Dear Parents and Guardians,

Enclosed you will find the Student/Parent Information Handbook and the School Code of Conduct. This Handbook contains a list of items that are considered policy for South River Public School. Please pay particular attention to our Safe Arrival Policy. If school is already in session, please do not drop your child off at the school. They must enter through the front doors and check in at the office so that we know that they are safely at school.

The operations outlined in this document are based on the most recent advice from Public Health officials as of August 20th, 2020. The health and safety of students and staff remain the top priority in all decision making. Our plans for a return to school are flexible, recognizing that given the unprecedented nature of this pandemic, they too will need to readily adapt to new information. The information contained in this document is subject to change based on the guidance provided by the Ministry of Education (MOE); and current and updated information from the North Bay Parry Sound District Health Unit (NBPSDHU). It is the expectation of the Near North District School Board that all members of the school community comply with any and all strategies outlined in this policy to help limit the spread of COVID-19 and support the health and safety of the school community. Refusal to comply with these strategies is considered detrimental to the physical and/or mental well-being of other students and staff members within the school.

Duty to Exclude: Under the Education Act, principals have a duty to refuse to admit to the school or classroom any person whose presence in the school or classroom, in the Principal's judgment, would be detrimental to the physical or mental well-being of students in the school. Students refusing to comply with the strategies outlined in this policy will not be admitted to school premises.

Our schedule will provide students with 2 large 120-minute Instructional Blocks and one 60-minute Instructional block. The first two blocks are followed by two 40-minute nutrition breaks which include 20 minutes for a healthy, nutritious lunch, and 20 minutes for active, outdoor play.

Nutrition Breaks There are 2 nutrition breaks of 40 minutes each. Twenty minutes will be for eating and the other 20 minutes will for playing outside. Students are usually pretty hungry by the time 10:40 a.m. rolls around and are ready to eat more than just a snack. Please pack TWO nutritious meals. Try to include fruits/ vegetables, grains and protein to satisfy their hunger. At 1:20 p.m. students are ready to eat a nutritious meal again. Our Student Nutrition Program provides healthy snacks every for those who require more to eat, at both breaks.

Please do not send the following: items in: knives to cut food, glass containers, energy drinks, caffeinated drinks, pop, or food that requires heat to prepare.

School Ground Supervision

Walkers and Bikers

If your child walks or bikes to school in the morning, they are not permitted on school property before 8:25 a.m. Schoolyard supervision does not begin until 8:25 a.m. At 8:25 a.m., the crossing guard will safely guide students across Ottawa Street to the schoolyard where there will be staff on duty.Please note the crossing guard is not responsible for supervising your child, but to ensure their safe crossing. Students who arrive early to cross are not the responsibility of the crossing guard.If you walk your child to school, please drop them off at the bike racks near the field. Parents/Guardians should not be present on the playground.

Students who ride bicycles, scooters, skateboards, inline skates etc. must wear a helmet. For safety reasons, these wheeled modes of transportation must not be used on school property at any time. The school will not be responsible for damaged or stolen property. Students are encouraged to lock them up.

Bussing Students are reminded that riding the bus is a privilege. Rules are developed by the school, the Near North District School Board and the bus companies to ensure the safety and comfort of everyone. Parents are asked to go over the accompanying policy regarding bus discipline protocol, with their children.

Under the Education Act (Section 23 (4c) of Ontario Regulation 298) the following statements will govern Board-provided transportation:

1. Bus passengers are not allowed off the bus except at their regular stops unless approved by the Principal.2. On the bus, the bus driver is in complete charge of the passengers.3. Infringement of bus rules will be reported directly to the Principal or designate, by the bus driver.4. For serious violations, bus reports will be issued and the school will contact parents.5. Continued violations could result in suspension of bus privileges.

CODE OF CONDUCT RELATED TO BUS TRANSPORTATION

1. Follow the directions of your bus driver2. Be at your bus stop five (5) minutes before your pick up time3. Stay seated at all times, when the bus is in motion4. No smoking, eating, chewing gum or foul language5. Infringement of bus rules will be reported to the principal by the bus driver6. For serious violations, bus reports will be issued & parents will be contacted7. Continued violations could result in suspension of bus privileges

TRANSPORTATION DISCPLINE REPORTINGWhen there is an incident on the bus that contravenes the bus policy, the bus driver is required to document it on the proper form and forward it to the school office to investigate. The following steps will be followed when a student has been reported to be in breach of school bus policy:

1. 1st Incident: Student will receive a warning by the bus driver.2. 2nd Incident: Student is assigned a designated seat by the bus driver.3. 1st Report: Parent(s) are contacted, and a copy of the report is sent home for

them to sign & return to school.4. Further Reports: Parent(s) are contacted, and a copy of the report is sent home

for them to sign & return to school. Bus privileges are suspended.

