• Low absorption capacity affects progress-inefficiencies in national planning systems, delays in disbursements and low absorption capacity affect progress
• Inadequate institutional capacity in many developing countries: more time required to build capacity.
• Link adaptation efforts to investment planning towards climate resilient developement
