INTRODUCTION

SWWS continued its efforts to work with commitment and dedication to reach out the poorest of the poor and the weaker sections of the society for achieving the VISION, MISSION AND GOAL through the different projects and activities. Achievement of the short-term project objectives, contributing to the larger national flagship programs and supporting the Millennium Development Goals are the core values enshrined in the activities during the financial year.

The core projects implemented during the year are: ORISSA TRIBAL EMPOWERMENT AND LIVELIHOOD PROGRAMME PHASE-1,

PHASE-ii AND OTELP -PLUS in Rayagada and R.Udayagiri blocks in Gajapati District INTEGRATED WATERSHED MANAGEMENT PROGRAM in Kashinagar block in Gajapati

district and Chandahandi block in Nabarangpur district. SWACHH BHARAT program in Gumma, Kashinagar, Rayagada and R. Udayagiri blocks of

Gajapati district. CONSTRUCTION OF SCHOOL SANITATION COMPLEXES in Rayagada, R.Udayagiri and

Nuagada blocks in Gajapati district TARGETED INTERVENTION Project in Parlakhemundi Municipality and Kashinagar NAC EU-SWWS Project in Rayagada block of Gajapati district.

ODISSA TRIBAL EMPOWERMENT AND LIVELIHOODS PROGRAMME (OTELP)

SWWS implemented the OTELP phase -1 extension, OTELP Phase –II and OTELP plus projects during

the period from April 2015to March 16 with suppo

rt from the Project Support Unit (PSU) Department of SC and ST Development, Government of Odisha

and ITDA, paralakhemundi.

Programme focuses on empowering the tribals and enabling them to enhance their food security, increase

their incomes and improve their overall quality of life through more efficient natural resource

management based on the principles of improved watershed management and more productive

environmentally sound agricultural practices and through off-farm/non-farm enterprise development.

PROGRAMME GOALEmpowering the tribal’s and enabling them to enhance their food security, to increase their income and

improve overall quality of their livelihood.

AIM

The aim of the programme is to continue the development process and interventions in the

Phase-1 programme villages with support from the mainstream government development programmes

and schemes.

PROGRAMME OBJECTIVES

To improve the quality of life of poor tribal households in remote areas through livelihood support and

food security

Building capacity of the communities

Enhance access & productivity of land, water & Forests 

Encourage off farm enterprise

Strengthen institutional capacity of Govt. agencies & others

STRATEGY

The overall strategy of the Programme focuses on empowering the tribal’s and enabling them to enhance

their food security, increase their incomes and improve their overall quality of life through more efficient

natural resource management based on the principles of improved watershed management and more

productive environmentally sound agricultural practices and through off-farm/non-farm enterprise

development. A strong emphasis is placed on promoting participatory processes, building community

institutions, fostering self-reliance, and respecting the indigenous knowledge and values of tribals. The

Programme would adopt a flexible, non-prescriptive, process-oriented approach to enable the

stakeholders to determine the scope of Programme activities, their timing, pace and sequencing

TARGET GROUP

The villages in which the scheduled tribes and scheduled castes form not less than 60% of the population

and where most households are below the poverty line have been selected to be covered under the

programme. Thus, tribal and non-tribal households would be included but the tribal population would

represent the largest share. Extensive PRA exercises for poverty mapping, introduction of self-targeted

activities and intensive sensitisation programmes would be used to ensure the inclusion of the marginal

groups.

PROGRAMME COVERAGE AREA AND PHASING :

The project is being implemented in Rayagada and R. Udayagiri blocks of Gajapati district. The name of

the panchayats in Rayagada Block are Koinpur, Jirango, S.Koradasing, Koradasing, Gandahati and

Sanatundi in R,Udayagiri Block Chellagada, Sialilati, Mahandragada, and Tabarsing the number of

villages covered under each phase is mentioned below.

