2. Pasadena Transit's 25 Years of Service Anniversary:

Pasadena Transit is celebrating its 25th year of service this year! Department of Transportation (DOT) has planned a marketing campaign to celebrate the anniversary through the end of the year. Celebratory items will include banners on buses, shelter advertisements, a video highlighting Pasadena Transit' s history and role in the community, and commemorative TAP cards. According to Laura Cornejo, Director of Transportation, the marketing campaign will celebrate Pasadena Transit's history, including its first 20 years as Pasadena ARTS, and its evolution into a key first/last mile connector for Pasadena residents and visitors to the regional transportation system. Throughout the campaign, there will be an emphasis on celebration and education, giving community members a peek into what it takes to keep the system moving. To kick off the celebration, free rides were offered on Pasadena Transit on the anniversary date, June 13th, along with a one-day di stribution of special anniversary stickers to all passengers.

DOT will periodicall y provide a Pasadena Transit Fun Fact through the City Manager' s newsletter. In honor of June 13th being the official anniversary of Pasadena Transit, the first fact is below.

Pasadena Transit started service on June 13, 1994, j ust in time to shuttle residents and visitors around town for the World Cup Fina l game, which was hosted at the Rose Bowl four days later! Known originally as the Pasadena Area Rapid Transit System, or the ARTS bus, the service started off with just six buses to run one route. Today, Pasadena Transit runs over 20 buses to service 6 routes throughout the city. Ridership has grown to over 1.5 mil lion passengers a year.

3. Washington Park Basketball & Handball Court Restripe:

The Department of Public works, Parks and Natural Resources Division (PNR), recently completed efforts to rehabilitate (2) sports courts at Washington Park. According to Ara Malayan, Director of Public Works, the coordination between PNR staff, Human Services and Recreation Staff and the sport court restripe contractor a llowed this project unfold seamlessly without any interruption to park programs. Park users are now able to play basketball and handball while experiencing the comforts of a brand new court surface.

The attached li st from Ara Maloyan, Director of Public Works, highlights pending removals of dead, dying and hazardous trees on a non-emergency basis throughout Pasadena, as well as trees recently removed on an emergency basis. The Parks & Natural Resources Division has posted the non-emergency removals and notified pertinent residents consistent with the City's T ree Removal Po licy. Residents are encouraged to ca ll the Parks & Natura l Resources Division at (626) 744-73 11 to learn more about the City ' s tree maintenance and/or planting efforts or to report a problem with the urban fo rest.

5. Summer ROSE Budget Question:

At the Special Joint City Council/Finance Committee Meeting on June 12, Vice-Mayor Hampton and Councilmember Kennedy raised questions about the ROSE intern program. Attached is a memorandum from Brenda E. Harvey-Williams, Director of Human Services and Recreation in response to the inquiries.

SUBJECT: City Manager Newsletter Item - Summer ROSE Budget Question

At the joint Finance Committee/City Council meeting on June 12, Vice-Mayor Hampton and Councilmember Kennedy raised questions about the ROSE intern program. I offer the below information in response to their inquiries.

In summer 2018 ROSE workers were paid the minimum wage of $13.25 per hour and earned $300 -$1,802, depending on the number of hours worked. The average amount earned was $1 ,060. This year we converted the program into a true internship by adding a training component and standard izing the number of hours each intern will work. This summer, each intern will work 30 hours per week for six weeks and earn a stipend of $1 ,500. Twenty-five of the weekly hours will be at their job site and the remaining five hours will be in training.

During this fiscal year, HSRD provided 199 paid jobs to Pasadena youth through the Youth Ambassador (34) and Summer ROSE (165) programs. (The number of 174 listed on page 3 of 6 in the department narrative is a typo). In FY 2020 the department will maintain the same staffing level.

From time to time, the City finds it necessary to issue addendum( a) to bid specifications after those bid specifications have been released. Only those parties that have registered with the City as a plan holder on a particular project will receive the addendum(a) for that project. The City is not responsible for notifications to those parties who do not directly register as a plan holder on the City's database. It is the responsibility of all perspective bidders to register on the City's database to ensure receipt of any addendum(a) prior to bid submittals. The City reserves the right to reject as nonresponsive any bid that fails to include the information required by any addendum(a) posted on the City website.

