This is my first report as Chairman of The Lion Foundation and it is only appropriate to begin with a tribute to my predecessor, Mike Smith, who stepped down as Chairman and Trustee in 2013. Mike became a Trustee of the Foundation in 1989 and took up the role of Chairman soon after. During his time on the Board, The Lion Foundation distributed over $700m in grants to worthy community organisations up and down the country. The size of that figure speaks for itself as to the success The Lion Foundation has had in supporting New Zealand communities.

This success would not have been achieved without the dedication and leadership Mike Smith provided throughout the years in steering The Lion Foundation since its start-up during the earliest days of the Charitable Gaming Sector.

I know I speak on behalf of the staff and Board, our venue operators and the numerous charities that The Lion Foundation has had the privilege to support throughout his tenure, in thanking Mike for his outstanding contribution and service and in wishing him all the very best for the future.

FAREWELL TO MIKE SMITH

PERFORMANCE IN AN OPERATING ENVIRONMENT IN NEED OF URGENT REFORMIN MY FIRST REPORT, I am pleased to inform that The Lion Foundation has again distinguished itself in the quality and range of grants that it has made to community groups throughout New Zealand during the past year. These grants have provided funding to a fantastic range of sporting, educational, artistic and community services critical to the wellbeing of New Zealand. Regardless of whether these organisations are large or small, the services they provide sit at the heart of the New Zealand community and play a crucial role in making New Zealand such a great place to live. A large part of The Lion Foundation’s focus is on the infrastructure critical to the social well being of our community - social infrastructure without which our communities would crumble. This social infrastructure is represented by the tens of thousands of community organisations up and down the country, providing services that further develop and care for our communities. It is difficult to imagine New Zealand communities without them.

That said, our ability to maintain that level of community support is being seriously challenged as the operating environment for Class 4 Gaming and its integrity has continued to deteriorate. Working with its venue operators, The Lion Foundation has delivered a net profit after duty of $37.6m. While this is well above the statutory minimum required, it is down from the $55.9m, $56.1m & $45.7m achieved in the previous three years. I attribute a significant part of this deteriorating performance to the ever declining levels of integrity and probity in the sector. Total grants made to communities right across New Zealand totalled $40.9m, of which over 80% was distributed back directly to the communities from which those funds were generated. It would be pleasing to be able to say with confidence that we expect to be able to maintain this level of support for the foreseeable future but unfortunately I cannot. I do not have that confidence.

The excessive number of licensed operators (over 45 at last count) has created an environment where “competitive” behaviour from some less reputable operators continues to

undermine the integrity and transparency of the Charitable Gaming Sector. There is not a level playing field for the reputable and law abiding. These operating conditions reflect a failure of the present regulatory framework to maintain the performance and behaviour of the sector in accordance with the “social license” under which it is authorised, the sustainability of which must now be questioned.

But it doesn’t have to be this way. With the right political stewardship, there is a major opportunity to effect lasting reform of the sector that will ensure it operates with improved efficiency, and the integrity and transparency expected by the community. This will ensure its future sustainability.

For the last decade, The Lion Foundation has been advocating for such reform. We consider there are far too many Class 4 Societies and that a significant rationalisation and consolidation of the sector is required through the licensing system. The cost of operating such a large number of societies (some with unnecessarily sophisticated and expensive structures and overheads) carves out significant sums of money that would otherwise be available for distribution to the community in grants. The more licensed societies there are, the less funds there are available for the community.

The Lion Foundation believes strongly that its license to operate is not a private property right but a social license granted to it by the public. We consider our license carries

with it the expectation of the public to operate responsibly and properly in a sensitive sector carrying health and social risks. We recognise that any loss of public confidence in the sector rightly calls some to question its continued existence. However, to abolish it would run the risk of “throwing the baby out with the bath water” and with it the existence of many valuable community organisations doing essential work throughout the country.

