Vide Press Release dated 19th March 2010 Fitch Ratings has revised the National rating of LIC Liquid Fund to 'AAAmmf(ind)' from 'AA(ind)', following the implementation of the agency's new National Money Market Funds Rating Criteria and rating scale (For further information, please see the criteria report entitled, 'National Scale Money Market Fund Rating Criteria', dated 15 March 2010, which is available at www.fitchratings.com).

The 'AAAmmf(ind)' rating reflects the fund's extremely strong capacity to achieve its investment objectives in preserving principal and providing shareholder liquidity through limiting exposure to credit, market and liquidity risks, relative to all other short-term investments in India.

LIC Liquid Fund investment guidelines ensure Weighted Average Days to Final Maturity (WAMF) as well as Weighted Average days to Interest Rate Reset (WAMR) to remain below 120 days and 60 days, respectively. As of 28 February 2010, the fund's WAMF was 24 days and WAMR was 15 days. Securities rated 'AAA(ind)'/'AA+'/'AA(ind)'/'F1+(ind)' or equivalent, constitutes more than 90% of the portfolio, while the minimum credit rating of the securities held was 'F1(ind)' or equivalent. Fitch notes that the credit quality of the fund has improved over the last 12 months. The fund's investor base is adequately diversified.

Fitch has considered the fund's investment policies, management capability and commitment, risk management procedures and supporting controls in ensuring consistency with management's objectives.

Fitch's National Money Market Fund Ratings for India are assigned on a scale of 'AAAmmf(ind)' through 'Bmmf(ind)' on a rating scale similar to that of Fitch's National Long-term credit ratings and are not internationally comparable.

Market Review

DEBT REVIEW :

Money market was easy and the call rates were soft through out the month on account of ample cash with the Bank & improved liquidity condition except at the end of the month. Call rates traded at 2.25 –5.75 % and CBLO at 3% to 4.95% at the end of the month.10-year GSEC yield as on March 30 was 7.73% compared to 7.86% at month ago.

Headline inflation, as measured by the wholesale price index, has risen to 9.89 per cent for February from a low of 1.34 per cent in October last year, led by high food prices. Food inflation fell to 16.30 per cent for the week ended March 6 on easing prices of pulses and vegetables, but fuel inflation shot up to 12.68 per cent. The rise in fuel prices is as a result of the budgetary announcement of a hike in excise and customs duty on petrol and diesel.

The Reserve Bank of India raised the two policy interest rates — the repo and the reverse repo rates — by an identical 0.25 percentage point. The repo rate, the rate at which banks borrow from the central bank, is now 5 per cent while the reverse repo rate, the rate at which banks deposit their surplus with the central bank, is 3.50 per cent.

The 63 per cent of Government borrowing from budgeted Rs 457143 Crores will be completed by the September, which will help corporates and institutions to raise fund and have better access to external commercial borrowing.

In order to achieve the targeted levels for GDP growth and fiscal deficit, there is very close possibility of first curbing inflation through rate hikes. Liquidity in the financial market would continue to be at comfortable levels during the coming period though the rate hikes are expects. However, the G-Sec yields would continue to be range bound.

EQUITY MARKET:

The bulls were back with a bang in fiscal FY'10, offsetting the losses incurred by investors in previous financial year.

The returns from investments in this fiscal have soared to 80.5 per cent. The Bombay Stock Exchange benchmark Sensex settled at 17,527.77 points on March 31, 2010, from 9,708.5 points at the end of March 31, 2009. The Sensex had jumped to its two-year high level of 17,793 points on March 29 driven by strengthening of the rupee against the US dollar. During FY'09, the 30-share index had plunged to 9,708.50 points from 15,644.44 points, losing nearly 38 per cent.

The 50-share benchmark Nifty gained 73.76% by settling down at 5249.10 points on 31st March 2010, from 3020.95 at the end of 31st March 2009.

