Welcome!We’re glad you are joining us for the 2019 Powhatan District Camporee and Webelos-Ree. The Camporee will have an Escape Room theme, with Patrols competing Saturday to become the second winner of the Powhatan Cup. Webelos will also have the opportunity to complete Escape Room stations as part of the afternoon sessions and make progress on several Webelos pins. This Guide provides important information for participants and volunteers at this year’s event. First, some important information – if you read nothing else, make sure you read this section.

LocationLake Fairfax is near the intersection of Route 7 and Baron Cameron Rd. in northwest Fairfax County. The facility features a beautiful lake ringed by a hiking trail, group campsites with parking and restrooms, playing fields, and an amphitheater. The Escape-o-Ree and Webelos-Ree will take advantage of all of these areas.

The Powhatan District has reserved all of the group camping areas for this event; Camporee and Webelos-Ree fees include camping and facility use for both Fairfax County and non-County residents.

Joint ActivitiesSeveral joint activities are planned for both Camporee and Webelos-Ree participants. For complete schedules for each event, refer to detailed schedules further into this document

Site Camping RulesAlthough we have reserved all group campsites at Lake Fairfax for the weekend, individual family camping sites will still be in use by other guests. All Camporee and Webelos-Ree participants should be respectful of other Park guests. The following common sense, general rules will apply:

WebelosCampsite Access & Parking

Webelos-Ree participants will camp in Group Campsite Area #1 overlooking Lake Fairfax.

Participants planning to spend the night may park and unload near Group Campsite #1.

Participants NOT planning to spend the night should drop off Webelos at the registration site on Field #7, and drive down the hill to park in the general Lake Fairfax parking.

Scouts BSACampsite Access & Parking

Camporee campsites will include Group Campsite Areas #2-#8, beyond the Skate Park, as well as Group Campsite Areas #9 and #10, located between the playing fields and the lake. Troops – depending on size – will be assigned multiple individual campsites within an Area.

Each individual campsite is designed to hold 2-3 tents, and either two cars or a single vehicle with a trailer.

Campsites include picnic tables and an elevated cooking grate. Some campsites are on slopes, and may be somewhat rocky. Troops should plan accordingly.

Fires Fires are permitted in designated fire rings and cooking grates. Please use locally-sourced firewood from the Washington DC area.

Restrooms Participants may use the campsite restrooms (men’s and women’s) located in each Group Campsite Area (restrooms for Group Campsite Areas #1, #9 and #10 are located in the family camping area). Showers are also available.

No dishwashing is allowed in the restrooms.Water Drinking water is available at spigots at each restroom.

Trash TBDOther Rules Typical BSA rules apply to the Camporee and Webelos-Ree, including:

1) Adult leaders and youth leadership will be responsible for the behavior of their Troop.

2) No alcoholic beverages are permitted.3) No firearms, BB guns, slingshots, or bows and arrows are permitted.4) No fireworks are permitted.

First Aid and EmergenciesTroops and Packs should bring a BSA Medical Form (Parts A and B) for all participants; Troops and Packs will maintain possession of these forms throughout the event.

Powhatan District Health and Safety volunteers will staff a First Aid station at the HQ on Field 7. Participants requiring first aid should report to the First Aid station with their medical form in hand (Webelos should be accompanied by an adult).

In emergency situations, an adult participant should call 911 immediately and send a runner to the First Aid station to notify the Health and Safety team.

If the Health and Safety team determines that additional medical treatment or assessment is required, they may call 911. The nearest hospital is Reston Hospital, 1850 Town Center Parkway, Reston VA 20190. The phone number is 703-689-9000.

This hospital provides 24-hour Emergency Care including advanced life support. To get there, program your GPS and/or use the following directions: Exit Lake Fairfax via Lake Fairfax Drive and turn LEFT on to

Departure

Powhatan Cup Competition (Escape-o-Ree only)Patrols will compete Saturday to win the second annual Powhatan Cup, accumulating points throughout the day in a variety of events:

1. Escape Room Stations (Maximum of 10,000 miles for each of 7 stations)2. Scavenger Hunt (Maximum of 10,000 miles for completing the challenge)3. Campfire (Miles awarded for best skit and best song – 5,000 miles for winner, 2,500 miles for

runner-up)

The Patrol with the most points will be awarded the Powhatan Cup at the end of the Campfire. The winning Patrol will have their Patrol Name and Troop Number engraved on the trophy, which they will assume temporary ownership of until the next Camporee.

Escape Room Stations

Patrols will visit a total of seven Escape Room stations at which they will be given a limited number of clues to help them “escape the room” or solve a challenge. Patrols escaping the room or fully

completing the challenge will be awarded 5,000 points; patrols partially completing the challenge may receive partial credit depending on progress made.

Each challenge will last 20 minutes, with five minutes between stations.

Each station will be equipped to accommodate five patrols simultaneously.

Patrol Needs and Requirements

Each Patrol should bring a compass, exactly one copy of the Boy Scout Handbook, and a pen.

Patrols may have between 5 and 9 scouts each. The following guide can be used by Troops to determine the recommended number of Patrols. Where feasible, Troops should aim for larger patrols, rather than smaller ones:

Advancement / Merit Badge ProgramAn optional Merit Badge program will be offered Saturday afternoon; some merit badges will require longer time to complete than others (approximate time is 2 – 5 p.m.) Scouts should bring merit badge blue cards to the event. Merit Badge sessions are limited to 24 scouts per session, and scouts are encouraged to register in advance on the event website. Preference, if necessary, will be given to scouts who pre-register in advance. The schedule is as follows, please note Merit Badges are on different schedules.

