1 Introduction

The Welsh Government and NRW work to a ‘Waste Framework Directive’ and there is a legislative obligation, in compliance with article 28, to make available (publically) data relating to waste facilities.

NRW issue permits to organisations in Wales whose business is to deal with waste of any sort. The waste organisation will submit an application for a permit and the details regarding the type of waste facility, the name of the applicant and the capacity required will be included in the application. This detail is captured and stored by NRW as part of the application process and will be displayed publically using this waste permit browser.

Access to this data allows NRW and the Welsh Government to meet the obligation to provide the data publically and allows the public to access the data to be able to make informed decisions.

The main audience who will require data, including the likely interest and impact in terms of use and relevance to their operation is as follows:

2 Guide to using the waste permit browser

2.1 Accessing the map

The waste browser will be accessible via the NRW website under the naturalresources.wales/

When a user enters the waste permit browser they are presented with a landing page that has the map embedded into it.

A map of Wales will be presented (the ‘Home’ page), which also displays the symbols for the different types of waste stations that exist within Wales. An explanation of the map and the information provided is also displayed. The user can navigate around the map by moving it around the screen and zooming in/zooming out. There is also a help option that provides guidance on how to search within the tool, as shown below:

2.2 Basic tools and functions of the map 2.2.1 Legend At the bottom left corner of the home page a tab exists for the legend. This will provide a description for each of the symbols that are displayed on the map, as highlighted in red below.

2.2.2 Screen Slider Clicking on the symbol > operates the screen slider, which allows the user to switch to a full screen of the or switch back to the panel view that allows the user to reveal the ‘Home’, ‘Help’ and ‘Legend’ as shown below: Diagram 4a – Screen slider (to close the panel)

2.2.3 Location finder Underneath the screen slider is a function button that enables the user to zoom to their exact location. This feature is particularly useful when used with mobile devices out in the field.

2.2.4 Zoom in / Zoom out feature This is a tool to allow the user to change the scale view of the map and see features at a closer or higher level.

2.2.5 Base Map Feature The base maps are provided by Ordinance Survey (OS) and there are 3 maps to choose from, each providing a different view and perspective. The 3 maps are:

Detailed The simple (default) map will always appear but the other available base maps can be selected using this feature.

2.3 Options

The options feature presents the user with 3 additional functions, as shown below. Diagram 6 – Options

2.3.1 Search

The search function allows the user to search for waste types in a particular area, using either a postcode, address or place name. A more advanced search can be done using filters relating to the Infrastructure (type of waste facility). 2.3.1.1 Search by postcode, address or place name Select search from the Options drop down. The search panel will appear in the left hand side of the screen. The address field is mandatory and allows the user to enter the search type (postcode, address or place name). Once entered press the ‘Find’ button as shown below: Diagram 7 – Search function

The search results will return all waste facilities in order of distance from the postcode, address or place name entered and display these as pins on the map as well as listing them in the search panel to the left of the map. The user will need to select one of the results from the panel and click ‘Continue’, which will zoom to that exact address on the map. Diagram 8 – Search results (panel view)

The point (address) that was selected will appear as a green square pin on the map with all of the sites within its immediate proximity shown as pink pins, as shown below: Diagram 9 – Search results (map view)

The user can use the zoom in/zoom out feature to see the pins on the map, as well as clicking on them to find out more detail relating to the site. 2.3.1.2 Filtered search A filtered search option exists that allows the user to filter the search by infrastructure type. If an infrastructure type is selected then the ‘Infrastructure sub-group’ is automatically populated with the sub-groups that relate to the infrastructure i.e. every time the user selects a different infrastructure type, then the sub-group options change.

When the sub-group is selected then the search will only look for sites relating to the infrastructure and sub-group selected. If no sub-group selected then the search will return all of the sub-groups related to the infrastructure type. Note - other sites will be shown on the map but will not appear with a pink pin, as shown below: Diagram 10 – Filtered search results

2.3.2 Linked maps The linked map option allows the user to open a Bing map alongside the base map. This allows the user to see a bird’s eye view of the area, which matches the base map. The 2 maps are synchronised, which means both maps move in line with each other. Diagram 11 – Linked map (Bing view)

2.3.2.1 Google street view In addition to the Bing map, the user can also select the Google street view. To enable the street view, click on ‘Select map’ and choose it from the drop down option. Diagram 12 – Selecting Google street view

2.3.3 Other linked map features 2.3.3.1 Map views The following dropdown allows the user to select different map views.

The ‘Road’ map shows the standard OS map view, the same as seen on the NRW site map

The ‘Birds eye’ map provides the Bing aerial (satellite) view of the area.

Automatic map will change from the ‘Road’ map to the aerial map (and vice versa) as the user zooms in and out

2.3.3.2 Viewpoint indicator This is a standard feature for linked maps. It places an arrow type feature onto the NRW map when the ‘synchronise map’ feature is turned off and allows the user to see where the centre point is when moving the Bing map around. It disappears when the ‘synchronise map’ feature is turned on.

2.3.3.3 Centre map to the viewer Again this is a feature that is used when the ‘synchronise map’ feature is turned off. Allows the user to re-centre the Bing map in line with the NRW map when either one or other of the maps have been moved around independently. 2.3.3.4 Synchronise maps This can be turned on or off by the user at any time. When it is turned on, any movement of the NRW map, whether it is using the zoom in/out feature or moving the map to a different location will be synchronised with the Bing Map and vice versa. It means both map views are always kept in line with each other. 2.3.3.5 Open in new window This allows the Bing map to be opened in its own window, rather than viewed underneath the NRW map. This allows the user to see a bigger version of the NRW map and the Bing map. Note – if the ‘synchronise map’ feature is turned on then the synchronising of the map still works even in the pop out map feature, so the maps will still be kept in line with each other. 2.4 Right click functions Additional search features are available to the user through the right mouse click function. These are:

Filtered search

Fixed distance search (1km, 5km & 10km distances) The right click function will place a green marker onto the map and bring up a pop up box of options to select, as shown below.

2.4.1 Filtered search This is used to search for a particular type of waste facility and list them in distance order from the green marker. Selecting the filtered search will generate the filter boxes on the left hand side of the screen. The user can select an ‘infrastructure group’ and a corresponding ‘sub-group’ as shown below:

This will show all of the waste sites of that type on the map with a pink pin and list all of the sites in distance order on the left hand side of the screen, as follows:

The user can click on the pin or the list of results to see more info relating to the site. 2.4.2 Fixed distance search (1km, 5km & 10km distances) The user can select one of the fixed distance options to see all waste types within either a 1km, 5km or 10km radius of the point selected on a map. This function will create a shaded radius area around the point and highlight any of the waste sites that sit inside the radius with a pink pin. The sites that sit inside the radius will also be listed in a results table on the left hand side of the screen.

The user can click on one of the results to access additional information regarding the site. Other sites outside of the radius will still be shown on the map with their different coloured symbols, but these won’t be included in the list of results.
