DECISIONS REQUIRED:NoneJUSTIFICATION FOR DECISIONS:N/AACTIONS TAKEN SINCE LAST MEETING:Most clubs have had their second visit from me, only Warwick remaining and I will go there on 20th May.Meetings with proposed Warwick Oken club were held but all to no avail as the potential members decided not to be Lions after all. A potential 20 new members opportunity was missed, but so was the delicate task of keeping a new club on the straight and narrow.Final zone meeting of 2014/15 will be held in June. Efforts to make this a social event centred around a quiz or skittles met with virtually no interest, it will be business only.I have spoken individually to club secretaries about including service hours in their My-LCI reports.ACTIONS PLANNED BEFORE NEXT MEETING: Zone Meeting scheduled for June, to which I am inviting all new club officers.

Zone Chairmen - Additional Information

I am genuinely bowled over by the levels of activity and enthusiasm shown by all clubs in this zone. Without exception they are passionate about what they do and they all do it well. On the minus side there is generally no wish to participate in zone functions so this is something I will no longer push for.This is a fact and not a complaint and I suspect is a condition not confined to Zone E only.

Talks from Lion Bill Ranautta and Lion Barbara Gray. Attended District Convention and Bromsgrove Charter. Made one club visit. The zone project which is the girls’ rugby has been running for some years. This year’s tournament took place at Sixways in March and while the event itself was well planned by the Rugby Club and Lions and the day went off well enough, it was extremely disappointing that only two schools participated. A number of schools in the zone had received coaching from Warriors and indicated their intention to participate but cancelled at short notice . The event will be reviewed.ACTIONS PLANNED BEFORE NEXT MEETING:A Zone Lunch is planned for the end of the Lion year and a zone meeting will take place in early June. I will attend as many events as I can over the next two months

My main concern is Bedworth Club. The President has resigned & the Club called Andy Pemberton in to speak with them. I received the info below recently. I have spoken to Brian & he suggests I visit in a month or 2 when the dust has settled – I will do this.

With the departure of Lion Richard the club has found itself in a bereft and shocked state.

I am sure it was largely due to the therapeutic visit by Andy Pemberton that this club has continued. For which we all thank Andy.

It is in what I would call a critical & unstable condition. It has the will to reinvent itself.

Health issues are a concern, both physical & mental. At the last meeting I was so furious that my blood pressure increased to the point of having serious bleeding from the nose.

( This is correct & not said for effect). Richards departure was due to 'blowing a fuse', I would not wish to comment further about my fellow Lions.

Another major blow was the cancellation / postponement of a radical idea Charter Day. (not Night)

Short version:- Invite the public to the Community Café in Bedworth, Mayor Etc. put on food entertainment invite other charities & Nuneaton Lions make it a fun day, not a back slapping event, in some hotel that excludes people & just adds to the myths that surrounds Lions Clubs.

It could still happen, hence the truncated charter on the 7th May.

As previous I have no mandate to make this report & will probably be hung by the thumbs for so doing.

That Cabinet approves the remittance of at least £2,500 for the first stage of Kenya’s Green Houses Water project.JUSTIFICATION:Cabinet has approved £5,000 for this project. As at last count in March, £1,800 had been contributed by Clubs. It is our wish that a minimum amount of £2,500 will set this project in motion. I am not sure how much the District Treasure would have collected by next cabinet meeting; hence the request for a minimum sum of £2,500. More will be welcomed depending on amount in hand. ACTIONS TAKEN SINCE LAST MEETING:

International Committee: Members of the committee continued to be actively involved in promoting International programmes in the District, some attending Clubs and Zone meetings and others communicating through e-mails. The committee had a strong presence in the District Convention with display of the International board, leaflets and the roll-up banner despite the conspicuous absence of the chairman who was celebrating his 75th birthday in Greece. INTERNATIONAL RELATIONSI was unable to attend the MD International Relations Officers (IRO) Committee meeting on Sunday 10th May due to ill-health.

Lions Day with the UN: the annual celebrations of Lions day with the UN took place in the Houses of Parliament in London on the 10th of March 2015. The International President Joe Preston was in attendance. Speakers included Katie Cox from UNICEF who was presented with a cheque of £13,453 for School in a Box project, Jennie York from Water Aid who was presented with a cheque for £9,438 and Elspeth Baecke from SMILE and Help2Read.

Adopt an International Lions Club Local Project: Following the adoption of the resolution tabled at last Cabinet, a further £3,000 has been sent to the Greater Monrovia Lions Club to facilitate progress with the school building construction works. I have since received an email from the project manager, Lion Dr. Benjamin Harris who confirmed receipt and that building works would start immediately. They have also decided to expand the classrooms to accommodate the large number of children recently enrolled in the school. They have embarked on fundraising activities from local sources to meet the difference in required amount. He has promised to send us photographs of construction works to roofing level before end of May.

