Everyone who paints or pots or weaves or carves looks to the opening night as the opportunity to meet contemporaries. As Gulf Islands Community Arts Council president Josie Clement expressed it, "All the little disa- greements are put aside on the opening night." The hall was filled with exhibits and topped off with people. Where there was a space there was a people. Paintings were displayed on the stage, with the remainder of the hall given over to a variety of other products. The Artcraft show has been an annual feature of Salt Spring Island since the initial days of the Arts Council. Each summer the Mahon Hall is devoted to the exhibition. Exhibits are offered for the enjoy- ment of the visitor or the satisfac- tion of the purchaser. In past years sales have yielded a profit to the council and a valuable encourage- ment to island artists and crafts- The show is open throughout the day from now until September. ' 'From examination of the Muni-cipal Act I have now concluded thatthe motion to exclude Salt SpringIsland from the transit service areashould have hccn declared carried.This error can he corrected in theminutes at the time of the nexthoard meeting.

"In order that there will he nofurther delay, however. I haveinstructed the executive director toplace a request to the UrbanTransit Authority, at once, to haveSalt Spring Island excluded fromthe transit service area.4. Mr. Campbell, at the June 25board meeting, acknowleged thathe had made an error in declaringthe motion lost, and requested amotion to endorse his action takento correct the error. It was somoved and seconded. The discus-sion that followed, the motionsafter motions and no ruling fromthe chair, as to whether or not theerror could be corrected in theminutes at this meeting.

A motion to recall the vote wasthen placed and seconded, directorCouvelier stated that at least onedirector who voted in favour of SaltSpring Island's exclusion was ab-sent and therefore placing SaltSpring Island at a great disadvan-tage.

The whole affair ended up byturning into what anyone couldclassify a three-ring circus, withnobody knowing the legal avenueswhich should be followed.5. A long discussion took placebefore the whole matter was tableduntil a solicitor could attend.6. I feel at this time that with thesituation being what it is, that themajority of the board, having beencriticized by some members of theUrban Transit Authority, are nowmore than ever determined to keepSalt Spring Island locked into theurban transit system, and thatanother vote at the C.R.D. boardlevel, is unacceptable. You cannotcorrect an error with another error!It may be legal to recall^the vote.However, it would be highly impro-per without going through thewhole presentations over again.No wonder a lot of the board's timeis taken up for Salt Spring Islandmatters, they won't let us go!

It was my intention to allow theerror made on June 11 to becorrected without a fuss, and to letthe people responsible for theerror, to bow out gracefully, how-ever this was not to be. but only bythe actions of a few vociferous

members of the board, who are sodetermined to make us pay fortheir deficit, even though they wellknow that they will not give us abus service on the islands, and bythe chairman's mild, quiet, un-usual, almost non-existent state-ments, and inability to rule on thecorrection of his error.

We, the residents of Salt SpringIsland, now have been placed in aposition of Salt Spring Island vs.the C.R.D. Board. The solicitorwho will be there will be there forthe benefit of the board. We havebeen placed in this situation byD.A. Young and J. Campbelldeclaring our motion for exclusion,lost. I believe the vote counting anddeclaration has never been ques-tioned before.

7. In order to be assured of SaltSpring Island's best interest, I nowask you, the residents of the island,to make a small donation to pay for

our own solicitor, to represent ourinterests to the board and not theboard's interest to us!

She's looking for eight argylitemedallions in a gold box that herbrother left either in Ganges,Vesuvius or on the Crofton ferry-several weekends ago. He onlymissed them last Friday, she said.

The medallions are black witheagles carved on the front and havethe signature of the late HaidaIndian carver Pat Maguire on theback.

"The carver was a close friend ofmy brother's, which makes themedallions very sentimental tohim," she said.

Raising fish for sea lions? New books

No way says fisherman Fred RobsonFederal fisheries regulations

governing the taking of fish byhumans should be extended toinclude sea lions and other depre-dators, avers Fred Robson, ofGaliano.

The long-time Galiano spokes-man told a CBC radio program onTuesday morning that there waslittle benefit in closing an area tosports fishing when sea lions canswim around and take their fill.