With the right reform package and political leadership, the Charitable Gaming Sector can operate in a responsible, transparent and professional manner, providing high quality, community based gaming entertainment, whilst delivering 100% of the net profits from that to local communities. It remains the most efficient and effective form of community gaming that generates returns for the community – greater than Lotto, racing and sports betting or casinos. Implementing such a reform package is an attractive and attainable vision but one that will only be realised with the right political will. We consider any further delay risks irreparable damage to the standing of the sector and its very existence. It’s time for our politicians to act.

A SPECIAL KIND OF EVENT The Special Olympics is the biggest sporting event in New Zealand for those with intellectual disabilities. It’s also a place where the athletes develop both physically and emotionally, making friends along the way and gaining a sense of belonging. Over the course of five days, 1,200+ athletes participate in ten Olympic-style events. With over 400 volunteer coaches and managers, 100 health clinicians and all of the athletes’ family and friends who attend the event, this is a real community project. Athletes are also offered basic health screenings and services through the ‘Healthy Athlete Programme’. With the help of The Lion Foundation, this incredible event is able to continue improving the quality of life for so many talented athletes. Now that’s pretty special.

TAKING ACTION TOWARDS A CREATIVE LEARNING ENVIRONMENT Action Education looks at education as a process rather than a destination or product. They believe that creativity is inherent in everybody and offer programmes that utilise peer support, self-determination and community development. So when they needed help to fund general operational costs, The Lion Foundation was only too happy to oblige. From poetry workshops to DJ programmes, they are focused on creating opportunities that will inspire individuals and allow them to be proud of their achievements, and that’s music to our ears.

LAUGHTER IS THE BEST MEDICINE

Trained through the International Institute for Medicinal Clowning (Steinbeis University) in Berlin, the Clown Doctors NZ Charitable Trust brings joy and laughter to children in hospitals and to older people at Princess Margaret Hospital. After the February 22 Christchurch earthquake, they worked in the CBD with many other volunteers, spreading happiness and giving people permission to laugh when there was nothing to laugh about. The Lion Foundation takes care of a number of operating expenses so that these Clown Doctors can continue to heal their patients with a healthy duo of joy and medicine.

COMMUNITY GAMING RETURNS MORE TO THE COMMUNITY THAN ANY OTHER FORM OF GAMBLING.

It is not to be confused with the Casino Gaming Model.

New Zealand’s Community Gaming Model really is unique and special. Nowhere else in the world do local community groups have access to funds such as those given away by The Lion Foundation.

The Charitable Gaming or Community Gaming Trusts who operate machines in pubs and hotels are required to distribute 37.12% of their revenue to community groups; conversely the Casino Model operated by SKYCITY returns less than 2% of its profits annually. The comparison is stark with the Charitable Gaming Model of pubs and hotels (Class 4 Gambling) delivering approximately $290m* per year compared with just under $3m per year from SKYCITY casinos nationally.

In addition, the Class 4 Model provides Government with well over $200m a year in taxes and levies, such as the annual payment of around $13m to the Ministry of Health to fund their problem gambling strategy. This Problem Gambling Levy funds service providers in the community, along with interventions that help reduce any potential for harm.

COMMUNITY GAMING IS THE MOST HIGHLY REGULATED FORM OF GAMBLING IN NEW ZEALAND. The Government uses a wide range of controls to ensure that the Sector operates efficiently and returns funds generally to the area of origin in order to optimise the benefit to communities and ensure protection for players. Pub and hotel venue operators are licensed and trained and are not allowed to promote gambling, but work hard to minimise the risk of problem gambling. This is further supported by technology that keeps players informed about how much they have spent on the machines, every one of which is electronically monitored by the Department of Internal Affairs. All proceeds have to be reconciled and banked within five working days. It is a well-established, tried and tested system that ultimately delivers a great deal of positive impact across New Zealand.

DECLINING FUNDSDespite the massive contribution delivered by the Community Gaming Sector, it is a sector in decline.

To put it in real terms, The Lion Foundation distributed over $45m in grants in the year 2012/13; in this past financial year we received $100m in requests for support, but were only able to provide $41m in grants.

