NBWW EXECUTIVE BOARD MEETING MINUTES

1. Call Meeting to Order

Brandon Janes (President), Village of Deerfield called the North Branch Chicago River

Workgroup (NBWW) Executive Board to order at 1:05 pm at the Village of Northbrook Village

Hall, 1225 Cedar Lane, Northbrook, Illinois. Roll call was taken and the Executive Board

Members present at the meeting were Matt Farmer (Vice President), Village of Northbrook;

Matt Ueltzen, Lake County Forest Preserve District (LCFPD); Rob Flood (Committee Chair),

North Shore Water Reclamation District (NSWRD); and James Tigue, Village of Glenview.

Other NBWW Meeting Attendees:

Marcy Knysz (NBWW Technical Coordinator), Manhard Consulting; Larry Bridges, East Skokie

Drainage District (ESDD); Kate Amoruso, Village of Wilmette; Ashley Warner (NBWW

Administrative Agent), Lake County Stormwater Management Commission (SMC); May Keen,

SMC; and Joe Marencik, Lake County.

2. Approve June 13, 2018 NBWW Executive Board Meeting Minutes

The June 13, 2018 NBWW Executive Board Meeting Minutes were approved.

1. First Motion: Larry Bridges, ESDD

2. Second Motion: Matt Ueltzen, LCFPD

The motion was passed with a unanimous vote.

3. Public Comment

Ashley Warren introduced Joe Marencik and May Keen to the Executive Board. May Keen is the

new MS4 and Workgroup intern for SMC and will be assisting the NBWW with administrative

tasks. Joe Marencik is the new MS4 Program Coordinator for Lake County, lead contact for

Lake County government NPDES ILR40 permit compliance and coordination of the Lake

County water quality monitoring responsibilities.

4. New Business

a. Financial Report

Ashley Warren gave updates, for revenues and expenditures, and a timeline. Rob Flood and

Marcy Knysz discussed designing online flow monitoring maps.

A roll call was taken to ratify the financial report revenues and expenditures.

b. Monitoring Committee Updates

Rob Flood informed the members of MBI’s July sampling dates (starting the week of July

23rd) and continuing through August in the watershed. 7 sites will need to be chosen for

using the Datasonde with sampling. NSWRD has drafted some potential site locations for the

Board to review. Ashley will send out an email with the draft site locations and web

application link for the members to review. Members can vote on those locations at the

August General Membership meeting.

c. Membership Agreement – Language Consideration (Page 5 of Bylaws)

Ashley Warren brought a language consideration (Article 13 Liability) for the NBWW By-

laws for MWRD, which requires approval. This language consideration was requested on

behalf of the MWRD to sign the NBWW agreement. Board members approved the MWRD

additional language and requested this language change be a future agenda item for next

year.

The Membership Agreement was approved.

2. Second Motion: James Tigue, Village of Glenview

The motion was passed with a unanimous vote.

5. Old Business

a. NBWW Monitoring Notecards – Draft

Ashley Warren presented the NBWW informational monitoring notecards to the

Executive Board for consideration. Kate Amoruso suggested format changes to adjust the

bullet point alignment. Rob Flood requested that 100 cardstock notecards be printed as

soon as possible for the current monitoring season.

b. Reminder: Request for Proposals for the Countywide Watershed BMP Implementation

Program – deadline July 17, 2018
