For Elementary, Middle School, High School Teaching: Elementary Level: You must hold a professional-level credential from another state or U.S. territory to qualify for California teaching or services certification based on out-of-state preparation. (Generally, documents with the following terminology do not meet the definition of a profession-level credential: intern/internship documents, apprentice documents, temporary/non-renewable documents, or documents with requirements to complete subject matter examinations.) To qualify for this credential based on out-of-state teacher preparation, the minimum requirements are: application form 41-4 and processing fee, official transcripts verifying your Bachelor’s degree and any additional higher degrees, a copy of your professional level out-of-state teaching license authorizing elementary school teaching, and evidence of fingerprint processing. The following documentation is suggested, but not required, for initial certification: a copy of an out-of-state examination that meets the requirements for the CA Basic Skills Examination and if applicable, verification of two or more years of successful full-time out-of-state teaching experience. Middle School Level: California does not issue credentials specifically for teaching in middle schools. A middle school position may require either a Multiple Subject Teaching Credential or a Single Subject Teaching Credential. Educators prepared in other states who are certified ONLY

Applicants must hold a professional-level credential from another state or U.S. territory to qualify for California teaching or services certification based on out-of-state preparation. Take note of Middle School Level requirements. If the out-of-state credential is authorized for middle school service only, a preliminary credential may be issued but the individual will be required to meet California’s subject matter requirements before the clear credential may be issued.

in a middle school setting have the option to choose to apply for California certification in either Multiple or Single subjects. For out-of-state prepared educators who are dually certified in both middle school and another setting (elementary or secondary/high school), you may only apply for the comparable area of certification in either elementary or secondary/high school certification. High School Level: California authorizes departmentalized teaching, typically found in secondary/high schools, via the Single Subjects Teaching Credential. Out-of-state applicants who meet all certification criteria except CT assessment requirements may be issued a one-year interim certificate with a deferral for the Praxis tests. Must complete all required tests before the expiration date of the certificate. Educators may be exempt from Board approved assessment requirements, including Praxis Core, Praxis II subject knowledge tests, Connecticut Foundations of Reading Test and/or ACTFL OPI and WPT, if they meet the following criteria: Hold a valid certificate in another state that is equivalent to at least a Connecticut initial educator certificate AND have one of the following:

1. Three years of successful appropriate experience in the same state (in the same approved nonpublic school or public school system, in the endorsement requested) in the past 10 years;

OR

1. A master’s degree in the academic subject area for which Connecticut certification is being requested. Please note that pedagogical degrees in the subject area, such as those for elementary education, special education or physical education, do not meet the requirements of the exemption.

Connecticut does not participate in the interstate agreement for administrative endorsements.

Connecticut requesting review of their programs to determine whether their candidates will be eligible for Connecticut certification based on successful completion of a particular program at their institution. The Bureau of Educator Standards and Certification does not individually review and/or pre-emptively determine eligibility for certification prior to the submission of an application. However, detailed information regarding certification requirements is available in the Regulations Concerning State Educator Certificates, Permits and Authorizations, posted at www.ct.gov/sde/cert. In addition, Connecticut participates in interstate agreements, which allow us to waive specific coursework requirements under certain circumstances. Candidates who do not qualify for CT certification under the terms of the interstate agreement must meet all of CT’s requirements for the endorsement requested, including coursework. Connecticut certification regulations require completion of general academic and professional education coursework at a regionally accredited college or university from a state-approved planned program, and lead to an institutional recommendation for certification. The license authorizes you to work in a DE public/charter school, and the Certificate(s) identifies the area(s) in which you are authorized to teach. Out-of-State Applicant Certification information found here: https://www.doe.k12.de.us/site/Default.aspx?PageID=3504 Reciprocity: Delaware Department of Education considers educators who hold a full and current license/certificate in another jurisdiction (any U.S. state, including District of Colombia, Guam, or Puerto Rico) for licensure by reciprocity. Upon review of the documentation, DDOE will determine if: o The applicant meets the requirements for an Initial License or Continuing License, o The applicant will be required to complete an approved performance assessment, and o Delaware offers a comparable certification area to the applicant’s out-of-state credentials

Educators who hold a full and current license/certificate in another US state/territory will receive a comparable Delaware license certificate with successful processing of all application documentation. Applicants who have held full-time K-12 teaching positions in another state will need to submit Verification of Teaching

Applicants who hold a full and current license/certificate in another state are eligible for licensure in DE by reciprocity, otherwise they will need to meet all requirements of a new DE educator. Applicants who have been issued an Initial License and have not demonstrated at least one year of successful teaching experience will be required to complete an approved performance assessment within two years of the date of hire at a DE public or charter school.