PROPOSE OF THE PROGRAMME

The purpose of the Programme is to ensure that the livelihoods and food security of poor tribal

households are sustainably improved through promoting a more efficient, equitable, self-managed and

sustainable exploitation of the natural resources at their disposal and through off-farm/non-farm

enterprise development. To achieve this, the Programme will: (a) build the capacity of marginal groups as

individuals, and grassroots institutions; (b) enhance the access of poor tribal people to land, water and

forests and increase the productivity of these resources in environmentally sustainable and socially

equitable ways; (c) encourage and facilitate off-farm enterprise development focused on the needs of poor

tribal households; (d) monitor the basic food entitlements of tribal households and ensure their access to

public food supplies; (e) strengthen the institutional capacity of government agencies, Panchayati Raj

Institutions, and civil society to work effectively for participatory poverty reduction with tribal

communities; (f) encourage the development of a pro-tribal enabling environment through effective

implementation of the legislation governing control of, and access to, development resources by poor

tribal households and through recommendation of other policy improvements; and (g) build on the

indigenous knowledge and values of tribal’s and blend these with technological innovations to ensure a

speedier pace of development.

(A) Capacity Building for Empowerment

The objective of “Community Empowerment and

Management” is Capacity Building for Empowerment

whose objective is to ensure appropriate capacity

development of the VDC members for effective

management of the institutions and on accounting and record

keeping. SWWS has conducted training programmmes for

the VDC members so as to enable them to operate the

implementation process effectively and efficiently.

SWWS organised different capacity building trainings under OTELP on different subjects. The details are

2.2 Agriculture & Horticulture Development

Agriculture is a major livelihoods option of the tribal

families’ in form of settled and shifting cultivation. As has

been observed, the people have very limited land holding

and they mostly do settled agriculture in the community

lands. The output from agriculture has a direct impact on

the food security of the tribal. It supplements about half a

year’s food requirements for them.

Outcome :-

The tribal farmers participated in the trainings and put the knowledge in to practice by cultivating the

crops like turmeric and ginger in their fields. The yield of the crops increased due to the trainings and

application of techniques like selection of improved varieties, crop sequencing and rotation, and changes

in shifting cultivation and adaptive on-farm research and related activities to add value to agriculture and

marketing and other support services including the production of seeds.

2.3 Livestock and Aquaculture Production

Besides agriculture, the poor tribal also rears domestic animals and birds such as cattle, goats, poultry etc

to supplement their livelihood portfolio. At times it was also observed that these resources of the poor

work as an insurance to meet the immediate financial needs during period of critical illness, surviving

agriculture, festivals etc

2.4 Rural Financial Services

Rural Financial Services is an important sub component of the programme, which can supplement all the sub components under Production System Enhancement. It is meant to directly meet the credit gap of the poor tribal households. In general people do not get the services like saving and credit from formal financial institutions due to several reasons and are compelled to fetch the money lenders to meet the credit requirements.

Outcome:-This will facilitate the internal lending within the group and will also increase the financial base of the

group, which will facilitate linkages with financial institutions. The group as a whole can also take credit

from this fund for small income generating activity. 

3. Development Initiative Fund

This fund will also ensure better targeting of the

households which are traditionally left outs, including

landless, destitute, disables and those who are unable

to be part of the SHG or other income generating

activities. The allocation under this component is Rs.

5.00 lakhs per MWS. It may so happen that some

activities having direct impact on the rural livelihood

will spread across villages and micro watersheds.

IFAD TOP Assistance

5 (a) (Support to ultra poor/ Vulnerable family

This is a provision of an additional funding to provide

the flexibility to address to areas of demand as expressed

by communities through the participatory processes and

also to supplement those components / interventions of

the programme yielding very good results. It will also

enable the communities to implement activities which are

not accommodated in other available components within

the programme.

As per the instruction of IFAD guidelines VDCs are

selecting venerable families through wellbeing ranking

for selection of poorest of the poor categorically

(V1,V2,V 3 & V4 ) for the support of IFAD TOP UP

Success StorySeed Bank is an effective tool for the development of Tribals - A case study

Under Narangi nala VDC of R.Udayagiri block, Betarsingi is a remotest village which is covered in OTELP area. 28 tribal families living in the village, with the help of OTELP and SWWS FNGO. Two Self Help groups (SHGs) formed. These two SHGs availed revolving loan fund from RFS component and one SHG utilized in Seasonal Business and another Maa Bankeswari WSHG availed Rs 20000/- as loan fund from Rural Financial services(RFS) and procured LALATA variety of paddy from Block and supplied the same among the village farmers . Out of the venture the WSHG could be able to earn Rs 6780/- as net profit during this season.

