Our history

Trinity’s mission is to provide boys with a thoroughly Christian education in mind, body and spirit.

Our School’s beginning dates back to 1913, when a visionary by the name of George Chambers established a small parochial school in the Sydney parish of Holy Trinity at Dulwich Hill.

The School formulated its motto, “Detur Gloria Soli Deo” (Give glory to God alone), in 1915.

Despite undergoing some tough times, by the 1970s Trinity was flourishing and had become one of the leading non-government schools in NSW. The School moved to its current location at Summer Hill in 1926.

Over the last 106 years, our teaching and learning practices and facilities have continually evolved.

Our School has earned a reputation for excellent all-round education, holding onto the best of our traditions while adapting for the challenges and opportunities of the future.

Why this project and why now?

The time has come for the School to renew many of its facilities.

In particular, the spaces in which teaching and learning take place are ready to be reimagined.

These buildings have provided great service to generations of students, being the places in which young men have learned, friendships have been forged, and memories have been made.

However, the fabric and design of the buildings have dated and they are becoming less functional and fit for purpose.

Education in and for the 21st century has new demands and challenges. Schooling is no longer about teachers imparting knowledge from the blackboard. Our modern education approach is about providing collaborative spaces that help students work together with teachers and technology to problem-solve.

Our School is positioning itself to ensure that our boys’ education continues to serve them well.

Planning process

Prepare EIS The applicant must prepare the EIS in accordance with the SEARs. The purpose of the EIS is to assess the economic, environmental and social impacts of the project and help the community, government agencies and the consent authority to make informed submissions or decisions on the merits of the project.

Exhibit DA All SSD DAs must be exhibited for at least

28 days. This acknowledges the importance of community participation in the SSD process

and gives the community a right to have a say on these projects before a final decision

is made.

Early consultation Prior to lodging a Development Application (DA)

for a State Significant Development (SSD) project, the applicant must consult with the Department

of Planning, Industry and Environment. Following consultation, the Department Secretary will issue

the environmental assessment requirements (SEARs) for the project. The SEARs will identify

the information that must be included in the Environmental Impact Statement (EIS) for the project and the community engagement that

must be undertaken.

Respond to submissions After exhibition, the Department will publish all submissions and ask the applicant to prepare a Submissions Report. The purpose is to give the applicant a chance to respond to the issues raised in submissions and help the consent authority evaluate the merits of the DA.

Determine DA The Independent Planning Commission or a delegate of the Minister for Planning will be the consent authority for the DA. They must evaluate the merits of the DA against the matters in Section 4.15 of the EP&A Act and may approve the DA (subject to modifications or conditions) or refuse it.

Assess DA After publishing the Submissions Report, the Department will assess the merits of the DA

in accordance and prepare an Assessment Report. This may include further community

engagement, requesting additional information from the applicant, seeking advice from Government agencies and independent

experts and preparing recommended conditions of consent.

The School plans to submit an application to the NSW Department of Planning, Industry and Environment, as part of the State Significant Development process.

An important part of this process is early consultation with neighbours. We are doing this at the same time as we are beginning technical studies into the potential impacts of the proposal.

Consultation and the technical studies are carried out simultaneously so we can use the outcomes of the studies – and community feedback – to refine our proposal.

Early consultation is important because we want to understand the matters that are important to our neighbours. We will consider the matters raised as we progress with planning and

design, and will include them in a community consultation report, which is required for the proposal.

The process means there may be questions about the details of the proposal that we cannot answer until after the technical studies are complete. We appreciate your patience as we progress through the State Significant Development process.

The School welcomes your initial feedback at this stage of the process, until 27 September 2019.

There will be another opportunity to review the proposal at a later stage of the process.

Environmental assessment

Another important part of the planning process is the environmental assessment. We are required to prepare an Environmental Impact Statement (EIS), which will form part of our State Significant Development Application.

An EIS provides information on a project, including its environmental impacts and mitigation measures, and is used to inform development consent decisions.

The Department of Planning, Industry and Environment will require us to undertake technical studies as part of our EIS.

These studies will involve research, site investigations, surveys and assessments, data analysis, and community and stakeholder consultation. They will cover things like traffic, noise, operations, heritage and construction management.

The studies will be reported in our EIS, along with supporting plans and drawings, detailed information, and the feedback gathered through community consultation.

The EIS will be placed on public exhibition by the Department. This is when and where you will find detailed information about things like traffic and parking, operations

and use, and building form and urban design – and proposed mitigation measures for impacts.

You will have the opportunity to provide feedback directly to the Department at this time.

What does the project include?

Trinity Grammar School has started a planning process to reimagine education for the next 20 years.

A key feature of our plan is a new 5-storey building at the heart of our campus to accommodate modern, flexible teaching and learning spaces.

The new building would be nestled between the existing Assembly Hall, School of Music, Sports Centre and North Quad Building. It will replace a mostly 2-storey building that is currently at this location. The Assembly Hall, School of Music, North Quad Building, Library, Drama Centre and Founder’s Building would be refurbished in stages as part of our proposal.

The concept for the 5-storey building and its location at the centre of the School would ensure it is fully integrated into the school grounds, does not encroach on the School’s ovals and lawns, and remains well clear of boundary fences and neighbours’ gardens.

we can accommodate while still being a good neighbour, particularly through our large on-site and underground car park and student drop-off zone, our traffic management procedures, and the siting of our buildings at the centre of our campus.

We will uphold our standards of quality care and educational excellence for every boy as we grow, ensuring we do so in a gradual and careful manner.

The work would improve movement and flow for students, with better east-west and north-south links across the school grounds and between levels, including more accessible connections between the Junior School, ovals and car park.

