Confirmation of Minutes of the 12 th SWAYAM Board Meeting held on 11.03.2019
Minutes
The 12th Meeting of the SWAYAM Board was held under the Chairmanship of Shri R. Subrahmanyam, Secretary (HE), M/o HRD on 11.03.2019.
2. Confirmation of Minutes of the 11th SWAYAM Board Meeting: SWAYAM Board confirmed the minutes of 11th SWAYAM Board meeting.
3. The status of SWAYAM Courses that was placed before the Board is summarized below:
● Total Courses : 2,073● Students Registered on SWAYAM : 28,13,590● Students Registered on NPTEL : 21,44,038● Total Registrations : 49,57,628● Students Enrolled for courses on SWAYAM : 37,14,188 ● Students Enrolled for courses on NPTEL : 61,73,691● Total Enrollments : 98,87,879
4. Local Chapters: Secretary (HE), MHRD highlighted the need for preparation of an action plan for Local Chapters for the year 2019-20. Based on this every SWAYAM Local Chapter should plan their activities with specific objectives and goals to be achieved.
Sharing their experiences, NPTEL mentioned that the proposed course list before finalization are circulated to the Local Chapters for comments. Local Chapters are involved in enrolling of students, facilitating credit transfer, suggesting new courses, exam registration and helping students during the delivery of courses.
It was agreed that NPTEL would lead and pilot all the Local Chapters including of UGC and other NCs. NPTEL would devise a modal action plan for the Local Chapters and share it with UGC. A semi automated process to monitor and support the Local chapters to implement the action plan should be adopted by using Google forms / web portal. There would a SPOC from UGC for handling local chapters. UGC will share the contact details i.e. mobile number and email id of their Local Chapters to NPTEL.
5. Certificates for SWAYAM: The Board expressed concern in the unnecessary delay happening in issuing certificates for the successful candidates in the December, 2018/January, 2019 Exams. It was decided that the certificates would be issued by the NCs latest by 31st
March, 2019.
Secretary (HE), MHRD desired that from July 2019 semester onwards, the certificates should be generated electronically after due checks and verification process by CC and NC. The same should also be made available in National Academic Depository (NAD). Also it was desired that the exams for the forthcoming semesters should be done in synchronisation with dates of NPTEL Exam.

6. NC Presentation: It was decided that all the NCs would make a presentation on the course health report of their courses in the future SWAYAM Board meetings.
NPTEL: NCs raised the issue of delay in sorting out platform related problems. It was decided that IIT Madras would share a SPOC from Persistent side to all NCs for raising all technical issues. In case of any issue not being sorted out, NCs are requested to contact Prof. Andrew Thangaraj directly.
It was agreed to use primarily SWAYAM for uploading videos for courses rather than going to YouTube. If in any case the YouTube video is used it should be through some verified channel of respective NC. NPTEL was also asked to share the best practices and process of uploading videos, tests, assignments to all NCs.
Secretary (HE), MHRD requested IIT Madras to capture the statistics of Afghanistan students getting enrolled in SWAYAM Courses.
IIT Madras was requested to share the Migration plan (from SWAYAM1 to SWAYAM 2) in next SWAYAM Board meeting.
CEC: CEC was requested to share the details of 65 repurposed courses to be offered in July 2019 i.e. type of additional work in repurposing, no. of modules added etc. Secretary (HE) requested CEC to review the low performing courses at their level and share the names of low performing courses to be scrapped from SWAYAM.
Also all NCs should monitor the response time of the CC in the discussions forums, which should be less than 24 hours.
NITTTR: NITTTR shared that all of the Course Coordinators are going live videos to solve queries. So this is also advised as a good practice to all NCs.
NCERT: NCERT informed that NCERT is aligning their courses to the school calendar. So, courses will be starting in April 2019. Secretary (HE), MHRD requested them to review courses and get feedback from active learners and also emphasized to offer courses to train teachers to equip them to teach subjects in a blended mode. This may be a point to start in Operation Digital Board.
IGNOU: IGNOU informed that their courses started on 1st March and are ending before 30th
April, 2019. IGNOU was requested to strictly adhere to the schedules and timelines, as decided in the meetings in future.
IIM Bangalore: On IIM Bangalore request, it was agreed that for courses offered by IIM Bangalore and other Institutions through IIM Bangalore, the copyright will be held jointly by MHRD and the respective Institution producing the course.
7. Extension of End Date for SWAYAM Courses offered during January, 2019 Semester: Board approved the extension of end date for SWAYAM Courses offered during January, 2019 Semester from 20th April, 2019 to 5th May, 2019.
8. Status of Translation of SWAYAM Courses: IIT Madras presented the status of translation. They were requested to give a demo of a translated course.

