Article I: NameThe name of this organization shall be the Southeast Missouri State Panhellenic Council.

Article II: ObjectThe object of the Southeast Missouri State University Panhellenic Council shall be to develop and maintain women’s fraternity life and Interfaternity relations at a high level of accomplishment and in so doing to:

A. Consider the goals and ideals of member groups as continually applicable to campus and personal life.

B. Promote superior scholarship and basic intellectual development.

C. Cooperate with member women’s fraternities and the university/college administration in concern for and maintenance of high social and moral standards.

D. Act in accordance with National Panhellenic Conference (NPC) Unanimous Agreements, resolutions and policies.

E. Act in accordance with such rules established by the Panhellenic Council as to not violate the sovereignty, rights and privileges of member women’s fraternities.

Article III: Membership

Section 1: Membership ClassesThere shall be three classes of membership: regular, provisional, and associate.

A. Regular Membership: The regular membership of the Southeast Missouri State University Panhellenic Council shall be composed of all chapters of NPC fraternities at SEMO. Regular member organizations shall pay dues as determined by the SEMO Panhellenic Council. Each organization shall have voice representation by their Panhellenic Delegate or chapter representative and one vote on all matters.

B. Provisional Membership: The provisional membership of the Southeast Missouri State University Panhellenic Council shall be composed of all colonies of NPC fraternities at SEMO. Provisional members shall pay no dues and shall have voice but no vote on all matters. A provisional member shall automatically become a regular member upon being installed as a chapter of an NPC fraternity.

C. Associate Membership: Local sororities or national or regional non-NPC member groups may apply for associate membership of the Southeast Missouri State University Panhellenic Council.

a. The Panhellenic Council shall determine the membership eligibility requirements and the process for submitting an application and approval of the application.

b. Associate members shall pay dues as determined by the SEMO Panhellenic Council.

c. An associate member shall have voice and one vote on all matters except extension related matters and, if they are not participating in the formal recruitment process, they shall not have a vote on recruitment rules and establishment or modification of Panhellenic total.

d. An associate member organization may be expelled for cause by a majority vote of the Panhellenic Council.

e. An associate member shall not be entitled to vote on the question of its expulsion.

Section 2: Chapter DistinctionA. Regular Membership

a. Alpha Chi Omegab. Alpha Delta Pic. Alpha Phid. Alpha Xi Deltae. Delta Delta Deltaf. Gamma Phi Betag. Sigma Sigma Sigma

Section 3: Privileges and Responsibilities of Membership

A. Duty of compliance: All members, without regard to membership class, shall comply with all NPC Unanimous Agreements and be subject to these Southeast Missouri State University Panhellenic Council bylaws, code of ethics and any additional rules this Panhellenic Council may adopt unless otherwise prescribes in these bylaws. Any rules adopted by this Panhellenic Association in conflict with the NPC Unanimous Agreements shall be void.

B. All Member Sororities:a. All chapters will be recognized organizations in good

standing with the Southeast Missouri State University Campus Life Office.

b. All chapters must have internal risk management policies addressing alcohol, social functions, and hazing.

c. All chapters must have an internal scholarship program.d. All chapters will pay semester dues.

C. Provisional and Associate member sororitiesa. Provisional member sororities may not hold an executive

office on the SEMO Panhellenic Council Executive Board.b. Associate member sororities will have voice and vote in

Panhellenic business matters, excluding NPC extension and formal recruitment items.

c. Associate member sororities may hold positions on the SEMO Panhellenic Executive Board with the exception of VP of Recruitment and Retention, VP of Membership Development, VP of Judicial Affairs, or VP of Administrative Affairs.

d. Associate member sororities do not participate in formal recruitment with the exception of informational nights. Associate member sororities shall recruit using continuous open recruitment procedures.

e. Associate member sororities are allowed and expected to participate in all Panhellenic Council programming. They are also eligible to apply for all honors and awards.

Section 4: RepresentationAll member sororities will appoint a Panhellenic Delegate and an Alternate Panhellenic Delegate to attend Panhellenic meetings, including (but not limited to) Panhellenic Council meetings and Roundtables. In the event that there are less than two delegates in attendance, a fine will be imposed of $5.00 per each delegate not in attendance. Member and Associate sororities must send a substitute delegate if the registered representative is unable to attend. Some Roundtables may only need one delegate determined by the appropriate executive member or Greek Life Office professional staff.

If delegates are not able to attend, they need to contact the Vice President of Administrative Affairs 48 hours prior to their absence.

They only excused absence is for initiation purposes, other reasons are up to the President and the Vice President of Administrative Affairs to deem appropriate.

Section 5: VotingOnly Member and Associate Member sororities will have voting privileges.

A. Each member and associate member sorority is allowed one vote, and the voting representative will be identified to the Vice President of Administrative Affairs.

B. Each member and associate member sorority present at the meeting will have voting privileges provided that the sorority is in good standing.

a. Attendance at two previous meetings.b. Member and associate member sorority have two

representative present on day of voting.C. A chapter can vote in Favor, Opposed, or Abstain. Voting will

consist of one of the following:a. Secret ballotb. Show of handsc. Verbal confirmation through roll call

D. Panhellenic will determine the method of voting prior to the vote. However, the chapter may choose to vote silently in any instance.

E. The chapter delegate must have been present at the past two meetings in order to fully understand the vote and accurately represent their chapter’s voice and vote.

Article IV: Officers and Duties

Section 1: OfficersThe officers of the Southeast Missouri State University Panhellenic Executive Board shall be President, Vice President of Internal Affairs, Vice President of Administrative Affairs, Vice President of Programming and Scholarship, Vice President of Recruitment and Retention, Vice President of Membership Development, Vice President of Chapter Development, and Vice President of Community Relations.

