“He’s a good friend of mine, si Digong (Duterte’s nickname) and I must publicly thank him for hav-ing supported me in all my political battles,” Enrile said during a weekly forum at the Senate.

“But I can’t make a promise that I’ll be able to solve criminality in such a short period unless he will mobilize the entire organization including the police and the NBI (National Bureau of Investigation) and declare martial law then I believe him, if he’s going to declare martial law. MANILA, Apr 7 (Mabuhay) – The Philippines and Monaco on Thurs-day agreed to further expand their cooperation particularly in the areas of economic, scientifi c, humanitari-an and disaster risk reduction and management partnership and envi-ronmental protection.

The Framework Agreement for Cooperation was signed by Foreign Affairs Secretary Jose Rene Almen-dras on behalf of the Philippine government, and Minister of Foreign Affairs and Cooperation Gilles Tonel-li of the Principality of Monaco.

The signing was done after the bilateral talks between President Benigno Aquino III and Prince Albert II. The monarch is in the country for a two-day offi cial visit.

In his speech during the joint press conference, Aquino said the Philippines and Monaco “are one in agreeing on the need to further ex-pand cooperation in areas of mutual concern.” “The signing of the Frame-work Agreement for Cooperation (is) a concrete manifestation of this. The agreement will establish a fi rm foun-dation upon which further growth in our relations can be achieved, particularly in the areas of economic, scientifi c, and humanitarian partner-ships, and of course environmental protection,” he said.

He also expressed confi dence that the bilateral relations between the Philippines and Monaco “will con-tinue to grow and fl ourish, in light of our commitment to build upon the friendship, cooperation, and solidari-ty between our peoples.”

Aquino said Prince Albert II’s visit to the country came at a mean-ingful time as 2016 marks the 10th

anniversary of the establishment of formal diplomatic relations between the two countries.

“In November of 1999, the Prince visited our country in another capac-ity. This, however, is his fi rst visit as Head of State—which is another milestone in its own right,” he said.

He thanked the people of Monaco, Prince Albert II, and members of the Monegasque Royal Family for always extending a helping hand to underprivileged Filipinos through their charity work.

“In particular, you stood with Fil-ipinos in the aftermath of Typhoon Haiyan, which, at that point in time, was the strongest storm to make landfall in recorded history. You gave to my countrymen so willingly, and I am told that, in proportion to its size, the Principality of Monaco was one of the most generous states in terms of aid extended—and for this, you have the eternal gratitude of our country,” Aquino said. He also lauded the monarch’s advocacy for environmental protection and sustainable development.

“Despite the relatively small size of our nations, we have been advo-cates of climate risk mitigation. Both the Philippines and Monaco were actively involved in negotiations in crafting the Paris Agreement. As the Prince and I exchanged views on the outcome of last year’s COP21, I also took the opportunity to relate our progress in our nation’s con-tribution to realize the goals of the Paris Agreement,” he said. MANILA, Apr 7 (Mabuhay) – Malacañang on Thursday belied Sen. Ferdinand “Bongbong” Marcos, Jr.’s claim that the Aquino administra-tion is behind the plunder charges against him over his alleged involve-ment on the multi-billion pork barrel scam.

In a statement, Communications Secretary Herminio Coloma, Jr. said Marcos should just respond to the complaint in the proper forum.

“Contrary to the claims of Senator Marcos, Government has no involve-ment in the reported case for plunder fi led against him by an anti-corrup-tion group,” Coloma said.

“If the good senator strongly be-lieves that he has nothing to do with the charges leveled against him, it is best that he respond in the proper forum,” he added.

Marcos, who is running for vice president, said the Aquino admin-

istration had a hand in the plunder complaint fi led against him before the Offi ce of the Ombudsman by an anti-corruption group calling itself as iBalik ang Bilyones ng Mamayan (iBBM).

Marcos said he was no longer surprised with the fi ling of the com-plaint as “the present administration has a long-standing tradition of se-lective justice.”

“Yun na nga ang problema sa atin. Everything is all about politics. Yung justice natin nagiging pulitika na rin. Iyan naman ang ginagawa, kapag hindi ka kaalyado ay kinaka-suhan. Pag kaalyado kahit sangkot [sa katiwalian] ay walang ginagawa. Kaya siguro naging biktima na tayo diyan,” he said.

Don’t look at us, Palace tells Marcos on plunder raps

MANILA, Apr 7 (Mabuhay) – With the Philippines in the midst of a money laundering scandal involving $81 million of stolen Bangladesh funds, the Bangko Sentral ng Pili-pinas (BSP) has ordered local banks to be more cautious and vigilant in processing foreign exchange trans-actions.

The scandal has compelled the BSP to issue a memorandum on April 5, 2016 to all banks: “Reminder on sound Risk Management Practices when Dealing with Foreign Exchange Dealers, Money Changers and Remit-tance Agents.”

In the memo, BSP Deputy Gover-nor Nestor A. Espenilla Jr. to issue a memorandum ordering that “...

banks dealing with foreign exchange dealers, money changers and re-mittance agents should take extra cautious and vigilance and shall perform enhanced due diligence, upon onboarding and during trans-action monitoring, consistent with regulations and the bank’s proce-dures as provided under its Money Laundering and Terrorist fi nancing Prevention Program (MLPP).”

This means that the MLPP should contain appropriate risk manage-ment practices to ensure that money laundering and terrorist fi nancing risks are mitigated.

Espenilla is the deputy governor in charge of the Supervision and Ex-amination Sector of the BSP.

Memorandum No. M-2016-004 was issued two months after the $81 million of stolen funds entered the Philippine banking system on February 5, 2016 through the Jupiter Street branch of Rizal Commercial Banking Corporation.