This downward trend demonstrates how funds are under pressure and highlights how policies such as the untargeted, though well-intentioned, tool of Sinking Lids adopted by many local councils, and the fragmentation of the sector are contributing to many more worthwhile groups going without essential funding support at a time when the whole Charitable and Community Sector is finding it tough.

A STROKE OF COURAGEThe Busting with Life Dragon Boat Team is made up of 22 strong-minded women who survived Breast Cancer, plus one “sole-male” coach who has his work cut out for him. Since 1995 the team has worked at raising awareness and educating their community about Breast Cancer. This year, thanks to The Lion Foundation the team competed in Ashburton at the National Championships, taking their campaign to a whole new level. After all, who better to raise awareness about Breast Cancer than those who stared it in the eyes and beat it back with an oar?

The Lion Foundation has been a proven steward of community funds for well over a quarter of a century. Distributing more than $740m to a hugely diverse range of groups seeking to support communities the length and breadth of the country.

Understanding the impact of those funds on communities is important to The Lion Foundation. Whilst not everything needs to be measured in terms of impact, certain programmes & initiatives we support are sensitive, some potentially life changing, so it’s critically important that we make sure they deliver positive results.

Intrinsic to achieving that success is understanding the nature of the different communities and parts of the country with which we partner; gaining a better understanding of regional differences and similarities will help us going forward.

A word on the Regional Grants Committees from the Chair.

Despite holding significant concerns with the wider operating environment, The Lion Foundation continues to work to optimise its performance and to develop a stronger, deeper relationship with its communities. During the last couple of years, we have developed a very powerful model in partnership with various Licensing Trusts throughout the country. We bring our operating expertise and size and have assumed responsibility for the gaming operations of local Trusts, while members of the Trust retain an ability to direct how those locally

generated funds are delivered back to the communities as grants. As a result of the success of that model, we have taken the decision to establish four Regional Grants Committees to service areas not serviced by the local Licensing Trusts with which we partner.

The Regional Grants Committees have been established with reputable local citizens. These committees are responsible for receiving and considering local grant applications and advising the Board how the funds generated locally should be returned back to those communities as grants. It is an exciting development and is delivering for us a new level of local community engagement and insight, whilst maintaining the efficiency and scale benefits we can generate as a national trust.

ROSS PICKETTDespite the fact that I now live in Auckland, I am a born and bred Wellingtonian. As an old boy of Wellington College and Victoria University, I have a keen interest in the region and its communities. As Managing Director of NZ Breweries Central Region from 1993-1996 (covering up to Taranaki and across to Gisborne), I was aware of the issues and interests of the regions and have kept abreast of those through my ongoing role with The Lion Foundation. I was MD of the breweries when they sponsored Wellington Rugby and attended the first Hurricanes match in Palmerston North. I am still a staunch Hurricanes fan! I enjoy being involved in supporting worthy causes across the region and am very pleased to be chairing the Central Regional Grants Committee in its early days.

GAVIN LARSENAs a born and bred Wellingtonian and proud Kiwi, I’m very pleased and proud to be playing a role on The Lion Foundation Central Regional Grants Committee . I believe my experience across many sectors of the community over many years has armed me with a solid base of local knowledge which is helpful when making informed decisions around grant allocations. Grassroots community initiatives are dear to my heart and it’s always a pleasure to be part of making decisions that positively impact on organisations out on our coalface.

CENTRAL REGIONAL GRANTS COMMITTEEThe establishment of a separate Regional Grants Committee for the lower half of the North Island is a very real commitment to prioritising the projects that matter for that part of New Zealand. Independent members with varied interests will ensure that every organisation gets a fair hearing and an opportunity to convince the team that their activity is worthy of support. Every month the Central Regional Grants Committee will see and assess every grant application and approve those they consider best qualify for assistance. Those recommendations will be put forward to the Trustees for final approval and implementation. This is a significant step forward in getting closer to the communities we represent and we look forward to the role we have to play in ‘making this happen’.