He could see his neighboursignoring the restrictions on salmonfishing, he told Bob Sharpies. Hisneighbours are sea lions, five herdsof about 75 animals.

They each eat up to 90 pounds offish a day and they waste a lotmore.

"You can see them tossing asalmon into the air,'' he explained."They just take two or threebites!"

He recalled that the departmentof fisheries used to patrol theislands waters and exert a controlon the sea lion population.

"You have to make up your mindwhich you want," he told thecommentator, "the salmon or thesea lions."

They were controlled at one timewith the use of firearms, headmitted, but today they areprotected and cannot be shot.

"It's fruitless spending millionson hatcheries; you've got to decidewhether you breed the salmon forhumans or for sea lions!"

Seals are not the predators thatsea lions are, noted the keen islandfisherman.

"If you're going to save the fish,you'll have to do something aboutthe sea lions," he concluded, "andyou'll have to issue tags."

Careful landscaping can createmicro-climate around the home

My weeds arc growing fasterthan anything else. It seems thatthey have grown another inch whileI was turning around.

I haven't actually seen themgrow, but I am reluctant to leavethem out of my sight. So whileweeding away I have been thinkingof macro, mini and micro-climates.

The Vesuvius area being abouttwo weeks ahead of us (anfl theyare North of us). I t 's a perfectexample of a mini-climate withinthe macro-climate of the Victoria-Vancouver area.

Several factors work together toshelter the area from coolinginfluences and enhance the am-bient warming influences. It issimply that the environment makesmaximum use of the availableenergy here and henceforth theyarc ahead by some two to threeweeks in blooming and frui t ing offlowers, vegics and trees.

Aside from the obvious benefitsof this, there are others. Chiefamong them is a saving in home-heating energy.

The reason for t a lk ing about afavourable mini-climate is that wecan create a similarly favourablemicro-climate around our homes bycarefully considered landscaping.WINDBREAKS

We can use trees, bushes andshrubs to create windbreaks, blockor divert cold air flows and cur-rents, even provide cool shade insummer and much needed sun andlight in winter by simply plantingdeciduous trees.

Aside from sheltering our homeand gardens from selected aspectsof the elements, the added benefitis a strong and obvious feeling ofbeing sheltered. This shelteredfeeling will affect our lives subtlybin pcrvadingly. It w i l l also affeclthose who come lo visit us.

Road conditions were blamedwhen a car slid into a school bus atthe intersection of Beaver PointRoad and Fulford-Ganges Roadat 8 am last Wednesday.

School board meetingheld at Galiano Island

continued its practice of conductingpublic business on an Outer Islandeach summer by meeting on Gali-ano on Thursday. For nearly threehours trustees debated, passedmotions and dealt with a delegationbefore an audience of 15 interestedcitizens.

Much routine business was dis-patched in short order. Recurringproblems reared their heads andwafted on the westerly breeze. The

Ipanges sewer controversy was<iired on Galiano by a motion tostudy alternatives for the schoolcomplex. A matter taking a con-siderable amount of the board'stime and attention, the daily trans-portation of high school studentsfrom Galiano to Ganges, is report-ed in the Galiano column.

The board received the report ofthe GIPSY evaluation committee.The GuIClslands Program ServingYouth was recently discussed indetail inDriftwaoil. The report tooka positive approach to the opera-tion of this rehabilitative program.The committee recommended cont-inuation of the program withimprovements to the premisesused, upgrading of equipment,transportation for work experienceand acceptance of a more respon-sible role for the teaching aide.

The most important recommen-dation was that an advisory com-mittee be set up with represent-ation from the board, the staff, thesecondary school, the departmentof huma.i resources and the com-munity society. Not only would thiscommittee provide liaison between

groups involved in the program,but also screen admissions andrelieve the teacher of legal andpolitical responsibilities which taketime and energy from his maintask.

Facility projects approved inc-luded renovations to the GalianoSchool, continuation of work al-ready begun on Saturna and theSouth Salt Spring ElementarySchool site and work on the bandarea at Ganges.

The department of highways hasrejected a request for a pedestriancrossing on Rainbow Road on thegrounds of insufficient traffic andhas not yet ruled on the "noparking" designation in the samearea. Work on an adventure play-ground for the Salt Spring Elemen-tary School will begin shortly andprovide summer employment fortwo students.