“To this end, banks should ensure the soundness and adequacy of their risk management policies and prac-tices,” the memorandum read.

Such practices include:*dealing only with parties regis-

tered with the BSP*exercising the “ultimate respon-

sibility” in dealing with remittance agents conducting risk assessment of customers of money changers, remit-tance agents, and foreign exchange

dealers“By nature of their business,

[forex dealers, money changer, and remittance agents] may inherently pose higher money laundering/ter-rorist fi nancing risk which should be appropriately identifi ed, monitored, and mitigated,” according to the memorandum.

The April 5 memorandum also co-incided with the fourth Senate hear-ing on the Bangladesh Bank heist.

RCBC was linked to the money laundering scheme, since four of the fi ve fi ctitious accounts opened at the Jupiter branch directly received the $81 million that was moved from the Bangladesh Bank account in New York.

BAGUIO CITY, Apr 6 (Mabu-hay) – With fi nality, Sen. Grace Poe can run for president in the May 9 elections.

This, after the Supreme Court on Tuesday affi rmed its March 8 ruling that the Commission on Elections (Comelec) committed grave abuse of discretion when it canceled the lawmaker’s certifi cate of candidacy for president.

A court insider said “there is no reversal of the decision of the major-ity.” The source, however, said the minority requested to be given time to submit their respective dissenting opinions.

In its original decision on March 8, a majority of nine justices, including Chief Justice Maria Lourdes Sereno, outnumbered the minority of six magistrates in declaring that the poll body erred when it canceled Poe’s certifi cate of candidacy for president.

The source said the voting was unchanged: 9-6 in favor of Poe.

Now that it’s fi nal, the SC decision eliminates any legal obstacle against Poe’s presidential candidacy, said the same source.

The source said the tribunal voted in a timely manner “in consideration of the remaining days leading up to the elections.”

At a media briefing here, SC Public Information Offi ce chief and spokesman Theodore Te confi rmed that the en banc had already reached a decision on the motions for re-consideration on the SC’s March 8 ruling.

The justices, however, decided that the ruling will be released on Saturday, April 9, on Araw ng Kagit-ingan, exactly one month before the national elections.

It was still not clear where and in what manner the decision would be

In its 47-page decision penned by Associate Justice Jose Perez an-nounced on March 8 but released on March 11, the high tribunal said the Comelec’s twin rulings to disqualify Poe from the presidential race was “deadly diseased with grave abuse of discretion from root to fruits.”

“We’ve been repeatedly told and warned: a public offi ce is a public trust. Every single peso of the people’s taxes should be handled with care, sincerity and honesty. Every peso paid by a taxpayer should be used to advance public good, not one’s private good,” he further said.

Escudero pointed out that since 2010, he has been submitting a written waiver on secrecy of his bank deposits

attached to the Statement of Assets, Liabilities and Net Worth (SALN) he fi les annually with the Offi ce of the Ombudsman.

In 2013, he fi led a bill, compelling people in government, except those who serve in honorary capacity, to submit a written permission or waiv-er in favor of the Ombudsman to look

into all deposits of whatever nature in banks within and outside the coun-try. He fi rst fi led the measure in 2007 when he was fi rst elected senator.

“Flutes Across The World,” an educational program/music mission brought by composer/musician John Zeretzke to the children in the Phil-ippines has been successful since the organization’s fi rst joint music mis-sion with Operation Smile in 2009 in the remote areas of Mindanao.

The basic concept of the program is for “ children in America to learn about children from other parts of the world.” The fl utes are made by children at the Circle V Ranch Camp and Retreat Center in Santa Barbara, California where they sand, shape make and decorate two fl utes: one to keep and the other, to give away. Each fl ute that is given away to underprivileged children across the world contains a note from the camper who made them, along with their photo attached through a string. By doing so, these children learn to “participate in the act of giving, to enable them to become better human beings, and to reach out to others across the globe.”

Born and raised by creative art-ist parents in the midwestern town of Rockford, Illinois, John grew up learning to play violin when he was in fourth grade of elementary school. Early on in his youth, he wanted to be a concert violinist, but that changed when his family moved to the West Coast, where he further learned East-ern European violin styles.

Though he performs as a stage soloist and a musician, he was always drawn by the excitement of staging elaborate productions, using sets, lights, high-quality sounds, or work-ing with choreographers in theatre productions.

To enhance his hands-on expe-rience, he also went to school at the University of California in Los Angeles (UCLA) and studied Ethno-musicology. He further focused his learning on theatre music composi-tion, contemporary ballet and movie and television productions.

Subsequently, for 12 years, he was the music director of the Aman Folk Ensemble, working on large theatre spaces and large-scale productions.

As a creative person, he was also interested in creating emotional and inspirational journeys for his audi-ence -viewer and listeners, which paved the way for him to compose his fi rst fi lm score for one of Paramount

Pictures’ vampire movie. In 1999, John Zeretzke was given

the Professional Artist Service Award (PASA), a lifetime achievement award for his work in arts education in the State of California. He has appeared as a guest composer and musical artist at numerous Ronald McDonald and American Cancer Society’s Summer Camps for Chil-dren with cancer in California and nationwide.

In 2010, he was given the Lifetime Achievement Award by the City of Ojai, California,for his work in the arts and art education.

Banks and credit card companies have told us how important it is to maintain our credit, honor our obligations, pay on time, but what if we suddenly can’t pay on time, then what? What if I lose my job, and can’t pay anyone right now, where does that put me? The answers may surprise you:

Q: My wife recently lost her job. My in-come goes to food and rent. We haven’t paid our credit cards for several months, and one account is with a collection agency. What can we do?