If the Out-of-State credential is not accepted under reciprocity, the educator will need to meet all the requirements for a new Delaware educator. Out-of-state applicants must have completed a state approved teacher preparation program at a regionally accredited educator preparation institution or a state-approved alternative training program. In addition, candidates must comply with the state ancillary requirements such as GPA, testing, and internship. Testing requirements will be waived for out-of-state applicants who hold a valid certificate and have completed two (2) years of teaching in the subject area and grade level on their certificate. Yes, an applicant trained in a state outside of KY may be eligible for certification in KY but must comply with the state ancillary requirements such as GPA, testing, and internship. Out-of-state applicants: If you are certified to teach in another state you must follow the guidelines of the Out-of-State Application Packet for certification in Louisiana. The Out of-State certificate is valid for three years; you will have that time to complete any guidelines you may lack for a standard Louisiana teaching certificate. Testing Requirement: After an evaluation of application documents, the applicant will be notified per a MOECS evaluation letter as to what appropriate subject area tests are to be taken via the Michigan Test for Teacher Certification (MTTC) in addition to the basic skills exam. However, the terms of the agreement address both traditional teacher preparation programs and alternative route teacher certification programs and each certificate and/or program must be evaluated under the terms of this agreement. Out-of-state certification programs and credentials may differ from Michigan programs and credentials; however, under the ICA, the Department attempts to match out-of-state certificates, grade levels and content endorsements, as closely as possible. To determine reciprocity under the ICA, an evaluation must be completed. For this to happen, an application must be submitted using the Michigan Online Educator Certification System (MOECS). 2020 Update: PELSB does not approve programs offered by non-Minnesota institutions or preparation providers (see Minnesota Rules 8705.0100; 8705.0300; 8705.2100; 8705.2200). In 2017, Minnesota’s state legislature adopted a tiered licensure scheme, which allows individuals that have completed a state-approved teacher licensure program to be eligible for a Minnesota Tier 2, Tier 3, or Tier 4 license. (Note: A Tier 1 license is largely considered an “emergency license.” An individual is eligible for a Tier 1 license by completing a bachelor’s degree. Additionally, the individual must have received a job offer from the public school or charter school.) In October 2018, PELSB adopted tiered licensure rules to provide further clarification on the requirements for each tiered license. If the programs are approved by the state of Missouri to lead to initial or additional licensure AND include student teaching the equivalent to a Minnesota program, the individuals that complete those programs would be eligible for a Tier 3 license in Minnesota. For your degree and/or coursework to be accepted to meet certification requirements, they must be completed at a regionally accredited college or university. An applicant who possesses a valid professional certificate from another state may be granted a Missouri certificate in an area most closely aligned to the certification if Missouri issues such certificate. If an educator is completing or has completed a teacher education program in another state (either on campus or online), it would be beneficial to obtain that state's certificate whether one plans to reside in that state or not. Staff Certificate types: Certificate of Eligibility (CE) for those who have not completed a teacher prep program, Certificate of Eligibility with Advanced Standing (CEAS) is for those who have completed a teacher prep program and do not hold a NJ standard certificate, Standard is a permanent certificate for those who have met all requirements for state certification.

For candidates from other states to receive a certificate through reciprocity, NJ must issue the equivalent of whatever subject area or grade level out-of-state license the applicant holds. The Certificate of Eligibility with Advanced Standing is a credential issued to an individual who has completed a teacher preparation program and does not hold a NJ standard certificate. Assuming such equivalency, this chart applies. If applicant holds a valid standard certificate issued by another state, they must demonstrate at least 2 years of teaching with within three consecutive years of the last four calendar years or hold National Board of Professional Teaching Standards certificate. 2020 Update: PDE does not preapprove certification programs outside the state of PA, nor do they guarantee certification with the completion of an out of state certification program. When a candidate questions PDE if a particular out of state program will meet PA guidelines for certification, PA usually recommends that they make sure the program has state approval for the subject area from the Department of Education in which the program is offered. The program must be comparable to PA guidelines including student teaching and they must complete the PA required tests. They must also maintain a cumulative GPA of 3.0 in their degreed program. Paramedic and EMT Licenses Across State Lines

The number of states that don't accept National Registry of Emergency Medical Technicians (NREMT):

12 states do not offer reciprocity for EMT-B

19 do not offer reciprocity for EMT-I 13 do not offer reciprocity for EMT-P

In order to be certified in a non-reciprocal state, you may be asked to do additional training, a refresher course, a practical exam, or a written exam. Some states like Alaska and Connecticut will even require you to have a sponsor for certain positions.

Athletic Training State Regulatory Boards

To become a certified athletic trainer, a student must graduate with bachelors or master’s degree from an accredited professional athletic training education program and pass a comprehensive test administered by the Board of Certification (BOC). Once certified, he or she must meet ongoing continuing education requirements in order to remain certified. Athletic trainers must also work in collaboration with a physician and within their state practice act.

Eligibility for the BOC exam is contingent upon completion of a program accredited by the Commission on Accreditation of Athletic Training Education (CAATE) that must instruct the Competencies within the curriculum. Passage of the certifying examination is a requirement for licensure in most states.