2. Mandatory Prebid Job Walk: Each Bidder must attend the mandatory prebid job walk. Failure to attend the mandatory prebid job walk or arriving at the prebid job walk late may disqualify your Bid. All attendees are required to sign in and initialed out during the walkthrough to be acknowledged to be in attendance and eligible to bid and receive Addenda. The meeting will held at Desiderio Park located at 655 Westminster Drive, Pasadena, California 91105.

3. Contractors License Required: Each Bidder must hold an active license issued by the California Contractors State License Board in the following classification(s): Class B (general building contractor). In addition, the Bidder (if it will self-perform the demolition work) or a listed Subcontractor must hold a Class C21 (building moving/demolition) license and all applicable State certifications from the California Contractors State License Board and any necessary registrations from the Division of Occupational Safety and Health at the Bid Deadline. Regardless of tier and dollar value of the Work, the C21 licensee must be listed on the Subcontractor Listing form (000302) submitted with the Bid.

4. Pasadena City Business License: Each Bidder shall obtain and keep current a Pasadena City Business License prior to commencement and throughout the duration of the Work.

5. Request for Information ("RFI"). All RFl's must be in writing, must be submitted via e­mail to the e-mail address specified above, and must be received no later than the date and time specified above. Any RFI submitted after the date and time specified above will not be considered.

6. Time for Completion: The selected Contractor shall achieve Substantial Completion of the entire Work no later than SFGHTY WORKING DAYS after the date of commencement established in City's initial Notice to Proceed ("Contract Time"). Contract time shall be stopped on November 20 and commence after January 5. No site work shall be performed between November 20 and January 5 at any location due to citywide construction moratorium.

7. Liquidated Delay Damages: If the selected Contractor fails to achieve Substantial Completion of the Work called for in the Contract Documents within the Contract Time, liquidated delay damages in the amount of $500.00 per day will be assessed as provided in Section 2.4 of the Agreement Between City and Contractor.

8. Withdrawal of Bids: Bids shall remain open and valid for one hundred twenty (120) days after the Bid Deadline.

9. Acceptance and Rejection of Bids: City reserves the right to reject any or all Bids or to waive any irregularities or informalities in any Bids or in the bidding.

10. Contract Award: Award will be made to the responsive and responsible Bidder submitting the lowest Bid Price; however, if Alternate Bid items are included in the Bid Form, the lowest Bid will be determined in accordance with Paragraph 3 of the Instructions to Bidders, Alternate Bid Items.

11. Bid Security: Each Bid shall be accompanied by Bid Security, in the form of cash, a cashier's check, money order or Bid Bond executed by a California-admitted surety insurer in an amount of not less than five percent (5%) of the amount of the total of the Base Bid price on the base contract, excluding any Alternate Bid Items.

12. Bid Forms: Each Bid shall be submitted on the City's pre-printed forms. If any Bidder makes any alteration, strike-through or otherwise deviates from any of the pre-printed Bid forms, or makes any qualifications of the Bid forms in separate documents submitted with the Contractor's Bid, the Bid may be considered non-responsive. No verbal, telephoned, e-mailed, telegraphic, or faxed Bids and/or modifications of Bids will be accepted. Late Bids shall be returned to the Bidder unopened.

13. Bidder Mandatory Qualifications: Bidder shall satisfy the mandatory qualification requirements established in the Instructions to Bidders, including, but not limited to, the insurance requirements established in Article 17 of the Agreement.

14. Subcontractors: Each Bidder shall submit, on the form furnished with the Contract Documents, a list of Subcontractors to be used on this Project as required by the Subletting and Subcontracting Fair Practices Act, California Public Contract Code section 4100 et seq.

15. City Requirements: This Project is subject to the City's Competitive Bidding and Purchasing Ordinance, (Chapter 4.08 of the Pasadena Municipal Code), the California Fair Employment and Housing Act (Government Code Section 12900 et. Seq.), the City's Living Wage Ordinance (Chapter 4.11 of the Pasadena Municipal Code) and the rules and regulations promulgated thereunder.