A: That depends on how long you think it will take for your wife to fi nd a job, how much you owe, and whether your creditors will actually sue, and garnish your wages. Generally speaking, if payments to your credit card debts are more than 30% of your take home pay, you’re in trouble. There are several things you can do. (1) Do nothing – thats easy, but in the long run, does little to solve the issue that just gets bigger, in the sense that your credit report and fi co score continues to escalate downwards. (2) Call creditors, tell them your wife has lost her job, try to get them to forgive part of the debt. (3) Since your wife is unemployed, you could also consider fi ling bankruptcy. With only one wage coming in, you undoubtedly qualify, and the threat of a possible bankruptcy gives you and your attorney a lot of leaverage in negotiating with creditors. Also bear in mind, that when your wife fi nds a job, and contributes to household income, you become more vunerable to judge-ment lawsuits.

Q: Will filing for bankruptcy ruin my credit forever?

A: No, in fact it will actually start to im-prove it. If you cannot make ends meet, your debt to income ratio is too high. At that point your prospects of getting more credit is zero. A bankruptcy cures the debt to income problem, discharging debt and leaving income. This gives you access to a number of credit card providers and other lenders who literally target people with bankruptcy discharges. See next question!

Q: Will anyone issue me with a credit card, when I have a bankruptcy on my report?

A: Yes, there are many banks and other lenders who specialize in doing business with bankruptcy debtors. You can qualify for loans secured by collateral, such as auto loans, home loans, even credit cards, secured by a savings account. Their main motivation is targetting a niche martket for higher in-terest rates. They want to charge you a little extra, and there is no real risk involved. After bankruptcy, you cannot fi le again for eight years. You have no other debts, which gives an excellent debt to income ratio. Bottom line – you can afford to service a new loan.

Q: How long does it take to get unsecured credit at the same cost as before my bank-ruptcy?

A: Anywhere between 60 days and two years, depending on what you are looking for.

Several department stores will give you a store account, if you have a major credit card. You can easily start out with a secured visa card, then open a store account. Within a short period of time, your fi co score starts to climb. Mortgage companys are looking for two years of some credit history from the date of a bankruptcy discharge.

Q: How long does it take to get a bankrupt-cy off my credit report?

A: The law permits credit reporting agen-cies to report your bankruptcy for up to 10 years. This does not mean that is has to stay on for ten years though. By using special cred-it repair strategies, you is sometimes possible to get the credit reporting agencies to delete all reference to your prior bankruptcy, before the 10 years are up!

Q: We were just sued by our neighbors who are claiming $60,000 in compensatory damages. We just want to move away. Our house is up for sale, but I was wondering, if we don’t sell it on time, before the judgment, can I quitclaim the house to my mother. Will this protect our equity? (about $50,000.00).

A: No. You cannot give away your assets as a way of protecting them from a lawsuit. The court will rescind any such transfer, and you may end up in far worse trouble – accused of a fraudulent conveyance. Your best course of action is not to sell the house at all, at least not yet. The house is the best “bank” you have, because you can protect your equity as a homestead exemption. If you sell the house and get the money, it may be seized or attached by the plaintiffs. By keeping the house, you could fi le a bankruptcy on the judgment, and then sell the house. House sale proceeds that come in after the bankruptcy are all yours.

BANKRUPTCY OPTIONSAdmittedly, most people fi ling bankruptcy,

fi le under Chapter 7, (The real bankruptcy)

that discharges all unsecured debt. However, there are people with problems that are best resolved through Chapter 13. This chapter is used primarily by those who either have problems making payments on secured debt, and want to keep the collateral (House, Auto, other) , or perhaps, have plenty of assets that are very diffi cult to liquidate. Chapter 13 is also used by individuals who simply earn too much money to qualify for a chapter 7, (based on the cost of living index and other criteria, but not enough money to service their bill).

This type of bankruptcy can provide creditors with a partial payment plan over 60 months. Depending on the debtors dispos-able income after approved living expenses, the plan could provide a 5% or more, for the duration of the plan. The balance of the debt is then discharged, just like in a regular bankruptcy.

Most of the chapter 13’s fi led in my offi ce, are clients who are late on their mortgage, and want to avoid losing their home through foreclosure. Since the mortgage is a secured debt, they only two choices, pay the debt or give up the house, but there is help. Chapter 13, enables you to amortize the mortgage arrearages in a 60 month plan, and in most cases, discharge unsecured debt at the same time. By discharging unsecured debt, your ability to service the mortgage is improved, and hopefully, you can stay in your home.

Q: Can I make lower house payments if I fi le a Chapter 13 repayment plan?

A: If you have a second mortgage, we might be able to strip that off the property, which would lower your monthly payments. As far as the fi rst mortgage is concerned, you may also be eligible for one of several loan modifi cation plans that we work with. If you are not eligible for a loan modifi cation, you must make the regular scheduled payments.

However, as mentioned above, the de-linquent portion can be spread out over the chapter 13 plan that gives you 60 months at a nominal interest rate.

Q: What does Chapter 13 do to my credit card debts?

A: That depends on your income level. For most people, their unsecured debt, like credit card debt is wiped out. This in turn helps to pay the mortgage arrears.

Q: Can a Chapter 13 stop lenders repos-sessing my automobile?

A: Yes, it will stop the repossession, and your monthly payments can be lowered, based on the depreciated value of the automobile.

Q: Can a Chapter 13 help me with debts to the IRS or student loans?

A: A Chapter 13 can be very helpful with debts that are not dischargeable in a regular Chapter 7. These types of debts can only be discharged if they are past their respective statute of limitations. A chapter 13 will allow you to pay these debts over a period of time, and limit future interest accruing on the debt.

Q: What’s the main difference between Chapter 13 and Chapter 7?