Section 2: EligibilityA. Eligibility to serve as an officer shall depend on the class of

membership:a. Regular membership: Members from women’s

fraternities holding regular membership in the Southeast Missouri State University Panhellenic Council shall be eligible to serve as any officer position.

b. Provisional membership: Members form women’s fraternities holding provisional membership in the Southeast Missouri State University Panhellenic Council shall not be eligible to serve as an officer.

c. Associate membership: Members from women’s fraternities holding associate membership in the

Southeast Missouri State University Collegiate Panhellenic Council shall be eligible to serve as an officer except president or the officer in charge of recruitment.

B. SEMO Panhellenic Executive Board will be ineligible to serve on their Chapter’s executive board in concurrent terms.

C. In order to hold a Panhellenic Executive position, one must have a cumulative 3.0 Grade Point Average (GPA). Throughout this executive position, it is required that one must remain in good academic standing within their chapter during their term and failure to do so will result in actions deemed appropriate by the Director of Greek Life. One must also be classified as a full time student at Southeast Missouri State University to hold an Executive position.

Section 3: Application All candidates seeking office will submit a written application to the Panhellenic Council and participate in the interview process conducted by the slating committee (Article IV | Section 4C)

Section 4: Selection of Officers A.Slating Process Procedure

a. Applications and job descriptions will be made available at a predetermined date by the Collegiate Panhellenic Executive Council and sent out to all Panhellenic chapters.

b. Applications will be due on a date communicated by the Executive Council.

B.Defining the slate a. The slate will consist of a formal recommendation of

candidate(s) from the Slating Committee for the upcoming Executive Council elections.

i The Slating Committee shall consist of: 1 Collegiate Panhellenic Council Graduate

Advisor (required) 2 The current Panhellenic Executive Board

ii If at any point a current member of the Panhellenic Executive Board applies for another executive position or a second term in their position, that

member will be ineligible to be a representative on the slating committee.

C.The slate can consist of any number of candidates for a position, including zero, and this number is at the discretion of the Slating Committee. The Slating Committee will interview all candidates and vote whether or not to include each candidate for the slate based on a majority vote.

a. In the event of a tie vote by the Slating Committee, the President cast the deciding vote for placing the candidate on the slate based solely on the applications for the position

b. The Panhellenic chapters do not have to approve the slate candidates presented by the Slating Committee.

D. The slate will be announced a week before elections at the delegate meeting after all candidates have been interviewed.

E. A majority vote of the quorum from the Panhellenic chapters is needed for approval of the slate from the election meeting.

a. If a majority vote is not attained the slating committee will allow discussion on each slated position at the next Panhellenic Delegate Meeting.

Section 5: Office-Holding LimitationsNo more than 3 members from the same women’s fraternity shall hold office during the same term.

Section 6: TermThe officers shall serve for a term of one year or (in the case of a delay) until their successors are selected. All positions will be up for reselection the end of each Fall semester. The term of office will begin each January.

Section 7: Removal Any officer may be removed for cause by a vote of two-thirds of the Panhellenic Council.

Section 8: VacanciesAll vacancies, excluding the President role shall be filled in the same manner of selection as provided in Section 4 of this article.

Section 9: Presidential VacancyIn case the President resigns or leaves school before her term has expired, the Vice President of Judicial Affairs shall take her place. In this case, the SEMO Panhellenic Council will elect a new Vice President of Internal Affairs from members of the Greek Chapters. In the case of any other officer vacancy, an election may be held as stated above.

Section 10: Duties of the OfficersA. The President shall:

a. Have overall responsibility for the operation of the Panhellenic Executive Board

b. Call and preside at all regular and special meetings of the SEMO Panhellenic Council

c. Review, approve and sign all SEMO Panhellenic Council contracts.

d. Serve as a member ex-officio of all Panhellenic Council committees with voice, but no vote

e. Report as required and communicate regularly to the National Panhellenic Conference Area Advisor

f. Change and update the Panhellenic Bylaws as necessaryg. Maintain a complete and up-to-date President’s file with

will include a copy of current SEMO Panhellenic Council’s Bylaws and Standing Rules; the current Panhellenic Association budget; the current NPC Manual of Information and related materials; current correspondence and materials received from her NPC Area Advisor; her copies of the College Panhellenic Reports to the Area Advisor and other pertinent materials.

h. Coordinate the new officer workshopi. Serve as the spokeswoman for campus meetings and

presidential meetings as the Panhellenic representativej. Be familiar with the NPC Manual of Information and all

governing documents of this council.k. Ensure that the NPC Panhellenic annual report is

l. Perform all other duties as assigned.B. The Vice President of Internal Affairs shall:

a. Facilitate a training session with the Office of Judicial Affairs at least once per semester for the Judicial Board.

b. Serve as the director of the Panhellenic Judicial Board and serve as liaisons for the Collegiate Panhellenic Council.

c. Perform the duties of the President in her absence, inability to serve, or at her call

d. Preside over selection of members of the Panhellenic Judicial Board

e. Coordinate all meetings of the Panhellenic Judicial Board, finding an appropriate mediator unaffiliated with parties involved

i. The Panhellenic Judicial Board will be considered the No Frills Committee during formal recruitment ensuring each chapter is abiding by recruitment regulations.

f. Handle all awards applications for AFLV or other possible accreditation opportunities

g. Be familiar with the NPC Manual of Information and all governing documents of this council.

h. Perform all other duties as assigned.C. The Vice President of Administrative Affairs shall:

a. Be responsible for the general supervision of the finances of the SEMO Panhellenic Council

b. Be responsible for the preparation of the annual budget. Following its approval by the Panhellenic Council, she will provide a copy to each Panhellenic Association member sorority

c. Receive all payments due to the Panhellenic Association, collect all dues, and give receipts

d. Be responsible for prompt payments of the annual NPC dues and all bills

e. Maintain up-to-date financial recordsf. Maintain up-to-date roll of the members of Panhellenic

