Genie Stark Thomas - Owner | E.S. Thomas, Esq., PLLC Genie Stark Thomas owns and operates E.S. Thomas, Esq., PLLC, which is a health care boutique law firm with a health care consulting arm. She is a Phi Beta Kappa graduate of Sweet Briar College and a graduate of the University of Virginia School of Law, where she a member of the Virginia Tax Review and was awarded a Dillard Fellowship. After graduation, she practiced law at Gibson, Dunn & Crutcher in Washington, D.C., before returning to her home state of Mississippi in 2002. After a brief stint in private practice, she served as Associate General Counsel for Baptist Health Systems in Jackson for over six years before returning to private practice in 2010. In 2014, she returned to the hospital arena and served as General Counsel and Chief Compliance Officer at Magee General Hospital. Today, her practice focuses exclusively on the health care compliance needs of clients all over the state of Mississippi.

National Collections Update

Patrick Morris - CEO | ACA International Pat has been CEO of ACA International since 2011 and brings more than two decades of experience in financial services, regulatory and legislative issues, international affairs, and insurance. During his tenure at ACA, Pat has led the charge to advance the credit and collection industry and has emerged as the leading national voice articulating the ways that debt collectors help consumers and the overall economy.

Before joining ACA, Pat was the executive vice president of the National Association of Federal Credit Unions and the executive director of the Washington-based International Committee for Information Technology Standards. He began his association career in the financial services arena as the executive vice president of the Kansas Association of Insurance Agents, where he was the chief executive officer and directed the association’s operations and lobbied on behalf of the association’s members before the Kansas Legislature and state and federal agencies.

He began his professional career as an officer in U.S. Marine Corps, came to Washington, D.C., in 1986 with the prestigious Presidential Management Internship Program, and subsequently worked in legislative affairs for both the Secretary of Defense and U.S. Senator John Warner of Virginia. He also held management positions as a federal regulator with the Inspector General, Department of Defense, directed regional operations for the Department of Agriculture in the Minneapolis area, and was a manager with Norwest Corporation in Sioux Falls, S.D. Pat holds an undergraduate degree from Christopher Newport University in Newport News, Va., and an M.P.A. degree from the University of Kentucky.

Cybercrime and the Healthcare Industry

Scott D. Wells - Special Agent | FBI - Cybercrimes Task Force Special Agent Wells graduated from Texas A&M University with a B.S. in 1998. He then worked as the network manager for the Bryan Independent School District from 1998-2001. In 2001 he purchased a small ISP and started a network consulting business serving small businesses, city and county governments, and financial institutions. In 2008 he started a computer forensics company serving businesses and law enforcement. In 2010, he was accepted to the FBI new agent class in Quantico, VA and graduated in February of 2011. Upon graduation he was assigned to the Jackson Division of the FBI, where he investigates criminal and national security computer intrusions.

With more than 25 years of experience, David’s practice is concentrated in the healthcare industry providing assurance, reimbursement and advisory services for a wide range of organizations including hospitals, outpatient centers, home healthcare agencies, skilled nursing facilities, assisted living centers, rural health clinics and mental rehabilitation centers. Amy Gaudet - Partner| Trilogy Healthcare Solutions Gaudet is a seasoned professional in Health Information and Revenue Cycle Management. In Amy’s 25-year career, she has been on the front line leading 15 hospitals in three states in major upgrades in operations and revenue management. In addition, Amy has developed in-depth knowledge of healthcare operations through serving positions such as Health Information Management Director and Hospital HIPAA Privacy Officer throughout her career. Because of her expertise in revenue cycle and HIM systems and reporting, Amy has been a requested speaker and trainer at national conferences and has served as a team leader on new hospital acquisition and implementation teams. Amy is a summa cum laude graduate of the University of Mississippi Medical Center with a Bachelor’s Degree in Health Record Administration. Breakout 1a - Medicare 101

Thomas R. Barker - Partner | Foley Hoag LLP Thomas Barker has been a partner at Foley Hoag since 2009 and is the co-chair of the firm’s health care practice group. He is also a member of the firm’s Executive Committee, the five-person committee responsible for governance and management of the firm. Mr. Barker focuses his practice on complex federal and state health care legal and regulatory matters with a special expertise in Medicare and Medicaid laws and regulations. Prior to joining the firm, he was acting General Counsel at the U.S. Department of Health and Human Services (HHS) and General Counsel of the Centers for Medicare & Medicaid Services (CMS) during the Administration of President George W. Bush. Since arriving at Foley Hoag, Mr. Barker’s practice has involved Medicare and Medicaid coverage and reimbursement issues for innovator pharmaceutical products; advice to states and providers on Medicaid regulations and sub-regulatory guidance; provided legal, regulatory and strategic advice for health care providers, including hospitals, clinical diagnostic laboratories, large dialysis organizations, long-term care providers, and medical device manufacturers; provided counseling and ongoing legal advice to Medicare Advantage and Medicare Part D plans and Medicaid managed care plans; and is actively counseling clients, including large employers, on the multiple changes to health care laws that have occurred as a result of the Patient Protection and Affordable Care Act.