Sectoral Returns:

The BSE Mid-cap index, which comprises 248 stocks, gained 130.20 per cent (-54% in FY09) where as the BSE Small-cap index gained 162% (-58.60% in FY09) in the Fy10.

According to an analysis of MSCI Barra indices, a measure of returns from various stock markets across the world for foreign investors, Indian stocks have outperformed their global peers, including in the US, the UK and China in FY2009-10.

Indian stocks (large and mid-caps) have provided a return of 113.58 per cent in the 12 months period ended March 31, 2010, against 77.26 gains provided by MSCI Barra's emerging market index, covering all developing nations. Among the emerging BRIC (Brazil, Russia, India and China) nations as well, the Indian stocks gave the highest returns, gaining 113.5 per cent in the past financial year.

Institutional activities:

FIIs did a net investment of Rs.20, 644.40 crore in Indian stock markets in 2009-10. as against the net selling of Rs.6151.50 crore in 2008-09.

In March'10 the FIIs were the net buyers for Rs.19928.20 crore as against the Domestic Mutual Funds who were the net sellers for Rs.3806.90 crore.

Weak dollar against rupee and government's massive divestment plans attracted the foreign funds in fiscal 2009-10.

Primary Market Operations:

The positive movement in the secondary market led to the revival of the Primary market. In FY 09-10, total 44 companies including the PSUs raised a whopping Rs 47,867 crore during the April 2009 to March 31, 2010 period.

28 companies came out with IPOs during April-January 2009-10 raising a total of Rs 23,731.88 crore, almost 10 times higher than Rs 2,058.51 crore mobilised by 20 companies during the same period in 2009-2009.

Disinvestments:

The government had set a target of Rs.25000 crore to be collected through follow-on offers. During the year the government collected Rs.23, 552 crore from disinvestments in the companies viz. NHPC, Oil India Ltd., Rural Electrification Corporation, NTPC and NMDC. The NMDC's FPO was the biggest public offer of the fiscal that collected Rs.9930 crore.

Turnaround in 2009-10:

Spectacular comeback of United Progressive Alliance in May'2009 Lok Sabha Elections was a major turnaround in the Equity Market. The Sensex moved up by 2000 points on the same day and the trading was halted for the day. After that the bulls took over the charge. Inspite of poor monsoon in the current fiscal, the economic revival was seen due to improvement in industry and service sectors. Various stimulus packages provided by the Government started reaping the results. The major global events like Dubai World Debt crisis, debt crisis in Greece did not affect the Indian equity market much.

The Union Budget announced on 26th February 2009 that was in line with the market expectations. The macro economic targets of fiscal deficit target of 5.5% in FY11, GDP growth of 7.2% in FY10, ambitious borrowing program and the announcements like allocation of 46% of total plan outlay to infrastructure, additional banking licenses and bank capitalization, rural and social sector development program was well taken by the markets.

Going ahead..

The beginning of the financial year will be very eventful. The Q4 corporate results, RBI Monetary Policy, IIP data, Inflation data, 3G Auction will make the equity market vibrant.

A consistent uptrend in industrial production, non-oil imports, and bank credit depict clear signs of a demand revival. The inflation is rising due to food items and it is slowly spreading in non-food segment. The rupee appreciation against dollar and the rise in the oil prices above $80 are getting compensated in the inflation. The Central Bank has already increased the rates by 25 bps. Now it is expected that in the Monetary policy that will be presented on 20th April of 2010 will come with further rate hike. However, with a constant capital inflow of foreign money in India, RBI has very difficult task of money management.

The post-budget rally in the equity markets driven by sustained buying by foreign funds continued after the Global credit rating agency Standard & Poor's revised the outlook on India to stable from negative due to improved government finances. The robust advance tax payment figures by top companies are indicating good Q4 results. The data released from time to time on exports, IIP are all growth indicators.

Hence, going forward the Indian equity market will outperformed the global market and as a asset class, Equity will give a higher returns in the medium to long term.