Please let the office know if your child will not be taking their bus home at night. We have a note that we give to the bus driver indicating the change.

PERMISSION REQUESTING THAT CHILDREN BE ALLOWED TO RIDE A BUS DIFFERENT THAN THEIR ASSIGNED BUS WILL NOT BE GRANTED BY THE SCHOOL. ANY CHANGES IN TRANSPORTION MUST BE PROCESSED BY STUDENT TRANSPORTATION SERVICES.

Student Transportation Services Data:

School bussing information is now available on the Transportation website at www.npssts.ca. Use your Ontario Education Number (found on report cards), home address (number), school, and grade to sign in through the Student Login on the Eligibility website. For all information changes please visit www.npssts.ca.

ADMINISTRATIVE GUIDELINES

All South River Public School policies and procedures are in accordance with the Near North District School Board Administrative Guidelines and the Education Act and Regulations of Ontario. Please feel free to consult the NNDSB Administrative Guidelines when in need of information or clarification on school and board related issues.

All administrative guidelines can be accessed online via the board website at www.nearnorthschools.ca

AttendanceAttendance is an essential part of the learning process and is one of the keys to student success. Students who are frequently late and/or absent find it difficult to understand concepts due to gaps in learning, they often find it challenging socially-emotionally and it can slow down instruction for all students.

Please note that there are only 187 days this school year. For your child to gain educationally and grow individually, regular and punctual attendance is a must.

Lates

If your child is absent or late for legitimate reasons (i.e. medical, music lessons) please forward appropriate documentation for our records. If there are other reasons in which we can support you or your child, please communicate with us to establish a plan.

Safe School Arrival Check:

If your child is going be absent, late, or is being picked up sometime during the day, please phone the school (705) 475-2325 to inform the office. If you reach an answering machine, please leave a message. If we don't hear from you and your child is away, it is a Ministry mandated policy that we call home to verify your child’s absence. Your cooperation with this school initiative is important and ensures the safety of all students.

If you drop off your child during class time, they must report to the office to check in. If you are picking your child up during the day, they must exit through the front door after letting the office know of their departure so we can keep track of children and keep them safe. ALL PARENTS ARE ASKED TO SIGN IN AT THE OFFICE. Knowing who is in the building at all times, adds to the security measures we have in place. Thank you!

Picking up Children After School In order to guarantee proper arrangements after school, please call and speak to Mrs. Smith BEFORE 2:30pm. Please do not leave messages regarding pick up on school related social media sites. This is our busiest time of day and we cannot promise messages will be received or the phone answered between 2:30 and 3:00pm. We also kindly ask that you do not pick up your children between 2:45-3:00 to avoid congestion in our main hallway and so that we can keep the safety for all of our students at the forefront.

At the end of the day, please wait for your child at the east-side entrance closest to the church. A staff member will always be on duty at that door. It is great to have families come to pick up their children after school. However, visitors are not permitted in the hallways. Teachers are not available for conversation at dismissal time. If you would like to talk to your child's teacher at another time of the day, please make an appointment by writing or calling the office.

CustodyUnless a court order specifically states otherwise, both parents have access to their child and to information concerning their child’s progress at school. It is the responsibility of custodial parents to ensure that the most recent copy of any custody order or agreement, which restricts the access of the non-custodial parent, is on file at the school. It is imperative that a current schedule of shared custody be provided to the school in the event that transportations arrangements vary.

Inclement Weather Procedures At times, freezing rain, snow or cold temperatures can interfere with the operation of school buses. Bus operators in our area collect information on road conditions and when conditions warrant delays or cancellations, the bus operators will contact the school board staff who will then notify radio stations of the decision. The announcements should be on the radio soon after 6:15 a.m. Bus cancellation information can also be obtained by linking to the Student Transportation Services’ website www.npssts.ca or via the Near North District School Board’s website www.nearnorthschools.ca. When bus transportation is cancelled schools remain open. Parents/guardians may transport their child to school but must remember that it is their responsibility to pick them up at the end of the school day. A parent’s decision to keep their child at home due to inclement weather will be respected.

Head Checks Pediculosis checks will not be conducted at school this year due to Covid-19 protocols. Families will be referred to the Health Unit. In a regular school year, a pediculosis check w i l l b e c o n d u c t e d throughout the school year as necessary. It is mandatory that once nits or head lice are detected in your child's hair, you will be contacted immediately to come and get your child. At home, your child is required to receive a treatment and once treated, they may return to school. At that time, your child will be checked before being permitted to return to the classroom. The occurrence of head lice is not a reflection of dirt or cleanliness standards at home. Please encourage your child not to share hats, helmets or h a i r b r u s h e s . Head checks will continue to be done periodically throughout the school year.

