RULES

Art. 1

The Contest is open to singers regardless nationality, born between November 10th- 1986 and November 10th - 2001.

Art. 2

Registration form must be copied from these rules in MICROSOFT WORD FORMAT and include signed and scanned declaration or statement.

Art. 3

REGISTRATION FORM must include the following documents:

a) A brief Curriculum Vitae or Resume, indicating:

* Name, age and sex

* Nationality, residence country, full address, phone, E-mail.

* Studies, indicate briefly, academies or school of music, teachers, and years.

* Last five years of concerts, indicating places and reviews or criticism if available.

* Awards obtained in your artistic career.

NOTE: WRITE IN MACHINE READABLE FORM AND PRINT, THE REQUESTED

INFORMATION.

b) A photocopy of your Passport

c) A Certificate of Nationality, if – it is – necessary.

d) A DVD (NTSC), without orchestral accompaniment, unedited , lasting

between 20 and 30 minutes, containing specifically:

* Name.

* Nationality.

* Recording date.

* Indicate repertory in record order. Must be include works - of - the First and Second Stages, as required in the Rules. It can be accompanied by piano.

FORMAT, WITH MINIMUM RESOLUTION OF 640 x 480

NOTE: RECEIPT OF THE DVD BY THE PRE-SELECTING COMMITEE IS AN ESSENTIAL REQUIREMENT FOR THE EVALUATION AND ACCEPTANCE OF THE CONTESTANT

e) A letter of support or recommendation from a Music School or Teacher, which also

constitutes a guarantee of the responsibility and seriousness of the applicant to our

competition. Teacher email is required.

-Applications without this letter will not be considered.

f) One (1) photograph in digital format at 300 dpi resolution. Two (2) black and white photographs (5 x 5 cm.) and one (1) picture 10 x 15 cm, indicating the candidate's name, country and age, on - the back. The Contestant authorizes the use of these photographs for promotional purposes and to publicize the Contest.

Art. 4

The Pre-selecting Committee will select Contestants, based on the DVD and

background information supplied with the Registration Form (There will be no

right to appeal).

Art. 5

The Pre-selecting Committee will select Contestants according to three categories:

A, B and C (Category C relating only to Chileans living in Chile).

A The applicants accepted in Category - A, will be provided with an air round-trip-

ticket from the - capital of the Contestant’s - origin or residence country, or the

most direct way the contestant had previously proposed on their registration

form. Also transfer Santiago-Airport - Viña del Mar-Airport. It will be the entire

responsibility of the candidate to notify the Organizing Committee his residence

in the dates of the Contest. The candidate will also receive lodging and meals

during the contest.

B Those applicants who have been selected in - Category B, can also participate in

the Contest, provided they finance their own transportation, and pay their own air

fare. The candidate must notify the Organizing Committee of his or her planned

arrival date for the Contest and departure date thereafter, also indicate Air Line,

flight number and time. The candidate will also received lodging and food during

the competition and transfer Santiago Airport - Viña del Mar-Airport.

C Applicants selected in Category C, Senator “Gabriel Valdés” Award, granted by the

Extension Center “Pablo Neruda”, from the Republic Senate, is open only to

Chilean singers residing in Chile. It will be mandatory to apply in this way.

Direct Applications to the preselection will not be accepted.

They must apply for zones according to the following conditions:

Macro Zona Norte, applicants from Arica to Valparaiso and Eastern Island,

through the contest organized by the Universidad de La Serena.

Macro Zona Centro, applicants from Santiago to Talca, through the Contest

organized by the Extension Center from Universidad de Chile.

Macro Zona Sur, applicants from Chillán to Magallanes, through the contest

organized by Universidad Austral de Valdivia.

Winners of each Macro Zona, will qualify directly to the first stage of the competition.

Art. 6

The selected contestant must provide evidence to the Organizing Committee of a travel insurance policy, from a reputable insurance company which is valid for the full period of the travel and the Competition. The insurance must cover any kind of event, freeing the Organization of any cost or further responsibilities.

Art. 7

The selected contestant must send an email in which the Contestant accepts the established rules and terms and confirms participation in the Contest, no later than 60 days in advance to the starting date of the contest, signed and scanned. The Organizing Committee reserves the right to inform the World Federation of International Music Contests and the Contestant’s professor(s) or music schools, of any Contestant’s unjustified failure to meet such obligations.

NOTE:

THOSE APPLICATIONS LACKING OF ANY OF THE ABOVE

REQUIREMENTS WILL NOT BE CONSIDERED.

