. Loss of two (2) grade points of muscle strength in elbow flexion and extension

4. Meets one criteria for PROM restriction in either the lower extremity or upper extremity.

Weigh in of Kyorugi athletes will be held the day before competition.

*Athletes that has gone through classification and been given the sport class status Not

Eligible (NE) cannot compete in WT para-taekwondo world ranking events.

13. COMBINATION OF CLASSES:

In the case of insufficient number of athletes participating in a sport class consolidation of classes shall be

14. CONDITIONS OF PARTICIPATION 1) Round trip airfare and accommodation: Round trip airfare and accommodation charges of room

and board shall be borne by the participating Member National Association.

2018. The Organizing Committee will also provide ground transportation to and from all

Official hotels, training venue and the venue provided that the national teams stay at the

Official hotels.

16. WT-RECOGNIZED TAEKWONDO UNIFORM (DOBOK) AND PROTECTIVE EQUIPMENT 1) Participating contestants are required to wear WT-recognized doboks* and WT-recognized

protective equipment. The latest version of WT-recognized manufacturers’ list is available at

the website of WT

3) The Organizing Committee will provide head protector and Protector and Scoring System (PSS) to

the participating contestants. Participating contestants are required to bring their own groin

guards, mouthpieces, gloves, sensing socks and shin and forearm guards for their personal use.

4) Before entering the field of play, all contestants will proceed to the inspection desk for inspection

of their doboks and protective equipment. Any contestant who wears unofficial doboks or

protective equipment will not be permitted to compete.

17. ANTI-DOPING

a) Use of drugs or any other doping offences by chemical substances is strictly prohibited. b) The OC would carry out random medical doping tests among the participating athletes. c) Any athletes who refuse to undergo the tests or who is proven to have committed a breach of the regulation, shall be removed from the final standing, and shall be subject to disciplinary actions. d) The Anti---Doping Rules of the World Taekwondo Federation and/or the World Anti---Doping Code shall apply.

5. EQUIPMENT (DAEDO):

a) Protector and Scoring System (PSS; formerly called Electronic Body Protector) will be used at this tournament. b) Participating contestants are required to wear Taekwondo uniform and protective equipment as described by the WT regulations. c) Body protector (Protector and Scoring System) will be provided by the OC. d) Participating contestants are required to bring their own sensing socks, groin guards, mouthpieces, gloves, and shin and forearm guards for their personal use. e) Before entering the field of play, all contestants will proceed to the inspection desk for inspection of their uniforms and protective equipment. Any contestant who wears unofficial uniform or protective equipment will not be permitted to compete. 6. WEIGH-IN: a) Weigh-in of all contestants shall be completed one day before their scheduled competition b) During the weigh---in, male contestants shall wear underpants and female contestants shall wear underpants and brassieres. However, contestants may weigh-in in the nude if they want to do so.

(F) TECHNICAL DETAILS: 1. TECHNICAL OFFICIALS:

The WTA F will appoint the Technical Officials such, Competition Supervisory Board (while the Technical Delegate will be appointed by the WT), and International Referees in coordination with the WT Referees Division.

a) TECHNICAL DELEGATE:

One (1) Technical Delegate will be appointed to oversee the tournament and make decisions on technical matters.

The Organizing Committee shall pay for the expenses of room and board for the Technical Delegate for (5) nights’ stay; Check-in on March 27 and Checkout on April 2.

b) SUPERVISORY BOARD:

Five (5) Competition Supervisory Board members (including Technical Delegate) will be appointed.

The Organizing Committee shall pay for the expenses of room and board for Competition Supervisory Board members for (4) nights’ stay; Check-in on March 29 and Checkout on April 2.

c) INTERNATIONAL REFEREES:

Thirty two (32) International Referees, including Review Jury, will be appointed to officiate at the tournament.

The Organizing Committee shall pay for the expenses of room and board for International Referees for (5) nights’ stay; Check-in on March 27 and Checkout on April 2. The Organizing Committee shall pay a per diem of US$100 to the selected Technical Officials during competition period (for actual competition days).

HEAD OF TEAM MEETING & DRAWING OF LOTS SESSION: a) The head of team meeting and the drawing of lots session shall be conducted one (1) day prior to the start of the championships that is March 30th, 2018, in the presence of the WT and OC officials and the representatives of the participating nations. b) The Technical Delegate shall decide the method of draw. c) Depending on the decision of the Technical Delegate, WTAF officials or Organizing Committee volunteers could be designated to draw lots on behalf of the officials of the participating nations who are not present at the time of the lot drawing session. d) Seeding (for the Seniors event):

According to Bylaw of WT World Ranking, at least twenty five (25) percent of the registered athletes per weight division will be seeded based on the WT World Ranking as of March 1, 2018.

In the event that the registered athlete from the host nation has not been included in the 25%, he/she will be seeded at the last place of the seed 25%.

25% of the seeded athletes will be finally determined after completion of team Weigh in.

3. INDEMNITIES:

The All competitors are considered to participate at their own risk. The WTAF and Moroccan taekwondo federation assume no responsibility for any damages, injuries or losses. Contestant and their respective MNA has to ensure that the athletes are physically fit to compete in such event, by registering at the competition you are attesting that you are medically fit to participate. All contestants must bring their own documents and forms for any medical treatment in Morocco.

4. NATIONAL FLAG AND ANTHEM: Every participating national taekwondo association is required to bring the following items for use at the Opening, Closing and Awarding ceremonies, and submit them to the Organizing Committee during registration.

o Two (2) IOC recognized national flags with the size of 90cm x 130cm

o CD or DVD of the pertinent IOC recognized national anthem 5. OTHER:

The Organizing Committee will send out details of other relevant information including visa, transportation and accommodation to all invited national associations separately

(G) ACCOMMODATION AND LOGISTICS: 1. AIRLINES & ACCOMMODATION:

a. Accommodation details will be sent separately by the OC. b. Airfares and air tickets are the responsibility of each participating nation.

2. ENTRY FEES: a. The OC shall collect the entry fees from the participating national teams. The national

team shall pay USD 100 per Athlete, entry fee will be paid to the OC at the time of registration at the accreditation center(s) prior to the start of the Championships. Athletes shall not be allowed to compete without successful payment of entry fee.

b. Entry fee shall be various according to the timing and situation of the submission of entry. Please read carefully the following guidelines:

i. USD 100 per Athlete. ii. Entry deadline is February 28, 2018.

Transportation

Agadir International Airport

Agadir Airport (AGA) Al Massira–Maroc is located approximately 20 km (30 minute -

drive) from Inbiaat Sport HALL and the officials Hotels.

In addition to domestic flights to all major Morocco cities, this airport serves international

direct flights from most of European Capitals ( Paris, Brussels, Oslo……..)

The (OC) will take charge of Transportation only for Teams who booked in official

hotel (Agadir City).

Casablanca International Airport

Mohamed V Casablanca International Airport (CMN ) is an international airport in

Morocco, it is the first business airport in the country, It is located approximately 466 km

(5 hour - drive) from Casablanca to Agadir.

The Organizing Committee Can Provide Pick up and Drop from Casablanca Airport to

Agadir City and Back for your team subject the reservation and booking one week in

advance.

The (OC) will provide the Price according to the number of persons in the participating

delegation.

Morocco Visa Information The Organizing Committee can provide invitation letters for visa applications.MNA’s are required to check the Moroccan visa application waiting times in their own countries and submit requests for recommendation letters to the Organizing Committee. Citizens from countries not listed above do need a visa.