Certified seeds access to the farmers at their door step.

Manika Bhuyan

Success StoryVegetable Cultivation is an effective tool for the development of TribalsManika Bhuyan, S/o Gunju Bhuyan at Gangapur village. After intervention of OTELP/SWWS, he was interested in vegetable cultivation with support of RKVY. He was provided 50gm. Brinjal, 50 gm. Tomato seeds to cultivate in 1000 square meter land. Land was prepared properly with use of PSB and Azospinition to make free from the pests. With use of Bio-fertilizer the land was fertile. Seedlings were planted properly with proper care. After three months production of Brinjal and Tomato came out. Total Production of Tomato was – 366 Kgs. Domestic Consumption - 25 Kg. Selling - 341 Kgs @ Rs. 15 = Rs. 5115.00Total Profit earned = Rs. 5115.00Total Production of Brinjal was - 248 Kgs. Domestic Consumption - 34 Kgs. Selling - 214 Kgs. @ Rs. 12 = Rs. 2568.00 Total Profit earned = Rs. 7683.00/-

Integrated Watershed Management Programme (IWMP):

S.W.W.S is the Project Implementing Agency (P.I.A) for Implementation of Integrated Watershed

Management Programme in two Clusters namely Kashinagar cluster in Gajapati district and Chandahandi

cluster in Nabarangpur district. Kashinagar cluster is coming under cluster VIII of Batch -V and

Chandahandi cluster coming under cluster XIII of Batch – V. The project is being supported by Orissa

Watershed Development Mission, Government of Odisha.

Kashinagar Cluster is divided in to 10 micro- watersheds and Chandahandi cluster is divided in to five

micro watersheds. The total treatable area in Kashinagar cluster is 4500 hectares of land covering 39

villages and the total area in Chandahandi cluster is 5060 hectares land covering 25 villages.

The basic Objectives of the Programme (i). Increase in the availability of surface and ground water to meet the needs of drinking water, drought

proofing and protective irrigation.

(ii). Regeneration of degraded natural resources, reducing soil erosion and restoration of ecological

balance.

(iii) Improvement of land productivity in rain fed areas.

(iv) Promoting sustainable livelihood and diversifying livelihood option, especially for small and

Kashinagar Cluster:

Land Development:

Land development is the major activity carried out during the reporting period. The activity was carried out under MGNREGA for creation of productive assets and generation of employment. A total of 10 hectares of land development was carried out in Duba Jaypur village in Kashinagar cluster. The land was earlier

not cultivated due to u neven character. The land belonged to 22 farmers. After land levelling the farmers for the first time raised the food crops. The activity ensured food security for the 22 families.

The activity generated 7400 person days of employment which is the main objective of MGNREGS.

Cultivation of Hill brooms:

Hill brooms are traditionally grown on the hill slopes. It is the annual crop harvested once in a year during the months of January – February. The roots and stumps regenerate naturally. It has a good demand for household sweeping purposes. The tribals get cash income from this hill brooms.

To enhance the farmers’ income hill broom cultivation was taken up in the project villages under MGNREGA. The activity was taken up in the FRA lands. The details are mentioned below.

The total employment generated by this activity is 17000 person days under MGNREGA.Cashew Plantation:Cashew is another cash crop which yields good income for the farmers. Cashew can be grown in marginal lands in uneven terrain without irrigation. The investment is also comparatively less.Cashew was taken up by the farmers in 23.17 hectares of land belonging to 25 farmers. Nabarangpur District-KBK Region (Chandahandi Cluster):SWWS has been working in the KBK region in Chandahandi block. It is one of the most backward blocks in the KBK region. The block is sharing borders with Chattisgarh state. Brief profile of the Chandahandi cluster is given below.