Council and call it at all Council meetingsg. Keep current statistics concerning the number of initiated

members and new members of each Panhellenic member sorority

h. Keep full minutes of all meetings of the Southeast Missouri State University Panhellenic Council and a record of all action taken by the Executive Board

i. Maintain a complete and up-to-date file which will include the minutes of the meetings of the Panhellenic Council and other correspondence

j. Send meeting minutes to the NPC Area Advisor on a weekly basis

k. Be responsible for organizing signature changes during officer transitions

l. Perform all other duties usually pertaining to the officem. Be familiar with the NPC Manual of Information and all

governing documents of the Council.n. Perform all other duties as assigned o. Preside over presidential duties, in the event that the

President and the Vice President of Internal Affairs is unable to serve

D. The Vice President of Programming and Scholarship shall:a. Be responsible for all programming for the Panhellenic

Association (i.e. speakers and presentations)b. Be responsible for scholarship for all NPC chapters and

meetings with chapter scholarship chairsc. Be familiar with the NPC Manual of Information and all

governing documents of this Councild. Perform all other duties as assignede. Coordinate Minimum Standardsf. Preside over presidential duties in the event that the

President, the Vice President of Internal Affairs, and the Vice President of Administrative Affairs is unable to serve.

E. The Vice President of Recruitment and Retention shall:a. Keep an up-to-date file with recruitment statisticsb. Organize fall formal recruitment and spring informal

recruitment with input from chapter recruitment chairwomen and recruitment advisors

c. Co-Chair recruitment counselor selections committee with the Vice President of Membership Development, Elect

d. Work with Vice President of Community Relations and assist with publication of any recruitment marketing materials

e. Hold a round-table prior to Fall Recruitment with the chapter recruitment chairs and a retention round-table post recruitment

f. Be familiar with the NPC Manual of Information and all governing documents of this Council

g. Perform all other duties as assignedF. The Vice President of Membership Development shall:

a. Served as a Pi Chi (recruitment councilor) prior to being elected

b. Perform the duties of the Vice President of Recruitment and Retention in her absence, inability to serve, or at her call

c. Help the VP of Recruitment & Retention with the organization of both fall and spring recruitment

d. Facilitate a training period for pi chis the semester before formal recruitment

e. Serve as the facilitator of the Recruitment Counselorsf. Organize and oversee all new member education

programsg. Assist the chapters with issues surrounding retentionh. Coordinate roundtable discussions for new member

educatorsi. Facilitate educational programs for new membersj. Devise scholarship and leadership resources for new

membersk. Provide assistance to new member educators on topics

pertinent to new members.l. Be familiar with the NPC Manual of Information and all

governing documents of this Councilm. Perform all other duties as assigned

G. The Vice President of Chapter Development shall:a. Educate the sororities on risk management issues

(alcohol, fire safety, hazing, sexual abuse, etc.)b. Educate and enforce the risk management policyc. Organize and oversee all risk management programsd. Help schedule Greek Foundationse. Organize National Hazing Prevention Week activitiesf. Be familiar with the NPC Manual of Information and all

governing documents of this Councilg. Perform all other duties as assigned

a. Coordinate public relations activities within the Greek system, the campus, and the community

b. Keep in contact with all campus and community media concerning Panhellenic Association

c. Develop publications and brochures which promote the Panhellenic Association

d. Set up programming in the community, coordinate and oversee community service activities

e. Distribute information to all chaptersf. Keep a continuous notebook of all publications concerning

the Greek systemg. Strengthen relations with other Greek systems concerning

public relations and/or other matters in our regionh. Strengthen relations with the public relations and/or

community service officer from individual chapters on campus

i. Compile a Panhellenic calendar containing the dates of all significant events for the chapters

j. Maintaining the Panhellenic website for Southeast Missouri State University, and all Panhellenic social media

k. Coordinate and oversee all fundraising and events for Circle of Sisterhood

l. Be familiar with the NPC Manual of Information and all governing documents of this Council

m. Perform all other duties as assigned

Article V: The Panhellenic CommunitySection 1: AuthorityThe governing body of the Panhellenic Community shall be the SEMO Panhellenic Council. It shall be the duty of the SEMO Panhellenic Council to conduct all business related to the overall welfare of the Southeast Missouri State University Panhellenic Community including, but not limited to: annually review and adjust total as needed; determine dues; approve the annual budget; consider extension; set a calendar of events; determine programming; and establish recruitment rules and recruitment style. The SEMO Panhellenic Council shall also have the authority to adopt rules governing the Panhellenic Association that do not violate the sovereignty, rights and privileges of member women’s fraternities.

Section 2: Composition and PrivilegesThe Southeast Missouri State University Panhellenic Delegation shall be composed of one delegate and one alternate delegate from each regular, provisional and associate member group at Southeast Missouri State University as identified in Article III. The delegates shall be the voting members of the Panhellenic Council except as otherwise provided in Article III of these bylaws. The alternate delegates shall have voice but no vote. The alternate delegate shall act and vote in the place of the delegate when the delegate is absent. If both delegate and alternate are absent, a member of the fraternity may cast the vote, providing her credentials have been presented to the Council president.

Section 3: Selection of Delegates and AlternatesDelegates and alternates to the Panhellenic Council shall be selected by their respective women’s fraternity chapters to serve for a term of one year commencing upon selection by the chapter.

Section 4: Delegate VacanciesWhen a delegate vacancy occurs, it shall be the responsibility of the woman’s fraternity affected to select a replacement within 2 weeks and to notify the Panhellenic Executive Member: Vice President of Administrative Affairs of her name, email and telephone number.