This pepeha explains I am from Wellington and the Hutt Valley, I reside in Featherston in the Wairarapa and have links into the greater Wellington region, including Taranaki through to Hawke’s Bay, encompassing the whole southern region of the North Island. I have lived and worked throughout the North Island in both Maori and non Maori roles, especially focussed on building long term relationships with communities in the regions. I bring a diverse understanding to the role on the Central Regional Grants Committee and this will enable The Lion Foundation to provide support across the wide spectrum of our communities and their needs.

SARAH SMITH, TRUSTEESarah was appointed as a Trustee of The Lion Foundation in November 2013. Sarah has extensive business and governance experience in both the private and public sectors and has held key financial and business development roles in a variety of businesses both in New York and New Zealand.

As an independent director, Sarah has 18 years’ experience and currently holds positions as Chairman - Meteorological Services of New Zealand (MetService), Director - Christchurch City Holdings Ltd, Director - EcoCentral Ltd and Director - SLI Systems Ltd. Sarah is based in Christchurch and has for many years also been involved as a trustee for a number of Christchurch based charitable organisations, an extra challenge dealing with the consequences of the earthquakes.

Sarah is a member of the NZ Institute of Chartered Accountants and is an Accredited Fellow of the Institute of Directors.

As a Christchurch based Trustee of The Lion Foundation, Sarah is responsible for chairing the Southern Regional Grants Committee.

JACQUELINE LLOYD, TRUSTEE Jackie was appointed as a Trustee of The Lion Foundation in April 2014. Jackie is Deputy Chair of New Zealand Post Group, a trustee of the Wellington Museums Trust, an independent member of the Wellington Regional Strategy Committee and a business advisor.

Jackie has an extensive background in human resources, management and leadership. She previously served as global human resources director for the New Zealand Dairy Board and NZMP Fonterra, and subsequently as a consultant and New Zealand country manager for two large international consulting companies - Hewitt Associates and The Gallup Organization. Jackie has a BA and BCom and is a member of the Institute of Directors and the Human Resources Institute of NZ.

From 1 August 2014, as a Wellington based Trustee of The Lion Foundation, Jackie will be assuming responsibility as Chair of the Central Regional Grants Committee.

PETER KEAN, TRUSTEEPeter was appointed as a Trustee of The Lion Foundation in April 2014. Peter’s career with Lion Nathan began in 1986 when he joined the Speight’s Brewery in Dunedin as a Sales Executive. In his first ten years with the Company he held a number of sales-related roles including National Director of Sales – a role that saw Peter and his family move to Auckland.

In 2003 Peter was appointed Managing Director of Lion Nathan Wines and Spirits and in March 2005 leadership of Lion Breweries was added to his portfolio of responsibilities. He was then promoted to Managing Director of Lion’s Dairy & Drinks business in Australia, where he was based in Melbourne for just over 3 years. In 2003 Peter attended Harvard University in Boston, USA to complete the Programme for Management Development. Peter has now returned to New Zealand.

Later in 2014, as an Auckland based Trustee of The Lion Foundation, Peter will be assuming responsibility as Chair of the Northern Regional Grants Committee.

So when the school came to The Lion Foundation for help to resurface the play areas, they were thrilled by the opportunity to assist. PROBLEM GAMBLING IN CONTEXT

Ministry of Health data suggests that the prevalence of problem gambling among adults runs between 0.3% and 1.8%. That means that over 98% of Kiwis don’t have a problem with gambling or with slot machines. They simply enjoy them as part of a trip to their local pub or club.

Ministry data allows us to compare a problem gambling figure for New Zealand of 0.3% 1 with an estimated one in five adults or over 530,000 Kiwis who demonstrate hazardous drinking behaviour (19%) 2 and fewer than one in 5 adults, or more than 650,000 Kiwis who smoke (18%).3

The Lion Foundation is committed to providing safe gambling environments and reducing the harm caused by problem gambling; paying an annual $2m levy to the Ministry of Health. All venue staff undergo

regular and extensive training to enable them to assist players who need help or who are concerned about their gambling behaviour.

