Mr. Marcel Acosta Executive Director of the National Capital Planning Commission 401 Ninth Street, NW North Lobby Suite 500 Washington, DC 20004

Subject: DC Water 16th & Alaska NW Water Pumping Station Improvements

Dear Mr. Acosta:

The District of Columbia Water and Sewer Authority is please to submit the enclosed materials for final design review by the National Capital Planning Commission (NCPC). A concurrent submission has been made to Commission of Fine Arts for consideration at its monthly meeting on July 25th.

The 16th & Alaska Pumping Station provides water service to the service area east of Rock Creek Park. As there is no storage facility in this service area; this pumping station is critical and requires the installation an emergency generator.

If you have any questions or require additional information, please contact Ms. Diana McCormick the DC Water Project Manager at 202-787-7132.

Sincerely,

Project Narrative

16th and Alaska Water Pumping Station Emergency Generator Installation

The DC Water pumping station at 16th and Alaska serves the 4th High East service area of Washington DC. It is currently served by single phase conductor power service by PEPCO. When the facility is off-line, check valves connecting to another zone open and provide marginal minimum pressures for domestic service and adequate flows for fire protection, provided that the fire department uses pumper trucks. This location has history of power outages. During the outages the pumping station remains out of service until a portable generator is brought to the site and connected manually.

DC Water is making an investment to improve overall reliability of the facility and provide operational flexibility. Emergency diesel generator with an automatic transfer switch is a key component of the project in addition to various other upgrades being made in the underground facility. This was finalized after considering alternative of second service feeder from PEPCO which was technically not feasible and economically prohibitive. Diesel generator has been located adjacent to underground Pumping Station within the Public Space ROW. The needs for aesthetic screening, noise abatement, safety and access for routine maintenance have been addressed in fmal designs. The generator will be housed in a sound attenuating enclosure and will have integral double-walled fuel storage with an aesthetic screening.