Section 5: Regular MeetingsRegular meetings of the Panhellenic Council shall be held at a time and place established at the beginning of each academic term.

Section 6: Special MeetingsSpecial meetings of the Panhellenic Council may be called by the President or Greek Life Office professional when necessary and shall be called by them upon the written request of no less than one-fourth of the member women’s fraternities of the Southeast Missouri State University Panhellenic community. Notice of each special meeting of the Panhellenic Council shall be sent to each member of the Panhellenic Council at least 24 hours prior to convening the meeting;

however, such notice may be waived, and attendance at such meeting shall constitute waiver of said notice.

Section 7: QuorumTwo-thirds of the delegates from the member woman’s fraternities of the Southeast Missouri State University Panhellenic member organizations shall constitute a quorum for the transaction of business.

Section 8: Vote RequirementsA. Proposed motions on issues that impacts a chapter, as a whole

must be announced at a previous meeting to allow opportunity for chapter input before a vote may be taken on the issue.

B. A two-thirds vote of the Panhellenic Council shall be required to approve a recolonization plan and for all extension-related votes. All other votes, unless specified in these bylaws, shall require a majority vote for adoption. (See the Article on Amendment of Bylaws for specific voting requirements for the amendment of these bylaws.)

Article VI: The Executive Board

Section 1: CompositionThe composition of the Executive Board shall be the President, Vice President of Internal Affairs, Vice President of Administrative Affairs, Vice President of Programming and Scholarship, Vice President of Recruitment and Retention, Vice President of Membership Development, Vice President of Chapter Development, and Vice President of Community Relations.

Section 2: DutiesThe Executive Board shall administer routine business between meetings of the Panhellenic Council and such other business as has been approved for action by Panhellenic Council vote. At the next regular meeting of the Panhellenic Council through the Vice President of Administrative Affairs, the Executive Board shall also report all action it has taken and record the action in the minutes of that meeting.

Section 3: Regular meetingsRegular meetings of the Executive Board shall be held at a time and place established at the beginning of each academic term. Section 4: Special meetingsThe president or the Panhellenic Advisor may call special meetings of the Executive Board when necessary, and also be called by the written request of three members of the Executive Board.

Section 5: QuorumA majority of Executive Board members shall constitute a quorum for the transaction of business.

Section 6: ResponsibilitiesA. The Executive Council shall be responsible for executing and

abiding by all policies established by the Collegiate Panhellenic Council.

B. The Executive Council shall meet prior to each regular meeting to discuss the order of business and to hear reports.

C. Each member of the Executive Council shall make a report of her actions and business of her office at both regular and executive meetings.

D. Members of the Executive Council are required to attend all Executive Council meetings and regular meetings of the Council, unless her absence is excused by the President.

E. If a member of the Executive Council is unable to fulfill the duties of her position, she shall resign or be asked to resign.

F. All Panhellenic Council officers are required to be present at Collegiate Panhellenic Council meetings, Executive Council meetings and any other special meetings called by the Panhellenic Council President, Panhellenic Advisor, or Director of Greek Life. If any Executive Council member has two unexcused absences during one semester, she will be asked to turn in her resignation from office.

Article VII: The Panhellenic Advisor

The Southeast Missouri State University Office of Greek Life Administration shall appoint the Panhellenic advisor of the SEMO Panhellenic Council.

Section2: AuthorityThe Panhellenic advisor shall serve in an advisory capacity to the Southeast Missouri State University Panhellenic Council. The Panhellenic advisor shall have voice but no vote in all meetings of the Panhellenic Council and the Executive Board.

Article VIII: Finances

Section 1: Fiscal YearThe fiscal year of the Southeast Missouri State University Panhellenic Council shall be from July 1 to June 30.

Section 2: ContractsThe signatures of the VP of Administrative Affairs shall be required to bind all contracts of the Southeast Missouri State University Panhellenic Council.

Section 3: ChecksThe Vice President of Administrative Affairs and the Panhellenic President must sign all checks issued on behalf of the Southeast Missouri State University Panhellenic Council.

Section 4: PaymentsAll payments due to the Southeast Missouri State University Panhellenic Council shall be given to the Vice President of Administrative Affairs who shall record them. Checks shall be made to SEMO Panhellenic Council.

Section 5: DuesA. NPC College Panhellenic dues shall be paid yearly as invoiced by

the NPC office.

B. Panhellenic Association membership dues shall be an assessment per member and new member. a. The Panhellenic Council shall determine the amount of such

dues for the next academic year no later than February of that year.

b. The semester dues of each Collegiate Panhellenic Council member fraternity shall be payable on a semester basis at $10 per member.

c. Affiliate member sororities will not be financially responsible for the expenses of Formal Recruitment and will be assessed dues based on the total Panhellenic expenses without formal recruitment.

d. A $20 per day fee will be added to dues for each day they are late to the Panhellenic Vice President of Administrative Affairs.

e. Failure to pay dues two weeks after a warning from the Vice President of Administrative Affairs will result in sanctions up to the discretion of the executive board.

Section 6: Payment PlanIf a payment cannot be paid in full by the date set by the Vice President of Administrative Affairs, a payment of fifty percent of the total will be paid on that date. The remainder fifty percent will be paid three weeks from the initial date set by the Vice President of Finance. The payment plan must be brought to the attention of the Vice President of Administrative Affairs prior to the initial due date.

Section 7: Controlled SubstancesNo Southeast Missouri State University Panhellenic Association funds shall be used to purchase any controlled substances.

Section 8: Other FeesThe SEMO Panhellenic Council shall have the authority to determine fees and assessments as may be considered necessary.