Market Review

DEBT REVIEW :

Money market was easy and the call rates were soft through out the month on account of ample cash with the Bank & improved liquidity condition except at the end of the month. Call rates traded at 2.25 –5.75 % and CBLO at 3% to 4.95% at the end of the month.10-year GSEC yield as on March 30 was 7.73% compared to 7.86% at month ago.

Headline inflation, as measured by the wholesale price index, has risen to 9.89 per cent for February from a low of 1.34 per cent in October last year, led by high food prices. Food inflation fell to 16.30 per cent for the week ended March 6 on easing prices of pulses and vegetables, but fuel inflation shot up to 12.68 per cent. The rise in fuel prices is as a result of the budgetary announcement of a hike in excise and customs duty on petrol and diesel.

The Reserve Bank of India raised the two policy interest rates — the repo and the reverse repo rates — by an identical 0.25 percentage point. The repo rate, the rate at which banks borrow from the central bank, is now 5 per cent while the reverse repo rate, the rate at which banks deposit their surplus with the central bank, is 3.50 per cent.

The 63 per cent of Government borrowing from budgeted Rs 457143 Crores will be completed by the September, which will help corporates and institutions to raise fund and have better access to external commercial borrowing.

In order to achieve the targeted levels for GDP growth and fiscal deficit, there is very close possibility of first curbing inflation through rate hikes. Liquidity in the financial market would continue to be at comfortable levels during the coming period though the rate hikes are expects. However, the G-Sec yields would continue to be range bound.

EQUITY MARKET:

The bulls were back with a bang in fiscal FY'10, offsetting the losses incurred by investors in previous financial year.

The returns from investments in this fiscal have soared to 80.5 per cent. The Bombay Stock Exchange benchmark Sensex settled at 17,527.77 points on March 31, 2010, from 9,708.5 points at the end of March 31, 2009. The Sensex had jumped to its two-year high level of 17,793 points on March 29 driven by strengthening of the rupee against the US dollar. During FY'09, the 30-share index had plunged to 9,708.50 points from 15,644.44 points, losing nearly 38 per cent.

The 50-share benchmark Nifty gained 73.76% by settling down at 5249.10 points on 31st March 2010, from 3020.95 at the end of 31st March 2009.

Sectoral Returns:

The BSE Mid-cap index, which comprises 248 stocks, gained 130.20 per cent (-54% in FY09) where as the BSE Small-cap index gained 162% (-58.60% in FY09) in the Fy10.

According to an analysis of MSCI Barra indices, a measure of returns from various stock markets across the world for foreign investors, Indian stocks have outperformed their global peers, including in the US, the UK and China in FY2009-10.

Indian stocks (large and mid-caps) have provided a return of 113.58 per cent in the 12 months period ended March 31, 2010, against 77.26 gains provided by MSCI Barra's emerging market index, covering all developing nations. Among the emerging BRIC (Brazil, Russia, India and China) nations as well, the Indian stocks gave the highest returns, gaining 113.5 per cent in the past financial year.

Institutional activities:

FIIs did a net investment of Rs.20, 644.40 crore in Indian stock markets in 2009-10. as against the net selling of Rs.6151.50 crore in 2008-09.

In March'10 the FIIs were the net buyers for Rs.19928.20 crore as against the Domestic Mutual Funds who were the net sellers for Rs.3806.90 crore.

Weak dollar against rupee and government's massive divestment plans attracted the foreign funds in fiscal 2009-10.

Primary Market Operations:

The positive movement in the secondary market led to the revival of the Primary market. In FY 09-10, total 44 companies including the PSUs raised a whopping Rs 47,867 crore during the April 2009 to March 31, 2010 period.

28 companies came out with IPOs during April-January 2009-10 raising a total of Rs 23,731.88 crore, almost 10 times higher than Rs 2,058.51 crore mobilised by 20 companies during the same period in 2009-2009.