We make sure in our venues people know the odds. The win cycle of games is random, so the machine and the time you play makes no difference to your chances; the odds are that you will lose. Gaming machines in hotels and clubs are required by the DIA to return between 78-92% to players. The Lion Foundation machines are set at the highest level and return 92% to the player.

The Sinking Lid policies adopted by many councils to manage venue numbers in their areas reduce funding over time; without reducing problem gambling. Players simply move to Casinos, TAB, Sports Betting or go online.

Overall, most people (70%) preferred to play Lotto (including Strike, Powerball, Big Wednesday & Keno).

10% preferred to play Instant Kiwi or other scratch tickets.

8% preferred horse racing, dog racing and sports betting; and 8% preferred gaming machines in pubs, clubs or casinos.

The Problem Gambling Levy collected by the IRD per player in 2012 equalled close to $3,000 for

every problem gambler client assisted.

Class 4 Gaming Societies contribute the bulk of the Problem Gambling Levy. The Lion Foundation

willingly makes this substantial contribution towards professional and effective treatment of,

and support for, problem gamblers.

ALLOWING THE DREAM OF A VIOLENCE-FREE HOME TO SHINE THROUGHFounded in 1990, Shine is New Zealand’s single largest domestic abuse organisation. With the help of The Lion Foundation and a number of government agencies, Shine implements programmes to put a stop to violence in the home, even taking the message into schools. For the past two years, Wymondley Road School children have been helping to spread the message of hope by singing at events organised by Shine.

THE LION FOUNDATION’S $5MILLION CHRISTCHURCH EARTHQUAKE PLEDGE

In the immediate aftermath of the devastating February 2011 Christchurch earthquake, The Lion Foundation took direct action by committing $5m to support the people of Canterbury. This additional funding was pledged on behalf of The Lion Foundation and all of its venue operators across New Zealand, on top of the general grant making activity which has continued in the area, and is unprecedented in The Lion Foundation’s history. The Trustees, assisted by local knowledge and input provided by The Lion Foundation’s Christchurch based Trustee, Sarah Smith, give very careful consideration to which applications are supported by the pledge funds, aiming for projects which could leave a legacy for the people and region. These are the grants funded by the pledge to date:

With over 600 performances ranging from trapeze to cabaret, it’s easy to see why the World Buskers Festival is Canterbury’s favourite festival. With help from The Lion Foundation, buskers from all over the world were able to perform in a safe, professional environment, entertaining an audience of approximately 300,000 people with madness and mayhem. When you’re trying to rebuild a city, sometimes a good laugh goes a long way.

AN ANIMAL TALE THAT’LL GIVE YOU WARM FUZZIESThe NZ Native Bird & Animal Rescue Rehabilitation Trust works with DoC, the Rotorua and Tauranga SPCAs, and the public to treat injured and orphaned wildlife in the Bay of Plenty. So when Tauranga was having a problem with stray cats breeding, they approached The Lion Foundation to help implement the “Spay the Stray” programme. During the course of 15 months, over 600 stray cats were taken off the streets, de-sexed and re-homed. Not only has this initiative minimised the impact on the native wildlife that was being preyed upon, it has promoted responsible ownership and a better environment for pet cats.

FOLLOW THESE EASY STEPS TO APPLY FOR A GRANT:

1. Go to www.lionfoundation.org.nz

2. Check that funding is available in your area.

3. Check that your group is eligible for funding from The Lion Foundation.

4. Check your intended request does not fall into the ‘things we can’t fund’ list.

5. Download and print an application form, or pick one up at your local Lion Foundation venue.

6. Pay close attention to the checklist on the application form. Call us on 0800 802 908 if you can’t tick any of the boxes.

7. Follow the instructions on the form carefully (including providing home street addresses of contact people and original signatures).

8. Use the correct postage – having your application returned to you due to insufficient postage will delay any decision.

9. Please allow at least 8 weeks to have your application considered and to receive a decision.

10. Please note that due to the volume of applications received, The Lion Foundation does not routinely acknowledge receipt of applications.