Allergies: Nut Free/Scent FreeBecause we have several children or staff who could potentially have life-threatening reactions to the minutest amounts of peanuts and other nut products, the Near North District School Board requires that all parents and students refrain from bringing peanut or nut products to school. This includes peanut butter substitutes like Wow Butter. (This is Board policy –we understand that they do not contain nuts, but we do not want to give the impression that nut products are allowed because they look so similar, despite the identification stickers. The only products containing Wow Butter that are allowed include Bear Paws and individual packets of Wow Butter, because they are sealed units. We thank you for your cooperation) Please also note that the NNDSB encourages that our buildings be scent-free as well, so we ask that students and parents refrain from wearing heavy perfumes/scented products in the school.Near North District School board supports a scent-free environment. We also have staff and students in our building who are affected by heavy perfumes, deodorants and detergents. Older students are asked to refrain from aerosol and spray deodorants after Phys. Ed. class (i.e. Axe.)

Administering Medication When a student requires the administration of medication during school hours a special authorization form must be completed and signed by the doctor and parent/guardian. These forms may be obtained from our school office. Please do not send medication in with handwritten notes or without having this authorization completed.

Administering Emergency Medication (e.g., EPI-PEN)The Near North District School Board’s Emergency Protocol requires the collection of information from a doctor and the parent, complete with signatures, in order to administer medication to a child in an emergency situation. If your child has a severe, diagnosed allergy or medical condition that may require the administration of emergency medication, please ensure that all forms are completed and returned to the school.

Student Accident Insurance Medical coverage is available to students through a Student Accident Insurance Policy. Students Accident Insurance would look after most of or all of any medical or dental expenses. The Near North District School Board, under its Administrative Guideline: Risk Management for Out-of Classroom High Risk Activities recommends the purchase of this insurance. The cost is minimal as it can be purchased for as little as $3.50 for the school year and some benefit plans can provide protection 24 hours per day on an annual basis, even in the summer. Your child will be bringing home an enrolment package . Please note that enrolment into the Plan can take place at any time of the year, not just in September. The Student Accident Insurance Policy is optional.

Communication Edsby is the preferred communication tool between school and home. Please request an invite to access your Edsby account. This account stays active for as long as your child is a student with the NNDSB. Primary level students may use a pouch with a zip closure for carrying books, papers and communication items between home and school. Some teachers may also provide newsletters and emails to let you know about upcoming events or classroom updates. It is important for you and your child’s teacher to discuss how and what time of day works best to discuss your child’s progress at school.

Communicable Diseases and Injury at SchoolIf a student is injured or becomes ill at school, a parent or alternate will be contacted assoon as possible. Assistance will be provided for injured students until a parent ordesignate arrives. Please ensure that emergency contact and health information is kept up to date during the school year. It is our belief that every child who is well enough to be at school will benefit from being outdoors in the fresh air during breaks in the school day.The North Bay and District Health Unit has provided the following link: http://www.myhealthunit.ca/en/partnerandhealthproviderresources/Infectious-Diseases-in-Schools.asp . If your child contracts any of these diseases, please notify the school. Under law, the principal must exclude pupils with reportable communicable diseases from school, unless there is no risk to others.

Library BooksTextbooks, library books and other loaned materials are a precious commodity in our school. A replacement cost will be charged for any lost or damaged school property. Mrs. Fry will once again be our librarian. The day set for her to visit the school will be communicated to families.

Lost Items, No ToysIt is amazing the amount of clothing and footwear that is collected in the Lost and Found box. If your child is missing clothing items throughout, please encourage them to check the Lost and Found box. We highly recommend that clothing and footwear be labeled. We also want to discourage children from bringing personal toys to school. Many timesthese toys go missing or are taken from school bags. The staff at South River P.S. will do their best to try and recover the lost items; however, we are often not able to solve the problem. The best solution is to make sure your child does not bring valued toys and personal items from home.

Online Payment Option-SCHOOL CASH ONLINESchool Cash Online offers parents the convenience of making online purchases (i.e. pizza, field trips, spirit wear). It is a safe, secure and convenient way to pay for goods at school. Further information is provided in a separate attachment.