A: Chapter 7 will discharge all unsecured debts, but does not resolve problems associ-ated with arrears on secured debts. (Such as late payments on the mortgage or car).

Q: I fi led Chapter 7 last year, can I fi le Chapter 13 now?

A: Yes. Although Chapter 7 bars you from re-fi ling again for eight years, a Chapter 13 can be fi led every three years.

Q: I own a house together with my brother. We want to fi le a Chapter 13 to stop a foreclo-sure, do we both have to fi le?

A: No, only one of you need fi le, preferable the party that owes the most in unsecured debt, and thereby has the most to gain.

Q: I have no equity in my home. I just want to stay here as long as possible. What can be done to stop a trust deed sale and prolong my occupancy?

A: There are several good seasoned strat-egies available. Consider a Short Sale or bankruptcy as a possible solution, but talk to an experienced bankruptcy lawyer fi rst.

MANILA, Apr 7 (Mabuhay) – The Bureau of Internal Revenue (BIR) on Thursday fi led with the Department of Justice (DOJ) tax evasion com-plaint against real estate developer Delfi n Lee.

Lee is an accused in a syndicated estafa case in connection with the 2008 housing project with the Pag-Ibig Fund worth over P6-billion.

In the recent complaint fi led by BIR, G.A. Concrete Mix Inc. (GACMI) and its corporate offi cers Delfi n Lee,

and President and Treasurer Dexter Lee (Delfi n’s son) allegedly violated the National Internal Revenue Code (NIRC) for willful attempt to evade or defeat tax and deliberate failure to supply correct and accurate infor-mation in their corporate income tax returns for 2009 to 2010.

Records from the BIR’s Informa-tion Systems Development and Oper-ations Service (ISDOS) showed that Globe Asiatique Realty Holdings Cor-poration (GARHC) made income pay-

ments to GACMI worth P34.06-mil-lion in 2009 and P15.31-million in 2010.

However, GACMI only declared sales worth P13.40-million in 2009 and P10.63-million in 2010, under-declaring its taxable sales by 154 percent or P20.66-million in 2009 and by 44 percent or P4.68-million in 2010.

The BIR said GACMI’s tax liability is P20.50 million inclusive of sur-charges and interests.(MNS)

MEXICO CITY, April 8 (PNA/Sputnik) – Argentina President Mauricio Macri will address a civil court on Friday over Panama Papers allegations claiming that he was the director of an offshore company in the Bahamas.

Macri said as quoted by Buenos Aires Herald on Thursday that he will present “a statement of assur-ance” on Friday declaring his assets to demonstrate that he acted in ac-cordance with the law.

“I have nothing to hide,” the Ar-gentina president said speaking at

the presidential palace.On Sunday, the German newspa-

per Sueddeutsche Zeitung exposed the alleged involvement of a number of former and current world leaders in offshore schemes by publishing materials it claimed came from Mos-sack Fonseca, a Panama fi rm selling offshore companies.

A federal prosecutor requested an investigation into Macri’s activities in connection with the allegations on Thursday. The Argentina leader has denied any wrongdoing.

Mossack Fonseca has refused to

MANILA, Apr 4 (Mabuhay) – Pres-ident Benigno Aquino III on Monday met with offi cials of the Department of Transportation and Communica-tions (DOTC) following the fi ve-hour power outage that hit the Ninoy Aquino International Airport Ter-minal 3 (NAIA-3) over the weekend.

The meeting held at the Presi-dent’s Hall was added to the Presi-dent’s schedule past 10 p.m. Sunday.

The blackout hit NAIA-3 late Saturday and power was not re-stored until before dawn on Sunday, prompting the cancellation of fl ights and leaving passengers stranded at the terminal.

The Manila International Airport Authority (MIAA) said the power outage at the NAIA-3 happened after a substation of the Manila Electric Company (Meralco) tripped at around 8:45 p.m. Saturday.

Meralco, meanwhile, said that the glitch was restored in less than a minute.

MANILA, April 6 (PNA) – Labor and Employment Secretary Rosalin-da Dimapilis-Baldoz reiterated the warning issued by the Philippine Overseas Employment Administra-tion (POEA) that cautions job appli-cants not to be duped by a recurring employment scam using the name of a hotel company.

“We were informed that in addi-tion to the previous modus operandi of these unscrupulous scammers, which include sending e-mails to un-suspecting job seekers, they are now prowling for victims in social media. I advise our jobseekers to be extra cau-tious, and apply only at recruitment agencies licensed by POEA, and deal with licensed agencies with legal job orders,” said Baldoz.

POEA Administrator Hans Leo J. Cacdac said that in a Facebook post, the scammer alleged that the management of Marriott Hotel Can-ada needs new workers for diverse positions such as stewards, nurses, technicians, fashion designers, co-medians and entertainers, models, actors, dancers, medical doctor, ar-tisans, mechanics, waiter, waitress and other hotel job category.

Cacdac said a new email doing the rounds, is offering jobs with Marriott Hotel in the United Kingdom.

He said scammers use legitimate company names, such as Marriott, to make false offers of employment but telltale signs of it being a scam can be easily detected.

Usually, job scammers use e-mail and social media to advertise fake job openings. Big companies such as Marriott Hotels have a dedicated job

vacancy page and do not use e-mail and Facebook to recruit employees.

Scammers request applicants to send application, resume, and other documents to a fraudulent e-mail address. Marriott Hotel do not use free e-mail service providers such as yahoo.com, gmail.com, hotmail.com, live.com, etc.

Swindlers ask victims to transfer money directly to a bank account or through a money remittance compa-ny as payment for processing, im-migration and visa fees. Legitimate companies do not require payment of fees in order to be considered for employment.