A. Panhellenic Delegate Feesa. Failure to give a 48 hr notice of any absence will result

in a $10 fee.b. Missing representatives will have a $5 fee per missing

person. Two delegates are needed in every delegate meeting.

Section 9: Financial UpdatesThe VP of Administrative Affairs will provide a weekly update of the bank accounts and finances during delegate meetings. All expenses are tracked and available by request.

Article X: Extension

Section 1: Definition of Extension Extension is the process of adding an NPC women’s fraternity. The Southeast Missouri State University Panhellenic Council shall follow all NPC Unanimous Agreements and NPC extension guidelines found on the NPC website and in the Manual of Information. Section 2: Voting rights Only regular members of the Panhellenic Council shall vote on extension matters.

Article XI: Violation Resolution Section 1: Violation Chapters shall be held accountable for the conduct of their individual collegiate and alumnae members. Conduct contrary to the NPC Unanimous Agreements, these bylaws, and the Panhellenic code of ethics, standing rules and/or membership recruitment regulations of the Southeast Missouri State University Panhellenic Council shall be considered a violation. Section 2: Informal resolution Members are encouraged to resolve alleged violations through informal discussion with the involved parties.

Section 3: Judicial process If informal discussions are unsuccessful, the judicial process will be set in motion by filing a report of the alleged violation. The Southeast Missouri State University Collegiate Panhellenic Council shall follow all judicial procedures found in the Manual of Information. A. Mediation. Mediation is the first step of the judicial process. The

Council shall follow all NPC Unanimous Agreements concerning the judicial process found in the Manual of Information.

B. Judicial Board hearing. When a violation is not settled informally or through mediation, the Judicial Board shall resolve the issue in a Judicial Board hearing. The Panhellenic Council shall adopt procedures in the standing rules for this purpose that are consistent with the NPC Unanimous Agreements.

C. Appeal of Judicial Board decision. A decision of the Judicial Board may be appealed by any involved party to the NPC College Panhellenic Judicial Appeal Committee. The Southeast Missouri State University Collegiate Panhellenic Council shall follow all NPC Unanimous Agreements concerning the appeals process found in the Manual of Information.

Article XII: Hazing Section 1: Hazing Per the Unanimous Agreements, the National Panhellenic Conference supports all efforts to eliminate hazing. All forms of hazing shall be banned.

Section 2: Definition Hazing is defined as any action taken or situation created, intentionally, whether on or off fraternity property, to produce mental or physical discomfort, embarrassment, harassment, or ridicule. Such activities include but are not limited to, creation of excessive fatigue; physical and psychological shocks; wearing publicly or privately apparel which is conspicuous and not normally in good taste; engaging in public stunts or jokes; morally degrading or humiliating games and activities; late night sessions which interfere with scholastic activities which are not consistent with the regulations and policies of the educational institution. Hazing may be reported and investigated whether or not parties involved gave consent to the accused acts.

Article XIII: Parliamentary Authority The rules contained in the current edition of Robert's Rules of Order Newly Revised shall govern the Southeast Missouri State University

Collegiate Panhellenic Council in all cases to which they are applicable and in which they are not inconsistent with the NPC Unanimous Agreements, these bylaws and any special rules of order the Southeast Missouri State University Panhellenic Council may adopt.

Article XIV: Amendment of Bylaws These bylaws may be amended at any regular or special meeting of the Southeast Missouri State University Panhellenic Council by a two-thirds vote, provided that the proposed amendment has been announced and submitted in writing at the previous regular meeting allowing an opportunity for chapter input.

Article XV: Dissolution This Council shall be dissolved when only one regular member exists at Southeast Missouri State University. In the event of the dissolution of this Council none of the assets of the Council shall be distributed to any members of the Council, but after payment of the debts of the Council its assets shall be given to the National Panhellenic Conference.

We, as the undergraduate members of women’s fraternities at Southeast Missouri State University, strive to exemplify scholarship, leadership, service, and sisterhood by abiding by all UNANIMOUS AGREEMENTS of the National Panhellenic Conference. We will work to promote the best interests of Southeast Missouri State University and to ensure that the Panhellenic community is an asset to our institution.

We intend to foster a great relationship with other Greek councils, the Southeast Missouri State University administration/ student body, and the Cape Girardeau community.

All members are to be held to a high moral and academic standard for each individual is a representation of the community as a whole. All Panhellenic members are joined together as Panhellenic sisters and are expected to embraces the unique differences of organizations. We recognize that every member sorority is an integral part of our community, and we will refrain from making disparaging remarks about any member sorority. We vow to uplift all member organizations and join as a community to support one another.

B. College Panhellenic Support of Alcohol-Free Fraternities (1997,2009) – BEST PRACTICE NPC recommends that College Panhellenics support men’s fraternity chapters that choose to have alcohol-free facilities.

C. No alcoholic beverages may be purchased through chapter funds nor may the purchase of alcoholic beverages for members or guests be undertaken or coordinated by any member in the name of, or on behalf of, the chapter.

D. No chapter may co-sponsor or co-finance an event with an alcohol distributor, charitable organization or tavern (tavern defined as an establishment generating more than half of annual gross sales from alcohol) where alcohol is given away, sold, or otherwise provided to those present.

E. Council funds shall not be used to purchase of alcohol. F. Presence or use of alcohol at council-sponsored events is

prohibited.

Section 2: AppearanceItems will not be displayed that can be considered as racial, sexist, or insensitive by any ethnic group. All images, marketing, and communication must be consistent with Panhellenic values and portray an overall positive image. These items include but are not limited to, banners, t-shirts, billboards, signs, house party themes, website material, etc.

