Our Mission StatementThe Pea Ridge Fire Department is committed to protecting the people and property within our community. We will be responsive to the needs of our citizens by providing rapid, professional, humanitarian services essential to the health, safety and well-being of the community. We will accomplish our mission through prevention, education, fire suppression, rescue, emergency medical services and other related activities. We will actively participate in our community, serve as role models and strive to effectively and efficiently utilize all the necessary resources at our command to provide a product deemed excellent by our citizens.

What to Expect in Your First Year?Regardless of your prior firefighting/EMS experience, your first few months to year in the department are going to be a time of adjustment. Any new member will need to spend time in the beginning getting use to how our department operates, vehicle familiarity and capability. Like all fire departments, we have our own traditions that we are partial to and like to keep around. All volunteer members are expected to provide the appropriate response for available manpower necessary for the incident at hand.

Our department consists of a vast array of firefighters from the surrounding area with all levels of experience and knowledge. We are a combination department, meaning we have dedicated at least two personnel to cover 24 hour shift rotations but still rely heavily on our volunteer members to supplement the man power during times that require a larger response. We have a wide base of experienced people that are Medics, EMTs and First Responders up to including new members that have little to no experience.

The information contained will give you a good start of how our department works. You’ll learn who to go to for gear problems and who’s in charge of training, how our reporting system is used, familiarity with shift schedules, utilizing chain of command, getting familiar with our protocols, procedures and department policy, and a lot more.

Don’t be shy – ASK QUESTIONS!!!!

As a new volunteer, it’s important to get to know our trucks, their capabilities and where we keep all equipment. You will be issued a firefighter task book to get you through your first year. If you get to a training meeting early or just want to stop by to become familiar, spend a few minutes opening each compartment and seeing what’s in the trucks. If you don’t know what something is or what it’s used for ASK!! You can never be too familiar with a truck. You should become familiar with the layout of our

New members Overview: If you’re new or inexperienced in the fire service, we want to welcome you to our fire department. There are many positive opportunities awaiting you in the fire service. This will require a lot of dedication in the form of time and energy, time away from family or missing some family events.

You will be given a Fire Fighter Probationary Task Booklet to get you through your first 12 months at the fire department. You will be required to take various instructional classes throughout your probation period including Intro to Fire Fighting and Personal Protective Equipment. Wild land Fire Fighting and other Arkansas Fire Academy (AFA) classes will be taught throughout your first year and you are expected to attend them. Everyone is required to become at least Fire Fighter 1 certified with Emergency Medical Responder (EMR) certification and you are strongly encouraged to become Fire Fighter II with EMT certification as soon as you can. There will be many other requirements for department meetings, attendance requirements for responding to calls, special training sessions that you will need to participate.

All training will be provided by the fire department at no cost to you. Most of the training classes are held at our main Fire Station 1 or an affiliation department. If your schedule allows, there is a good fire science program at NWACC as well as (EMR) First Responder or EMT courses that you can take to fast track yourself to Fire Fighter II/ EMT level. The EMR class will be taught on a yearly basis at a local Fire Department or you can attend the class through NWACC.

All training done by our department is accredited and accepted by Arkansas Fire Academy (AFA) in Camden, Arkansas through SAU Tech Fire Fighter program. We began a 24-week Benton County fire training program that will utilize the fire fighter chapter program designed to get you to Fire Fighter II level testing. This is geared to our volunteer fire fighters that have limited time due to their work schedules. The program is taught outside the normal training nights and will use AFA training curriculum, regular review nights and hands-on sessions every 3 weeks or so.

Our department weekly training nights are held on the 2nd and 4th Monday of the month beginning at 6:30pm each session. You are expected to attend these meetings and meet minimum quarter requirements for training participation. This is good opportunity to learn and get to know the other members of the department. Make sure you get at least one turn doing the skill at hand. New members tend to hang back waiting for people to tell them it’s their turn. Volunteer early and learn how to do it correctly during the drill where mistakes can be corrected early.

You will not have driving privileges on our apparatus until you:1) Have reached at least age 21 according tour current Insurance policy2) And Received the Emergency Vehicle Driver class3) Or obtain a sign off by an officer or other experienced apparatus driver with officer consent

Experienced members Overview:If you have experience at other fire departments, you will still need to get to know our department policies and procedures and its members. Copies of your current certifications for any existing medical and fire credentials, like Fire Fighter 1 & 2 certification, EMT/ Medic card and CPR will need to be placed in your personnel file as soon as you can get them to us. Please give them to Battalion Chief Cantrell or place in his mail folder so they can be documented and placed into your personnel folder.

