ASAQS President has several high level talks

The President of the South African Association of Quantity Surveyors. Mr Onesimo Dhliwayo, recently met with theRegistrar of the SACQSP to discuss the rolling out of a new membership grade to cater for quantity surveyors incontracting. They also discussed how the ASAQS could collaborate and assist the Council in disciplinary matters.

Onie also met with representatives of the KZN Growth Coalition and with Dr. Letchmiah regarding the future and potentialof the Quantity Surveying Profession.

Built Environment Professions Policy document published for comment

The Honourable Minister of Public Works has published in the Government Gazette a draft Policy document spelling outthe proposed future of the Council for the Built Environment (CBE) and the six Professional Councils. In summary, theproposal is to close and absorb the CBE into Public Works and the Professional Councils would report directly toPublic Works. The individual Professional Councils would retain their autonomy to regulate their individual professions.

According to Mr Steve Lyons, the Registrar at the SACQSP: "The proposal is a more efficient one than the currentstructure; however the cost of implementing the Public Finance Management Act (PFMS) will be costly and will haverepercussions on fees payable annually."

The Executive director of the ASAQS, Larry Feinberg, announced on Thursday that the new Standard System forMeasuring Building Work was now available on the ASAQS website.

He said: "The first draft (Draft #1) of our updated Standard System (7th Edition) is now available for comment to all of theASAQS’s members."

He called on members to participate in the finalisation of the document: "The draft has been made available on ourwebsite for all of our members to review. This is a golden opportunity to have your say on what changes you would like tosee being made, to what can only be described as a document of paramount importance within our profession. Acceleration Claims

Time is an overlying and vitally important factor in construction contracts. Commonly, contracted works will requirecompletion (or more commonly substantial completion) by a defined completion date. The contract may also includecharges associated with delay and potential bonuses for the early completion of works.

The development of a baseline programme is also a common feature of construction contracts and for good reason. Aclearly defined plan for the completion of works allows the employer to efficiently plan its production operations andforecast expenditure, whilst the contractor can efficiently plan its use of resources to optimise the construction process andmaintain healthy cash flow.

When a contractor’s work needs to be expedited to complete a particular work activity earlier than planned, or to overcomedelays in order to meet the original deadline (and where an extension of time is not appropriate), acceleration occurs. Clickto read on....

The 7th SACQSP Research Conference

The 2014 SACQSP Annual Research Conference is taking shape and will be a joint event with the ASAQS and hosted byTshwane University of Technology at the CSIR in Pretoria. The African Association of Quantity Survey and theInternational Cost Engineering Council have requested to be associated with this conference which is developing areputation for quantity surveying information excellence. The theme of this year's conference is " Quantity Surveying –Mapping the Future".