The board accepted a policyrecommendation on the subject offreedom of information. Non-confi-dential documents available toboard members prior to meetingswill, in future, be posted on thenotice board at the school boardoffice.

The curve ball that ended theinnings was thrown by MaryWilliamson with her notice ofmotion to rescind the motionregarding an alternate class atPcnder School. This battle willrecommence on July 24 in thePcnder School where the board willhold its next meeting.

An alternate class in a smallschool inevitably provides prob-lems of multi-grading, class sizeand cost which naturally concernsother parents, staff and taxpayers.

It was junior's day last Saturday.Most juniors are accustomed tojoining in with adults in tourna-ments, and they usually acquitthemselves well. But this was theirown tournament, and it proved tobe a good one.

The scores were so close that thetwo top prizes were won only afterplayoffs, which themselves werevery close. Penny Wright and AlexHele tied for top girls' prize. Pennybeing the final winner, and TomPringle beat Kevin Kline in theplayoff for boys.

As announced last week, thenext tournament will be on July 12,

and will be a battle between fourteams. Pre-registration is essen-tial, and the deadline for this isFriday at 6 pm. Numbers arerestricted, so call 537-2788 now ifyou wish to be placed on a team.

The reason for the earlier-than-usual deadline is to allow time forteam and team captain selection.All players will be notified, andwho knows - the captains may call ateam practice, or strategy session,prior to the tournament!NORTH VS. SOUTH

Yet another tournament of noteis coming up. A few weeks ago, theSouth Salt Spring team met North

Salt Spring in a day of doublesplay, and the result was close allthe way, with the southernerslosing only on the final set of theday. The losers immediately issueda challenge for a rematch, which isnow scheduled for August 9. Sokeep that date clear. More detailslater.

The next session of instructionhas been postponed for a week,and will now start on Monday, July14. This session will consist of onehour of instruction on Monday,Wednesday and Friday morningsfor two weeks. This may be yourlast chance for instruction this

season, so don't miss it. Fulldetails will be in this paper nextweek.

Finally, a reminder to all tennisplayers to make proper use of thesign-in board at the courts. In theinterests of fair distribution of timeat this, the busiest time of theseason, every team of players mustsign in with their start time, eventhough no one may be waiting toplay. This system, which is author-ized by the Parks and RecreationCommission, ensures that we canall be sure of proper rotation, fairallocation of time and probably lesswaiting time, too.

Ken Gaylor appointed principalBY KATHLYN BENGER

The meeting of the Gulf IslandsSchool Board at Galiano School onThursday, is reported elsewhere inthis issue. Of particular interest tothe students, parents and staff ofGaliano School were the followingitems.

Ken Gaylor was appointed thenew principal of Galiano Schoolreplacing Ken Maneker in Septem-ber. The Gaylor family are wellknown on Galiano where Ken'swife Enid operates the Small WorldGift Shop, son Steve runs GalianoTrading Company and sons Larryand Geoff farm and log on theirproperty on Maclure Road, the oldAitken Farm.

A temporary appointment forone year to replace Mrs. Manekerduring her leave of absence went toMrs. C. Buttery. Cathie has had anassociation with the school goingback to 1973. For many years shetaught the annual swimming prog-ram given in June at the Tingley'spool. For one term she was theregular teacher of the kindergartenclass. These experiences led her toenroll at Simon Fraser Universityto complete her training as ateacher. For the past year she hastaught in the Salt Spring Elemen-ta ry School. Cathie and herhusband. Alan, live in the homethey have built on Cottage Way,North Galiano.

A delegation of Galiano parentsrequested the board to arrange orpermit water transportation toenable students in grades 10, I Iand 12 to commute daily to GulfIslands Secondary School. Spokes-man R.S.Riley proposed that thepresent boarding allowance bemade available to parents to fin-ance the project.