Kenya Green Houses Water Projects: This will feature in Carole’s report. Twinning: We are looking forward to more of our Clubs twinning with Nepalese Lions Clubs

following the provision of 10 Water pumps to 10 villages in Nepal but now more especially, following the recent earthquake disaster. We have information of the Clubs involved with our project but have requested for specific contact names for twinning purposes.

ACTIONS PLANNED BEFORE NEXT MEETING: Firstly, I wish to thank DG Ian for providing the committee with full cooperation to carry out

our programme for this year successfully. Secondly, I thank all 3 members of the committee for devotion and dedication to their duties

in spite of difficulties that we each faced in the process of carrying out such duties. Without all your cooperation, it would have been impossible to achieve half as much as we did. Thank you each and all.

It is my objective in the next Lion’s year to: Successfully Chair and coordinate the activities of the Committee Take this year’s successes as a challenge for a better year for next year’s committee. Work out strategies for input of new ideas by the newly expanded committee to ensure

I also attended UN day and was very impressed with the young lady who won the Peace Poster competition who gave a very confident speech and is only 13.

I attended district convention and was pleased to see the new young Ambassador trophy for the first time, unfortunately the winner wasn’t able to attend to collect the trophy but the miniature was presented to Dudley Lions as the sponsoring club. The trophy needed some additional engraving to it and so I need District to reimburse Marston Green & District Lions Club £28 for the cup bowl (£20) and band (£8). I shall be arranging to get the trophy to Dudley Lions.

I held a meeting with my committee to discuss “Taking Youth Forward” with a view to discussing what steps we can take to encourage more clubs to get involved in youth projects and to make them more relevant to both lions and young people. I apologise to Lion John Gray for not getting the result back to him, but will be sending a report so that it can be added to the 5 year plan.

As my YLiS officer Lion Barbara was unavailable, I attended a meeting with Mosely Lions and a representative from the local boys school to discuss Lions youth projects, they seemed very keen and were also going to pass on the information to the local girls school.

I also attended MD convention listen to last years Young Ambassador give and update on his project, unfortunately the current young Ambassador was unable to attend in person, but did send a video.

I visited 105M’s Young Ambassador Jessica Goulden, to support her, and complete all relevant forms for the MD Finals in Dudley West Midlands.

Jessica attended the MD Final February 20th to 22nd at The Village Hotel Dudley, West Midlands. She fully enjoyed herself and participated in all the activities with enthusiasm. Unfortunately she didn’t win the Final but gained valuable experience and further guidance to help her project, to sponsor young people to train as bereavement councillors, develop. The winner was Orla Jackman from 105I, a very worthy winner from Tullow, County Carlow, she had raised over 80,000 euros in the last four years to help Childhood Cancer in Ireland.

I attended the MD Young Ambassadors Committee meeting on 22nd February where dates for next year were initially agreed. The next MD Young Ambassador Committee meeting is on 12th

September 2015 at MDHQ, and the MD Young Ambassador Final will be held the weekend of 19th to 21st February 2016, at The Village Hotel, Dudley, west Midlands.

I attended District Youth Committee Forward planning meeting in March, to discuss the way forward with all activities youth in 105M.

I attended District Convention 20th to 22nd March, unfortunately due to family commitments Jessica was unable to attend, she sent her apologies and The President of Dudley Lions, her sponsoring club, collected her replica trophy. Warwick possible new clubAfter meeting with possible new members 22 at one stage – they have decided not to join Lions. A name had been agreed a formation meeting planned for June 1st – I had filled in 20 new membership twice / RC Henry, ZC John and I had attended 4 meetings.But they would not accept that it takes time and some of them had been discussing this with the Warwick Club for months.A great pity but rather a failure now that in 6 or 12 months time.

Now we must rebuild the existing Warwick Club

We still have both new locations and indeed locations were clubs have folded years which could be reformed – and were Lions service to the community is requiredHelp from local clubs are required there are many experienced Lions in the District who could help.Certainly Leamington Spa, Coleshill, Atherstone, Henley in Arden and numerous Districts in the City of Birmingham and northern areas of 105M fit into this category

Funding will be set aside for every Region to try and for new club but in each a team will be required.

On 12th April we held a Certified Guiding Lions workshop this was mainly to refreshThose who have completed their three years as guiding lions we now have 10 who areUp to date and will await the incoming DG to allocate them a club or help in forming a new club.

We have now completed four workshops for incoming Region and Zone Chairpersons, Presidents, Secretaries and Treasures. The feedback from those who attended was very good.So far the numbers of delegates have been very low and this I feel rather disappointed with and hope the next date 23rd May for Presidents, Secretaries and Treasurers will be better attended. Can District Officers please confirm their attendance at the workshop on 30th May as soon as possible? The team have worked extremely hard and I thank them all for their commitment.A special thanks to June who has been a great partner to work with.