9. List of Courses for July 2019 Semester: Board finalized the list of 544 courses that would be offered during the July 2019 Semester. UGC was requested to submit the finalized list immediately.
The Board once again emphasized the need of aligning the courses to the model curriculum. Also, it is decided that the NCs should try to offer courses in a packaged manner, which shall make a part of certain Degree / Diploma Programme. This can act as a good incentive for the learners to take up such courses. Each NC will make a presentation on this in the next Board meeting.
It was also decided to declare the exam dates and slots of courses for examination well in advance during starting of the course.
Following timelines were decided for July, 2019 Courses:
Start Date: Before 31st July, 2019
Enrollment End Date: One month after start date / 31st August, 2019
End Date: 30th October, 2019
Exam Date: 1st week of November, 2019
10. Procurement of SWAYAM Prabha Studio Equipment for INFLIBNET: INFLIBNET to be requested to make a presentation on the action plan for the proposed Channel 29 and the justification for studio, in the next SWAYAM Board meeting. The Agenda item to be deferred for the next meeting.
11. SOCIAL Media Campaign: M/s EdCIL (India) Ltd. was requested to indicate the budget for the year 2019-20 for Social Media Campaign. It was decided to go aggressively on course by course basis like courses of national interest, courses of famous faculty etc. M/s EdCIL (India) Ltd. is requested to take up the complete social media campaign in coordination with all National Coordinators of SWAYAM.

C. Complete status reg. the number of Courses adopted for credit transfer:
The number of courses adopted for credit transfer, total number of students benefited from credit transfer, process of credit transfer in the in 92 Universities / Institutions. This may be seriously pursued by UGC.
UGC : Number of Universities approved credit transfer has
increased from 92 to 122 For January, 2019 Semester, 3854 students from 55 universities
have requested for credit transfer for UGC Courses. Other Universities have informed that :-1. The students have selected the MOOCs courses as elective since the University has for the first time accepted the MOOCs courses. 2. Due to the Examination Centre outside the premises of Universities the students are not enrolling in the courses for Credit transfer e.g. (CU Haryana, CU Kerala, HNBU etc)3. The examination fees is high for students coming from rural background.
2 Review Report of running courses by NCs and activity plan
It is decided that the NCs should try to offer courses in a packaged manner, which shall make a part of certain degree / diploma programme. Each NC will make a presentation on this.

Annual SWAYAM Conference
Purport
The objective of this Note is to seek the in-principle approval of the Board for organizing an Annual SWAYAM Conference on specific day(s), every year.
Background
On multiple occasions, the National Coordinators were feeling that we should have an Annual SWAYAM conference on specific day(s) every year. The conference would be attened by the National/Course coordinators, selected students and faculty members. Well recognized personalities in Online Education both from India and Abroad could be invited as Guest speakers. The Conference will be act as a platform for exchanging thoughts, best practices and success stories of SWAYAM and help to create a wave among both the faculty and students. The details could be worked out and placed before the Board for approval
Approval Sought:
The Board is requested to kindly consider and approve in principle the proposal for organizing an Annual SWAYAM Conference.