The historic precinct around the quadrangle and War Memorial Chapel would be preserved and enhanced.

As part of this process and in line with planning guidelines, we are also considering the

optimal size of the School over the next 20 years as we would like to be able to offer more boys a Trinity education.

Given the extent of current enrolment demand, the growth in our catchment areas, and the projected demand for schooling across the population, we have determined to seek an increase of approximately 400 students at our Summer Hill Campus to take us to about 2,100 students. This is a size we are confident

Local character and places

The local character of our neighbourhood is important to us. We know it is the people and places that make Summer Hill a great place to live, work and visit.

Summer Hill is a distinctive suburb, rich in heritage and cultural diversity. The dominant architectural styles are Federation and Inter-War. In addition to English, the most common languages spoken in homes across Summer Hill include Mandarin, Nepali, Cantonese, Italian and Greek.

There are many buildings and places in the suburb that have historical significance. Along with the Head Master’s Residence and Chapel at our School, many of our neighbours live in homes that are heritage listed and/or are located within a heritage conservation area.

Our proposal considers our potential impact on local character and nearby important places. We are mindful of the potential bulk and scale of the proposal and the impact to the vistas across the school grounds.

For these reasons, the proposed new 5-storey building would be sited at the centre of the School, maintaining the predominant feature of green, open space along Victoria Street and Prospect Road.

Screens, awnings and landscaping are proposed to improve the visual appeal of buildings. At ground level, there would also be important direct visual links through an avenue across the ovals.

Victoria Street The ovals

We propose to connect the ovals, cover the driveway, and connect the underground car parks to present a more cohesive green space from Victoria Street. This would create a pedestrian boulevard that welcomes boys and visitors, directly links them to the quadrangle, and separates them from vehicles to improve safety.

The work would require excavation of the existing underground car park under Oval 3, so it could be deepened to provide school maintenance vehicles and equipment with access and storage facilities.

The access road from Victoria Street would be covered to create a link between the two ovals. Spectator seating would form part of the newly joined, landscaped area between the ovals, as well as a pedestrian footpath from the street to the School.

The large, connected underground car park would improve traffic flow for the school drop-off and pick-up zone and improve the safety of boys and visitors who enter the school grounds as pedestrians from Victoria Street.

Victoria Street Proposed buildings

Seaview Street

We propose to build a new multipurpose pavilion between ovals 1 and 3. This building would include a multipurpose space and basketball court. It would be separated by an avenue walkway from the Music Building to provide strong visual and physical connections between the ovals.

The existing 3-storey Music Building would be refurbished to form part of a comprehensive Performing Arts facility for the boys. The programs provided by the School have outgrown the existing facilities, which are in need of an upgrade.

A new 5-storey teaching and learning building would replace a mostly 2-storey building currently at the same location. The new teaching and learning building would feature agile learning spaces to support both social and collaborative learning, and independent learning, which have been proven to be much more effective than an old-fashioned classroom with rows of single desks.

The pedestrian connections between the car park and the new teaching and learning building would improve accessibility and pedestrian movement and flow around the School.

Seaview Street and Prospect Road

A part of the work includes the demolition of the School-owned residences at 46 and 48 Seaview Street to improve the existing service, maintenance and delivery area on Seaview Street, and provide an outdoor assembly area for Junior School students.

This work would involve reconfiguration of the existing access gate and bins to provide better vehicular access to the delivery area, reduce noise interruptions to local residents, and reduce interruptions to cars and buses travelling along Seaview Street. Two small maintenance buildings would also be built in this area.

The outdoor assembly area would include landscaping of small trees and shrubs to provide shaded areas for boys, and improve the visual appeal of the delivery area from the street.

The proposal also includes improvements to accessibility and movement across the School, by replacing stairs with ramps from the underground car park through to the Junior School. There are no plans to provide pedestrian access from Seaview Street into the Junior School.

The view of the proposed 5-storey teaching and learning building from Prospect Street would be minimal as it would be nestled between the existing buildings at the centre of the School.

From the perspective of Prospect Road, the proposal also includes a widened boulevard between the chapel and the Centenary Centre to improve the school bus waiting area. The boulevard would create a strong visual and physical connection between the school entrance, quadrangle, and reception. A camphor laurel tree on the school grounds would be removed as part of this work. However, a landscape plan for the boulevard includes a large number of trees and shrubs to soften the view of the School for neighbours and provide shaded areas for boys.

Transport and access

We understand our neighbours expect us to do everything we can to minimise our impact on local traffic.

In response to previous community feedback, we introduced a number of initiatives that have significantly improved traffic flow and reduced queueing, noise and parking on surrounding streets.

This proposal will connect our underground car parks, and enhance operational arrangements to further improve traffic flow and access to the car parking spaces underneath our ovals on Victoria Street. It will provide a pick-up and drop-off

facility for all students within the school grounds.

What we’ve done to improve our impact on local streets• Issued detailed instruction

guides to parents and students about accessing our site, and highlighted key parking and traffic rules.

• Changed bus pick-up and drop-off points to Prospect Road.

• Staggered start and finish times for different year groups to spread drop-off and pick-ups.

• Promoted extensive use of the underground car park

for drop-offs and pick-ups, keeping waiting areas for students away from the school’s boundary.

• Implemented a no right-turn from the car park into Victoria Road during peak school drop off times, which is also staffed by a traffic marshal.

• Allocated teaching staff to supervise waiting areas at bus stops close to residential properties on Prospect Road.

• Arranged for buses arriving at the School to turn their engines off while waiting for students to load onto the bus.