We have candidate for the Lions Leadership Institute that was held on 11th and 12th April Congratulations to Chris Burrows.

As a guiding lion together with June we have been working hard in supporting Evesham Vale and Pershore Lions Club.Helped with Two Bucket Collections they now have some more funds in their Welfare Account.This week are delivering and collecting100 packs and hope this may attract some new members for the club.On 13th June plans are in place for an “Evening of Music with Debbie Miles” to be held at the Bengworth Club in Evesham ticket are £3 each and there will be raffle prizes on the night.Please can you offer your help as there are only three members and we need some lions to help on the door and selling raffle tickets, please let either June or myself know if you can help the club please.I have to say that without Lion Clive Thomas and his Family with their help we would not be able to put this event on. Several meeting have taken place between myself and the GL team (17th January, 19th January, 11th March and 1st April). These were primarily to update members and to discuss plans for workshops for the incoming club and district officers and to ensure agreement of what format these

should take.

I am also pleased that Lion Paul Murphy has been coopted to the team of presenters.  He will be a valuable member of the team.

Unfortunately no follow up meeting took place for Zone Chairmen as no date was agreeable for all. Hopefully, any points for discussion will be dealt with at the pre cabinet meeting in May.

I presented a New Members session in Stourbridge and Sandwell on 30th and 31st March.  Both sessions were successful and positive feedback was received from those attending.  There are still clubs looking for this presentation so I will continue to offer the programme to clubs.

On 11th March I attended the Long Range Planning meeting at MDHQ, chaired by 2nd VDG John Gray.  I found this interesting and informative.

On 12th April I attended a CGL Workshop run by Lion Phil White.  We should now have a few more Lions able to assist with new clubs and those needing support.

On 26th April I presented, along with Lion Cath Kendall, the first of this year's workshops for those taking up positions in the year 2015/16.  Six Zone/Region Chairs attended a very lively session which also featured presentations from DG Elect Heather Jeavons and Lion Andy Pemberton.  

EVESHAM VALE AND PERSHORE LIONSThe club continues to struggle with only 3 members and a president who seldom attends the meetings and is unable to to support the club sufficiently.

I did take part in a bucket collection at Tescos, Evesham on Saturday 2'7th February.ACTION PLANNED BEFORE NEXT MEETINGWorkshops are planned to take place as follows:2 May. DECISIONS REQUIRED:1. Seek approval from Cabinet for a redrawn Budget for 2015/16, following the decisions taken

at the March 2015 District Convention.JUSTIFICATION FOR DECISIONS:

1. At the District Convention of 20th March 2015 Convention rejected the draft budget which was based on a proposed reduction to District dues of £2 per member.

2. The rationale for the decision of Convention was that Convention wished the District to instead use the funds to invest in a substantial membership retention and recruitment programme during 2015/16.

3. Accordingly, the Membership committee submitted a detailed request for funding of an intensive membership programme for 2015/16 which was considered by the F&A committee, and the draft budget has been recast to allocate £10000 to Membership activity for 2015/16. This is substantially funded by not implementing the proposed £2 per member reduction in dues, and the balance is proposed to come from using the surpluses which have arisen in recent years and been added to reserves.

Admin AccountAt this time of year District Convention accounts are soon to be due and of course as we near the end of the year District officer expenses are due to be claimed .May I remind officers that, the first cabinet meeting in the New Year is the last date to claim last year expenses for 2014-15. Charity AccountA trustees meeting at District Convention approved the 2013-14 Charity Accounts.Clubs also need to be reminded to send copies of club charity accounts for 2013-14 only 8 received to date.Please see attachments on M Charity International commitments.In order to complete the water projects In Kenya & Liberia clubs need to be re circulated with the appeal list. This also applies to the North Sea project for 2015-16 where we have already been requested to fund .Sight Savers no longer have eye camps ,info to be obtained on revised arrangements.

I have repeatedly requested the President of Birmingham Edgbaston Lion Randhir Sahota to sign and send me a copy and he first stated that he had posted it on the 20/04/2015 it never arrived. I then contacted him again by email and attached another Statement which he then replied that he was having a problem printing it. So I sent another email this time putting a pasted copy as the main body of the email. Still I have had no reply.Therefore if I exclude Birmingham Edgbaston from the 56 clubs in our district I have had a 100% response.ACTIONS PLANNED BEFORE NEXT MEETING:I have been informed by the 105MD H&S Officer Lion Brian Dickety that we should get all clubs to sign this statement every year due to the change of Presidency and in some cases the Club H&S Officer. Although I do not understand why it seems such a chore to print a copy, sign it and send a copy to me I am going to make the following suggestion to all clubs in the district. That every club have on their Agenda for the first meeting of the Lionistic Year a copy of the “Statement of Intent” ready to be signed by the President and H&S Officer. This can then be sent to me by either email or posted.I also made the request that perhaps this suggestion be incorporated into the Club President and Club Secretary Workshops.