Cacdac said another revealing sign that an employment ad is a scam is the glaring spelling and grammatical mistakes.

The POEA lists down the following precautionary measures on how to avoid illegal recruitment:

*Do not apply at recruitment agen-cies not licensed by POEA.

*Do not deal with licensed agen-cies without job orders.

*Do not deal with any person who is not an authorized representative of a licensed agency.

*Do not transact business outside the registered address of the agency. If recruitment is conducted in the province, check if the agency has a provincial recruitment authority.

*Do not pay more than the allowed placement fee. It should be equiva-lent to one month salary, exclusive of documentation and processing costs.

*Do not pay any placement fee unless you have a valid employment contract and an offi cial receipt.

However, for those immigrants that have either a business in their home country, or have the capital or can raise the capital to establish a business in the US, there is another option for obtaining long term status in the US. This is either through the E-1 “treaty traders” or the E-2 “treaty investors.”

Both classifi cations required that 1) the alien seeking E status is a national of a country with an appro-priate treaty; 2) the US business to

employ the alien is owned at least 50% by nationals of the same coun-try as the E alien; 3) the trade or investment by the treaty nationals is “substantial”; and 4) the alien seeking E status either is an actual investor in the US business, has an executive or supervisory position in the US business, or possesses skills essential to the US business.

The major distinction between the two is that under the E-1, the US business must conduct “substantial

trade” with and for which over 50% of the substantial trade conducted with the treaty country. On the other hand, the E-2 requires “substantial investment” in the US business.

The E classifi cation offers several advantages over other employment based non-immigrant classifi cations such as the H-1b and the L-1. First, no prior preapproved petition is required from the CIS. The immi-grant may apply directly with the US Consulate. Second, there is no time limit an alien may stay in the US under an E classifi cation. Third, there is no required affi liation with a foreign company as long as the US business is owned by at least 50% by nationals of the alien’s treaty coun-try. Fourth, there is no requirement that the alien worked with a foreign affi liate. Fifth, the Alien’s dependent Spouse may legally work in the Unit-ed States. The major disadvantage of the E is that either substantial investment or substantial trade with the treaty country is required. Also, this is not an option is the alien’s country does not have a treaty with the United States.

Alien investors can come to the US on a B-1 to evaluate business and investment opportunities. For more conservative investors, a safer option for maximizing success from both an immigration angle and a business angle is to purchase an existing business. Purchasing an existing and profi table business is more likely to satisfy the “substantial investment” requirement. Preparing an E case requires presenting legal and fi nan-cial documents which reflects the ownership structure of the business

as well as its fi nancial condition. In the case of a new business, a well put together business plan should be pre-pared. It may be necessary to employ the services of other experts such as a CPA in addition to the immigration attorney. Due to the complexity of the E classifi cation, aliens should seek the assistance of an experienced immigration attorney.

MOSCOW, April 6 (PNA/Sputnik) – Ford, joining at least six other com-panies in the auto industry expand-ing existing sites or building new manufacturing plants in Mexico, has announced that they are investing some USD 1.6 billion on a new plant in San Luis Potosí, as the company’s corporate home in Detroit, Michigan, struggles with deep unemployment.

Construction of the new foreign plant is set to begin this summer and will start producing cars by 2018. The new plant will bring Mexico at least 2,800 new jobs by the year 2020, the Detroit Free Press report-ed, and the move has left many with a bad taste in their mouth.

“Today’s announcement…is a disappointment and very troubling,” UAW President Dennis Williams said in a statement. “For every in-vestment in Mexico it means jobs that could have and should have been available right here in the USA.” In response, the company claims that they will also be invest-ing in the United States and creating jobs here as well, despite the eco-nomic gift to Mexico. The company claims to have hired 25,000 people in the US over the past fi ve years.

“We have to make decisions on a global scale because we compete globally,” Joe Hinrichs, a Ford vice president told the Free Press. “But let’s be clear: We are a proud Ameri-

can company and the majority of our investment happens here in the US.”

In November, the automaker reportedly agreed to invest USD 9 billion in plants in the US, with USD 4.8 billion going into Michigan, as part of a deal with the UAW.

Ford Motor Company has been a hot topic during the 2016 presi-dential race, as GOP frontrunner Donald Trump has specifi cally said he would stop the publicly-traded multinational corporation from producing cars in Mexico, and slap a 35% tax on everything imported to the US.

“Within 24 to 48 hours I will get a call from the head of Ford and he will say, ‘Mr. President, we have decided we’re going to build our new plant in the United States.’… That’s 100% sure,” Trump said during a campaign stop last month. “They’re going to say, ‘We’re moving back. You want us to move to Michigan?’ And I’ll say, ‘Yeah.’” Many blame the migration of auto jobs to Mexico from the US on the North American Free Trade Agreement of 1993, which was ratifi ed by President Bill Clinton.

“This is another example of what’s wrong with NAFTA and why the TPP would be a disaster for the citi-zens of the United States,” Williams stated. “Companies continue to run to low-wage countries and import back into the United States.” (PNA)

Client actually spends $2K a month for his extended family. Even with his $80K gross income a year, he still has to budget carefully. He rents a house, not an apartment, because two nieces and brother live with him.

He takes care of them, and he is really happy to be able to provide that help. And he still sends his sister and her children who live abroad, a signifi cant sum every month. The problem is that client also has $40K of credit card debt. He allocates $1,500 a month to keep those cards current. But with his age now, he would rather use the $1,500 to save up to buy a house for his extended family, and to be able to continue providing for his extended family. The choice he is faced with is to keep on paying $1,500 a month for $40K of credit card debt for the next 20 years, or get ride of those credit cards now with a Chapter 7 discharge and use the savings of $20K a year to buy a house and to continue providing help to his extended family. If you were him what would your choice be? It makes client happy to help his extended family and to save up for a house for them. His choice is to get rid of his $40K cards now with a Chapter 7 discharge. Smart choice.