You may be required to work an orientation day of at least one to two shifts with current department members to become familiar with our station and policies during an orientation period. This is your opportunity to become familiar with our equipment, apparatus, reporting system, box alarm areas, chain of command, mutual aid agreements, in-district response for fire emergency and MVC’s, etc. You may also be asked on occasion to provide training and instruction to other members of our department at the bi-weekly department training meetings for our first responders and EMTs.

Our station participates in the state LOPFI program. If you are a member on another department and would like to participate in our LOPFI, you will be required to attend and participate in our BI-weekly fire training meetings to be eligible and work engineer shifts.

Policy and ProceduresYou will be required to become familiar with the Pea Ridge Fire Department Standard Operation Guidelines (SOG’s). There are copies located in the office area including an electronic copy that is being updated on a regular basis and released each quarter. Please do not remove these books from the building. You may make copies of the pages for your personal use if needed.

ALS Medical Staffing Requirements:Our department provides ALS Medical services to our response areas. The EMS schedule is oriented toward providing critical 24-hour coverage, 7 days a week staffing that is mandated by the state. The Medic and EMT will be supplemented by our volunteer members for all incident calls. All volunteer members are expected to provide the appropriate response when available manpower is deemed necessary for the incident at hand.

The Medics and EMTs are expected to take the shift schedule seriously and maintain high regard to ensure the shift rotations are filled without loss of coverage. We cannot allow any lapse in shift coverage when providing ALS coverage due to state mandated laws.

Excessive tardiness, abusive re-scheduling or failure to report to duty may result in you not getting scheduled on the following month’s schedule or suspended/terminated or a reduction in shift hours.

It is expected that if you requested shifts and were assigned the date, you will fulfill those dates. It is your responsibility to find your own replacement if you need to alter your requested work schedule. You are responsible for finding the same care level or higher if you cannot fulfill your rotation. If you cannot find a replacement, you may be required to honor your request and work the shift.

Crew Assignments Expectations:Our department provides staffing for EMS Medical services required for 365 days, 24 hrs a day. In addition, we utilize an Engineer and an Officer position Monday through Friday during the week from 8:00 to 17:00.

The following outline will provide some guidance on the expectations for assigned duties for all paid crew assignments.

Office-In-Charge expectations:1) Ensure and facilitate appropriate response is provided for all crew assignments.2) Help facilitate completion for any special work projects3) May provide BLS response when our ALS unit is on another assignment. Utilize the Engineer

position and respond with 462 accordingly for BLS. Minimum 2 EMT’s on board.4) Facilitate and ensure daily duties of a clean station inside, outside or bay area are completed5) Ensure supplies are stocked and placed in appropriate area same day they are delivered. 6) Ensure daily truck checks are recorded and completed7) Assist with daily upkeep and cleaning of the station

Engineer expectations:1) Perform truck checks and record the inspection in the Apparatus Maintenance book2) Assist the Officer in Charge with any special projects that need assistance3) Assist the ALS crew with man power on all medical calls in district4) Provide immediate response for all in district fire calls with appropriate apparatus5) Provide mutual aid response to out of district calls when requested with appropriate apparatus6) Record any mutual aid fire calls, road hazard and in district fire calls in Image Trend7) Assist with daily upkeep and cleaning of the station

EMS Medical expectations:1) Provide primary care for all Medical incidents including medical mutual aid requests2) Assigned Medical Group for Pea Ridge in district fire calls3) Record all PCR & medical related calls in Image Trend before shift ends4) Provide feedback on out of stock or low quantity EMS supplies to Gairy Osburn or Captain Coker.5) Ensure Medic 461 is in service, adequate medical supplies, fuel (above ¾) and all portable

equipment is in working order and ready to roll at each shift change6) Paramedic to sign the daily shift change log book on the Ambulance.7) Assist with daily upkeep and cleaning of the station

In addition to the above shifts provided, Chief Baggett may be on duty at any time throughout the week. At any point, we may have full assignments staffed. The Officer in Charge & Engineer plus EMS medical assignment. On the weekend, we will have a skeleton crew of EMS Medical staffing.

Shift Rotation and SchedulingOur shift work schedule is set up to facilitate 12 or 24-hour shift rotation 7 days a week. It is staffed with two personnel consisting of (1) EMT and Medic or (2) Medics during each 12-hour shift. Each shift begins and ends at the 08:00 or 20:00 hour consisting of 12-hour shift rotations. The day shift begins at 08:00 until 20:00 and night shift begins at 20:00 until 08:00 the next morning. You are expected to arrive a little early for shift change over when possible. If you are coming off another shift and will be late, you are expected to communicate that to the Medic or EMT you are relieving as soon as possible as a courtesy.