Physical EducationLike every other subject, all students are expected to participate in Physical Education, unless suffering an injury. Students are required to wear proper clothing (proper footwear and loose-fitting andcomfortable clothes). All students must wear indoor, non-marking shoes in the gymnasium. Any further guidelines that apply based on grade level, will be sent home by the physical education teacher.

School Trips

Curriculum related trips and sporting events are designed by teachers to extend classroom learning. To be eligible for these school trips, students must provide evidence at school that they can be counted on to consistently follow rules before being considered for inclusion in any off-site activities. Parents may be asked to attend trips with their children. Parents are required to complete the necessary board-approved consent forms in orderto ensure their child can participate. Parent(s) and/or guardian(s) are encouraged to contact the organizing teacher or the Principal if the cost of any school trip prevents their child(ren) from taking part.

Dress Code Students, staff and parents are expected to support a safe and inclusive learning environment where clothing is appropriate and not overtly revealing or offensive to others. Clothing/accessories worn at school or at school activities should be appropriate for the weather, the activity/event and not contain inappropriate printing or pictures. Inappropriate messages are those that promote alcohol, cigarettes, violence, drugs or contain sexual innuendoes, unsuitable language or racial slurs.

Students are expected to dress appropriately for school, with regard to the following:

· No inappropriate or offensive T-shirt messages (no alcohol, sex, drugs, racial slurs, or unsuitable language)

· Shirts with draping armholes (e.g. muscle shirts), crop tops, cutouts in clothing, see-through clothing, bathing suits, backless tops, backless dresses permitted.

· Spaghetti straps on clothing must be age-appropriate.

· Shorts and skirts must be age-appropriate in length. Tops and bottoms must overlap.

· Accessories or jewelry cannot be distracting or perceived as a weapon. Neck wear should be constructed of breakaway material, or preferably not worn at all.

· We are a scent-free school. Perfume and cologne or heavily scented products (deodorants, sprays, sanitizers that do not meet alcohol content requirements 70% ethyl alcohol, etc.) are not permitted.

· Indoor shoes, appropriate for physical activity, should be worn in the building; at all times. Proper athletic shoes must be worn for Physical Education classes and sporting events.

The principal reserves the right to interpret and apply school expectations and standards relating to dress. A student may be required to change, cover, or call home for delivery of something else to wear.

Use of Technology Expectations

To help ensure students can focus on learning, the Provincial Code of Conduct has been updated to address the use of cellphones and other personal mobile devices during instructional time. School boards, School Authorities and Provincial and Demonstration Schools must establish a code of conduct that is consistent with the Provincial Code of Conduct effective November 4, 2019. http://www.edu.gov.on.ca/eng/safeschools/personal-mobile-devices-in-school-parent.pdf

We are fortunate here in the NNDSB that our students have access to technology on a regular basis for educational purposes. Each child will be expected to sign an NNDSB Acceptable Use of Technology form before accessing any technology or Internet at school. This is to ensure safe and respectful use of this privilege. This includes the use of cameras and videos, which can pose a confidentiality issue, or if they are accessing sites and information for personal use or using social media in a hurtful or harmful way.Other expectations for technology use include;

1. Students do not use the computers for chat lines, gaming, or to view offensive material on the Internet that promotes discrimination, vulgarity, racial, sexist or discriminatory materials.

2. Classroom use of any technology is at the teacher’s discretion. Accommodations to student learning should be documented in a student’s Individual Education Plan (IEP).

3. The school is not responsible for the loss or damage to technology items that a student chooses to bring from home. It is best to leave personal devices at home.

4. Personal electronic devices should not be brought to school. We realize students may carry a cell phone to stay in contact with home. Cell phones must be kept in your child’s backpack and/or locker for the entire day and may not be removed while at school. They should not be taken into class, used during nutrition times, in the bus line, or on the playground. Classroom use is at the teacher’s discretion.

If students have a cellphone when not permitted the following occur:

i) the student will be asked to put the device in the basket on the teacher’s desk

ii) the student will be asked to turn the device into the main office for pickup at the end of the day

iii) if the student refuses to hand over the device or has had to leave the device at the office more than once, the parent/guardian will be asked to come to South River Public School to pick the device up.

5. All phone calls home should be made through the office.

6. The school is not responsible for the loss or damage to electronic items

7. Students who breach the confidentiality of another student, (i.e. pictures or videos) use social media in a negative manner or access site information not for educational purpose and/or disregard expectations for accessing technology will be subject to progressive discipline.

Technology refers to devices such as cell phones, iPads, computers, etc..