Training of SWAYAM Course Coordinators
Purport
The objective of this Note is to seek approval of the Board for the report of the Sub-Committee on SWAYAM CC Capacity building and to organize the pilot training programme at NITTTR Chennai.
Background
The need for Capacity Building was discussed in detail 11th SWAYAM Board Meeting. Board constituted a Committee under Chairmanship of Vice Chairman, UGC for planning and implementation of the training programme for SWAYAM Course Coordinators. The report approved by the committee is at Annexure I
Action Plan
The pilot capacity building exercise would have three parts: Go through the MOOC on MOOC course and also enroll in any one SWAYAM
course 3 days hands on training programme at NITTR Chennai Handholding for 90 days through mail and WhatsApp
The contents and the schedule for the training would be standardized based on the experience of the pilot programme
Detailed course material including guidelines for various activities would be prepared, which would be the Reference material for production of MOOCs
Financial Implications
The expenses that need to be covered would include:1. Boarding and Lodging of Trainees and resource persons (about 35) for 4 nights. The per
day charges at NITTTR is Rs.1500 per person per day2. Travel (by air) for trainees and resource persons at actuals3. Honararium for Resource persons @ Rs.5000 per day and support persons @ 1000 per
day (camera man, editor etc)4. Preparation and distribution of course material at actuals
Approval Sought
Approval of the Board is sought to conduct the pilot training programme for the SWAYAM CCs at NITTTR Chennai and to incur expenditure as per the norms discussed above. Also an amount of Rs.5 Lakhs to be released to NITTTR Chennai, as advance for organising the training programme. The list of trainees would be finalized by the Training Committee.

Report of the Sub-Committee on SWAYAM Course Coordinator Capacity Building
Dated: 26thMarch, 20191. BACKGROUND
The SWAYAM Capacity Building Committee under the Chairmanship of Dr. Bhushan Patwardhan, Vice Chairman, UGC in its meeting held on 12th March 2019 had nominated the following sub-committee to work out the details of the training programme for SWAYAM Course Coordinators (CCs):

2. OBJECTIVE
The objective of the training programme would be to train the SWAYAM CCs so that they can Design, Develop and Deliver good SWAYAM courses. Also it would train the CCs to effectively Engage and Transact with the learners and motivate them. The courses that are offered through SWAYAM should be of excellent quality in all aspects
3. DELIBERATIONS OF THE SUB-COMMITTEE
The Sub-committee had its first detailed discussions on 12 th March, 2019 at UGC. This was followed by a number of discussions through Google Hangout.
4. BROAD OUTLINE OF THE CAPACITY BUILDING EXERCISE● The capacity building exercise would have three parts
○ The trainees would have to fulfil or complete certain prerequisites before coming for the training programme
○ The training would be residential and would be for 3 days○ The training would be followed by hand holding for the next 90 days
through WhatsApp group or mail● The trainees for the first training programme, which would be pilot one, should be
selected carefully from the CCs who have going to offer courses in the July 2019 semester
● The training would be fully hands on● The ideal size of the class should be 25 so that 5 groups can be formed for
hands on (Max 30)● The trainees should be so chosen that each of the 5 groups would be
homogeneous● One resource person would be attached with each group for the hands-on
sessions during the training programme

5. PREREQUISITES FOR THE TRAINEES
The trainees before coming for the programme should have:● Done one SWAYAM course in their area of interest● Gone through the MOOC on MOOCs by IITBx or IIMBx
6. CONTENTS AND SCHEDULE
● Sessions are planned for 90 minutes, however since the program is going to be residential, the timing may be extended as required (especially the hands on practice sessions).
● Participants groups would be created based on their subject domains, to facilitate peer interaction, creation, and review.
● Contents created for the sessions will be briefed to ALL the committee members, so that all the members are conversant with the overall content; and can conduct sessions for each other.

8. FINANCIAL IMPLICATIONS
Expenses of the 3 days training program to be covered from the project:● Lodging and boarding (Trainees and Resource persons)● Travel: Air tickets and local transport (Resource persons)● Honorarium (Resource persons)● Preparation and distribution of course materials (handouts, slides etc.)● Studios, classrooms, and lab rentals (if any)