Client no. 2 is 70. She owns and lives in a condo. She still owes a

hefty sum on the condo. Her equity in the condo is about $100K. She stopped working last year and now gets social security of $1,800. Her mortgage is $1,400, leaving her $600 for the other necessities. The problem is that she owes $30K of credit card debt, which she has been paying $1K a month for the last 10 years, just to keep them current. Having paid $120K of minimum payments for 10 years, it’s really sad to say that she still owes the very same $30K! She did not think about this situation when she was still working and when her husband was still around. But with her husband gone and with her now retired and receiving just social security, she had to decide if she wanted to keep her house or keep her credit cards. Let’s see. You can live in your house; it provides you shelter from the elements and a nice place to sleep in. You can’t live in your credit cards, can you? Needless to say, client decided quickly to fi le for Chapter 7 to discharge $30K of credit card debt so that she could keep paying her house. She chose to keep her house over her credit cards. It’s a matter of choice, is it not? But the choice you make should be the correct one. Otherwise, you will suf-

fer the consequences. On my way to court his morning, a homeless man was all wrapped up in rags in really fi lthy blankets, sleeping right there on the sidewalk. I felt bad for him. But that’s his choice. Our God gave him the free will to make that choice.

I hope you make the right choice in your situation. OPINIONTOKYO, April 6 (PNA/Kyodo) – Hundreds of banks and

their subsidiaries set up thousands of shell companies for their wealthy clients to hide assets through offshore foreign tax havens, a massive data leak showed Tuesday.

Leaked internal fi les from Panama-based law fi rm Mos-sack Fonseca & Co. found that more than 500 banks, their subsidiaries and branches including Swiss banking giant UBS registered almost 15,600 shell companies with the law fi rm.

The leaked fi les, containing information on 214,488 off-shore entities connected to people in more than 200 countries and territories, were obtained by the German newspaper Sueddeutsche Zeitung and shared with the International Consortium of Investigative Journalists, with which Kyodo News and other media outlets are in partnership.

The massive data leak of the law fi rm’s internal fi les—dubbed the “Panama Papers”—revealed that the majority of offshore shell companies which registered with Mossack Fonseca had been created since the 1990s.

The leaked records showed that UBS created about 1,100 companies, and Credit Suisse, another Swiss bank, did so for an estimated 1,100 fi rms.

Other banks included French bank Societe Generale, which registered about 1,000 companies, while British bank-ing giant HSBC and its subsidiaries alone registered about 2,300 companies.

The records provide a view into how major global banks have helped rich clients conceal their fi nances through shell companies.

The fi les also found there were spats between the banks and those in the shell company business after the US gov-ernment stepped up efforts to uncover information on the identity of the accounts and the banks sought to minimize their involvement in the shell company scheme.

Faced with a threat of US criminal prosecution for tax evasion and money laundering, UBS changed its policy in 2010 and said it stopped setting up offshore companies for its customers.

According to the leaked fi les, UBS said it is not the bank but Mossack Fonseca which is responsible for identifying the owners of the shell fi rms behind the accounts.

A UBS executive was quoted in the papers as saying that he was “seriously” thinking of reporting the law fi rm to the authorities.

It infuriated Mossack Fonseca, with e-mail records show-ing one executive saying that “UBS has totally changed and because of the problems they had to face they are now re-acting in an outrageous way,” and another saying that UBS looks like “they just want to push their responsibility away.”

In the end, UBS and Mossack Fonseca reconciled in 2010, working out a deal in which the law fi rm will take over ad-ministration of UBS’s shell fi rms and the bank’s customers will retain their UBS bank accounts. (PNA/Kyodo)

IBA, Zambales, April 6 (PNA) – President Benigno S. Aquino III on Tuesday called on the electorate to exercise their power to vote to put in position new leaders who could give Filipinos more opportunities to better their lives.

“Pakiusap ko lang ho, gamitin natin ang karapatan..., ‘yung kapangyarihan para ta-laga naman pong pagtulungan natin lalong isagad ang oportunidad sa bawat Pilipino,” the President said in his speech before local leaders and the community here.

Reporting on what his administration has done for Zambales, he noted that the province was only given a budget of Php 2.19 billion for infrastructure from 2005 to 2010.

“Tayo naman po mula 2011 hanggang 2016, ang inilagay nating infrastructure – sa highways pa lang ho, highways, bridges, roads – Php 6.05 billion. Maliwanag pong napakalayo,” he said.

“Kasama po diyan, nakumpleto na po na ang Gapan-San Fernando-Olongapo Road Project Phase 2. Matatapos na po ang Olon-gapo-Bugallon Road at ang Dampay-Salaza Access Road.”

The President further said that to support farmers, the government had allocated from 2011 to 2016 some Php 230 million for farm-to-market roads, and Php 362.95 million for irrigation systems.

“Mula 2011 hanggang 2015, nagpagawa tayo ng production and post-harvest facili-ties na nagkakahalaga ng Php 57 million. Nasa Php 22.83 million naman ang inilaan natin sa pagpapaunlad ng inyong Subic fi sh port, na target po nating matapos ngayong Oktubre,” he said.

“Sa ating National Greening Program,

ang pagbabalik ng ating mga kagubatan... 7.19 milyong binhi na ang naitanim sa halos 12,000 ektarya sa Zambales. As election draws near, many promises are being bandied around, he said, urging voters to scrutinize each candidate’s plat-form.

