where the pilot hoped to refuel. The pilot, accompanied by

a flight nurse and flight para-medic, had acknowledged hewas running short of fuel andintended to refuel at Mosby.

Evidence suggested thepilot was distracted by textmessaging during the periodwhen the helicopter was beingreturned to service to pick upthe patient, during both flightsand between flights, the safetyboard said.

The "unnecessary, self-in-duced distraction" occurredwhen safety-critical activitieswere being performed on theground and in the air, Bramblesaid.

Among the preflight prob-lems, the helicopter took off topick up the patient with justone hour of fuel onboard, though the pilot reported twohours of fuel available.

Eventually the helicopterlost power because it had lessthan one liter of fuel remain-ing, according to the NTSB'sinitial findings.

The pilot also was fatigued, having slept a maximum offive hours the previous nightdue to personal activities.

Hersman said the Mosbyaccident involved "perhaps themost crucial and time-honoredaspect of safe flight: aeronau-tical decision making."

WASHINGTON (AFP) - TheUS government is investiga -ting pilot texting in the 2011crash of an emergency medicalhelicopter that killed all fourpeople onboard.

At a public hearing yester-day, officials of the NationalTransportation Safety Boardrevealed evidence suggestingthat text messaging by the pilotcontributed to the crash nearMosby, Missouri.

NTSB chairwoman Debo-rah Hersman said the accident"juxtaposes old issues of pilotdecision making with a 21stcentury twist: distractions fromportable electronic devices."

The independent govern-ment safety agency has blamedtexting for road and rail acci-dents, including a 2008 Cali-fornia head-on train crash thatkilled 25 people.

In the case of the helicoptercrash, the pilot was "both dis-tracted and fatigued," saidNTSB investigator Bill Bram-ble.

But topping the safety is-sues involved in the crash was"distraction due to personaltexting," the NTSB said.

SHANGHAI (AFP) - China's bird flu outbreak is "devas-tating" poultry sales, an industry group said Tuesday asthe death toll from the H7N9 virus rose to nine. SinceChina announced over a week ago that H7N9 avian in-fluenza had been found in humans for the first time, thenumber of people confirmed to have been infected hasrisen to 28. Chinese authorities say they do not knowhow the virus is spreading, though it is believed the in-fection is passing from birds to humans. China has beenhit by a series of food scandals in recent years, somecaused by producers deliberately using sub-standard orillegal ingredients, making the public wary over whatthey consume.

Advised by agencies likeANSES, the French parliamentin December voted to ban BPAin baby food packaging from2013 and in all food containersfrom 2015.

The chemical is still usedaround the world in plasticproducts, and the United Statessaid last year it would not im-pose a general ban of BPA asthere was no evidence of harmto adults.

Bisphenol is also commonlyfound on CDs and DVDs andplastic containers used for mi-crowave cooking or fridgestorage.

Ecology and Energy Minis-ter Delphine Batho said that onthe basis of the ANSES report,France would recommend thatthe European Commission banthe use of bisphenol A in ther-mal paper receipts.

In a report summarising sev-eral global scientific studies onthe topic up to July 2012,ANSES said its experts were"moderately" confident of theevidence pointing to a risk tobabies in the womb, thoughthe danger for other people re-mained unclear.

The risk "may be charac-terised... by increased sensitiv-ity of the mammary gland tothe formation of tumours. Therisk potentially concerns bothsexes," said the report.

There was also a possiblerisk for the foetus' brain, me-tabolism and reproductive sys-tem, it added.

ANSES stressed there werestill many uncertainties in thedata.

PARIS (AFP) - France saidTuesday it would call for Eu-rope-wide controls on a paperproduct containing bisphenolA after a watchdog agency saidthe widely-used chemical mayexpose unborn children tobreast cancer later in life.

Bisphenol A, or BPA, is acommon component of plasticbottles and the linings of foodcans, but some studies havelinked it to brain and nervoussystem problems, reproductivedisorders and obesity.

It has been banned for use inbaby bottles by the EuropeanUnion, United States andCanada.

France's ANSES food safetyagency urged pregnant womento avoid food preserved inlined cans, or drinking waterfrom polycarbonate waterfountains found in many officebuildings which it said was a"source of exposure to bisphe-nol A".

It also advised them to avoidhandling slips from shop tills, and urged further research intothe risk of exposure forcashiers.

The agency said bisphenolA could pose health risks tounborn children if their moth-ers ingested, inhaled or repeat-edly touched products that

Indo-Canadian studentgives boost to cancertreatmentOTTAWA (AFP) - A Cana-dian high school studenthas improved an ineffec-tive experimental cancertherapy with a simpletweak -- pairing it with an-tibiotics -- earning acco-lades from a panel ofeminent scientists.

Cancer "photothermaltherapy" -- or PTT -- in-volves injecting a patientwith gold nanoparticles. These then accumulate intumors and, when heatedusing light, attack the can-cer cells.

The idea has shownpromise but is not very ef-fective because the cancercells fight back, producingheat-shock proteins toprotect themselves.