9. PILOT TRAINING PROGRAMME
The pilot training programme or the first training programme to be organised for the CCs who are going to offer SWAYAM course in the July 2019 Semester. All the sub-committee members who would also be the resource persons would be present for the pilot programme so that based on the experience gained, the training contents and schedule could be standardized.
As mentioned in the training module, the participants need to complete the LCM course on IITBx or IIM Bangalore. The course on IITBx is of 4 weeks duration, therefore we plan to make it available for the participants to undergo it in the month of April. The pilot training program will be conducted in May 2019.
10. SELECTION OF TRAINEES FOR PILOT PROGRAMME
It is very important that the participants for the training are selected correctly to ensure that the training would achieve its objective effectively. So the participants would be selected by the sub-committee. The committee has multiple sources to select the participants.
● Submitted proposals to SWAYAM● Top performers in IITBx LCM course● Applications received by IIMB● Any other specific proposals from the NCs
The committee would review all the applications/proposals, and decide on the top 30 participants, who would be invited for the pilot training program.
11. VENUE FOR THE PILOT TRAINING PROGRAMME
It is recommended that NITTTR Chennai be the venue for the pilot training programme.
NITTTR Chennai has the necessary infrastructure such as classroom with adequate computer systems and internet connectivity, boarding and lodging facilities for the trainees etc. In addition, the campus is very near to IIT Madras where the resource persons from SWAYAM 2.0 and NPTEL are available. NITTTR has studios and recording facilities and this could also be augmented from IIT Madras.

Annual Schedule of SWAYAM Courses
Purport
The objective of this Note is to seek approval of the Board to finalize the Annual Schedule of SWAYAM Courses.
Background
SWAYAM courses are accepted and eligible for credit transfer. Many times, the SWAYAM schedule, especially the examination dates clashed with the calendar of other Universities/ Institutions. It is proposed that SWAYAM has an Annual schedule which can be circulated to all Universities/Institutions so that they can keep in view while planning their schedules. A draft schedule was circulated to all NCs. The comments received has been considered in the final proposed schedule.

Purport
The objective of this Note is to finalize the list of courses to be offered in the July 2019 Semester submitted by UGC.
Background
In the 12th Meeting, Board finalized the list of 544 Courses that would be offered during the July 2019 Semester. UGC was requested to submit the finalized list immediately.
MHRD has received the list of courses from UGC and IIM B which is attached at Annexure III
UGC has submitted the list of 44 Courses (37 New + 7 Re Run) IIM Bangalore add on 3 more new courses resulting total 22 courses ( 8 New + 14 Re
Run)
Thus a total list of 591 Courses has been received from all NCs for July, 2019 Semester.
Approval Sought
The Board is requested to kindly approve the list of courses submitted by UGC and IIM Bangalore that would be offered during the July, 2019 Semester.

edX Proposal for Collaboration with SWAYAM
Purport
The objective of this Note is to review the proposal received from edX for collaboration with SWAYAM.
Background
A formal proposal was received from the edX for collaboration with SWAYAM, which specify that edX courses will be available for discovery on the SWAYAM (2.0) Platform. The proposal gives an outline to provide remote support and access to necessary APIs to enable edX Course Discovery on SWAYAM 2.0 Platform with Single Sign On for seamless redirection & integration. The proposal from edX is attached as Annexure IV

EdX- SWAYAM 2.0 Collaboration RecommendationOver a series of meetings between MHRD and edX leadership teams, there is a consensus to make edX courses available for discovery on the SWAYAM (2.0) Platform. The integration details shall be as follows:
1) Technical Overview - edX courses shall be made available for discovery on SWAYAM 2.0 platform through the following API Integration.
a) Course Discovery API - edX offers thousands of courses covering a wide variety of subjects, from Business Management to Communication Skills to Soft Skills to Artificial Intelligence. edX will provide access to an enterprise API to retrieve the course information (metadata) from edX and display it on SWAYAM2.0 platform.
b) Integrating Single Sign-or –SSO enables a seamless transition from SWAYAM2.0 Portal to edX learning dashboard. Learners who are signed-in to their SWAYAM2.0 portal can register and enrol in edX courses without needing to sign in again on edX.org. edX supports SAML 2.0 technology for implementing SSO.
c) Seamless access to edX courses through SWAYAM2.0 Platform - Through the use of above APIs, a learner can discover all the edX courses on SWAYAM2.0 and choose to enroll for the edX course on Audit or Certificate Track, as per edX terms of use.
2) Integration Fee Waiver - edX shall provide free access to APIs, Integration Guide and remote support from edX engineering teams that is required to enable the integration between edX and SWAYAM 2.0 Platform.