President Aquino enjoined the electorate to vote for the Liberal Party’s candidates when they go to the polls in May, as they would continue the government’s reform program.

Daniel Matsunaga is the newest actor to join the Star Magic family.

This was announced during a press conference for “Be My Lady” with his girlfriend Erich Gonzales.

Matsunaga said he did not have any hesitations when he signed the contract because he knows that the talent management arm of ABS-CBN can only bring him to “better places.”

“I’m very happy that I’m being co-managed now by Star Magic es-pecially because I really want to be closer to Erich and by having the same management, everything goes

better. I am very blessed,” he said.Matsunaga said he considers Star

Before becoming one of the most talked about celebrities today, Coleen Garcia had to go through a lot of hardships.

In an interview, Garcia addressed misconceptions by some people that life has always been easy for her.

“It’s because I’m mestiza… That’s really all it is. ‘Pag maputi ka, mayaman ka. Alam mo ‘yun?” she said, noting Filipinos’ common notion of fair-skinned people like her.

She shared some of her struggles growing up, from acting as a co-parent to her two younger brothers at age nine after her parents separated, to fending for herself without a diploma or a steady job at 19 years old.

Her savings from her modeling and showbiz gigs covered the rent of her apartment which, she said, had no furniture and air conditioning. So, she slept on the fl oor.

She took a cab from Quezon City to Alabang during her hosting stints without any personal assistant, and even had a distressing experience with dubious drivers.

“I said [to myself], ‘you know what, God will provide for me. God will take me wherever I’m meant to be,” she said, recalling her hardships.

Three months later, Garcia became a regular host on “It’s Showtime,” and eventually entered into a relationship with co-host Billy Crawford.

While she had a stable job, her name was always dragged into con-troversy. Fans were saying she is the reason behind the breakup of Crawford and his then girlfriend of fi ve years, singer Nikki Gil, who is now married to businessman BJ Albert.

“It was frustrating because there were so many things I could have said to erase all of it, but I couldn’t because I wanted to protect Billy,” Garcia said.

She added: “I believed I wasn’t what they were calling me, what they were telling me I was, so I just kept proving it to myself… I am someone brave, someone who cares about other people, but does not care about what the people who step all over me have to say.”

Garcia is no longer part of “It’s Showtime” but her relationship with Crawford remains stronger than ever. The two recently fl ew to the United States for a much-deserved break.

Erich Gonzales admitted that she was initially worried about starring with boyfriend Daniel Matsunaga on the ABS-CBN daytime series “Be My Lady” since this means being togeth-er almost all the time.

“First time ko makatrabaho ang karelasyon ko so parang iniisip ko na baka hindi mag-work kasi siyempre iba ang personal life sa trabaho,” she said.

But it seems she has nothing to worry about.

“Everything is going well. Mas nakikilala po namin ang isa’t isa and we get to spend more time with each other. We make more memories,” she said.

In fact, Matsunaga shared that they haven’t had any major fight since they offi cially became together last year.

“Narinig namin from friends na it’s really hard to have a relationship and a show at the same time. Well, I guess, God is really good. He is real-ly at the center of our relationship. Lahat ng opportunities na binigay sa amin, we are doing good. It’s such a blessing because we are getting to

know each other better and better and we are going stronger,” he said.

But in case they encounter misun-derstandings in the future, the two said they promised to resolve things immediately so as not to affect their work.

“I guess, just by talking and under-standing each other, [we can resolve things]. Trust is important as well,” said Matsunaga.

Meanwhile, Matsunaga and Gon-zales shared that they recently marked their fi rst anniversary as a couple.

Asked how they celebrated it, Gonzales said: “We celebrate it every day po, every time we are together. Every day is special with him. We just had a very simple dinner. Those simple things, ‘yun po talaga ang nagma-matter sa amin. Hindi na ‘yung mga material things.”

Matsunaga, however, revealed plans of bringing Gonzales to Brazil.

“I want to bring her around and to get to see the rest of family there. That’s my priority right now. Siyem-pre we want to travel everywhere,” he said. (MNS)

States | AFP | Friday 4/1/2016 – New York, Seattle, California: in the battle over the US minimum wage, cities and states are taking their own initiative, making region-al advances toward the goal of a $15 an hour fl oor.

Some cities have voted through spectacular increases, making the dream of better pay a reality for hundreds of thousands of employ-ees in a country where the federal minimum wage level has remained unchanged at $7.25 an hour since 2009.

New York was the latest state to

act. State lawmakers reached a deal Thursday with Governor Andrew Cuomo to raise the minimum wage in New York City to $15 an hour by the end of 2018.

Under the deal, the minimum will go up more slowly in the rest of the state, hitting $12.50 an hour by the end of 2020.

To close the deal, Cuomo needed to get the state’s Republican-con-trolled senate on board.

Republicans and Democrats have generally split on the need for a national wage hike.

Democratic presidential candi-dates Hillary Clinton and Bernie Sanders both support an increase,

differing only on the scale and tim-ing of such a move.

The former secretary of state calls for a smaller, slower raise while the Vermont senator wants the minimum doubled.

With rare exceptions such as Mitt Romney, the presidential nominee in 2012, Republicans have generally resisted calls for an increase, citing potential job losses.

Republican control of Congress over the past fi ve years has ensured that the federal level remained unchanged.

It’s now a third below the mini-mum wage in France, Belgium and other wealthy European countries, taking into account the relative pur-chasing power in those countries, the Organization for Economic Cooperation and Development says.

Like many other progressive causes in a country polarized be-tween left and right, action is taking place at the state and municipal levels.

Minimum wages in 29 states and the capital Washington have surpassed the federal level. New York has instituted $9 an hour and California, $10.

