    Mission of the Jail Industries Board

    Provide statewide leadership and technical assistance to establish, develop, and maintain jail industries through partnerships with labor, business, victims, community, and government which promote:

    ♦ Victim compensation and restitution ♦ Reduced cost of incarceration ♦ Reduced victimization and recidivism ♦ Meaningful work experience

    and work ethics ♦ Public service through offender labor

    Executive Summary Facilities Reporting Sixty-one facilities reported offender labor information to the Jail Industries Board in 2004. All thirty-eight counties operating jails reported inmates working. Nineteen city jails reported offender labor information. In total, offenders worked 3,479,822 labor hours. Valued at the 2004 state minimum wage of $7.16 per hour, these hours were worth $24,915,525 to the taxpayers of Washington. Correctional Facility Operations Offender labor supporting daily operations within correctional facilities accounted for 77% of all labor hours reported. This work offset costs of incarceration in Washington jails and provided essential daily services. Work within correctional facilities totaled 2,674,877 labor hours in 2004. The top ten jobs performed by inmates working in and around jails: Services for Government Agencies In 2004, 20% of total labor hours were provided to city and county government agencies other than jails. These 691,385 hours were worked by minimum security jail inmates and by offenders performing community restitution hours in lieu of incarceration. Most minimum security crews had multiple agency customers for their services.