A monthly rotation schedule will be made for the next work month during the first week of the current new month. A notification will be sent to all eligible personnel that work shifts as a reminder that it’s time to put in your availability dates during the last week of the current month. You are encouraged to use the online scheduler www.aladtec.com/pearidge to indicate what shifts and starting time you are available to work. The scheduler allows for future scheduling dates, so you do not need to wait until the last week of the month to put in your availability. All Instructions are on the launch page of the scheduler. It works best on a tablet or PC, but has limited mobile access to some functions. Any questions regarding the schedule or assigned work dates can be sent to Captain Cantrell.

Only one reminder will be sent out to you for shift availability during the open scheduling week. Please don’t wait until the last possible day to put in your availability. This causes the schedule to be delayed and is unfair to all the other EMS personnel that signed up when requested. If you do not respond, you will not be automatically assigned any open shift rotations and you will only get the write in days that are left available once the calendar is posted or you may not get any shifts if none are available.

During the first week of a new schedule release, adjustments may be made at this time. Every effort will be made to get you the shifts that you requested. If more than one person asks for the same day, you will be considered as an alternate contact for that shift and possibly contacted later if someone is unable to work that date. It is expected that you have made yourself available to work if you requested that date and are assigned to work it. It is your responsibility to know what shifts you are working. The online scheduler allows for text or email alerts for any shifts you signed up if you set that on your profile. It is your responsibility to find your own replacement if you need to alter your requested work schedule once it is posted. If you need to adjust your schedule, use the schedule shift GiveAway option and notify Chief Cantrell and then try to find your replacement. If you are not able to find a replacement, he can assist you in finding a replacement person. If one cannot be found, then you will be required to work the shift and honor your request commitment. A list of personnel phone numbers will be posted at the station on the bulletin board in the office area.

Any new Medic & EMT personnel coming onto a shift rotation may be required to work an orientation shift before you can be scheduled on any future shifts. This will be an 8 to 12-hour day shift (08:00a – 20:00p) that you work to become familiar with our station and equipment. Once you have completed your orientation, you will be eligible to work any future shifts.

For our new inexperienced members, you will need to fulfill your 1-year probation period or upon the recommendation of an officer or chief before working any shift schedules. You will need to be in good standing with the fire department, demonstrate the ability to drive and operate the apparatus proficiently, along with any other training & shift requirements.

Daily Work DutiesWhile working in station, there is an assigned daily task list that should be performed each day by the day shift. You are expected to remain busy from 08:00 until 16:00 daily. Floors and bay area should remain as clutter free and clean as possible. Sweeping, mopping, dusting, de-cluttering and general cleanliness should be the standing order of the day. Our station is no different than any other station when it comes to shift duties.

Food should not be left lying around in the open. Other fire fighters are not your personal maid service, so clean up after yourself.

Truck checks and equipment checks are necessary daily for the safety of the community and reliability. Trucks should be cleaned, vacuumed, sanitized and washed inside and out on a regular schedule. The equipment should be all accounted for and in good working order ready for deployment.

Whether it’s inside the building, outside the building or the apparatus, if it looks bad, then clean it up, fix or get it scheduled for repair. Take pride in what we have and keep it clean and in good working order.

Business Inspections, School Inspections, fire hydrant testing, fire safety, public tours of our facility and other responsibilities may be assigned as needed.

Station UniformsAppropriate dress attire is required to maintain a professional looking appearance while on duty. A station shirt will be provided to you by our department when you begin working shifts. You will be expected to wear that shirt while on duty. DO NOT make alterations to your station issued shirt. You should not wear any other affiliated fire department shirt to a response call in Pea Ridge. Every effort should be made to wear Pea Ridge Fire Department outer wear, shirts, jackets and caps in order to represent our department to the public.

You will need to provide your own 5-11 type pants that can be blue or black color and your own duty boots to be worn with the station shirt you were provided while on duty. During the summer or warmer months, EMT style shorts may be worn in place of the long pants. No open toe shoes may be worn on a response.

Response RequirementsAll incident responses should be supplemented by all other available volunteer members consisting of our current Medics, EMT and first responder personnel that are not on duty. This response falls back to volunteer staffing and will be paid at $10.00 per medical incident and 15.00 per fire incident when you respond to help as a volunteer. All off-duty personnel are expected to provide that extra support whenever possible either at the incident scene or by catching a ride on an apparatus before it leaves the

The members working on duty are there to get the initial response rolling and provide that crucial initial patient care and transport for medical situations or provide initial size up for fire and other incidents. Members working on duty are getting shift pay and will not receive the appropriate volunteer pay.

