NO OBJECTION to the two dwellings but has raised serious safety concerns regarding the site lines when exiting Station Road, therefore request a Boundary Treatment review by Highways.

SH will contact the case officer Jon Holmes and ask for clarification. GW raised serious concerns regarding the junction at Station Road it was agreed that he would take this up with Highways.

Cycling and Greener Transport Success by Cllr’s AM RW GW in getting parish residents to indentify

locations on HCC’s Covid Travel Map where modifications to roads or pavements would improve safe cycling and walking.

17/6/20 Zoom discussion held with Cllr’s and Co Cllr Mark Kemp-Gee (notes attached)

Thanks to Farnham Cycling Campaign for the loan of Elane, their electric assisted cycle on Monday 6th July. 5 parishioners and 3 councillors came along to try out.

Alton Climate Action Network (ACAN)’s 2020 Vision Report: ACAN has done a stocktake of the ways the local community can “build back better” for Alton and surrounding villages after Covid, based on a survey

conducted in May. The 2020 Vision report identifies seven areas for action: community/local food/walking and cycling/green jobs/home working/energy and the natural environment. Action is already in progress with the Alton Repair Café and Community Share (at present for toys, games and books) and will in due course evolve into a “Library of Things”.

Waste Management issues relevant to BPC and Veolia application HCC Economy, Transport &Environment Select Committee met on 2/7/20

to discuss “Recycling & Single Materials Recovery Facility” likely to be sited in Eastleigh, approval already in place for an Anaerobic Digestion Facility

ACAN, through its Energy Alton group is developing a response to the Veolia application.

Cllr Coney suggested the idea of the PC purchasing possibly 5 bikes and renting them out. JC would look into and report back to council.

20/058 Clerks Notices:a. Drone Flying at Recreation Ground

Concerns raised regarding flying of Drones and, it was agreed to ban flying on all BPC land for the time being. JC to look at Policy to bring to Full Council in September for adoption. A statement to be put on social media and the two signs that show what is prohibited at the Rec to have MODEL AIRCRAFT and DRONE’S added. The Clerk will organise the printing.

b. Reopening of Playground and Outside toiletThe playground and outside toilet opened on July 6th. Guidance taken from EHDC website, risk assessment completed and notices put up at Playground.

c. Rowledge War MemorialSH had received an e-mail from Mark Westcote regarding reinstating the project to pave around the War memorial. The Clerk will report back in September if any progress has been made.

d. New Oak Trees at Rec (discussion on siting)KR reported back that Dom Turner-Ray (Head Arborist at Heckfield Place) had looked at the trees stating they are too tall and whippy for their current siting. Suggested a slow growing Holm Oak for the BPC to purchase. October would be correct time to purchase and plant. SH to look to source and bring to September Full Council.

e. Neighbourhood WatchGW confirmed he had spoken with Ryan France-Moore, Isington co-ordinator. He has 60+ e-mail contacts and is not keen to increase. Thoughts were to create a Station Road group. SH confirmed that in the last 11 years we had 3 attempts to set up a Binsted group and no interest was shown. DB spoke of her experience of these groups and felt it should be run by residents and not BPC.
