What is Governance / Project

Management?• Having effective control of Outcomes by those who are accountable.

• The Partnership has based Governance on the April 2008 Guidance issued by DEFRA.

• Government requires all Projects to be managed using PRINCE2 methodology.

• PRjects IN Controlled Environments [2nd Edition] is a process-based method for

effective Project management

• A controlled and organised start, middle, and end; Regular reviews against Business

Plan; Automatic management control; Involvement of the right people at the right time;

and Good communication channels between the project, project management and the

rest of the organisation.

Joint Working Agreement

• In June 2007 the Cabinet / Council agreed to enter into a Joint Working

Agreement to deliver the Waste Management Strategy Implementation.

• The Agreement between ECC and SBC was signed in January 2008

• The Agreement is to deliver Partnership Working, realistic evaluation of

Risk and Value for Money for both Authorities.

• Includes: Joint Waste Contracts – Landfill/ Disposal; Windrow

Composting; Waste Electronic Electrical Equipment; In-vessel

Composting, and PFI Contract.

Also Joint purchasing of Landfill Allowances

• Meeting the respective Targets for each Authority identified in the

Outline Business Case Reference Project for the Long Term Waste

Procurement

• Increasing Recycling/Composting each year

• Reducing Residual [black sack waste] per inhabitant per year

• Reducing amount of biodegradable waste disposed of at landfill

Next Steps• Chief Executives sign Memorandum of Understanding related to the role

of Defras Transactor.

• Following agreement by each authority of OBC and Reference Project

the Member and Officer Board will be established in July 2008

• The Business Plan for the Member Area Joint Committees will be

changed to reflect the needs of the Project

• Minutes of each meeting of Area Joint Committees are reported to the

Cabinet of the respective Partner Authority

• Minutes of each meeting of Essex & Southend Member Joint Project

Board will be reported to the Cabinet of the respective Partner Authority