2 pm – 5 pm No Prerequisites; Scouts should bring a compass. Scouts signing up for the 5-mile hike are encouraged to have an adult leader attend with them, and should bring sufficient water, raingear, and a snack.

Astronomy Merit Badge

Select a foreign country and discuss with your counselor how its geography, natural resources, and climate influence its economy and its global partnerships with other countries.

7. Do TWO of the following and share with your counselor what you have learned:a. Visit the Web site (With your parent/guardian's permission) of the U.S. State Department. Learn more about an issue you find interesting that is discussed on this Web site.b. Visit the Web site (With your parent/guardian's permission) of an international news organization or foreign government, OR examine a foreign newspaper available at your local library, bookstore, or newsstand. Find a news story about a human right realized in the United States that is not recognized in another country.c. Signs, Signals and Codes Merit Badge

2 pm – 5 pm 3.Do the following:a. Describe what Morse code is and the various means by which it can be sent. Spell your first name using Morse code.b. Describe what American Sign Language (ASL) is and how it is used today. Spell your first name using American Sign Language.4. Give your counselor a brief explanation about semaphore, why it is used, how it is used, and where it is used. Explain the difference between semaphore flags and nautical flags. Then do the following:a. Spell your first name using semaphore. 5. Explain the braille reading technique and how it helps individuals with sight impairment to communicate. Then do the following:a. Identify the letters of the braille alphabet that spell your name. 7. Marking trails – On a Scout outing, lay out a trail for your patrol or troop to follow. Cover at least one mile in distance and use at least six different trail signs and markers. After the Scouts have completed the trail, follow no-trace principles by replacing or returning trail markers to their original locations. 9. Share with your counselor 10 examples of symbols used in everyday life. Design your own symbol. Share it with your counselor and explain what it means. Then do the following:a. Show examples of 10 traffic signs and explain their meaning.b. Using a topographical map, explain what a map legend is and discuss its importance. Point out 10 map symbols and explain the meaning of each.c. Discuss text-message symbols and why they are commonly used. Give examples of your favorite 10 text symbols or emoticons. Then see if your counselor or parent can identify the meaning or usage of each symbol.

Webelos Visits to TroopsWebelos are welcome to visit Troops Saturday evening after dinner. Troops should be prepared to have at least some of their scouts welcome Webelos and their leaders to their campsite Saturday evening from 7:15 p.m. until 8 p.m. Many Troops have historically welcomed Webelos with dessert or a short, fun game. Please note it will be dark at roughly 7:15 p.m. that evening.

Hammock Camping DemonstrationScouts are invited to level up your camping by learning about Hammock Camping from an experience former Scoutmaster. Hammock camping can be a great alternative to tent camping, come learn more about how to get started. Demonstrations will repeated between 2 and 5 p.m. on Saturday.

CampfireWe will assemble for a joint Camporee/Webelos-Ree Campfire at 8 p.m. Saturday evening. All Patrols an Webelos Dens are encouraged to participate in the Campfire by performing a skit or song. All skits or songs must be pre-approved by the Campfire Master of Ceremonies before 7:00 p.m. Saturday. The Campfire Master of Ceremonies will be available beginning at lunch Saturday and the duration of the afternoon for consultation. As previously noted, Patrols may choose to be judged for the “Best Skit” or “Best Song” contest and accumulate points toward the Powhatan Cup competition. Alternatively, Troops may also elect to perform a skit or a song outside the competition.

Check-In and Check-OutTroops may arrive after 6 p.m. on Friday evening, October 4. One adult leader should report to the HQ on Field 7 for registration, Check-In, and campsite assignment. On Sunday, Troops should send a single adult leader to the HQ for Check-Out. Camporee patches will be distributed at Check-In.

Webelos-Ree Adult and Scout Participation RequirementsEligible Webelos All Webelos – Webelos and Arrow of Light scouts – are invited to participate.Minimum Adult Participants

Packs must provide a minimum of two adults for the first five Webelos, and maintain a minimum ratio of one adult per five Webelos.

BSA Medical Form

All participants must complete and bring a copy of BSA Medical Forms A and B (which does NOT require a provider signature). Packs should maintain possession of their medical forms after arrival.

Webelos-Ree PatrolAssignments

Packs or individuals should note Pack Number and Den Number on the online registration. For purposes of the morning and afternoon programs, Webelos dens will be combined into patrols of roughly equal numbers of participants.

Webelos-Ree MealsSaturday Lunch Participants should bring a bag lunch for Saturday. Participants will eat lunch

outdoors at the Group Camping Area #1 overlooking Lake Fairfax.Saturday Dinner Participants will enjoy a hot dinner prepared by the Order of the Arrow chapter.

Food, drinks, utensils and plates will be provided.Sunday Breakfast Participants will enjoy a light breakfast Sunday morning before departure.

Special Dietary Considerations

Vegetarian and gluten-free options will be available. Participants with special dietary considerations beyond these should note those restrictions on their online registration.

Webelos-Ree Patrol AssignmentsFor purposes of dividing Webelos among program stations, Webelos will be assigned Patrols for the Webelos-Ree. Patrol schedules will be as follows:
