Management Assistant (Tier II Customer Support Desk Analyst).

BASIC FUNCTION OF POSITION

The Tier II analyst provides management support and analysis on complex technical and financial system

issues. A Tier II analyst is considered to be a technical expert in software and systems support and the

analyst provides customer support to more than 200 Embassies and Consulates worldwide. The Tier II

analyst assists all levels of Embassy and Consulate personnel, including the Chief of Mission's Office, the

Financial Management Office, the Information Management and Security Office and non-Department of

State Agency Offices. The position reports to a Customer Support & Training manager and the Director of

Customer Support & Training.

QUALIFICATIONS REQUIRED

1. EDUCATION: Bachelor's degree with a strong consideration given to candidates with a degree in

Finance, Banking, Accounting, Business Administration, Economics, Computer Science, Information

Management Systems or a management degree with a related emphasis on financial systems.

2. EXPERIENCE: At least three years or more relevant professional experience in any of the following

areas: software systems analysis, software design and testing, networking, Web/SharePoint, database

analysis, software training, application configuration management and systems implementation, customer

support/help desk services, federal accounting and financial management policies.

3. LANGUAGE: Level 4 (fluent) speaking/reading/writing English language skills. A copy of valid TOEIC

score (Listening and Reading Section) of at least 855 is required with your application before the deadline.

4. SKILLS AND ABILITIES: The Tier II analyst must be able to think critically, analytically, problem

solve independently and effectively work in a collaborative team environment. The analyst should have

skills in writing, interpersonal relations, training, customer service and management. The analyst needs an

understanding of complex enterprise-level financial software systems. Basic accounting knowledge is

helpful and the ability to multi-task, manage workloads and lead Tier I analysts is required (This will be

tested).

5. JOB KNOWLEDGE: Must have working knowledge of Department of State (DOS) / U.S. Government

(USG) agencies and organizations. Must know the work processes for supported software applications in

order to guide Tier I analysts and respond to customer questions.

The U.S. Mission in Udornthani is seeking eligible and qualified applicants for the position of Supervisory

Radio Technician.

BASIC FUNCTION OF POSITION

This is a rotating Shift Supervisor position requiring versatile abilities, skills and knowledge at the

journeyman level in the maintenance and operations of high power short wave and medium wave transmitters

(500-1000KW), high power Radio Frequency (RF) signals and antenna systems, audio/streaming and

computerized system, communications equipment, Television Received Only (TVRO) & satellite system, and

analog/digital control and remote control systems for the purpose of radio broadcast.

The incumbent will rotate amongst first level supervisory positions in Operations and Maintenance sections.

On Operations, the incumbent shall be the sole person in charge for programming responsibilities; he will

supervise Radio Technicians who will perform emergency maintenance to insure program delivery; he will

report to the Operations Supervisor. In Maintenance Section, the incumbent will supervise programmed

maintenance and repairs; he will report to the Maintenance Supervisor. This position also requires the

training of junior level employees on the maintenance and operations of transmitter plant equipment. This

position requires the incumbent to work rotating shifts for scheduled program broadcast.

QUALIFICATIONS REQUIRED

Applicants must address each required qualification listed below with specific information

supporting each item. Failure to do so may result in a determination that the applicant is not

qualified.

1. EDUCATION: Completion of two years of college studies (Associated degree, high vocational school)

specialized in electronics is required.

2. EXPERIENCE: A minimum of six years’ experience in short wave radio broadcasting electronics or a

related technical communications field and two years supervisory experience is required.

3. LANGUAGE: Level III (Good working knowledge) Speaking/Reading/Writing English is required.

Level IV (Fluent) Speaking/Reading/Writing Thai is required. A copy of valid TOEIC score of at least 600 is

required with your application before the deadline. (This will be tested.)

4. SKILLS AND ABILITIES: Must have good practical and senior level skills in maintaining and

operating HF radio equipment and a variety of ancillary electronic equipment; skill in utilizing sophisticated

of electronic test equipment.

5. JOB KNOWLEDGE: The job holder is required to be fully qualified at Level III on all equipment

within areas of specialization. The incumbent shall have detailed knowledge of frequency synthesis circuits,

high power tube and solid state RF amplifiers, solid-state modification modulator, 3-phase Heating,

Ventilation and Air Conditioning (HVAC) power circuits, high power Direct Current (DC) power supplies,

conventional air and pressurized liquid cooling systems, digital/analog control circuits and microprocessor

technology, high power digital digital/modulation, analog-digital conversion, coaxial switch matrixes and

control systems, high power dummy loads and associated cooling systems, high pressure coaxial transmission

lines, antenna systems and phasing networks, and high power balun networks. In addition, the incumbent

should have practical knowledge in the technical aspects of short wave and medium wave broadcasting, the

technical aspects of radio communications devices in general, the technical aspects of digital electronics and

digital communications techniques, the technical aspects of transmitter remote operation and general practices

of the HF radio spectrum; a journeyman level in the use of electronic equipment for operations and

maintenance. Fundamental knowledge of applicable safety procedures and cardiovascular pulmonary

resuscitation (CPR) is required.

Has diplomatic privileges and immunities; and

Is eligible for compensation under the FS or GS salary schedule; and

Has a U.S. Social Security Number (SSN); and

Is not a citizen of the host country; and

Does not ordinarily reside in the host country; and

Is not subject to host country employment and tax laws.

Ordinarily Resident (OR) – An individual who meets the following criteria:

A citizen of the host country; or

A non-citizen of the host country (including a U.S. citizen or a third-country national) who is locally

resident and has legal and/or permanent resident status within the host country and/or who is a holder of a non-diplomatic visa/work and/or residency permit; and/or

Is subject to host country employment and tax laws.
