vacancy among the elected members resulting from the

election of Mrs . Ross to the Chancellorship .

Business Arising from theMinute s

Report on Enrolment inCourses Offered in 1961-62

Lists were distributed at the meeting of enrolment

by courses for the Session 1961-62, and numbers of course s

in each Department with enrolment above nine students, an d

with enrolment below ten students . The President pointe d

out that nearly 1900 different lecture courses were being

given at the University in the present Session .

The Executive Committee had recommended, and th e

Senate agreed, that Dean Gage and the Registrar should make

inquiries from the Department heads during the summer, fo r

report back to Senate in due course, about courses with smal l

enrolment and those with very large enrolment .

At the previous meeting, the Senate had agreed that

certain additions should be made to the membership of th e

Committee on University Academic Organization. For information ,

Conference of Canadian Universities and Colleges . Dean Andrew

had recommended that Dean Gage be asked to chair the Committe e

on University Academic Organization until the first meetin g

of Senate in September, to prevent a suspension of the wor k

of the Committee .

Regulations re Eligibilityfor Student Offic e

The President stated that the President of th e

Alma Mater Society had inquired what could be done abou t

students of poor academic standing holding office in

student organizations, in line with the eligibility rule s

in effect for participation in athletics . According t o

the Societies Act, any member might stand for office .

While Faculty Council had certain jurisdictio n

under the University Act in respect of discipline, i t

appeared that such matters as eligibility for student

office would be under the jurisdiction of Senate unles s

it delegated specific authority to the Faculty Council .

The President had asked Dean Gage to consider possibl e

action .

Dean Gage pointed out that, under the Societies Act ,

the Alma Mater Society might make eligibility rules, bu t

these would have to be approved by the Society itsel f

at a general meeting . The Faculty Council had met unde r

the chairmanship of Dean Gage and had endorsed regulation s

proposed by the Students' Council, but Dean Gage felt th e

Faculty Council at that time had no power to enforce thes e

regulations .

to establish eligibility rules fo rstudent office, in keeping with thespirit of the primary purpose of theUniversity, and to have these rule sapproved by the student body .

The Executive Committee had considered the

report compiled in December by Dean McCrae an d

Mr . Carrothers on membership provisions of men's and women' s

fraternities on the University campus . A statement on the

development and present status of such fraternities ,

and a proposed University policy respecting discriminator y

practices, were circulated at the meeting .

The University recognizes the right of any groupwhose primary purpose is social, such as men's an dwomen's fraternities, to choose its membershi pfrom among people who are personally compatible .The University on the other hand regards it a sunworthy of the long traditions of universit ymembership to select or reject persons for or fro mmembership in a social group on other than th ebasis of their individual personal qualities .Specifically, the University regards exclusion o fpersons from membership in men's and women's frat -ernities for reasons of racial origin as incompatibl ewith the traditions of the University, and regard slimitation of membership to adherents of a specifi creligious faith to be acceptable only where adherenc eto such faith is a bona fide tenet of the organization .

had reached a unanimous decision embodied in the followin g

motion :

"That this Committee recommends to Senate that the

Physical Education requirement be limited to one yea r

and that it be applicable to all students who are i n

either the First or Second Year and are in their Firs t

year of attendance at U .B .C ., upperclass student s

transferring from other Colleges being thereby exempted . "

Dean Matthews then drew attention to some of th e

points incorporated in the report as explaining th e

Committee's reasons for differing from the recommendation s

of the Faculty of Arts and Science . The Committee hoped

with the present staff and facilities, especially if th e

intramural programme were expanded . The Committee place d

importance on the part this programme played in developin g

aspects of an activities programme .

Dean Andrew stated that for the past year an d

a half, at the instigation of the President and with the

concurrence of Dean Chant, a small committee had bee n

inquiring informally into the possibility of the transfe r

of the academic programme of the School of Physica l

Education and Recreation from the Faculty of Arts and

Science to the Faculty of the College of Education . He

pointed out that the School had two responsibilities -

the academic programme in Physical Education, and a grou p

of non-academic functions for which it had divided juris -

diction (required Physical Education, extramural athletics ,

intramural athletics, and the non-academic recreatio n

Revision of the UniversityAct

Mr. Nemetz reported on the discussions that had

taken place at meetings of the Committee on Revision of th e

University Act since its establishment in 1960 . The immediate

concern was the future relationship of Victoria College

to the University . In the discussions three plans were

considered : (1) the development of an autonomou s

university in Victoria (a system similar to that in the

Maritimes or in Ontario) ; (2) the creation of a Grant s

Commission similar to that in England to superimpose a

central control over autonomous universities ; (3) the

establishment of one university for the Province having

a number of campuses with one Senate and one Board o f

Governors (similar to the system in California) .

Following the request made by Senate at it s

previous meeting for information on the status of th e

Committee's negotiations, the Committee had met earlie r

in the day . Dr. Hickman had presented a proposal initiate d

by the Victoria College Faculty Board and approved by th e

Victoria College Council, based on a University Grant s

Commission . This had been modified slightly by the

Committee, which felt that it might be a useful documen t

for further discussion and negotiation .