Major companies in Seattle have paid $13 an hour since January 1. In New York City, fast food employ-ees earn at least $10.50.

A total of 18 states have volun-tarily increased their minimum wages since 2013, some after hold-ing referenda on the issue, accord-ing to the White House.

A new wave is expected in 2016.The most signifi cant change is

brewing in California, the most populous US state, where local officials have recently agreed to progressively reach $15 an hour by 2023, a target large companies will hit even earlier.

More than a third of California’s workforce would benefi t from wage increases, according to a study from Berkeley University.

Clinton hailed the plan on Mon-day, tweeting a “big win for work-ers.”

Sanders parried, also on Twitter.

“But here’s the difference,” he said. “I support a $15 federal minimum wage. @HillaryClinton does not.”

Her proposal calls for raising the federal level from $7.25 to $12.

Regional Differences -A sudden minimum wage in-

crease would be felt differently in various regions.

In the relatively poor South, the cost of living is far lower than on the country’s wealthy coasts.

Doubling restaurant employees’ salaries in Mississippi would have greater effect than in San Fran-cisco, where salaries are already higher.

New York’s high cost of living also makes raising the current minimum wage more urgent there.

“You’re going to have higher leg-islated minimum wages in urban areas versus rural areas, Northeast and California versus the deep South,” Jacob Kirkegaard of Wash-ington’s Peterson Institute said.

He believes those variations will only grow.

Unions and activists are pushing for a nationwide increase never-theless.

In real value, the federal mini-mum wage has fallen to around a third of its peak level in 1968.

“The $7.25 minimum wage is only about $15,000 a year for a worker, and that’s not enough to support a family anywhere in the country,” said Laura Huizar of the National Employment Law Project.

The government sets the poverty line for a family of three at $20,160.

It’s an issue that is almost never raised in the Republican primary campaign.

Texas Senator Ted Cruz has come out against any minimum wage increase.

Ohio Governor John Kasich fl irt-ed with a “reasonable” increase in September before changing tack during a debate earlier this month.

“Well, well, wait a minute, fi rst of all, I didn’t say I was for an increase in the federal minimum wage,” he said in response to a question in apparent alarm.

I never liked boxing. I still don’t. Even if a fellow Filipino like Manny triumphed over it.

I don’t watch his fi ghts. Even if Las Vegas is just a 5-hour drive away from L.A. Even if close friends who are avid boxing fans invite to watch the pay-per-view matches on their giant screens.

But, my like (or lack of it) is im-material to a sport that brought fame and honor to the Philippines.

Through sheer talent, discipline and hard work, Manny inspired Fil-ipinos into believing that no dream is too big nor too far not to be achieved by any Filipino willing to pay the price to achieve it.

During his fights, crime in the Philippines was reported to be at 0 rate. Even passionate criminals had to take a break to watch his fi ghts. A sign that Manny’s infl uence has been extensive.

His victories, and sometimes even his defeats (specially to that bragga-docio of a sprinter who he recently fought in a “boxing” match) put the Filipino in the center stage, dwarfi ng the nation’s ignominy by producing leaders (and their families) who bleed the country’s coffers dry.

A hero, Manny truly is.But, even heroes are humans and

they are not immune from commit-ting mistakes. Some make many and big mistakes, including Manny.

His recent mistake of note was his remark that made a lot of the LGBT community unhappy. While I consid-er his remark in bad taste (his later apology notwithstanding), I will give it to Manny for being honest about his views and beliefs. And, despite what happened, I believe that Man-ny will not discriminate against, nor

withhold his assistance to, anyone who will seek his help, because one belongs to the LGBT community.

And now, Manny wants to join the Philippine Senate?

Bestowing to Manny this gift is, to me, just a small price to pay for a grateful nation to one who brought the country fame and honor of world-class proportion. Manny need not do anything anymore to deserve this.

Nothing in the Philippine Consti-tution states that the Senate should be populated only by lawyers. (God forbid this disaster befall the country. Ha!Ha!Ha!)

Filipinos bestowed this honor to actors, basketball players, soldiers and others before.

And, given that, survey after sur-vey, Filipinos express their frustra-tion over their leaders’ performance in the Philippine Congress, it may not be farfetched to conclude that Filipinos will not mind much, nor feel the difference, if their legisla-tors go on vacation for a year or two (or permanently?). So, Manny, win your fi ght with Bradley! After which, march victorious to the Philippine Senate, and support, nay author, laws that will improve the lives of Filipinos! “The primary advantage of a franchise is that it draws from the brand strength and business model of an already established enterprise. However, these factors also create responsibilities for the franchisee, particularly in meeting standards of quality and preserving the repu-tation of the business,” he explained to the participants.

Dr. Josyline Javelosa, Philip-pine Agricultural Attaché for the Americas, presented investment opportunities in the agriculture and agribusiness sectors, ranging from the more traditional activities of rice and crop farming and fi shing, to the increasingly lucrative agri-tourism and organic farming businesses.

“Agriculture remains a top driver of the Philippine economy. Innova-tions in technology and services are changing the face of agriculture in the Philippines, and more and more

avenues are being opened to those interested in entering the sector,” Dr. Javelosa said.

The Embassy’s Economic Offi cer, Minister Jose Victor Chan-Gonza-ga, assured the participants of the Embassy’s willingness to provide advice and appropriate referrals to US-based Filipinos who are looking into establishing businesses in the Philippines.

car but they are not willing to put their reservations aside and consider getting a car that may be pricey, but with exceptional benefits that far outweigh its cost.”

This was Nash Jimenez’s first statement. He just started as a Fleet Sales Manager of Penske Mer-cedes-Benz in West Covina.

“I just started a recently. But I have been selling cars half my life. I started in 1993 but it still feels