BRUSSELS (AFP) - Googlewas in the firing line again onTuesday after a group of majorcompanies, including Mi-crosoft and Oracle, com-plained to the EuropeanCommission over Google's of-ferings for Android-poweredmobile phones.

FairSearch said it had fileda complaint with the Commis-sion, charging that the Internetgiant wanted Android opera-tors to use its leading applica-tions such as Maps orYouTube.

It said Google's Android isthe dominant smartphone op-erating system, accounting for70 percent at end-2012, whileit had 96 percent of mobilephone search advertising.

The companies grouped inFairSearch have also com-plained about Google in theCommission's 2010 anti-trustprobe of the firm which hasfocused on its dominance ofthe Internet search market.

Last week, six Europeancountries, including Franceand Britain, launched joint ac-tion against Google to try toget it to scale back new moni-toring powers that watchdogsbelieve violate EU privacyprotection rules.

Google last year rolled outa common user privacy policyfor its services that groupedsome 60 previous sets of rulesinto one and allowed the com-pany to track users moreclosely to develop targeted ad-vertising.

The action came after theEuropean Union's 27 memberstates warned Google in Octo-ber not to apply the new pol-icy and gave it four months tomake changes or face legalaction.

When that deadline expiredin February, several Europeandata protection agencies setup a task force to pursue coor-dinated action against the USgiant.

Google has repeatedlymaintained that its privacypolicy respects European law, although earlier this monthGoogle agreed to pay a $7 mil-lion fine in the United Statesfor stealthily collecting datafrom private Wi-Fi hotspotsvia a mapping service.

EU Competition Commis-sioner Joaquin Almunia toldthe New York Times on Tues-day that Google was due to re-ceive proposals this week aspart of the probe into possibleabuses in its search business.

WASHINGTON (AFP) - TheInternational Monetary Fundon Tuesday warned centralbanks to keep an eye on infla-tion and resist political pres-sure to focus policy only onlowering unemployment.

With many governmentsdesperate to find ways to gen-erate jobs, the IMF said, it isever more important for centralbanks to assert their independ-ence to keep an eye on all po-tential problems in theeconomy -- whether growth, prices, or jobs.

"In the wake of the GreatRecession, there is political ur-gency to reduce unemploy-ment," the IMF said in asection of its World EconomicOutlook.

While the IMF played downthe immediate threat of a surgein inflation, many economistsremain concerned that the ex-ceptionally loose monetarypolicies pursued by major cen-tral banks will eventually sparkrunaway price increases.

In the four years since theglobal financial crisis, ad-vanced economies have un-loaded massive monetaryfirepower to try to jump-startgrowth and create jobs.

The US Federal Reserve andthe Bank of England have em-ployed large bond-purchaseprograms, or quantitative eas-ing (QE), while the EuropeanCentral Bank has focused onlending.

Last week, the Bank ofJapan announced an aggressiveQE program and monetary pol-icy to tackle deflation and enddecades of tepid growth.

So far the wave of easymoney has not yet unhingedwidespread expectations thatprices will remain tame amidweak growth.

In the past, inflation rose asunemployment fell, an inverserelationship known as thePhillips curve.

That relationship has flat-tened out, according to IMFanalysts, and they now warnthat inflation can suddenly pickup without an improvement injoblessness if other aspects ofthe situation change -- particu-larly market and consumer ex-pectations about inflation.

Central banks would betterserve their mission if theyadopt a dual-mandate policythat would focus not only oninflation but on an explicitmandate to stabilize output, theIMF said.

NEW YORK (AFP) - A sub-dued inflation report fromChina, Iran nuclear plans anda weaker dollar helped to liftoil prices Tuesday as the mar-ket awaited key US oil inven-tory data.

New York's main contract,West Texas Intermediate(WTI) for May, closed at$94.20 a barrel, a gain of 84cents from Monday.

Brent North Sea crude fordelivery in May jumped $1.57to settle at $106.23 a barrel inLondon trade.

WTI prices rose "afterChina reported inflation easedmore than people expected,"said Bart Melek of TD Securi-ties.

The Chinese governmentsaid the country's consumerprice index rose 2.1 percent inin March, well below the 10-month-high of 3.2 percent inFebruary and below the 2.4percent CPI reading forecastby analysts.

The slowdown in inflationeased investor concerns thatBeijing would want to tightenmonetary policy if inflationwere heating up.

Traders also digested Iran'sannouncement of a new ura-nium production facility andtwo extraction mines only daysafter talks with world powerson its disputed nuclear pro-gram again ended in deadlock.

"Prices were buoyed bynews that Iran was launching

two new nuclear programs,"said James Williams of WTRGEconomics.

Robert Yawger of MizuhoSecurities USA said the dol-lar's weakness and anticipationof the US oil inventories reporthad supported the market.

A softer greenback makesdollar-priced oil more attrac-tive to buyers using strongercurrencies.

RIYADH (AFP) - Saudi bil-lionaire prince Alwaleed binTalal has called for parliamen-tary elections in the absolutemonarchy where the kingnames members of a toothlessShura consultative council.

Prince Alwaleed, the richestArab businessman and anephew of King Abdullah, saidin a television interview themonarch's January decision toappoint 30 women to the coun-cil was "very important" butneeded to go further.

"For this to become historic,I think two things are essential:first, elections, even if partial, and, more importantly, (giv-ing) powers," he said in the in-terview aired on severalchannels, most belonging tohis media empire.

The prince also said thatending a ban on women driv-

"I think that driving (forwomen) is definitely coming,"he said, playing up the eco-nomic benefits of savingwages paid to foreign drivers.

Prince Alwaleed regrettedthe "negative" outcome ofArab Spring uprisings, sayingthe politics of new Islamist-dominated governments "donot reflect the aspirations ofthe people ... for freedom andjustice."

The uprisings which top-pled strong Arab leaders wouldnot reach the Gulf monarchies, where "the leaders look afterthe interests of their peoples,"said the prince.

While Juventus played downthat remark, it should provideextra motivation for the Italians.

Bayern 'keeper Manuel Neuer, meanwhile, said: "Buffon re-mains a top goalkeeper and youcan't forget he stopped us fromwinning 3-0 in the first leg."

Despite their 2-0 goal cush-ion, Bayern manager JuppHeynckes said: "It doesn'tchange anything for us.

"We want to score an awaygoal and try to win this game.Juventus remain a top team, they've shown that on severaloccasions including in theChampions League."

Although Italian media haslargely played up Becken-bauer's jibe at Buffon -- to thepoint that Juve striker MirkoVucinic was quoted as sayingthe second leg would be "war"-- Heynckes was quick to putthings into perspective.Meanwhile the new Bun-desliga winners Bayern Mu-nich will officially receive thechampionship shield after theirfinal home game against Augs-burg on May 11, the GermanFootball League (DFL) said onTuesday.

TURIN (AFP) - Arjen Robbenyesterday said that Bayern Mu-nich's recent Bundesliga titletriumph has taken the pressureoff as they look to qualify fortheir third Champions Leaguesemi-finals in four yearsagainst Juventus.

Bayern outclassed the Italianchampions 2-0 in the first leg inMunich last week and history isagainst the hosts, who havenever overturned a 2-0 first legdefeat in the competition.

Although the Bianconeri arehoping to end that streak ontoday, Robben warned thatBayern are feeling no pressurefollowing their 23rd title tri-umph at the weekend with sixmatches remaining in the cam-paign.

Bayern -- beaten ChampionsLeague finalists in 2010 and2012 -- have been particularlysolid away from home this sea-son but Robben believes that issimply part of what has been asterling season so far.

Juventus will be hoping fora different outcome and comeinto the game still smartingfrom a jibe aimed last week attheir goalkeeper Gianluigi Buf-fon, who was labelled a "pen-sioner" by honorary Bayernpresident Franz Beckenbauer

"I think life is all about hav-ing a balance and trying to findequilibrium and not gettingthings one way or the otherand I feel very balanced,"Woods said. "It's just a balancein life and I think that's whatyou're seeing."

There clearly is somethingto see, a lighter tone thanWoods has adopted, partlyfrom the fact he made himselfthe man to beat this week withwins at Torrey Pines, Doraland Bay Hill and stronger put-ting than he has had in years.

"I feel comfortable withevery aspect of my game,"Woods said. "I feel that I'veimproved and I've got moreconsistent and I think the winsshow that.

"It's something that I'mproud of so far this year andhopefully I can continue it thisweek and the rest of the year."

Woods said that he stoppedplaying early morning practicerounds in favor of later ses-sions this week because he"just wanted to mess with (re-porters). Did it work?Maybe?"

Woods pondered being anelder statesman at Augusta asan honorary starter the wayNicklaus, Arnold Palmer andGary Player are this year.

"What's the minimum age,70-plus?" Woods said with asmile. "Jack's the youngestright now. Yeah, that's a longtime. Let me just try to get to40 first."

AUGUSTA (AFP) - TigerWoods says he is enjoying amore balanced life in manyways, but his hunger to over-take Jack Nicklaus' careerrecord of 18 major golf titlesremains as great as ever.

"I would like to be able toget to that point," Woods saidTuesday. "It took Jack a whileto get to 18, all the way until hewas 46 years old, so there'splenty of opportunities for me."

The 37-year-old Americanseeks his 15th major title start-ing Thursday in the 77th Mas-ters at Augusta National, where Woods has won fourtimes but has not taken home

the green jacket since 2005.Woods has not won any

major title since the 2008 USOpen, hindered by nagging leginjuries and an infamous sexscandal that led to a divorce, but he has won three times thisyear and hopes to end hismajor drought.

World No. 1 Woods made itclear that he thinks that, on theverge of his 19th Masters start,he is only halfway through hiscareer and that he will havemany more years to chase hisboyhood dream of passingNicklaus.

"That's one of the neatthings about our career -- it'sso long," Woods said. "Wehave an opportunity to play ba-sically 30 years solidly at ahigh level. Some of the guyscome out here at 20 and havedone well into their 50s.

Woods revealed last monthhis new girlfriend is US skistar Lindsey Vonn and onTuesday showed a more re-laxed side than in a typicalMasters week.