Art. 8

The Contest consists of the following three stages:

a) FIRST STAGE, which includes all selected contestants.

b) SECOND STAGE-SEMIFINAL ROUND, which includes 8 semifinalists.

d) FINAL STAGE, WHICH INCLUDES 3 FINALISTS SELECTED IN THE SEMIFINAL STAGE.

The finalists will be accompanied by the Regional Philharmonic Orchestra.

The public will be admitted to all three stages, which will be announced and publicized through emailing, written press, radio and television. The contestant authorizes with his, her application, that the organization register and disclose their different participations.

Art. 9

The contestants will be provided with piano accompanists, and the contestants will not be allowed to express any personal preferences for accompanists.

Art. 10

Contestants who wish to provide their own piano accompanist, may do so with the prior written approval of the Organizing Committee, but the Contestant shall pay all air fare, lodging and other expenses for the accompanist.

Art. 11

Each contestant must perform, in the First Stage, a Chilean Work, composed for the contest. The score will be available and for download at www.culturaviva.cl at the end of May 2018. (Obra chilena obligatoria / Obligatory Chilean work.

Art. 12

Contestants will be allowed to rehearse their preliminary and semifinal stages with the piano accompanist in the place that will be indicated, for no more than one hour each. The Organizing Committee will organize the rehearsal schedule. The rehearsal of the final stage will be organized, scheduled and directed by the artistic director of the contest.

Art. 13

The contestants are required to return to their origin country on the day set by the Organizing Committee, within 48 hours after the end of the Competition, or as soon as there is an available flight.

Art. 14

During the Contest, the contestants must be available for certain Academics or Social Activities that the Committee determines for Extension Activities of the Musical Competition.

Art. 15

The candidates agree to devote their entire time during the Contest to the activities of the International Contest of Musical Performance, from the day of its inauguration to the final day of the Contest. No Contestant shall engage in any activity, concert, class or other event, unless approved in advance by the Organizing Committee, which approval may be conditioned upon financial contribution to the Contest, in accordance with current legislation.

Art. 16

The Organizing Committee, in accordance with the Artistic Director of the Competition, will be authorized to modify any of these rules or regulations in their sole discretion, including if it is necessary to optimize the competition and the success of its development.

THE JURY

* The Jury of the Contest will be composed of Chilean and internationally renowned professionals and musicians.

* The internal rules which will be applied by the Jury will be explained to the contestants before the Competition begins.

* The votes will be secret.

* No member of the Jury will be allowed to vote for his own pupil or ex-pupil.

* Should there be a tie, the vote of the Jury's President will be final.

* All of the Jury decisions are final, and not subject to appeal.

FIRST PRIZE "IZIDOR HANDLER"

USD$ 10.000 and Commemorative Plaque.

· A Concert with Orchestra and a Soloist Recital during the "Semanas Musicales de Frutillar", on January or February 2019, according to the conditions of “Semanas Musicales de Frutillar” organization.

SECOND PRIZE “ILUSTRE MUNICIPALIDAD DE VIÑA DEL MAR”

USD $ 4.000.-

THIRD PRIZE “CORPORACION CULTURAL DE VIÑA DEL MAR”

USD $ 2.000.-

PRIZE TO CHILEAN PARTICIPANT BEST CLASSIFIED OF THE CONTEST.

· Invitation to give a concert in Viña del Mar, in the Official Season 2019, according

to availability and conditions reported by the Cultural Corporation of Viña del Mar.

REPERTORY

FIRST STAGE :

Group a) ONE ARIA OF ORATORY OF HAENDEL OR BACH.

Group b) ONE LIED of SCHUMANN, SCHUBERT, R STRAUSS, DEBUSSY, FAURE or DUPARC.

Group c) ONE OPERA ARIA FROM COMPOSERS OF GERMANY, ITALY, FRANCE and RUSSIA

AMONG OTHERS.

Group d) OBLIGATORY CHILEAN WORK

(Score will be send and available only at the Pre-selected Contestant Level)

THE CONTESTANTS MUST BRING THE SCORES FOR ACCOMPANYING PIANO IN 3 COPIES.

SECOND STAGE  (Semifinal) :

Three Opera Arias from different composers.

THE CONTESTANTS MUST BRING THE SCORES FOR ACCOMPANYING PIANO IN 3 COPIES.

THIRD STAGE ( Final) :

Five Opera Arias, three of which will be selected by the Artistic Director. The chosen arias will be performed by the contestants accompanied by the Regional Philharmonic Orchestra, directed by Álvaro Gómez.