Chairman of the board's convey-ing committee, Strick Aust. sug-gested daily transportation forgrades 8 to 12 from Galiano to SaltSpring. Parents were less thaneniiiusiastic to have grades 8 and 9pupils attend the larger schoolwhen the middle school at Mayneseemed better able to serve theirchildren's needs. Trustees also hadmisgivings that such a move mighthave adverse effects on the opera-tion of the Mayne School.

Agreement was at last reachedto arrange daily transportation forgrades 10 through 12 subject to thecustomary, cautious proviso thatthe board approve the financial andother arrangements before theservice begins.

Included in the facility projectsfor the coming year was a coveredplay area for the Galiano School.The structure will be sited on thenorthwest end of the presentbuilding, have an area of 1.000square feet and a ceiling height of12 feet, at a cost of 525,000.

When asked by Sandy Riley whythe ceiling height had been reduc-ed from 18 feet and many of theparent group's innovative propo-sals such as the installation of solarenergy collection had been elimi-nated, the secretary-treasurer rep-lied that only so much imaginationcould be expected from the officials

of the facilities division of thedepartment of education.

In his opinion, sticking to theparents original proposal wouldhave caused the project to bebogged down in the ministry foryears. The choice was between aconventional play area acceptableto the division or no play area formany, many years.

Since the parents' group ex-pended a great deal of effort inraising funds to contribute to theproject, it seems somewhat remissthat they were not consulted whenthis deicision was made. Perhapsthey would have preferred to fightrather than switch.SCHOOL NEWS

Now the holiday season is uponus with shifts in tempo as well asisland population. For Galianochildren the highlight of their lastweek in school probably occurredon Friday, when awards and certi-ficates of merit were distributedduring a morning ceremony.

This was followed by a surpriselunch-party for Mr. and Mrs.Maneker. arranged by the parents.The Manekers received a farewellscroll designed by Ursula Medleyand signed by all the children andan etching. The Crab by RonaldNorden.

A cake, inscribed "Sayonara"and decorated with roses, wasconsumed by the children after aceremonial cutting. The UkeleleGroup signalled the end of thefestivities with a specially compos-ed farewell song.GRADUATION

Galiano is especially proud ofScott Godfrey, the only Galiano boythis year to pass his grade 12 onSalt Spring. It is to Scott's furthercredit that for five years he hasboartlcd happily and successfullyon Salt Spring. Next SeptemberScott will enroll at Simon FraserUniversity to major in criminology,a subject in which he has beeninterested for several years.

In token of the islanders' pride inhis achievement, the Galiano LionsClub has awarded him a bursaryfor the aiming year.

The Lions also contributed $100towards the cost of GalianoSchool's swimming program con-ducted this year by Roy Trelear.LADIES' GOLF

The frequency of summer rainshas not deterred golfing activity.Last Tuesday, June 24, ladies witha handicap of 36 and over compet-ed over nine holes for a trophydonated last year by Winnie andJohn Liver. The repeat winner w itha score of 51 was Barbara Cornwellfollowed by Jean Wint with a 53.Marg Prior won the prizeputts with a total of 15.

The Livers provided a happyending to the competition byarranging a magnificent lunch withcheeses, salad and fruit to accom-pany a salmon baked by JeanMo/.ley.WEAVER'S SHOW

The social event of this lastweekend was undoubtedly theAnnual Exhibition and Sale of theGaliano Weavers and SpinnersGuild. This year's show was char-acterized by the high level of bothworkmanship and design, and thegreat variety of objects on displayand the materials from which theywere made.

An interesting display of weav-ing fibres, tools and terms wasmounted by Jean Elliott. Theconvener. Pat Park, and her help-ers are to be congratulated on theattractive appearance of the Com-munity Hall when decorated withthe products of the guild members'craft and artistry.

A successful innovation at thisyear's show was the Friday even-ing preview which allowed poten-tial shoppers and fellow memberstime and opportunity to inspect,admire and reflect on the articleson display before they were deci-mated by purchases.COMING EVENTS

On Saturday, July 5 at 2 pm theGaliano Advisory Planning Com-mission will hold its annual meet-ing in the Community Hall. Threemembers of the commission are tobe elected at this meeting andnominations may be made from thefloor. Galiano residents on theregional district voters's list areentitled to cast ballots.