Active 911 notificationsWe use an Active 911 alert texting system on your mobile device. This will alert you on your personal cell phone when a response is required for station. Each person that responds should select the appropriate status to receive the correct recognition for responding. Chief Cantrell can get you authorization to use the Active 911 app. Along with the Active 911 app, you will need to use Broadcastify app to receive any verbal communication from CENCOM and our personnel

ARRIVE status – use this status to show you attended the call and arrived on scene.

UNAVAILABLE – if you are unable to respond to a call you would select this status.

Cancelled in Route - If you respond and are cancelled in route, you would use the ARRIVE status to show. You should also drop by the station to inform the on-duty staff that you were responding.

After each call, all members should return to the station to assist with any gear clean up and help get the apparatus back in service as needed.

All drivers will consider the safety of the public and use safe and prudent driving to and from any incident scene. Lights and Sirens are forbidden on your personal vehicles and cannot be used on the Pea Ridge Fire Department. Again, this is in our SOG’s become familiar with that section.

Pagers and Radios. Do not purchase any communication equipment or protective equipment on your own. All authorized acceptable equipment for personal protection and communications will be provided by the fire department. Do not assume pagers and radios found lying around the station or in apparatus belong to you personally; they are for station use and should stay at the station either in the charger or apparatus they belong inside.

If you use a radio, think before you speak. You should be familiar with current radio etiquette and procedures for communication. Excessive abuse of radio communication may result in you losing the privilege to carry or use one.

NFRIS - ReportingWe use Image Trend Software system to be compliant with NFRIS State and Federal reporting. All incidents will be entered and recorded in this system. All documents are to be applied and attached electronically when necessary. If you respond to any incident, you may be responsible for entering the report. Any questions on Image Trend should be directed to Captain King.

Ph (479)451-1111 · Fax (479)451-1105 · [email protected] working a shift, you will be required to create and complete an incident and/or Patient Care Report (PCR) for all incidents that was responded during on duty hours. This includes, completing the incident/PCR report within the same shift that you worked. However, if the incident occurs towards the end of shift and is not possible to complete before the shift ends or soon after. Every effort should be made to complete it as soon as possible on your next shift duty or sooner. Inept reporting techniques or incomplete reports should be avoided. You should ensure that the report is entered as correctly and accurately as possible. If you are unable to complete the report by end of shift, notify your Captain of when you plan on completing the report.

Yahoo Email for call timesYahoo email is currently used for receiving our dispatch times from CENCOM. Once the incident has been recorded in Image Trend, you will move the dispatch call email from the email Inbox or the Incomplete Incidents folder in Yahoo to the appropriate month folder for electronic record keeping.

PayrollIf you are working daily shifts, you will be required to clock in and clock out when your shift begins and ends. We have a time clock kiosk located in the office on a computer. You will need to clock in and out using that kiosk. No one will be allowed to clock anyone in or out and do not give your passwords out to do that. No Exceptions!

Consider clocking in and out as close to your shift start time and end time as possible with in a few mins. If you clock in to early or late or you clock out to late you will need to give a reason. If it's a valid reason of coming in early so someone can go home or staying over to cover, that is a legitimate reason.

Typically, you should not clock in or out any earlier than 10 mins of your shift beginning or ending. If you are outside this window, you will be prompted to give a reason of why your early or late when using the kiosk. Any times outside of the grace period will need to be justified with a good reason. This could result with your times will be adjusted back to normal start and end shift times without a valid reason in the comments.

Your paycheck will be processed every two weeks. You should have a direct deposit slip filled out for that and a W2 submitted. Those can be turned into the City Hall downtown once they are filled out.

Our volunteers that show up on calls will need to be accounted for on the incident reports. Be sure to include them so they can get their credit at the end of year pay. Fire and EMS will be accumulated for each fire and medical call you respond to throughout the quarter and paid out in December.

Payroll stubs are stored in the desk drawer and should be collected by you on a regular basis and not left to accumulate.

Physical FitnessEach member of the fire department should take physical fitness seriously. As a fire fighter, we need to be in as good physical, mental and cardio fitness that we can achieve. A period of at least 20-30 minutes per shift should be spent doing some physical exercise or workout routine. We have exercise equipment provided for that use located in our exercise room.

