•According to the SGA, DEI Projects at the state level and/or local level participating LWIBs are required to become Employment Networks (ENs) under Social Security Administration’s (SSA’s) Ticket to Work Program.
•Training and Technical Assistance to DEI Projects in attaining Employment Network status and implementing effective EN operations is provided under U.S. DOLETA contract with NDI Consulting, Inc. and the National Disability Institute (NDI).
•Evaluation of the impact of the DEI Projects implementation and outcomes as Employment Network will be provided under U.S. DOL ODEP contract with Social Dynamics.

• Enhanced Services – Explain the purpose of the Ticket program, its NOT just about jobs, its about a life change…• …and having the right supports to help make that happen
• Setting Goals – Your meeting allows you an opportunity to develop goals through the Individualized Work Plan (IWP), which is what Job Centers do• Adding goals that support work, such as financial plans, debt reduction,
credit repair, provide the framework for long-term employment
• Trust – Once developed, helps uncover the real purpose for their
employment goals…their individual hopes and dreams

• Choice is the foundation the Ticket program is built upon• Ticket holders must be ready to commit to moving forward with
employment that will lead to self-sufficiency
• If a Ticket holder has visited your Job Center, they’ve taken the first step, providing us an invaluable “intersection of influence”
• Choice can be influenced in a number of ways:• Dispelling myths about SSA disability benefits
• Empowerment – don’t underestimate the influence of believing in your customers abilities
• Exploration – Find out what motivates your customer, and develop goals that are realistic, and achievable

Ticket Assessment - Similar to our Job Center Initial Assessment, but framed around expectations of SSA:
– Services Needed : Do they fit our EN Business Model?– Employment Goals : Are projected earnings consistent with
required Milestones and Outcomes?– Benefits Evaluation : Is the Ticket holder ready to move forward
with gainful employment? (i.e. SGA level employment)– Skills / Education / Experience : Is this consistent with Ticket
holder employment goals, and with the current workforce need?– Projected Revenue : Will we produce revenue if we serve this
Ticket holder as an EN?– Other : Health status at intake and restrictions, apparent
motivation to return to work?

Ticket Assessment GuideTicket Assessment Guide
• Designed to help Workforce ENs evaluate whether a Ticket holder is committed to pursue employment that will lead to the required benchmark levels of earnings, even if this happens in stages
• Helps you evaluate whether you should assign the Ticket, and become the primary provider of services, or refer for services, and remain a partner in service provision
• A basic road map especially helpful to newer ENs

Ticket Assessment Guide Review
The Individual Work Plan (IWP)
• What is the IWP?
– A written agreement between the Ticket holder, and the EN
– Examines the vocational goal of the Ticket holder, and the services the EN will provide, to help the Ticket holder achieve their goal
– Agreed upon services and actions should lead to employment that helps Ticket holder achieve gainful employment, leading to self-sufficiency
– A mandatory document (Workforce IEP is also acceptable)
Additional IWP details
What should the IWP include?– Goals that are clear and measurable (i.e. not vague,
such as, to obtain F/T employment)
– Supporting goals – Such as benefits planning or Work Incentive advisement or financial literacy education
• Credit check up (is this causing issue in being considered for employment)
• Use of resources that assist in achieving financial/employment goals (such as PASS, IDA’s, or FSS programs)
– Defines short-term, and long-term goals (Short-term goals must be attached to earnings above Trial Work, and long-term goals attached to earnings above Substantial Gainful Activity)
Additional IWP details
What else required in the IWP development?– Explain Timely Progress Reviews (TPR), and
protections• Provides freedom from Continuing Disability Reviews
(CDR), while Ticket holder is making “Timely Progress”
• TPR guidelines should be provided to Ticket holder upon assignment of Ticket
• Reviews occur every 12 months
– Explain the Ticket program has certain programmatic goals that are driven by the IWP, such as SGA level employment
• “Parking” is not a viable option under Ticket
– Clearly define the responsibilities of both the EN, and the Ticket holder
Options for IWP Development
What IWP template should you use?– You may use the approved Workforce IWP
template, created by DEI TA team, which is available for download
– You may create a template based on the requirements in the RFQ, customized to the needs of your EN (which would need to be approved by OSM)
– You may use the template available at the OSM site, located here: https://yourtickettowork.com/web/ttw/individual-work-plan1