Formation and Strengthening of SHGs:40 SHGs were newly formed in the project villages and trainings were imparted for the women groups. The trainings focussed on the following topics.-Maintenance of books of accounts.-Bank linkages-Various government schemes available for the members.Similarly, 97 existing SHGs were strengthened. -28 SHGs linked with bank schemes.SWASCHH BHARAT MISSION: To contribute to the Flagship programme of SWASCHH BHARAT, SWWS has taken up mass awareness programme among the people on the benefits of village cleanliness, maintaining sanitation and clean environment surrounding the human habitations.Awareness generation motivated 37 families to go for construction of Individual House hold Latrines in Madava and Raisingi villages of Rayagada block.Similarly, Rural Water Supply and Sanitation (RWSS) supported for the appointment of Block Coordinators and Cluster Coordinators in Four Blocks that is Rayagada, Gumma, Kashinagar blocks and R.Udayagiri blocks. Interacting regularly with Panchyat , Asha,worker, Aganawadi worker, self help group, Mahila and Yuvak Mandal to ensure that issues relating to water supply.School Sanitation Complexes:Three school sanitation complexes were constructed in Tribal Welfare (TRW) Residential Schools in Gajapati district. The objective is to provide better sanitation facilities for the school children in the residential schools. Each school sanitation complex consisted of six latrines, four bath rooms and soak pit. The sanitation complex is connected with 24x7 water supply.

Name of the Project : Addressing Nutritional and Income Insecurity of Underprivileged Communities by Improving Access to Relevant Government Schemes

SWWS is the partner AGRAGAMEE NGO for implementing the above mentioned projectGajapati

district with the support of, Kashipur and funded by European Union. SWWS is one of the Field NGOs

implementing the project inGajapati district. The target group of the project is schedule tribe and

scheduled caste communities, marginal farmers, migrant workers and displaced communities.

The major focus of the action will be to ensure women’s rights over community participation in local

governance for the effective planning and delivery services. Particular focus will be on the health,

nutrition, child development, and education and employment generation sectors as these have a direct and

tangible impact on wellbeing and will also are confidence building measures for local community

demands for accountability in other sectors.

To improve the quality of life of poor local communities in 50 villages of Gajapati district by enhancing

participation in local governance and improving information and access to government schemes.

government services are not reaching the poor and the target group.

District Level RTI Forum

The District Level RTI Forum was formed on Dated 03.10.2015 at ITDA Conference Hall with the Active

participation of 42 members. The objective of forming the district level RTI forum is to empower the villagers,

community leaders and to bring out a platform supported by PRI leader’s intellectuals, social activists,

academicians, lawyers, retired govt. employees & like-minded officials & social organisations to

popularise and speed up RTI process at the district level.Barring particular group of people around the

district and state capital headquarters, the benefits of Right to Information Act is yet to trickle down to the

rural hinterland. The need of the hour is to take the process forward through the literate and semi-literate

youths in the rural areas, more particularly the tribal villages of Odisha.

organized with the Support by Govt. Department. The

ICDS Supervisor, AWW, MAWW and members from JC

Awareness on Government Schemes

Weekly Markets also known as Hatt is a vibrant place where the local people come and meet each other,

buy and sell the goods and above all It is an information dissemination centre. Taking advantage of the

gathering of the people from different villages the project planned to disseminate the information on the

government schemes. Pamphlets, Booklets and leaflets in Odiya language are distributed and explained in

the speakers. There are two weekly hats happen one in Koinpur (Mondays) village and the other in

JeerangoVillage (Fridays). The programme has good response and very good impact of information

sharing and dissemination.