Station LocationsStation 1 is our main station, is staffed 24 hours a day. It’s located in the heart of the City of Pea Ridge on South Curtis. This is our main staging area for initial response for all incidents. This location currently consists of: (2) ambulances, (3) engine, (1) brush truck, (1) Rescue truck.

Station 2 is our alternate station, it remains unstaffed. It’s located north of the city on Hwy 94 North close to Givens Estates. This is used to keep additional apparatus that responds to mutual aid calls. This location currently consists of: (2) engine. This facility is used for training purposes. Props used for live fire drills along with other training props are stored at this location.

Station 3 is our first original station when Pea Ridge Fire Department. It remains unstaffed and is located down town by the Historic Museum. This location is used for storage and lots of old equipment.

Respond AppropriatelyWe will provide medical services when requested to any area within our district or mutual aid response areas outside our response area. As the EMS crew on duty, you will need to respond to these areas if our station is requested for any medical related emergency per mutual aid agreements.

An In-district response for Box 4-1 through 4-4, the on-duty station crew will be required to respond with appropriate apparatus for any emergency inside our Box alarm areas.

Our volunteer members should respond for any other mutual aid requests with the correct apparatus or requested equipment for structure fire, grass fire, etc. per SOG’s.

Request for EMS Mutual aid out of district: When our ALS unit (461) is dispatched or tied up on another call, the appropriate EMS mutual aid should be requested based on which area the medical emergency is located. This is based on our box alarm layout.

Box Alarm LayoutThe city is divided into a Box Alarm quadrant system. Our immediate fire response district is currently setup with 5 quadrant response areas. Each mutual aid is also designated by a box alarm number. Curtis and Lee Town Drive would designate the center of the quadrants. Looking at it from above, like a clock face can help with designations. It is your responsibility to know the box alarm system and the street layout of our city. You should also become familiar with our mutual aid city street locations.

Our response district is divided into five quadrants: (fig 1)4-1 – Northwest – North of Slack Street and west of N Curtis 4-2 – Northeast – North of Lee Town Drive and east of N Curtis 4-3 – Southeast – South of Lee Town Drive and east of S Curtis 4-4 – Southwest – South of Slack Street and west of S Curtis 4-5 – North past Missouri State line usually McDonald County Assist

PROBATIONARY AGREEMENT

As of Dec 1, 2013, all new firefighters joining the Pea Ridge Fire Department will serve a twelve (12) month training/probationary period to gain knowledge and learn their duties as a firefighter with this department. Six (6) month administration probation will be in effect for all new members. During this period, you will need to attend all training meetings and education requirements and perform any other duties assigned. At the end of the first six (6) months you may, if all training requirements have been met, you may be evaluated. At the end of the twelve (12) month period, each applicant will be reviewed by the officers for a final determination as to his/her continuation in the department on a permanent basis.

The following guidelines must be met during this period. FAILURE TO DO SO WILL RESULT IN DISMISSAL.

Attend a minimum of 50% (fifty percent) of all scheduled monthly meetings (1830 on the second and fourth Monday of each month).

During the period, probationary personnel WILL NOT be allowed to drive any apparatus emergency traffic.

During this period, you will be instructed as per the Pea Ridge Fire Department’s Probationary Firefighter Performance Objectives & Task Book. You will need to read and become familiar with the department’s Suggested Operating Guidelines and be proficient in locating Pea Ridge streets and hydrants.

Probationary firefighters are not eligible for the annual Firefighter of the year Award. Follow all orders given by senior firefighters and officers. Conduct yourself in a professional manner both on the fire grounds and in public. During this period, you will obey all traffic laws in accordance with the State of Arkansas.

The firefighter will have the ultimate responsibility for contacting an officer to schedule training time. If work schedules cause a conflict, you must contact your Captain or Chief Level Officer.

Due to safety consideration, the Fire Department finds it necessary to enforce the following dress code:

Facial hair in the seal area of SCBA will not be allowed. Hair must be kept off the collar. Earrings must not be worn during training or emergency calls.

The Pea Ridge Fire Department is proud of the moral character represented by its members. Good judgment and common sense must prevail in all situations. All persons are to conduct themselves as professionals at the station and on the fire ground. Persons failing to meet training requirements, displaying undesirable contact or reflecting an unfavorable image on the Department may be subject to suspension or immediate dismissal.

STATEMENT: I HAVE READ THE PEA RIDGE FIRE DEPARTMENT’S PROBATIONARY AGREEMENT AND UNDERSTAND WHAT IS EXPECTED OF ME DURING MY PROBATIONARY PERIOD. FAILURE TO COMPLY WITH THE REQUIRED OBJECTIVES WILL RESULT IN MY DISMISSAL.
