However, the back streets of the area are not regularly swept or litter picked, causing the cleansing subcommittee concern over the provision for this. Matters Arising from Last cleansing Review in October 2014.

1. It was noted that cleansing operatives continue to fail to place waste bins back either as they found them or appropriately placed for residents to use and operatives to pick up.

Matters brought to the cleansing subcommittee after general council meeting

Wendy Shaw reported that LES operatives working at the Kelvinhaugh depot were abusing private parking off of Kelvinhaugh Street instead of having their own parking provision The subcommittee asks LES to take action on this point, and approach City Parking to provide their operatives with passes for during their working hours. - LES – E.Scanlon informs us that he is attempting to secure parking permits for his

employees, and accepts any support the cleansing subcommittee can provide, even a letter indicating the communities desire to see the employees provided for. In the interim, E.Scanlon will remind staff not to do this and asks for any evidence to be gathered should it continue.

3. A member of the public reported that the poor behaviour of operatives outside the Kelvinhaugh depot continues, including loud volume and inappropriate language. The cleansing subcommittee highlights this as a persistent issue and asks LES what action has been taken since this was last brought to their attention. - LES – E.Scanlon noted this occurance, and will remind all employees of their

obligations to the community to monitor their language and volume while representating LES. Should a particular employee be directly or particularly offensive,

E.Scanlon asks for a description, time and place. G.Carre asks that the community works positively on this and does not become hypersensitive as this could negatively affect the working relationship with LES.

Ideas for Long Term Plans and Cleansing Issues

1. The subcommittee wishes to find out what standards LES currently aims towards so they may adequately hold LES and the council to account.

2. The subcommittee proposes a monthly issue report for LES, to supplement and aid their operatives in identifying issues and avoiding excessive reporting mechanisms. This list should include; bulk uplift, poor operative conduct, litter sweeping required and bins requiring uplift. - LES requests that this list has the following information; time, place, day, any evidence

(i.e. photos), and reg plate of any vehicles on shift if applicable and possible. All information is optional, but ideally provides a clear picture of situation. E.Scanlon also notes that any member of the public or the cleansing subcommittee can report a problem directly and informally to the depot by phone. G.Carre offers the list as an alternative to persistent problems and allowing the cleansing subcommittee to identify problems that have wider causes, and gives members of the public anonymity.

3. Quilts and bedding are regularly dumped on streets outside student residences following student turnover. The subcommittee wish to look to bringing the student residences and charities such as shelter to provide donation bins for these quilts to help those who could further use these bedding items. - LES E.Scanlon is keen on this idea, and notes that there are other areas this could be

extended to. Perhaps the university could be included in discussions to educate those joining university in refuse separation, bulk uplift, and passing unwanted items on to those who need them.

4. The subcommittee wishes to encourage cleansing operatives to report issues they discover or note within the area and ask LES what can be done to increase intra-department reporting of matters that could be quickly resolved.- LES E.Scanlon is keen to see this increase, but notes there is a culture of “not-my-

problem” in some employees which hinders this.

5. It is noted that due to the poor arrangement of the bins in some backcourts, operatives fail to account for the amount of bins needed, and remove some bins as a result. This creates a shortage of bins, meaning waste is often overflowing in the remaining bins. The subcommittee wishes for operatives to cease taking any bins from backcourts and for a check of the bins required in an area to be conducted by LES.- E.Scanlon disputes this. He notes that some gangs do steal bins for scrap (and the bins

are the owners private property, not the councils) and residents should not delay in contacting the police to report it as a theft. Council operatives should not be decreasing the number of bins within an area.

Particular issues of note for resolution by LES

1. Waste transport issues between large galvanised bins in the backcourts off Lumsden street mean that waste is often strewn around following collection. This problem was noted previously and LES stated that operatives should sweep all dropped waste up. Residents notice this failing to happen and wish a better solution to the issue.

2. Alfies bar on Old Dumbarton Rd is noted to be serving food and disposing of food waste in a regular use bin, collected by LES on a commercial contract. The cleansing subcommittee asks for enforcement on this matter.

3. Alfies bar on Old Dumbarton Rd is noted to be allowing tables to be set up over the entire pavement without planning permission, and allowing smoking and disposal of cigarettes onto the street directly. The cleansing subcommittee asks for enforcement on this matter, from both planning enforcement and Community Safety Glasgow.

4. There is a Large Black bin on Lumsden Street that is regularly placed outside the Nisa corner shop. The cleansing subcommittee has investigated and found that this bin is not attributed to anyone. Furthermore, it is used by residents as a regular bin, resulting in overflowing waste regularly. The subcommittee requests LES investigate this matter and remove the bin if it is found to not be dedicated to a shop or commercial property.

5. Anticipated increased footfall within the Kelvingrove Park is causing major litter issues in Kelvingrove Square, Derby Street, Kelvingrove Street, as well as inside the park. The Cleansing subcommittee asks LES what is being done to increase provision for this and what action is being taken to rectify an annual problem. (Pictures a-c )

6. Bulk uplift has been stationary throughout the area for a number of weeks now. Example picture of seat in St Vincent Lane that has been placed now for 2 weeks. (Picture d)

LES GENERAL RESPONSES

1. E.Scanlon is very encouraged by the formation of the Cleansing Subcommittee and wishes to see a strong working relationship not just between himself and Derek Walker (Head of Kelvinhaugh Depot) but also between all cleansing operatives and the cleansing subcommittee.

2. The list of noted problems can act as an informal stage for the council to take action on easily resolved issues without a full formal response which is paperwork heavy. Should issues be unresolved continually, it can take up by successive authorities within the department before the cleansing subcommittee can place a formal complaint, to which LES has a policy of responding fully and formally in the same way they would to one of the city councillors. Should this list work, then it can be extended to other community councils.

3. E.Scanlon states that in the face of 5 years of a frozen budget and continual cuts to the cleansing department, he is keen to see the most out of the resources LES has. In that light, he wishes the public to report to either cleansing subcommittee or the depot any inappropriate behaviour or unauthorised breaks they witness taking place by council operatives.