Section 3: NPC Position Statement Against Sexual Assault The National Panhellenic Conference (NPC), one of the world’s largest organizations advocating for women, is the umbrella group for 26 inter/national sororities. NPC deplores the act of sexual assault. We support the rights of not only our members, but all women who are survivors of sexual assault. A woman’s right to report and seek a fair, supportive and timely due process will remain a priority for NPC. We support the collective efforts of our sorority organizations, and those men, women, colleges and university officials who seek substantive change to prevent such conduct and eradicate violence

against women. NPC commits to partnering with institutions of higher education to make our campuses safe for all who attend. Section 4: Fire Health and Safety

A. All chapter group housing should meet all local fire and health codes and standards.

B. The possession and/or use of firearms or explosive devices of any kind within the confines and premises of the chapter house are expressly forbidden.

Section 5: EnforcementChapters who violate these policies will be subject to sanctions set by the respective Panhellenic Judicial Board and/or the Southeast Missouri State University Office of Greek Life. University and Greek liaisons as defined by the Southeast Missouri State University Student disciplinary handbook will review all violations and if deemed necessary will recommend such violations to the proper judicial process.

Appendix 4: Collegiate Panhellenic Recruitment Code of EthicsThe Southeast Missouri State University Panhellenic Council is established to ensure that each Panhellenic sorority woman and chapter upholds her ethical responsibilities of Recruitment. Each chapter is given an equal opportunity to recruit new members. The needs of the potential members should always take precedence over the individual chapter needs. Each potential member needs to receive a positive impression as possible at all times. As members of the Panhellenic Council, it is our responsibility to recruit new women to strengthen, preserve and promote Panhellenic spirit in our Greek community. In addition, all Unanimous Agreements of the National Panhellenic Conference must be followed in accordance with the NPC Manual of Information.

Appendix 5: Administration of Membership Selection

RECRUITMENT RULES OF SOUTHEAST MISSOURI STATE UNIVERSITY PANHELLENIC ASSOCIATION

No sorority member, including alumnae and new members, may communicate with potential new members during this period. Strict silence is defined as verbal, nonverbal, written, printed, text message and electronic communication or communicating through a third party. If potential new members live in a residence hall with sorority members, only casual greetings and contact are permitted.

II. Statement of Adherence to NPC Unanimous Agreements and Policies Regarding RecruitmentAll NPC member organizations represented at Southeast Missouri State University believe in strictly adhering to NPC Unanimous Agreements and policies. All organizations will follow these valued and non-negotiable policies during the recruitment process.

III. Statement of Values-Based RecruitmentAll NPC member organizations represented at Southeast Missouri State University will promote the following practices during membership recruitment:

1. Engage in values-based conversations.2. Choose recruitment activities and behaviors that reflect the core

values of our organizations.3. Make informed choices, based on shared values, about potential

new members.4. Educate potential new members about the values, benefits and

obligations of sorority membership.

In accordance with NPC policy, Southeast Missouri State University recruitment events do not include skits, elaborate decorations and costumes.

IV. Statement of Membership Recruitment Acceptance Binding Agreement (MRABA)The Southeast Missouri State University Panhellenic will uphold and use the membership recruitment acceptance binding agreement (MRABA) for each potential new member interested in joining a

V. Statement of Automatic Reset of TotalTotal is the allowable chapter size as determined by the College Panhellenic.

To allow chapters to achieve parity as quickly as possible, total will be automatically adjusted every regular academic term. This is to be done no later than 72 hours following bid distribution in the academic term that primary recruitment is held and within one week (no more than seven days) from the start of the academic term(s) in which primary recruitment is not held. Total will be determined by median chapter size (MCS) NOTE: This clause is the required method unless an alternative is approved in advance by the College Panhellenic. Here is an example of how this applies to MCS: Set total based on the size of the fourth-largest chapter in a system of seven NPC organizations.

Section 1: The formal recruitment process will take place early fall semester.

Section 2: Quota-Total SystemThe Southeast Missouri State University Quota-Total system as described in “Policies, Rules and Practices” of the National Panhellenic Conference Manual of Information shall be followed. To allow chapters to achieve parity as quickly as possible, total will be automatically adjusted every regular academic term. This is to be done no later than 72 hours following bid distribution in the academic term that primary recruitment is held and within one week (no more than seven days) from the start of the academic term(s) in which primary recruitment is not held. Section 3:The preferential bidding system shall be used.

Section 4: Continuous Open BidingExcept for Formal Recruitment periods, Continuous Open Bidding (COB) shall be in effect during the school year (Fall through Spring) for all eligible women students. During expansion, following formal recruitment there is to be a two-week hold for all active chapters desiring to offer a bid.

Section 5: Chapter TotalEvery regularly enrolled new member, initiate, or affiliate shall be included in the chapter total. Inactive member GPA’s will be on chapter grade reports. Any de-pledging, termination, or other change in membership shall be reported to the Greek Life Office regularly.

Section 6: RepresentationEach chapter with regular membership is encouraged to have women apply to be a recruitment councilor, Pi Chi. No chapter shall prescreen Pi Chi selection, and every member has the right and ability to apply to be a recruitment councilor.

Appendix 6: RecruitmentThe Southeast  Missouri  State  University’s  Panhellenic Code of Ethics will be used concerning all activities and behavior during recruitment.  Additionally, all NATIONAL PANHELLENIC CONFERENCE (NPC) UNANIMOUS AGREEMENTS and THE PANHELLENIC COMPACT shall be upheld, especially those that pertain to recruitment activities.

A. Chapters will be responsible for the University guidelines concerning the use and clean-up of University Center property.

B. Each sorority is allowed to have one poster-size or smaller sign and easel stand outside of their room in the UC on Go Greek, Philanthropy and Sisterhood nights of recruitment. Other than this one sign with its stand, there will be no other outside decorations or music. Music and chanting, kept to a reasonable volume, will be permitted inside each chapter’s designated room.