Disinvestments:

The government had set a target of Rs.25000 crore to be collected through follow-on offers. During the year the government collected Rs.23, 552 crore from disinvestments in the companies viz. NHPC, Oil India Ltd., Rural Electrification Corporation, NTPC and NMDC. The NMDC's FPO was the biggest public offer of the fiscal that collected Rs.9930 crore.

Turnaround in 2009-10:

Spectacular comeback of United Progressive Alliance in May'2009 Lok Sabha Elections was a major turnaround in the Equity Market. The Sensex moved up by 2000 points on the same day and the trading was halted for the day. After that the bulls took over the charge. Inspite of poor monsoon in the current fiscal, the economic revival was seen due to improvement in industry and service sectors. Various stimulus packages provided by the Government started reaping the results. The major global events like Dubai World Debt crisis, debt crisis in Greece did not affect the Indian equity market much.

The Union Budget announced on 26th February 2009 that was in line with the market expectations. The macro economic targets of fiscal deficit target of 5.5% in FY11, GDP growth of 7.2% in FY10, ambitious borrowing program and the announcements like allocation of 46% of total plan outlay to infrastructure, additional banking licenses and bank capitalization, rural and social sector development program was well taken by the markets.

Going ahead..

The beginning of the financial year will be very eventful. The Q4 corporate results, RBI Monetary Policy, IIP data, Inflation data, 3G Auction will make the equity market vibrant.

A consistent uptrend in industrial production, non-oil imports, and bank credit depict clear signs of a demand revival. The inflation is rising due to food items and it is slowly spreading in non-food segment. The rupee appreciation against dollar and the rise in the oil prices above $80 are getting compensated in the inflation. The Central Bank has already increased the rates by 25 bps. Now it is expected that in the Monetary policy that will be presented on 20th April of 2010 will come with further rate hike. However, with a constant capital inflow of foreign money in India, RBI has very difficult task of money management.

The post-budget rally in the equity markets driven by sustained buying by foreign funds continued after the Global credit rating agency Standard & Poor's revised the outlook on India to stable from negative due to improved government finances. The robust advance tax payment figures by top companies are indicating good Q4 results. The data released from time to time on exports, IIP are all growth indicators.

Hence, going forward the Indian equity market will outperformed the global market and as a asset class, Equity will give a higher returns in the medium to long term.

Vide Press Release dated 19th March 2010 Fitch Ratings has revised the National rating of LIC Liquid Fund to 'AAAmmf(ind)' from 'AA(ind)', following the implementation of the agency's new National Money Market Funds Rating Criteria and rating scale (For further information, please see the criteria report entitled, 'National Scale Money Market Fund Rating Criteria', dated 15 March 2010, which is available at www.fitchratings.com).

The 'AAAmmf(ind)' rating reflects the fund's extremely strong capacity to achieve its investment objectives in preserving principal and providing shareholder liquidity through limiting exposure to credit, market and liquidity risks, relative to all other short-term investments in India.

LIC Liquid Fund investment guidelines ensure Weighted Average Days to Final Maturity (WAMF) as well as Weighted Average days to Interest Rate Reset (WAMR) to remain below 120 days and 60 days, respectively. As of 28 February 2010, the fund's WAMF was 24 days and WAMR was 15 days. Securities rated 'AAA(ind)'/'AA+'/'AA(ind)'/'F1+(ind)' or equivalent, constitutes more than 90% of the portfolio, while the minimum credit rating of the securities held was 'F1(ind)' or equivalent. Fitch notes that the credit quality of the fund has improved over the last 12 months. The fund's investor base is adequately diversified.

Fitch has considered the fund's investment policies, management capability and commitment, risk management procedures and supporting controls in ensuring consistency with management's objectives.

Fitch's National Money Market Fund Ratings for India are assigned on a scale of 'AAAmmf(ind)' through 'Bmmf(ind)' on a rating scale similar to that of Fitch's National Long-term credit ratings and are not internationally comparable.