ACTIONS TAKEN SINCE LAST MEETING:I attended Convention on 21st March 2015.

Since the last Cabinet meeting, I have completed DBS checks in respect of members of Malvern Hills, Kenilworth, Rugby Rokeby and Sandwell Lions Clubs. Arrangements are in hand to renew applications for members of Corby & District Lions Club on Thursday 14t May 2015.

The Council of Governors have approved the following

1. Transport ProtocolExtends the Multiple District Safeguarding Children and Vulnerable Adults Policy by setting out the requirements that should be met to protect MD105 as an organisation, its members and those children and vulnerable adults to whom the policy applies.

2. Vulnerable Beneficiaries PolicyThe policy arises from The Charity Commission in England and Wales and concerns the appointment of Trustees in relation to “regulated Activity” status. The policy also identifies issues as being higher risk and must be reported.

Both the Transport Protocol and the Vulnerable Beneficiaries Policy have been downloaded to the MD and our District web sites.

The Governors also approved

3. Safeguard Board, its panel members and responsibilities.

4. Young Ambassador Final - could be a “regulated “activity” if attended by child under 18 years and not accompanied by parent or guardian and staying overnight.

5. Cultural Exchange – requests for cultural exchanges for children (who have not attained their 18th birthday) are from time to time circulated to Districts and Clubs. The MD do not propose to conduct a suitability assessment on the responsible host person, which would require a criminal record check, as the definition of “regulated activity” is met. Agreements must be between both sets of parents and comply with national child safeguarding legislation as the Multiple District cannot be held responsible.

There has still been no MD VPO meeting.

Rugby Rokeby have confirmed that they have booked a flowerbed with the local authority.

Attended F&A meeting. I was unable to attend the second MD Committee meeting, but Lion Ron Cross attended.ACTIONS PLANNED BEFORE NEXT MEETING:Prepare a newsletter for distribution by the Webmistress.Try to fix dates for Zone Meeting visits during the next Lionistic year.Attend the next MD Committee meeting.

Hopefully we shall be able to rebuild Warwick Club.

I have consulted with Andy Pemberton who has assured me that to the best of his knowledge there are no likely immediate changes in the structure of Zones/Regions in the multiple district

Completed visits to all Zones

Made various other visits to Clubs and events to broaden my understanding of the variety of work, service and fellowship across District 105M

I have also redrafted more sections of the LRP to reduce the number of pages and in an attempt to make it more user friendly

There are 2 areas where support still has not been forthcoming to any great degree:- Building an inventory (what have they got to hide?!) All Committee Chairs and Portfolio holders were emailed offering them the

opportunity to contribute their plans and targets for the LRP document but not one committee has responded to date and only one individual

As part of the latter I have met with the Department of Media Culture and Sport, ITV and The Young Gamblers Educational Trust as well as attending MD Lifeskills, Centennial and Council Advisory Committee meetings.

As IPDG I represented the district and LCI at Shirley Lions Charter in Southampton.

In 105M we have a lot of clubs with small membership under 10 who we are helping to rebuild and

costs are mounting, we require help from Senior Lions.

Remember LCI joining fee can be automatically reclaimed from the District Treasurer for clubs with 15 members or less.

Pay the account when received from Oakbrook and then ask the District Treasurer Brian Burgess for repayment – its only $25.00 but every little helps.

ACTIONS TAKEN SINCE LAST MEETING:Since the last Cabinet meeting it has been very busy with many highlights. Joy and I have continued with club visits and attended charter anniversaries which we have thoroughly enjoyed. We have also visited Coventry Godiva Leo’s club, attended many Lion’s events from quizzes to St. Georges celebrations including the District skittles final. Also attended a visit to Fisher House at the Q.E. hospital site and their work with injured service personnel and their families.It was a real pleasure to attend United Nations day at Westminster followed by dinner with the International President.

The greatest highlight though was of course our District convention which was a fabulous weekend and thanks to all those who contributed to making it a success. Particular thanks to Sandwell Lions

club for their organisation skills, enthusiasm and sense of fun. I would also like to thank the District Events officer, Sergeant at arms, District Secretary, District Webmaster for all their hard work and Lion Darren Blenkiron for organising the P. A. System and more.

Attended MD convention hosted by our District at the NEC, another great weekend, congratulations to Convention Host Chairman Simon and his team. The process of handing over to Heather is well underway as we prepare for the next Lions year.

In the meantime still 6 weeks to go! I would like to thank all the District officers for their hard work this year.
