About the RoleThe Capital Works Coordinator is responsible for planning, scoping, design, procurement and delivery of capital works projects to ensure they are delivered on time and on budget, ensuring fit for purpose outcomes through the effective management of time, cost, quality, risk and safety. The Capital Works Coordinator will manage stakeholder expectations and ensure compliance with all relevant policies, standards, codes, regulations and legislation.

About the Responsibilities Coordinates and manages multiple individual projects simultaneously at various venues to minimise peaks and troughs

and establishes a smooth workflow. Manages the end to end life of each project including: project scoping, local government and state planning

requirements, design, procurement and delivery of capital works projects ensuring fit for purpose outcomes that meet budget, safety, compliance, time and quality expectations.

Assists the Manager Capital Works with the development and implementation of the Strategic Asset Management Plan.

Manages project budgets and accurate financial administration and reporting and drives efficiencies across the project lifespan to ensure the maximum benefit is achieved from the capital works budget.

Consults with key stakeholders to determine requirements, develops and reviews project scopes, manages expectations and coordinates with internal and external stakeholders on all matters pertaining to the works.

Schedules project work to ensure a safe working environment and minimum disruption to services, stakeholders and patrons.

Utilises and follows policies and procedures to ensure works are completed in compliance within agreed parameters; including, but not limited to the Delegation Instrument, internal procurement policy and State Supply Commission guidelines.

Manages the development of design and scopes of work and specifications for tender purposes, including the engagement and management of consultants, and ensures project designs and specifications comply with public health and safety standards and all applicable occupational health and safety regulations.

Provides direction to contractors and consultants engaged on capital works projects to ensure compliance with cost, time, quality and safety performance standards.

Supports the delivery of procurement activities through the development of scope, design documentation and specifications, participates in the tender evaluation and award process and manages the administration of the contract including claims, payments and variations as per Delegated Authority.

Undertakes and reports on contract management activities including carrying out regular inspections to assess and monitor progress against contract scope, cost, time, safety and quality targets. Attends contractor site meetings, records and reports contractor performance against the contract, assesses contractor payment claims against progress, assesses variation claims, develops and records defects, manages practical completion and final completion activities and reports contractor breaches to the Superintendent and Manager Capital Works.

Prior to the commencement of capital works projects ensures site specific safety documentation is completed and endorsed, ensures insurances are accurate and up-to-date and scheduling requirements are met.

Ensures smooth handover to the Facilities Management team for new assets, systems and equipment in appropriate format including construction documentation, training, operation manuals, routine procedures and instruction sheets.

Provides input to and prepares reports to meet management, audit and insurance requirements. Provides input to the Directorate in developing plans for preventative maintenance, venue improvement and risk

management. Keeps up to date with changes in relevant legislation, codes and regulations. Contributes to the formulation of the Portfolio Management Directorate’s business plan in line with corporate direction,

policies and strategies. Undertakes other duties as directed.

About the PersonThe following essential capabilities are to be addressed in the context of the responsibilities of the position:1. Proven experience in project and contract management of multiple capital works projects including: scheduling,

budgets, planning processes, design, scope and specification writing and the ability to lead and manage building trades, consultants and contractors.

The following desirable capabilities are to be addressed in the context of the responsibilities of the position: 1. Knowledge of entertainment and sports venues and venue management issues.

2. Tertiary qualification in Building Services, Project Management, Engineering or a related relevant discipline.

3. Knowledge and training in risk and safety systems, methodologies and practice in a construction environment.

Qualifications / CertificationsEssential:

Current WA Drivers Licence (C Class minimum)

WA Construction Industry White Card (Work Safely in the Construction Industry); or capacity to complete within 1 month of commencement.

Employment Conditions and EligibilityAppointment to this position is conditional upon:

providing appropriate evidence of the ‘Right to Work’ in Australia

providing a National Police Clearance Certificate (dated within 3 months from the date of application for the position) from a recognised service provider as determined by VenuesWest
