IamproudtohavetheWashingtonTalkingBook&BrailleLibrary(WTBBL)asaprogramoftheWashingtonStateLibrary,adivisionofmyoffice.WTBBL provideslibraryservicetotheentirestateofWashington,nomatterthetown,countyorisland;andtoanyonelivinginWashington,birthtodeath,whohasdifficultyreadingstandardprintmaterialduetoavisual,physical,orreadingdisability.WTBBLispartofthenetworkoflibrariesmakinguptheNationalLibraryServicefortheBlindandPhysicallyHandicapped,aprogramoftheLibraryofCongress.

WTBBLproducesdigitalaudiobooksforcirculation,downloadandinterlibraryloantolibrariesaroundthecountry,focusedonNorthwestauthorsandtopics.SupplementingthecollectionprovidedbytheNationalLibraryService,thesebooksprovideaccesstotitlesrelevanttoourregion.WTBBLwasthefirstlibraryfortheblindandphysicallydisabledintheUnitedStatestohavelocallyproducedbooksavailablefordownload.

Quincy Daniels is a loyal patron of the library and an employee at the Seattle Lighthouse for the Blind. He was a quick adopter of the digital talking book technology and is now learning how to download audio books to supplement the cartridges he borrows. Quincy likes romance and crime books, and is always willing to try new things.

WTBBLproducesourownNorthwest-focusedbraillebooksforcirculation,downloadandinterlibraryloan,supplementingthebooksprovidedbyNationalLibraryService.Brailleisstillacriticalmethodofreadingandwritingandiscentraltoliteracy,aswellasbeingtheformatofchoiceforourdeaf-blindpatrons.

Elizabeth Rene is a braille reader and advo-cate, and a volunteer who proofreads our braille materials. Elizabeth has used braille in her studies and in her career.

TheyouthservicesprogramatWTBBLcollectsbooksandmaterialsforchildrenofallages,schoolwork,andpleasurereading,inprint-braille,braille,largeprint,audioandforeignlan-guages.Print-braillereferstoabookwithbothprintandbraillethatisgreatforablindchildtoreadwithasightedsibling,orablindgrandparenttoreadtoagrandchild.Thesummerreadingprogramisalsoamainstayoftheyouthservicesarea.Everysummer,childrengetbooklists,puzzles,crafts,andiftheyread1,000minutes,freebooks!

Karen Johnson is a patron and user of WTBBL’s large print collection. She is the Secretary for the PAC, a volunteer at the Library, and annually donates large print books for the WTBBL collection. Karen, a retired speech pathologist, brings many skills and insights to all her work with WTBBL. “I love to read while holding a book. Large print books allow me to read comfortably.”

Su Park, 15, of Federal Way, has been using WTBBL services since she learned to read. She says, “Braille is the key to unlock the doors of the world to every blind individual. WTBBL is the provider of that key. WTBBL has helped me with school by giving me books in a timely manner. Sure, there is always the Internet, but they often have mistakes that make reading the book a chore and a half. When technology fails and the essay is due tomorrow...well, the braille copy is the next bet.”

WTBBLofferscomputertraining,bothinpersonatthelibraryandviatelephoneandInternet.Currenttrainingfocuseslargelyonhowtodownloadaudiobooksandsuccess-fullygetthemtoplayonadigitalplayerorotherauthorizeddevice.Wealsoviewtalkingtofamilymembers,parents,andteachersaboutourservicesandassistivetechnologyandourmanyvisitstoadulthomesandcarefacilitiesastraining.

WTBBLstartedastatewidebookclubin2011.Theclubmeetsquarterly:in-personatthelibraryforpeopleintheSeattle/KingCountyarea,orviatelephoneutilizingourstatewideradioreadingservicetechnology.WTBBLalsosupportssixregionalbookclubsinWashingtonbyprovidingmultiplecopiesinrequestedformatssothatalloftheclubmembershaveaccesstotheselectedtitle.

Kelli O’Brien, patron for many years, volunteers as a talking book inspector and braille proofreader. Kelli is currently taking WTBBL’s braille tran-scription course with the goal of becoming an NLS Certified Transcriber and Proofreader.

Meka White is a patron of WTBBL and founder of the “All Ears” book club in Kitsap County. “The Washington Talking Book & Braille Library has been an integral part of my reading life.”

OneoftheoriginalregionallibrariesprovidingserviceaspartoftheNationalLibrary•ServicefortheBlindandPhysicallyHandicappedestablishedbyCongressin1931.Startingin1934,servedWashington,Montana(until1968),andAlaska(until1973).•In1973becameoneofthefirstlibrarieswitharadioreadingservice.•Thefirstlibrarytoproduceaudiobooksdigitally.•Thefirstlibrarytohaveourlocallyproducedaudiobooksavailablefordownload•fromourwebsite.

Ourgoalistostayonthecuttingedgeandprovidethebestandbroadestservicespos-sibletoWashingtoniansunabletoreadstandardprintmaterial.Wewatchforgapsinourcurrentserviceandareawareofthepotentialincreaseindemandduetoage-relat-edvisualimpairments,andaconstantlydiversifyingpopulation.Twocriticalareasneedourcontinuingattention:outreach,andtrainingandinstruction.Letmeexplainhowwewilladdressthoseneeds,and,withthehelpofoursupporters,we’llmeetourgoal.

OutreachtoWashingtonresidentswhoalreadyuseourservicesorwhoareonthepathtobecomingdisabled,andoutreachtoserviceprovidersiscritical.Itisclearfromthe2010U.S.CensusthathundredsofthousandsofWashingtonresidentscouldbenefitfromusingtheWashingtonTalkingBook&BrailleLibrary.

126,616individualshaveavisualimpairmentorblindnessandwouldbeeligiblefor•WTBBL’sservices.303,767individualshaveacognitivedisability,andsomewithreading/learning•disabilitiesareeligibleforservices.

“As a World War II veteran, I learned about WTBBL at the Blind Rehabilitation Program at American Lake Veterans Hospital. I’ve been a passionate reader for 75 years, so WTBBL is a lifesaver. When I learned that WTBBL’s budget was drastically reduced, I decided to pay monthly “dues” of $10.
