The Right to Build Task Force

• Launched February 2017 by NaCSBA

• Funded by the Nationwide Foundation

• Positive engagement with Kevin Stewart (Scottish Minister for Local Government and Housing), and supported by Government in Housing White Paper for England

• Established to support local authorities and other organisations across the UK to deliver large, affordable Custom and Self Build housing projects

• Supports objective to deliver 20,000+ Custom and Self Build homes per year by 2020, to give more people the choice to have an affordable that fully meets their needs

• Comprises Task Force Director and Panel of Experts, overseen by Board which includes representatives from NaCSBA, Homes England, NHF, LGA, RICS, RTPI and Glasgow CC

Type of organisations and projects supported

• Local authorities, community organisations/groups, housing associations, devolved administrations, other public sector bodies (across UK)

• Focus on delivering more affordable/lower cost Custom and Self build homes

• Priority given to projects delivering more homes at scale, or initiatives that are capable of replication:

• Larger local authority/private sector projects• Community-led projects or initiatives (currently offering free advice to 5 projects)

• Projects need strong support/backing from senior local politicians

• Target to support 80 organisations by end of 2019

What is Custom and Self Build housing?

Self Build• People directly organise the

design and construction of their homes

• Very few actually do the main construction work

Custom Build• Working with a specialist

developer or ‘enabler’ to deliver the home

• Many offer ready-to-go serviced plots

• Less risk/faster

Usually single homes, but both approaches can be used by groups

Scottish Planning Policy (SPP, 2014)

• Recognises affordable housing delivered as discount market sale can include Self Build plots (also recognised in Planning Advice Note 2/2010)

• As part of housing need and demand assessment (HNDA), local authorities are required to consider need for specialist provision and sites for people seeking Self Build plots:

“Where authorities believe it appropriate to allocate suitable sites for self-build plots, the sites may contribute to meeting the housing land requirement”

• Promoting Rural Development (Delivery)- in remote rural areas, where new development can often help to sustain fragile communities, plans and decision-making should generally include provision for small-scale housing (including plots for self build)