CASL (Canadian Anti-Spam Legislation)The Near North District School Board and its schools are working towards compliancewith Canada’s Anti-Spam Legislation (CASL). Please be aware that we require yourexpress consent to send you electronic messages. If you wish to receive electronicmessages from the school, please complete our consent form, which can be downloaded at www.nearnorthschools.ca/casl or obtained by contacting the school office. You may withdraw your consent at any time, by sending an email (from the address you wish to unsubscribe) to [email protected]. Please be aware that if you choose to unsubscribe, or do not return a completed consent form to your child’s school by September 30, 2020, you will not receive any email messages from the Near North District School Board or its schools.

The South River Public School Code of Conduct has been established by the staff and School Council to reflect the provincial and board codes of conduct. South River Public School is committed to:

Ensuring that all members of the school community, especially people in positions of authority, are treated with respect and dignity;

Promoting responsible citizenship; Maintaining environments where conflict and difference can be

addressed through respect and non-violent means; To encourage the use of non-violent means to resolve conflict; Promoting the safety of all persons in the school; Discouraging the use of alcohol and illegal drugs and, except a medical

cannabis user; To prevent bullying in schools.

School Staff Members:

support the leadership of the principal in maintaining the order and consistent disciplinary practices in the school;

Students:

come to school prepared, on time and ready to learn; become familiar with the Code of Conduct and school rules, exercise self-discipline, are courteous and accept such discipline as

exhibit cleanliness in person and habits; show respect for school property; show self-respect and respect for all others including those in

authority; refrain from bringing anything to school that, in the judgment of the

principal, may compromise the safety of others; refrain from using profane language and dress in accordance with

school policy and; follow the established rules and take responsibility for personal

actions.

Parents/Guardians:

show an active interest in the child’s school work and progress; communicate regularly with the school; help the child be neat, appropriately dressed, and prepared for school; ensure that the child attends school regularly and on time; work with the school and/or attendance counselor as appropriate to

address the child’s attendance problems; report promptly to the school, the child’s absence or late arrival; become familiar with the Code of Conduct and school rules, and sign

and return the notification from the principal to the school at the beginning of each school year indicating that the Code of Conduct has been read and understood;

encourage and assist the child in following the rules of behaviour and; assist school staff in dealing with disciplinary issues. treat all school staff with respect and dignity.

ACCESS TO SCHOOL PREMISES

Persons who are on school premises without being authorized by the provincial regulation “Access to School Premises” have committed an offence and can be charged under the Education Act (s. 305). Persons who are permitted on school premises include:

pupils enrolled in the school parents/guardians of enrolled pupils persons employed or retained by the Board persons engaged in lawful purposes (e.g. deliveries, voting, other

Board-authorized purposes) persons invited by the principal/designate for a purpose or an event

Authority to be on school premises does not entitle a person to have access

to all areas of the school premises. Boards have the authority to lock the school premises when the premises are not being used for a purpose authorized by the Board. If in the judgment of the principal/designate, that authorized person’s presence is considered to be detrimental to the safety of another person on the premises, the authorized person may be asked to leave the premises.

School visitors, including parents, must report their presence to the office. A person is not permitted to remain on school premises if he/she fails to report as required.

PLAYGROUND SAFETY RULES

1. No pushing, tripping or fighting. We have a “HANDS OFF POLICY.”2. Take turns.3. Students must wear shoes at all times. No socks or bare feet

allowed.4. In case of injury –DO NOT MOVE THE PERSON. Report to supervisor

immediately.5. No throwing sticks, sand, stones, pinecones, snowballs or other

objects.6. No eating while engaging in physical activity.7. Garbage to be placed in receptacles outside.8. Ask permission to get a ball if it goes over the fence. No climbing!

Use gate or go under.9. No piggyback rides or lifting of other students.10. Students must be given permission to enter the school by a

teacher.

Playground Equipment Rules:

1. Follow teacher guidelines for maximum number of students and age levels permitted on play equipment or in specific playground areas. Students may not run around play equipment.

2. Skipping ropes or other ropes or strings are not permitted on the playground equipment.

3. No scarves, loose clothing or helmets are permitted on equipment.

4. No hanging upside down or jumping from climbers.5. No running around play structures

SUSPENSION AND EXPULSION POLICY

The Near North District School Board’s policies and related administrative guidelines addressing suspensions and expulsions provide direction for its schools and take into consideration consistency, clarity and procedural fairness, while treating suspensions and expulsions as necessary options on a continuum of progressive discipline procedures. The primary purpose underlying the implementation of all disciplinary measures is to achieve a positive consequence for the student and the school. Progressive Discipline is a non-punitive, whole school approach that uses a continuum of corrective and supportive interventions, supports and consequences to address inappropriate behaviour and to build upon strategies that promote positive behaviours.
