Information services for vulnerable groups

Introduction

Libraries have been adapting to social changes, to the development of the communities where they are inserted and to reduce the digital and knowledge gaps. Libraries are among the few spaces where people can have —on equal terms— free and unrestricted access to information, knowledge and culture; a work that undoubtedly promotes inclusion.

Libraries must be an open-door space that receives, supports and guides any user regardless of language, nationality, religious belief, sexual orientation, immigration status, disability, or if they live in vulnerable conditions, with which libraries contribute proactively to the educational process and access to the culture of all people, especially those in disadvantaged sectors, which allows them to develop better living conditions.

In recent years, in Mexico as in other countries, there have been a series of situations that are raising awareness about people who are part of what is now called "vulnerable groups"; these are understood as those persons who — due to their characteristics of disadvantage by age, gender, marital status, educational level, ethnic origin, physical or mental situation or condition, sexual orientation— they require an additional effort to join development and social, economic, technological or cultural coexistence. Within this group are also inserted:

Elderly adults People with disabilities Women children and youth indigenous peoples People with mental diseases People with HIV / AIDS Migrants LGBT+ communities People in hospitals or in jail

Also we need to consider that United Nations declared 2019 the “International Year of Indigenous Languages”, as a recognition of the linguistic and cultural richness of native languages, raising awareness in society so that they appreciate and value its global importance. Mexico is a country with great linguistic diversity, in which at least 68 indigenous languages are spoken; Unfortunately, the absence of public policies aimed at its preservation has caused a significant amount of them to be in risk of disappearing.

Given the context of discrimination that currently exists in the world, vulnerable groups are particularly important target for the information services offered by libraries. This makes it inevitable to assume the crucial role these spaces have for their community; for which libraries “must strengthen their instrumental role in policies against social exclusion and be increasingly a public square, a democratizing social space where knowledge is developed through tools, activities, experiences and opportunities”1. Given a scenario in which it is assumed that both, these groups and their needs are increasing, libraries and librarians have the commitment and the duty to ask themselves, what can be done to help improve the situation of vulnerable groups?

On one hand, we need to generate and maintain spaces that allow cultural capital to be facilitated, on the understanding that they are a key factor to provide development to persons, groups or territories to develop and overcome situations of poverty and exclusion, providing the subjects with awareness, orientation, moral judgment, capacities and resources for reflection, creativity and communication. This cultural capital is crucial for empowerment and development in a society characterized by reflexivity, networks, globalization, diversity, information, risk and participation2. Likewise, libraries must be places that preserve and guarantee access to cultural heritage, government records and information, as well as to encourage more and more projects to be carried out for the most vulnerable.

On the other hand, it is essential to have specialized, trained personnel available, sensitive and willing to offer information on: fundamental rights, public services, environment, health, education, job opportunities, among others (Gómez-Hernández, 2016). work on the attitudes of the staff towards a more open awareness and perspective about their functions and the library and information services that are granted to these people, which will allow them to generate a professional, communicative, and political attitude, but above all, it promotes their social inclusion.

With this critical approach in mind, the International Colloquium of Librarians in its thirty-third edition, to be held within the framework of the International Book Fair in Guadalajara (FIL), on December 2, 3 and 4, 2019, has as its theme “Information services for vulnerable groups”, which seeks to reflect and learn about the new proposals and the work carried out in and by the libraries with these groups, with the intention of establishing joint and coordinated work strategies that allow them to seek equal treatment and space, through a true and adequate access to information.

PanelsIn order to focus on the general theme of the event, this year’s International Colloquium of Librarians will center its discussion on four topics that will be treated in an equal number of panels:

1. Libraries in the construction of diverse communitiesThe right to information, inalienable for any human being, goes hand in hand with access to the diversity of cultural, scientific and social productions that are generated day by day. To guarantee the right to information, libraries must not only host a broad base of digital or physical texts that account for human diversity, but also implement measures that renew and strengthen their responsibility to the social justice of the most vulnerable groups.

2. Social cohesion from librariesThe regeneration of society is driven by knowledge, and the appreciation and support of those who, for some reason, are considered as different. Libraries function as a meeting point for those voices, apparently dissonant but enrich the concert of the human. Only in this way can mutual understanding be deepened, safeguarding everyone's right to express themselves and be heard, despite differences in order to create a true community.

3. Social realities: access and opportunities for all Children and young people who are homeless, migrants, people with disabilities, elderly adults, indigenous people, members of the LGBTTTIQ + community, everyone has unique experiences under a common denominator: vulnerability. It is worth making account of the actions carried out by, or the pending actions that libraries and information service providers have to mitigate this unfair reality, by revaluing and encouraging the specificities of each group.

4. Indigenous languagesIndigenous people around the world have historically been marginalized and with them, their culture, their identity, their customs, their knowledge, their way of life. Libraries must actively participate in the preservation and dissemination of languages, thus avoiding their irremediable loss, which year after year disappears, as they annihilate

and exclude their speakers. In addition, promote that these groups have access to information in their own language to improve their living conditions and give them the possibility to participate in society, protect their rights, exercise their freedom of thought and expression without having to lose their identity.

ParticipantsThe International Colloquium of Librarians caters to professionals in the information sciences (e.g., librarians and archivists) as well as those who are involved in positions of responsibility or participate in various areas of the library, in management or development capacities.

Outline of the eventThe program of the International Colloquium of Librarians will consist of three keynote speeches and four panel discussions composed of talks presented by renowned national and international specialists.

This event also includes one workshop related to the general theme of the event; two tributes will be held: the first dedicated to the figure of the bibliophile, and the second dedicated to the librarian. In addition, reports of the Colloquium from last year will be presented.

DatesThe International Librarians Colloquium will be held on December 2, 3 and 4, 2019, from 9:00 a.m. to 2:00 p.m.; and the workshop will be held on the same days, from 4:00 p.m. to 8:00 p.m.
