history

The WEDDIP Group started its activities in 2009:

members are the Administrations of the following countries:

Belgium, Germany, France, Ireland, Luxembourg, Switzerland, the Netherlands and the United Kingdom.

Terms of Reference

The WEDDIP Group shall coordinate the frequency coordination activities carried out by its member countries in order to implement the relevant spectrum reorganisations, with a view to:

• Achieving mutual compatibility of the spectrum resources

to be used in the VHF and UHF-bands, for both broadcasting and/or mobile services;

• Facilitating any consequential modifications to the GE-06 Plan;

• Continuing to respect the principle of equitable access to spectrum resources in the spirit of GE06,

while taking into account relevant future developments.

The WEDDIP Group shall work on the basis of consensus;

WEDDIP shall liaise with other relevant groups or organisations as appropriate.

WEDDIP-chair is tasked to provide updates to relevant bodies (eg EC, ECC) on progress as necessary.

• different or same types of infrastructures on both sides of a border

• usable wanted signal strength in the required coverage area

• maximum field strength levels at relevant test points (eg at the border of a service area or at a certain distance of a country border)

Agreed approach

the aim of the 700 MHz activities is to derive a framework for a frequency plan in the 470 – 694 MHz band to allow the continuation of DTT in the event of the 700 MHz band being allocated to IMT;

these activities will require many technical planning meetings on bi- or multilateral level. These meetings can be both between the main WEDDIP reviews and also co-sited with a main WEDDIP meeting;

responsibility for transition arrangements remains with the Administrations in their bilateral meetings;

WEDDIP is a forum of Administrations exchanging views, proposals and current status of the negotiations in particular in regards to the 700 MHz release.

• a timeline/roadmap is useful to provide non binding guidelines

• the timeline/roadmap takes into consideration a number of milestones necessary to come to a final frequency plan:

– definition of the demands/needs for DTT in the 470 – 694 MHz band;

– submission/alignment of the requirements (modification, deletion or addition);

– technical activities 1: analysis of the compatibility (e.g. with the channel maps);

– WEDDIP meeting: to review the activities and to identify arising obstacle's and proposing recommendations for solutions to resolve them;