Mr . Dawe suggested as one addition the establishmen t

of a single Examinations Board for the Province, to se t

and supervise all examinations in all years .

The President suggested, and Senate agreed, tha t

the Committee on Revision of the University Act shoul d

be re-constituted (subject to approval of the Board o f

Governors, since it was a joint Board and Senate Committee) ,

retaining in its membership Mr . Nemetz, Mr . Caple, Dean Chant ,

Dean Gage and Dean MacPhee, with the Chancellor an d

the President ex-officio, and including Dr . Hickman and

two appointees of Victoria College Council as representative s

of the College, and Messrs . Dawe, Hacker and Rogers as

members of Convocation elected to the Senate ; that the Committe e

should study the document introduced at this meeting b y

Dr . J . B . Macdonald's 1961 re-appraisal of the nee d

for dental education at the University had been circulate d

to members of Senate . The President commented that th e

provincial grant for 1962-63 included $150,000 .00 for Den -

tistry .

Government Grant s

The President reported that the Federal Governmen t

had decided to increase its grant to the universitie s

of Canada . The University of British Columbia would

probably receive about $700,000 .00 of the increase . He

reminded the Senate that the Federal grants had never bee n

intended to relieve the Provincial Governments of responsi -

bility for higher education, but were designed to permi t

the universities to increase the variety of their offering s

and to work with students from other countries .

Victoria Colleg e

For information of Senate, Dr . Hickman reporte d

that Victoria College had enjoyed the opportunity o f

entertaining Chancellor Ross and President MacKenzie a t

a reception the previous week . The Annual Congregatio n

F . J . Burd, LL .D ., was read :

FRANCIS JAMES BURD

Francis James Burd died in the Vancouve rGeneral Hospital January 6, 1962, one da ybefore his ninety-second birthday .

A newspaper man for seventy-eight years ,his most notable association was with the Province ,which he joined at the beginning of the centur yand from which he formally retired as Managin gDirector in 1935 ; to the last he maintained anoffice in that newspaper's building . He was oneof the founders of the Canadian Press and a Past -President of the Canadian Daily Newspaper Associatio nand the American Newspaper Publishers' Association .

Mr . Burd was one of the most active citizen sthis province has known and, appropriately, hewas named as Vancouver's Good Citizen of the yea rin 1938 .

As a man of many interests who took hi sresponsibilities seriously, he sat as a membe rof the Board of Governors of the University o fBritish Columbia from 1929 to 1935 and as amember of the Senate of the University fro m1943 to 1955 . In the latter year the Universit yconferred upon him an honorary degree . A decadeearlier he had been made a Commander of th eOrder of the British Empire .

Not surprisingly, Mr . Burd's services werein great demand, as is shown by the fact that h ewas elected to many Boardsof Directors, includin gthe Anglican Theological College of British Columbia ,the British Columbia Cancer Institute and St .John's Ambulance Association . He was a communican tof St . James Church for over sixty years .

The University of British Columbia mourns hi sdeath and extends its condolences to the member sof the family .

Emeritus James Henderson, who had been a member of Senate

for some seven years, was read :

JAMESHENDERSON

Professor Emeritus James Henderson died i nVancouver January 22, 1962, at the age of ninety-sixafter a short illness . He joined the Departmen tof Philosophy of the University of British Columbi ain 1915 as one of the original members of th eFaculty . Upon his retirement in 1933 he becam eProfessor Emeritus .

James Henderson was born in Scotland and cam eto Canada in 1899 . A teacher throughout hi sadult life, he taught Latin and English at Kin gEdward High School and Philosophy at McGil lCollege . He was a well-known and beloved membe rof the Faculty of the University, as was recognise dwhen he was appointed to Senate by the Lieutenant -Governor in 1924, a responsibility that he carrie dout for seven years .

Many members of the present Faculty remembe rJames Henderson with affection . They will bejoined by other members of this community inextending their sympathy to surviving members o fhis family .

Copies of the Prospectus of the Seminary of Chris t

the King at Mission had been received by members of Senate ,

and it was noted that the Seminary offered a Bachelor o f

Arts degree in Honours Philosophy or in a General Course .

It was agreed that the Chairman of Senate shoul d

be asked to investigate the auspices under which thi s

degree was authorized, and whether the Seminary had a

charter .

University Policy onRecognition of Chaplains

Dean Andrew stated that a University Religiou s

Council had been established in 1960, including the head s

of the affiliated theological colleges or their repre -

sentatives, interested Faculty members, and representative s

of student organizations .

The Council had been considering some form o f

University recognition for the chaplains appointed b y

religious groups . Dean Andrew felt it would not be appropriat e

for such chaplains to receive a formal University appointment .

However, he had proposed to Dr . R . M . Clark, for discussion

with the Council of which he was Chairman, that the Counci l

might appoint a committee consisting of the heads o f

affiliated institutions and the chaplains, and that a membe r

Proposal re UniversityPress

Dr. Gibson had inquired whether the Alumni

Association could assist in the establishment of a Universit y

of British Columbia Press . The President stated that thi s

would mean the sponsoring of appropriate journals and books .

It was agreed that Dean Perry, as Chairman of th e

Publications Committee, should inquire into this and repor t

back to Senate .