Breakout 1b - Risky Business: Erroneous Coding

Angela Clements, CPC, CEMC, CGSC, AAPC, Fellow - Physician Coding Auditor, Educator & Consultant | Medkoder Angela Clements is the Physician Coding Auditor. Educator & Consultant at Medkoder. She has over 17 years of experience in the healthcare industry. Angie is a Certified Professional Coder (CPC) and a Certified Professional Coding Instructor (CPC-I) with specialty credentials in Orthopedic Surgery (COCS), Certified General Surgery Coder (CGSC) and Evaluation and Management Coding (CEMC) through the AAPC and is also a Certified Coding Specialist (CCS) through AHIMA. Angie served as Region 5 Representative on the AAPC National Advisory Board from 2013-2015 and is the current Member Relations Officer on the AAPC’s National Advisory Board for 2015-2018. She is also involved at the local level and has served in many officer positions in the local AAPC Chapter in Covington, LA. She belongs to the Northshore MGMA chapter and the Louisiana Association of Revenue Cycle Management (LARCM). She has extensive experience in multi-specialty coding, documentation and auditing. She has published several articles in the AAPC Healthcare Business Monthly. Her experience on both the provider and facility side of billing makes her a well-rounded, knowledgeable coding resource She’s also a frequent speaker at local medical managers’ meetings as well as other AAPC Chapters in this region.

Revenue Cycle Round Table

Chris Loftin - Director, Patient Financial Services | Mississippi Baptist Health Systems Mr. Loftin is a seasoned health care executive with over twenty-one (21) years of experience in both segments (payer and provider) of the health care industry. His specialties include academic (physician and hospital) revenue cycle management, non-profit/faith-based revenue cycle management, critical access hospital revenue cycle management, central billing office leadership, government liaison, call center development and management, project management, lean healthcare, and government and commercial claims adjudica-tion. Mr. Loftin received his Bachelor of Science in Business Administration degree at The University of Southern Mississippi. He is also trained in Advanced Performance Management, Project Management and received his Healthcare Lean Certificate from the Mississippi State University CAVS Extension. Mr. Loftin has been a guest presenter at conferences conducted by the CMS (Centers for Medicare and Medicaid Services), HFMA Region 9, and is the Co-Chair of the Mississippi Hospital Association Revenue Cycle Roundtable.

Mike Chaney - Mississippi Insurance Commissioner Mike Chaney, a Tupelo native and long-time resident of Vicksburg, is Mississippi’s Insurance Commissioner. Prior to taking office in January 2008, Commissioner Chaney served seven years in the Mississippi House of Representatives and eight years in the Mississippi Senate, where he was the first Republican to serve as Chairman of the Education Committee. Commissioner Chaney also served as a key member of the Senate Insurance Committee and Chairman of the Senate Education Committee. Chaney received numerous awards while serving in the Mississippi Legislature, including being named legislator of the year by teachers and Realtors and the Mississippi Homebuilders recognized him for his legislative work in rebuilding the Mississippi Gulf Coast following Hurricane Katrina. Commissioner Chaney was a pioneer in worker’s compensation when his business, along with two additional companies, in 1991, formed the first MMA Workers Compensation Insurance Pool for businesses in the state. He is a graduate of Mississippi State University with a Bachelor of Science degree in Business and Finance and is a veteran of the United States Army, serving in Vietnam from 1968-69. He is married to Mary Thurmond Chaney, and the couple has three married children and eight grandchildren.

Medicare IPPS / Regulatory Update

Elizabeth Swayne - Associate | King & Spalding Elizabeth Swayne is an associate in King & Spalding’s Washington DC office and a member of the firm’s Healthcare Practice Group. Ms. Swayne advises healthcare providers, including healthcare systems, hospitals, academic medical centers and medical equipment and device suppliers, on a full range of Medicare and Medicaid litigation, investigation and regulatory matters. Specific aspects of her health care industry experience include: government investigations and False Claims Act litigation; Medicare reimbursement appeals before the Provider Reimbursement Review Board; Medicare and Medicaid enrollment, audit, reimbursement and billing issues; and healthcare transactions diligence related to entity changes in ownership.

Moderator: Mary Beth Briscoe - CFO | UAB University Hospital and UAB Medicine Clinical Operations Ms. Briscoe received her B.S. in Accounting from the University of Alabama in Tuscaloosa, Alabama and an MBA from the University of Alabama at Birmingham. Ms. Briscoe was named the Executive Director of Finance, CFO University Hospital in June, 2002. In 2014, she was named CFO University Hospital and UAB Medicine Clinical Operations. Prior to joining the UAB Health System, Ms. Briscoe served as Chief Financial Officer for Eastern Health System, Inc. in Birmingham, Alabama. Ms. Briscoe is a Certified Public Accountant (CPA), a Fellow of the Healthcare Financial Management Association (FHFMA), and a Fellow of The American College of Healthcare Executives (FACHE). She has also served HFMA in national and state roles including National Secretary, Chairman Elect and as National Chairman. She presently serves as Chair-National AMC-CFO Council, and a member of the Value Project Advisory Council and National Thought Leadership. She has authored articles for various industry periodicals and is an invited speaker by various healthcare constituents across the country. Ms. Briscoe also serves on the Board of Visitors of the University of Alabama.

Panelist: Dinetia Newman - Partner | Bradley Law Firm Dinetia Newman is Counsel in the firm’s Jackson office and a member of the Healthcare practice group. A past president of the American Health Lawyers Association (AHLA), she has spent her career representing hospitals and health systems, physicians, and ancillary service providers on regulatory, operational, and transactional matters including Medicare and Medicaid payment, Anti-kickback Act, Stark Law, EMTALA, HIPAA privacy and security compliance, state law licensure and Certificate of Need issues. Dinetia is a past president of the Health Law Section of the Mississippi Bar, past-president of the Mississippi Chapter of HFMA, and past chair and co-chair of AHLA’s Regulation, Accreditation and Payment practice group. She is a frequent speaker and author both nationally and locally and has taught as an adjunct professor in health law at the University of Mississippi School of Law.