C. All invite lists due to Panhellenic Council must be turned in at the specific time. Failure to do so will result in a monetary fine of $2.00 per minute late, with no exceptions. No last minute altering of lists will be permitted once the chapters have submitted their lists. Additionally, no changes for any reason will be made after the lists have been entered into the computer and doubled checked by the Panhellenic Advisor and the particular chapter.

D. Panhellenic Council will provide nametags for the PNM’s for each night of recruitment excluding Preference Night.

E. No food or beverages are to be served on any night of recruitment except preference night.

a. However, to ensure PNM’s comfort, ice water (served as needed in a plain, undecorated cup) will be permitted. Clear plastic cups will be provided from the Panhellenic Budget.

b. No alcoholic beverages will be served during any recruitment events.

F. If a chapter chooses to utilize alumnae for recruitment, they must exit the chapter’s room no later than the first 5 minutes of the round, during Go Greek, Philanthropy, and Sisterhood nights with the exception of having an advisor present for monitoring purposes.

G. Alumnae are prohibited from recruiting for their chapter (i.e. speaking directly with PNM’s, being included in bump rotations, etc). Alumnae must abide by all recruitment policies if they are assisting with formal recruitment. All alumnae must follow the NPC unanimous agreements.

H. Nationally recognized representatives may be permitted entrance into sorority rooms during recruitment

I. No sorority woman shall attend any fraternity recruitment event, with the exception of viewing, but not participating in Fraternity Bid Day.

J. All active sorority women must have all Facebook pictures and all other social media accounts completely privatized by June

1st, 2017. This includes profile pictures, albums, and all tagged photos. Also, Pi Chis are not to be pictured in the display profile pictures as of June 1st, 2017. Likewise, family tags should be removed from Facebook if a Pi Chi is included. Sorority women will be susceptible to random checks at any time before Bid Day. If any member of a sorority does not pass a check, a recruitment infraction can follow.

Section 2: Panhellenic Recruitment Councilors and/or Panhellenic Executive Board

A. Panhellenic Recruitment Counselors and/or Panhellenic Council officers will escort PNMs to recruitment events during Go Greek, Philanthropy, and Sisterhood nights.

B. No contact is to be made between Recruitment Counselors and chapter members between Greek Move In Day and Bid Day unless otherwise specified by the Panhellenic Advisor, the Vice President of Recruitment & Retention, or the Vice President of Membership Development.

C. Pi Chis must not wear or display sorority letters from August 1t, 2017 until Bid Day.  This includes but is not limited to jewelry, key chains, stickers, car decals, etc.

D. Pi Chis are to create Pi Chi Facebook accounts by July 1st 2017, and deactivate their personal Facebook Accounts by July 1st, 2017.  

E. Pre-screening for the Pi Chi position is not permitted.

Section 3: Potential New MembersA. Each PNM is expected to attend all recruitment

events to which she has accepted invitations.  In case of illness or other emergency, the woman will notify the Panhellenic Advisor or her Recruitment Counselor.  Panhellenic Council will notify the sororities involved.

B. If a PNM wishes to withdraw from recruitment, she must speak with a member of Panhellenic Council or the Panhellenic Advisor.

C. PNM’s may not leave with anything she received from a party.

D. No PNM shall buy anything for a sorority woman prior to Bid Day.

E. No PNM may live in a chapter house during, or prior to, recruitment.

A. The recruitment budget for 2017 is set at $900 for preference night (not including venue rental) and $200 for the other nights. Any video used in recruitment must be produced within a $200 budget.

B. Buses and any other bus costs, such as damage to a bus, late paperwork fines, etc., assessed through Panhellenic Council will be separate from this budget.  All donations used during recruitment during the year of receipt should be included in the budget.  Previously owned items do not need to be counted in the budget.  A final copy of all money spent, including documentation such as receipt copies and an itemized list, will be required from all chapters at the video approval meeting.

C. Each chapter is allowed to hand out one half-sheet of paper with their financial information on it to each PNM on Go Greek Night.  The financial information must be presented in the same way as presented in the recruitment booklet.  Chapter members are encouraged to go over this information in detail with each PNM and not simply give them the paper.

D. Recruitment Counselors will provide each PNM with accurate information on each chapter as well as recruitment fees.

E. Potential new members must sign up through the SEMO Greek website and pay a $25 fee to cover bus travel, snacks and refreshments each night of recruitment.

Section 5: No Frills PolicyA. Items permitted in the rooms:

a. One table cloth on each tableb. One set of large wooden Greek Letters

similar to the size used at Bid Dayc. Three tri-folds displaying the theme of the

specific night (i.e. Philanthropy night tri-folds would display pictures of philanthropic events.)

d. Five items for visual purposes includingi. Shirts

ii. Trophiesiii. Scrapbook or Photo Albums

C. ABSOLUTELY NO GLITTER. If cleaning is required, Campus Life may charge for cleaning.

D. Philanthropy Night Specifica. One Philanthropy project or craft is allowed

i. Items pertaining to this activity may be permitted on the tables or consolidated to one location

E. The 5 items specified above for visual purposes may only be substituted for items sent from headquarters for display. Any items sent from headquarters will count into the total items. This must be pre-approved by the Vice President of Recruitment and Retention during the same meeting when your Philanthropy and Sisterhood videos are checked. The Philanthropy Craft will need to be preapproved at this meeting as well.

F. Strands of lights are prohibited, with the exception of Preference Night.

G. Receipts for all of your recruitment purchases will be due at the same meeting when your Philanthropy and Sisterhood videos are checked.

H. A list or pictures of the 5 items must be presented at the same meeting when your Philanthropy and Sisterhood videos are checked.