CASE STUDY

Hard Soil and Hard Earned Money:

Badamasingi is a small revenue village in KoinpurGp of Rayagada Block under Gajapati District. There are 35 Households with 183 people.The people got work order for construction of village road from Burkhat to Mahendragiri under MGNREGA on 30th January 2015. 30 Job card holders completed the work in 30 days. The soil is very hard as the work is on the foot hills of famous Mahendragiri. However, with much hard work the villagers determined to

complete the work in 30 days. 30 days and 30 labourers. It is great that 900 days of work generated employment under the flagship programme of MGNREGA. But the trouble started fort the workers when they did not receive the payment for eight months even though they met the Panchayat Executive Officer. The PEO harassed the labourers by not paying the wages for months. Finally the labourers approached SWWS and narrated the story. SWWS advised them to meet the Collector and District Magistrate in the Grievance Cell. The Labourers met the collector in the grievance cell. In the meantime the issue is also highlighted in

the local news papers. Hearing the grievance from the labourers the Collector and DM ordered the panchayat extension officer to make payment with immediate effect. The labourers finally got the hard earned money and very happy with the MGNREGS work.

Targeted Intervention Project (TI Project)

The Targeted Intervention Project shortly called as TI project is implemented in Parlakhemundi

Municipality and Kashinagar Notified Area Council for the prevention and control of HIV/ AIDS among

the Female Sex Workers (FSW) and Male Sex with Male (MSM) THIRD GENDER.

MAIN FOCUS OF TI:

Prevention.

Reversal of the progress of the infection and reduction of HIV/AIDS.

GUIDING PRINCIPLES OF TI:

In any health condition, with any population, the uptake of prevention service depends upon outreach and the

provision of dedicated services which can be accessed by which marginalized groups.This holds mode free in the

case of marginalized population such as FSW & MSM.

GOAL

The goal of the TI Project is “Zero New HIV infection, Zero stigma and desrcimation and Zero AIDS

related death “among 350 FSWs and 100 MSMs including their partners in Parlakhemndi municipality

and Kasinager NAC in Gajapati District by providing information and services.

Behavior change communication is continuing process which deals with the knowledge, attitude and practices of people. It is quit difficult to change the behaviour of people when it deals with the most sensitive topic i.e. HIV/AIDS. Information, Education, and Communication (IEC) only a way by which

some extent we can change the behaviour of people. But it requires a long period and strategic approach. Condom promotion is the only effective method to prevent HIV/AIDS in sex practices, but very often people are not showing their interest to use it due to some misconceptions, ignorance and non availabilily, and

stigma etc.

3. MANAGEMENT OF SEXUAL TRANSMITTED INFECTION

Sexual Transmitted disease is very common in Parlakhemundi municipality area and Kasinager NAC. Because of STD/STI there is a greater risk of HIV infection. In out targeted area HRGs are suffering from STI due to ignorance and poverty. There fore we are propagating awareness among them.

STI services and opportunity for prevention, education to individual as well as to his/her partner. Planning for STI services done with HRGs. Clinicians should have an attitude of respect towards the community. Accessibility of services at optimal location

4. ENABLING ENVIRNMENT

Enabling environment is required for better implementation of program in targeted community. We have identified secondary stack holders of the community and aware them about the problem of the community. The stack holder has a better understanding and responsibility to solve the existing problem and support us in the implementation of the program. We have organized some activities with PRI members and community leaders.

OBJECTIVE

Enable HRGs to negotiate safer sex. Venerability with in the sex circuit includes aspect such as valance and exploitation by Clint. Broader socio economic venerability includes factors such as poverty and illiteracy. Reduction of vulnerabilities entails creating a crises response system. It also calls for advocacy with policy maker law enforcers and a opinion leaders.

5. COMMUNITY MOBILIZATION

Community mobilization is the initial stage where any program activities can be started. With out community mobilization intervention is not possible poster exhibition, video show, DIC level meeting are the means of community mobilization, which propagate message of awareness in community level.

Community members get to participate in collective decision making. Formation of various committees like DIC management committees and clinic committees to empower

the community. Community mobilization creates community norms for service uptake and safe sexual behavior.

the behavior of people when it deals with the most sensitive topic i.e. HIV/AIDS. Information, Education, and Communication (IEC) only a way by which some extent we can change the behavior of people. But it requires a long period and strategic approach. Keeping this information in mind our team did a great effort through various approaches like One to One, One to Group, Focus Group Discussion etc. We have developed various BCC materials on both Oriya and Telegu languages for better understanding and reach of the target community.