The duties of this commissionare to advise the Islands Trustregarding application and amend-ment of the Zoning and subdivisionBylaws and such other matters asmay be presented for its consider-ation.

At 1 pm on the same day,Saturday, a repeat performance ofscenes from Midsummer Night'sDream will be given in CentennialPark or if wet in the CommunityHall. This will give those who wereunable to get to the first presenta-tion an opportunity to enjoy someof the magic and comedy ofShakespeare's play. It is hopedthat the Sweet Adelines can also bepersuaded to repeat their musicalinterlude.

Regional plan for islands tobe reviewed by residents

Saturday sees the kick-off for theIslands Trust Regional Plan mee-tings in the islands. The newoverall islands plan will be consi-dered at Pender Island on Satur-day.

Residents will be invited toexamine proposals for long-termplanning and to make suggestions.Meetings will be informal gathe-rings and not public hearings.

All the southern designated is-lands now have community plansand community planning.

These are all concerned withlocal planning, whereby residentsof each island reach consensus onthe plan for the future and then,implement it.

Regional plan calls for agree-ment of the entire Islands Trustarea, as a whole. It embraces allthe islands and it also considers theother 237 islands of the IslandsTrust area. These are the islandssuch as Russell Island or Prevost,where the island is not designated,but where the Islands Trust stillholds sway.

The Islands Trust is concernedwith all the islands, designated orotherwise. With this responsibilitygoes the requirement to devise aphilosophy and a plan which willprotect and preserve all islands,large or small.

The Islands Trust is circulating abooklet on its regional plan aheadof each island's meeting. Thebooklet asks a series of questionsas a guide to islanders.GUIDE QUESTIONS

Fresh water is limited in theislands. What does this mean tofuture development. Twenty-fiveper cent of islands land is owned bythe Crown. Is there a special rolefor these lands.

Capital Regional Board last weekrescinded final reading of theGanges sewer rates bylaw.

It was explained that the bylawrequired publication and approvalby the minister of municipal affairsbefore it could be implemented. Itwas one of four which had beenwithdrawn and rescinded in orderto follow the prescribed procedure.

Executive director Dennis Youngtold the board that directionscoming from the ministry had beenincorrect and that the adoptionmust await ministerial approval.

The procedural routine is unlike-ly to affect the validity of theGanges sewer charges, Driftwoodwas told on Monday.

Mining in the islands: recrea-tion; islanders are urged to givethem consideration.

How can the flora and the faunaof the islands be preserved?

How protect the coastal zone; theattractive scenery and rural atmos-phere? How can air and waterpollution be minimized?

Island residents will be invited toconsider all these points when theyattend the meetings on their ownislands.

Half the lots, 9,000 parcels,throughout the islands, are vacant.What does this mean in connectionwith future planning policies?

Should islands provide their owncommercial services and job oppor-tunities? Are parks, marinas, ho-tels needed? Are roads and high-ways what they should be?

Variety of lifestyles: overpopula-tion. Are they matters for concern?

Land prices and taxation willhave a bearing on future prices andcosts in the islands; to what extent?FERRY SERVICES

What should be the regionalobjectives for ferry service? Shouldgrowth rate be controlled by con-trolling ferry access to the islands?Do we need more trails?

How protect the area fromoutside influences, such as oilspills?

What do you appreciate mostabout the Islands Trust area? Doyou see any threats to thesevalues? Do you have any proposalswhich wouid preserve these va-lues?

The brochure also reminds thereader of what the Islands Trust isand what it embraces. It consists of3,200 sq. km. of land and sea, andsome 250 islands. The area ismostly water and the land mea-sures about one-eighth of the totalarea.

In 1976, the Trust area was hometo an estimated 9,500 people.

Statistics also describe the foun-dation of the Islands Trust by theprovince in 1976 to preserve andprotect the unique character of theislands for the benefit of theislanders and of all the province.

The 1977 amendment to the actprovided for the transfer of landplanning authority from the regio-nal districts to the Islands Trust.

Each island will be the stage andthe actors will be the Islands Trustoutlining just what a regional planwould do for the islands and theislanders.

Trustees are hoping for a res-ponse from residents and ownersas a guide to their further delibera-tions.
