NEW RULE : NO HEADING: U11 AND YOUNGERIf a player heads a ball during a game it will be treated as a foul, similar to a handball.

U6 –U8 take the ball to the spot of the foul and have the other team take a kick in.

• Used for Self sign-up of games• Not a lot of system checks available, so be careful to sign up for the ‘RIGHT GAME’ for you!

YOU’LL NEED TO PLAY WITH IT TO GET FAMILIAR WITH HOW IT WORKS!

For the first few times, once you think you’ve taken games, get out, then all the way back in to be sure you’ve saved your games and they appear as yours!!!

➢ SINC Sports Match Cancellation policy:▪ SINC does not allow you to cannot cancel within 72 hours of match▪ If you need to cancel after that, please call or text, no emails

➢ SINC Sports Self Assignment Match Limits and Policy:▪ Matches may only be taken up to 2 weeks in advance (system restricts this)▪ Be on the lookout for any game limits on email or lifting of game limits on email

✓ RefITs: take a maximum of 2 back-to-back games to start with✓ U9+: take a maximum of 3 back-to-back games to start with

▪ Take games in ‘blocks’ please (2 or 3 depending on what’s permitted)▪ If you can only take one, take the first or last, not the middle games (single stranded games are hard to fill) ▪ Any match is ‘fair game’ to take on Thu and Fri before weekend of games▪ First weekend of games will come out on Apr 1 or Apr 2, watch your email for notice as to when

➢ If you are not finding matches that fit your schedule:▪ Let me know, I can work with you to pre-assign you to games that fit your schedule

➢ Inclement Weather Policy: ▪ At first sign of thunder or lightning, suspend the match, request all to take cover in a hurry▪ No returning to fields until 30mins after last thunder or lightning ▪ Judgement needed on whether to resume match because we can’t extend games due to field schedule▪ Rain alone is insufficient to suspend the match unless field deteriorates to unsafe playing conditions

➢ U6/U7/U8 – Referee In Training level (simplified game and rules)• 4v4 (possibly 3v3, but not 5v5) - 4 quarters, 10 mins each• 4 groupings: U6B/U7B combined, U6G/U7G combined, U8G, U8B• SAFETY is primary responsibility – all metal goals must be anchored with sandbags, field must be safe to play on• Use Team Sportsmanship Liaison process if needed• Coaches most common comment – can’t hear the whistle! (but U11+ too!)• Game Reporting will be ONLINE this season: Report 0-0 score as proof of attendance, 1-0 for lopsided games

➢ U9/U10 – For new younger Certified Referees ages 12, 13, 14 (Full 3-Ref crew is used)• 7v7 with goalkeepers (U9G/10G combined, U9B, U10B)• A fuller set of Laws, but Local Laws of Competition are key as follows:

• (2) 25 minutes halves w/substitutions during any stoppage with permission of referee• No Heading (whistle and give IFK to opposing team where it occurs)• No Direct Kicks, therefore no Penalty Kicks (for fouls inside Penalty/Goal Areas, IFK on Penalty Area line)• Offside – yes, but only between Build-Out line and Goal Line• Speaking of the newer ‘Build Out Lines’ (line halfway between Goal Line and Halfway line)

1. When keeper takes possession, opposing team must retreat beyond build-out lines, keeper can wait2. Keeper must roll, throw, or pass the ball (if ball is punted, IFK to opposing team on penalty area line)3. When a goal kick is awarded, opposing team must retreat beyond build-out lines, kicker can wait

• PROTECT THE GOALKEEPERS – they are first timers! Whistle early, avoid player/keeper collisions at all cost!!• DO NOT USE Yellow or Red cards on players, use stern warnings and ‘cool-off’ periods

➢ Suburban Friendship League Guide for Game Officials (on our website, print a copy, and bring it with you!)• Center Referee must be Ux + 2 years minimum age (U11+2=13, so min is age 13, U14+2=16, so min is age 16, etc)

➢ U11 – No Heading! Blow whistle, award IFK to opposing team➢ Game Durations: U11/U12 (30 minutes halves), U13/U14 (35 minute halves), U15+ (40 minutes halves)

• Report Scores in SINC Sports after the game as confirmation of working game and in case of disputes➢ U11/U12: Games held at Algonkian Elementary on 2 fields (newer Certified ages 14, 15, 16 to start) ➢ U13+: Games held at Hencken Soccer Fields at Potomack Lakes Sportsplex (occasionally at Park View HS)➢ U11-U19: For newer older Certified Referees (ages 15 and up) and experienced Certified Referees

• Report Scores in SINC Sports after the game as confirmation of working game and in case of disputes• Record all Yellow and Red cards in SINC Sports at time of Score Reporting• Report all RED Cards in an email to [email protected] and [email protected] and any game issues as well• See SFL Guide to Referees on our website for Local Laws of Competition (print it and take a copy with you):

• Know the Play Down Rule – team can play with no more than 2 more players than other team• Game Formats: U11/U12: 9v9, minimum of 6 players, U13+ : 11v11, minimum of 7 players• Either team substitutions: after a Goal, prior to Goal Kick, start of 2nd half• Specific team substitutions: team awarded with Throw-In (if throw-in team subs, opposing team may sub)• After an Injury (opposing team may also sub 1 for 1)• After a caution if requested by coach (no opposing sub for this)• Mercy Rule is now based on 4 goal differential (team winning by 4 must remove a player)

• For 5 goal differential, remove another player (for 6 goal differential, remove another player, etc)• If team losing scores a goal, winning team can add a removed player back• If team winning goes below bare minimum to play, game is terminated

1. Free Kicks: No attacking players in wall when defending wall has 3+ defenders2. Goal Kicks or Free Kicks in Penalty Area: Live when ball is kicked and moves3. Kick Off: Coin toss winner has choice4. Yellow and Red cards for coaches and team officials5. Penalty Kicks: Keeper must have at least one foot on the line, not moving, not touching goalposts6. Dropped-Ball: no longer competitive7. Ball Hits Referee: Dropped-Ball8. Handball: aye yai yai!!!!

The IFAB has attempted to provide more clarity on the handball offence for occasions when the offence is deemed to be 'non-deliberate'.

Essentially, the changes will mean that there will be no goal in cases where the ball accidentally strikes a player's hand before crossing over the line. (there are of course exceptions)

Similarly, if a player has accidentally handled the ball and created an advantage or subsequently scores, they will be penalized with a free kick.

Despite the IFAB's attempts, we reckon that this one will still cause plenty of debate and consternation.
