Welcome to the 2016 FreeBalance International Steering Committee

Welcome to beautiful Nicaragua, this year’s host country for the FreeBalance International Steering Committee (FISC). For close to a decade, FISC has

grown tremendously with Public Financial Management (PFM) experts and government decision makers making this event the success it has become.FreeBalance is a customer-centric

organization. This focus on customers isn’t just a gimmick. We make you, our customers, the focus of our product development cycle because it allows us to design the most responsive and forward-thinking PFM solutions in the world. The input we receive at FISC is vital to our growth as a company, and more importantly, critical to our government clients as that feedback ensures they can do their jobs more effectively.We are here in Managua because it

provides us with the opportunity to gather together the best PFM minds from our organization, our top technologists, and our top custom-ers to drive innovation forward. That nexus of PFM best practices and the innovation brought by such exciting trends as big data, open government,

and the Internet of Things, is where FreeBalance operates.Based on customer feedback and

government priorities, FISC will focus discussions on six subjects, includ-ing, better budget plans, technolo-gy-enabled PFM and management lifecycles that are of the highest value and priority to our customers.FISC helps us plot the future of our

platform and products and brings together the best minds in the industry to learn, exchange best practices, and share challenges and triumphs. Here is where the best and brightest of our industry shine.We hope you enjoy this year’s event

Doug Hadden, Executive Vice President, Strategy & InnovationDoug provides FreeBalance with the the future of PFM and technology. During FISC, Doug will present keys to service, delivery and revenue mobilization.

Matthew Olivier, Vice President, MarketingMatthew will be overseeing the events at FISC 2016, guiding attendees through each day’s themes and activities. Matthew will also be leading a session on technology-enabled PFM reform.

Aldo Sagastume, Vice President, ProductsAldo will be presenting the FreeBalance product roadmap and leading the FreeBalance session on government performance management lifecycle.

Gerard Rao, Vice President, Pre-SalesGerard works with regional teams to ensure execution and compli-ance with pre-sales processes. Gerard will lead a presentation on fiscal decentralization and PFM computing centralization.

Kemajl Ratkoceri, PFM AdvisorKemajl will discuss better budget plans as well as take a look at sustainable economic growth.

Suanne Dorion, Vice President, Knowledge ManagementSuanne will lead a session at FISC on how oversight improves man-aging government financials.

Matthew Olivier, Vice President, Marketing, will introduce the 2016 FISC theme. All meetings that follow will be business casual.

10:30 a.m.Government Performance Management Lifecycle

Better government performance from planning to outcomes is achieved through effec-tive debt management, institutional reform, decision making and reporting, as well as

institutional reform. This session describes methods to reduce public debt arrears and “ghost” workers. An overview of government performance management techniques

and civil service reform will be provided by country representatives. FreeBalance will showcase new software features in debt management and reporting.

12:30 a.m.Lunch and Group Photo

Lunch to be served for attendees at the Hilton. Make sure to join us for a group photo.

2:00 p.m.Keynote Address from Miha Pogacnik

Through music and art Miha Pogacnik demonstrates the principles of renewal and change, transforming thinking patterns and removing barriers which limit creativity

and vision. He will teach executives how music compositions are organized and ways to apply those principles to today’s business environment.

3:30 p.m.Better Budget, Sustainable Economic Growth

Sustainable economic growth requires improved planning, especially for public investments. This session covers budget and public investment planning designed for

sustainable economic growth. Insights about overcoming uneven growth, increasing financial sustainability, and improving good governance will be discussed. Country

representatives will discuss planning for results and infrastructure investments.

Tuesday, March 89:00 a.m.Opening RemarksMatthew Olivier, Vice President, Marketing, will recap the previous day and provide an overview of the day to come.

9:30 a.m.Technology-Enabled PFM ReformGovernments leverage technology for PFM reform. This includes improving financial accounting and project management, through business process re-engineering and adapting Government Resource Planning systems. The new FreeBalance accelerated implementation methodology will be presented. This session features customer rep-resentatives discussing budget execution during times of crisis. FreeBalance will also show new software features such as integrated accrual and cash Accounting, a new banking interface and the extended functionalities within the treasury system.

12:30 p.m.LunchLunch to be served for attendees at the Hilton Hotel.

2:00 p.m.Fiscal Decentralization and PFM Computing CentralizationGovernments decentralize fiscal responsibilities and centralize information technology to improve decision-making and reduce costs. This session describes methods of fiscal decentralization including support for autonomous agencies, State-Owned Enterpris-es, regions and municipalities. Cloud computing for government and shared services designed to improve costs and reliability will be provided. The first FreeBalance cloud implementation outside of Canada will be described. The session will provide decen-tralization lessons learned from FreeBalance implementations. Change processes, covered in FISC 2014, will be expanded.

11:00 a.m.Oversight Improves Managing Government FinancialsOversight improves the mobilization of government resources. In the case of pub-lic financial management, fiscal transparency and audit are considered vital to the effective stewardship of public finances. Governments leverage oversight to reduce corruption, enable reform and encourage public participation. This session will feature country representatives discussing transparency challenges and solutions. FreeBalance will demonstrate new audit, portal and user interface functionality. Good practices in citizen portal design will be discussed.

5:30 p.m.Official Opening of FreeBalance Regional Training Centre in NicaraguaIt’s with great pleasure and excitement we get to celebrate the official opening of the FreeBalance Regional Governance Capacity Centre in Latin America. Please join us as we take another step to building capacity to support PFM reform and modernization in the region.

Thursday, March 10

9:30 a.m.Increasing Values for Money in Times of Tight Budgets

“Value for Money” has become an important reform initiative. Governments can save money on acquisitions and prevent corruption through the use of efficient procure-

ment systems. Improved use and management of government assets improves long-term value. New FreeBalance processes for procurement reform planning will

be discussed. New FreeBalance procurement features systems such as advanced pay-ment tracking, vendor management and fleet management will be presented. Country representatives will discuss challenges and opportunities for procurement reform and

fixed asset management.

12:00 p.m.Lunch & Group activity

Join us for a day trip to the cultural hub of Nicaragua, Granada, where you can spend the day walking along cobblestone roads from church to church in the historic city.

Lunch will be provided to you and dress code is casual.

10:30 a.m.Case Management: A Key to Service Delivery & Revenue Mobility

Governments need revenue mobilization for effective service delivery, public invest-ment and country resilience. This session is aimed to educate on how to improve citizen

services, tackle tax avoidance and handle increased citizens’ expectations. Country repre-sentatives will present the current state of customs, Inland Revenue and value-added

tax administration systems in middle-developed countries. The Court Case Management system with case management functionality and user dashboard will be presented.

Guests and delegates are free for the evening with a casual dinner at the Hilton Hotel.

10:00 a.m.Remarks from Ministers’ Roundtable

Following a week of discussions, Manuel Pietra, President and CEO of FreeBalance along with the Hon. Minister Ivan Acosta Montalván will offer closing remarks. The pair

will also explore topics and ideas that many nations will look to utilize in the future.

Digital transformation and Fourth Industrial Revolution: Country and Government Digital Infrastructure (Dion Hinchcliffe)

Digital technology such as smartphones can drive employment, increase transparency, and reduce service delivery costs. This “Fourth Industrial Revolution” is changing the business climate where economic growth is dependent on improved country digital

infrastructure. This session will feature discussions about the use of digital platforms, Internet of Things, digital presence and artifacts in the public and private sectors. Find out how you can use new digital tools can create “smart government” in your country.