I. Walk-thrus will be done by the No Frills Committee (comprised of the Judicial Board) 1 hour prior to the first party starting. If there is something that does not meet the No Frills Policy a warning will be issued and you will be told to remove/adjust to item(s). After all of the room checks are complete the No Frills Committee with return to do a second check. If the second check still does not meet the No Frills Policy an infraction will be issued.

Section 6: Recruitment StructureA. Recruitment at Southeast Missouri State University

consists of four (4) rounds: Go Greek (Open House), Philanthropy, Sisterhood, and Preference.

B. The party numbers of each night of formal recruitment were voted to operate on a 7-6-4-2 breakdown.

A. Each chapter is expected to provide meaningful information and interaction regarding their philanthropy on Philanthropy Night.

B. Every chapter must have their Philanthropy Night video previewed by the Panhellenic Council at a designated time. Philanthropy videos may not exceed 10 minutes; including a video supplied by your chapter’s headquarters. Once they have been previewed, there shall be no changes made in any way unless advised to do so by the Vice President of Recruitment & Retention

Section 8: Sisterhood NightA. No skitsB. Every chapter must have their Sisterhood Night video

previewed by the Panhellenic Council at the time designated. Sisterhood videos may not exceed 10 minutes. Once they have been previewed, there shall be no changes made unless advised to alter the material by the Vice President of Recruitment and Retention.

C. Videos must solely represent the activities that your chapter participates in to build sisterhood and it should clearly convey a sisterly demeanor.

D. There is to be no mention or reference to nicknames of any other chapter during your video for Sisterhood Night.

E. No Fraternities or fraternity activities, with the exception of philanthropic events, will be permitted for display during videos during Sisterhood Night.

Section 9: Preference NightA. All chapters will be responsible for following any guidelines

concerning the use and clean-up of the First Student Transportation buses.

B. No active members are permitted on the Preference Night buses. However, two alumnae members are required to assist the bus driver and the Recruitment Counselors.

C. Travel time for Preference Night may not exceed 30 minutes. Preference night location with MapQuest directions from the University Center must be turned into the Vice President of Recruitment and Retention on or before the date videos are proofed.

D. Any chapter wishing to hold Preference Parties off campus is held liable in the even that any accident occurs once the PNM steps off the bus at the designated off-campus location

E. PNMs must complete a final ranking immediately following their final preference party.

F. Quota range will be determined based on the number of women signing MRABAS, and the RFM specialist assigned to Southeast Missouri State University Panhellenic Formal Recruitment will confirm the numbers.

G. Sorority Bid Lists must include every woman that attended their Preference Event

Section 10: Bid DayA. No men or alcohol will be allowed at any sorority Bid Day

functions.B. Under House Total/Snap-Bidding/ Continual Open Recruitment

a. All procedures will follow guidelines in the National Panhellenic Council Manual of Information

b. Only chapters failing to achieve quota in the formal recruitment process will be allowed to Snap-Bid members during the morning of Bid Day until noon when the event begins. The Office of Greek Life or Panhellenic reserves the right to change the Snap-Bid timelines in the event of an unforeseeable obstacle.

c. Chapters under house total or chapters not achieving quota will be eligible to begin Continuous Open Recruitment Monday following Bid Day.  COR can continue until the last day of classes before finals week with the exception that bids are not to be extended during a period when school is not in session, i.e. Thanksgiving or Winter break.

Section 11: Potential New Member Contact A. All conversation between active sorority women/alumnae and a

PNM will be in reference to personal experience, academics, and Greek life on Southeast Missouri State University’s campus.

B. Conversation, including rumor or innuendo, invitations, or Bids are STRICTLY PROHIBITED.

C. Specific questions about recruitment should be directed towards a Recruitment Counselor, NPC Executive officer, a Greek Life staff member, or the Panhellenic Website.

D. Contact in private residential areas (on-campus rooms and off-campus  houses)  between  PNM’s  and  sorority affiliated members shall be prohibited between the first official Panhellenic recruitment event and Bid Day. No active sorority woman shall take a PNM off campus at any time.

E. There will be no assurance or promising of invitations or bids either directly or indirectly by a sorority member, affiliate, or alumnae to a potential new member.

F. No active sorority woman shall take/meet a PNM off campus at any time. The only exceptions are University sponsored events that happen to be off campus (ie. Campus Outreach).

G. No contact may be made from an active sorority woman/alumnae to a PNM by computer, cellular phone, or other electronic devices from the first official Panhellenic recruitment event to Bid day. Prior to formal recruitment normal social contact through the web is acceptable.

H. There shall be no contact between active affiliated sorority women and PNMs when alcohol is present.

I. Contact violations are at the discretion of the Panhellenic Judicial Board.

Section 12: Informal RecruitmentA. During an Informal Recruitment semester (spring semester),

COR may take place between the first day of classes through the last day of classes of that semester, with the exception that bids are not to be extended during a period when school is not in session.

Section 13: Recruitment Infractions A. If a sorority believes there has been a violation of the Code of

Ethics or NPC Unanimous Agreement, recruitment rules, or the Panhellenic bylaws, a written Infraction report, specifying a time, place, and witness(s) to the alleged infraction, must be submitted to the Panhellenic Council President, the Vice President of Membership Recruitment, the Vice President for Internal Affairs, or the Panhellenic Advisor within 30 days of the infraction.

B. Infraction reports may be filed by the Chapter President, Chapter Recruitment Officer, PNM, Panhellenic Advisor, or Recruitment Counselor.  An individual member wishing to file an infraction should do so through her President or through the Panhellenic Advisor

C. Solid evidence in the form of computer print-outs, telephone records, or numerous witnesses (as many details as possible) is strongly encouraged.

D. Recruitment Infractions will follow all NPC Judicial procedures and policies, and has the option to be heard through the Panhellenic Judicial Board.
