Background From the outset, to meet the growing and diverse needs of the national seed systems in participating countries, the WASP adopted to organize various ‘in-country trainings’ approach, by which primary courses for relevant staffs of the NARS seed unit and the private sector will be held to further enhance their capacity to meet the target of increasing production and supply of quality seed of improved varieties, from the current rate of 12% to 25% at the end of the project’s five years, therefore helping to improve agricultural productivity. This approach is relevant as it will help to strengthen the culture of human resource development within the region in particular in the seeds industry.

A well-functioning formal seed system comprises all key components along the seed value chain within the national agricultural research system. However, seed systems in WASP target countries are faced with various challenges, among these, are (i) weak human, institutional and infrastructural capacity of the public and private sector to produce and market adequate quantities of quality seeds, to implement the ECOWAS policy and regulations, (ii) lack of seed demand forecasting and market information systems, (iii) weak and underdeveloped agro‐dealer networks and, (iv) low access to finance and several un-coordinated initiatives. The development of capacity within the system will enhance the increase supply of improved quality seed of old and new varieties from research, subsequently increasing the quality as well as supply of certified seed from companies to farmers.

Course organization

A three (3) day course on Strengthening National Capacity to Produce Quality Breeder Seed for NARS seed unit personnel and another on Seed Business Management and Marketing for small and medium scale entrepreneurs were organized back to back in the respective countries: Niger, Ghana and Nigeria

The purpose for the NARS was to train/retrain seed unit staffs, quality control personnel and extension agents on quality breeder seed production for maize, rice, sorghum and millet so as to enhance the participant’s knowledge and capacity to supply quality seeds.

For the private sector group, the purpose was to improve seed Small and Medium Enterprises (SMEs) competitiveness in ECOWAS Region by strengthening their technical, business management, production and marketing capacities.

The target groups for the NARS were technicians, young breeders, seed technologist, seed inspectors and seed unit managers while the target groups for the private sector training were managers and technical staff of the various seed enterprises and the seed trade association in the countries.

Course content

For Public sector Group

Variety description and variety maintenance, breeder seed production, seed processing and storage as well as seed quality assurance are specialized tasks where technical and managerial skills and experience are required for implementation at the national level. The course aimed at improving the national capacity to produce, process, store, market and promote public/private sector interaction to improve access to quality breeder. Moreover, the principles and techniques of seed production and quality assurance were addressed in detail.

For private sector

Setting up a seed business, basic accounting, cost calculation, business plan development, trade negotiation, marketing and commercial contract were the modules developed to improve the national capacities for the private sector managers to better handle a successful and a competitive seed business, within the region,

Concept analysis, best practices, case studies were the cardinal approaches of this session. And the participants were encouraged to share experience and to inter-act with each other and provided with powerful and practical tools in seed marketing as well as in seed business management.

Courses beneficiaries

In total, 160 persons have been trained, including 62 persons in Niger, 61 persons in Ghana and 37 persons in Nigeria.

The beneficiaries from public sector and from private sector were respectively 51.35% and 48.65% in Nigeria, 51.61% and 48.39% in Niger and 45;90 and 54.10% for Ghana.

Course delivery

The course program blended theoretical lectures with practical sessions and field visits relevant to breeder seed production and maintenance and quality seed production and certification. Theoretical and conceptual lectures presented by breeders of various crops from the NARS were supplemented by resource persons from the quality control agency, and the universities in each country. All lectures were followed by hands-on practical sessions and visits to fields and/or laboratories with the aim of providing more clear understanding and the necessary skills to establish and manage breeder seed production and maintenance and quality seed production and certification activities in a national context.

Theoretical lectures in agribusiness were presented by resource persons from Universities, NGO and Seed Companies. In some countries visits to seed companies and processing plant were followed the classroom sessions