16. Prevailing Wages: This Project is subject to the provisions of Labor Code Section 1720 et seq., and the requirements of Title 8 of the California Code of Regulations Section 16000 et seq., which govern the payment of prevailing wages on public works projects. The Director of the Department of Industrial Relations, State of California (DIR) pursuant to the California Labor Code, has determined the general prevailing rates of wages in the locality in which the Work is to be performed. Copies of these determinations are maintained at the City's Public Works Department office, are available during City's normal business hours and are also available on the Internet at the Department of Industrial Relations website: http://www.dir.ca.gov/dlsr/DPreWageDetermination.htm. Future effective general prevailing wage rates, which have been predetermined and are on file with the California Department of Industrial Relations are referenced but not printed in the general prevailing wage rates. If there is a difference in the Pasadena Living Wage rates and the California prevailing wage rates for similar classifications of labor, the Contractor and Subcontractors shall pay not less than the highest wage rates. See the Supplementary Conditions, Section I for details regarding payment of Prevailing Wages.

17. California Department of Industrial Relations - Public Works Contractor Registration - Notice to Bidders and Subcontractors:

A. A Contractor or Subcontractor shall not be qualified to bid on, be listed in a Bid proposal, subject to the requirements of Section 4104 of the Public Contract Code, or engage in the performance of this public works project unless currently registered and qualified to perform public work pursuant to Labor Code Section 1725.5. It is not a violation of Labor Code Section 1771.1 for an unregistered contractor to submit a bid that is authorized by Section 7029. 1 of the Business and Professions Code or by Section 10164 or 20103.5 of the Public Contract Code, provided the contractor is registered to perform public work pursuant to Section 1725.5 at the time the contract is awarded.

B. This Project is subject to compliance monitoring and enforcement by the Department of Industrial Relations.

C. The Contractor must post job site notices prescribed by regulation (See e.g. 8 Cal. Code Reg. Section 16451 (d)).

D. Contractors and Subcontractors must furnish electronic certified payroll records directly to the California Labor Commissioner (aka Division of Labor Standards Enforcement).

18. Local Business Participation and Local Hiring Program: The City is seeking to maximize participation by Pasadena contractors, businesses, and residents in the Project. Each Bidder must begin outreach efforts and submit documentation evidencing its outreach to Local Businesses and strategy for Local Hiring with its Bid submittal. See Instructions to Bidders, Paragraph 30 and Supplementary Conditions, Section 00 08 00 for details.

19. Neighborhood Friendly: Local businesses, government facilities, and residents who are subject to potential impacts from the Project surround the Project site. The Contractor and Subcontractors on the job will be required to take all reasonable steps necessary to avoid inconvenience and disruptions to the Project site's neighbors. The Pasadena City Noise Ordinance will be strictly enforced, and traffic impact mitigation plans may be required in connection with hauling, cranes, and other activities that have the l!>Otential to excessively disrupt traffic flows.

20. Performance and Payment Bonds: The selected Contractor shall furnish to the City within fifteen (15) calendar days after award and tender of a contract, a Faithful Performance Bond and Payment Bond, each in the amount of one hundred percent (100%) of the Contract Sum, and in conformance with the requirements of the Contract Documents. Each bond must be issued by a California admitted surety insurer.

21. Third-Party Project Manager: The City may utilize City-staff to provide project management services or, in its discretion, may retain a third-party construction manager to assist with the administration, development, and management of the Project.

22. Insurance: All Contractors must provide the insurance described in Article 17 of the Agreement.

23. Substitution of Securities I Security Deposit in Lieu of Retention: Pursuant to Section 22300 of the California Public Contract Code, the Contractor who receives award of the Contract may, at its sole cost and expense, substitute approved securities equivalent to any retained funds

withheld by the City to ensure performance of the Work or, in the alternative, request the City make payment of retention to an escrow agent. Notwithstanding the foregoing, such Contractor shall have thirty (30) calendar days following award of the Contract to submit a written request to the City to permit the substitution of securities for retention or payment to an escrow agent; failure to do so shall be deemed a waiver of the right.

A pre-bid meeting is scheduled for June 27, 2019 at 10:00 a.m. in the Public Works Fair Oaks Conference Room, Pasadena City Hall, 100 N. Garfield Ave, Floor S039 Pasadena, California. This meeting is to answer any questions regarding the project plans and specifications.

ATTENDANCE IS NOT MANDATORY
