o While production is stopped, WAP agencies can still charge labor
costs, including salary and fringe benefits as long as they comply
with the uniform federal guidance on leave (2 CFR § 200.431(b) )
o Encouraged administrative and T&TA activities such as updating
and developing policies and procedures, online trainings, virtual
conferences, inventory reconciliation, etc.

Develop a plan for collecting applications remotely
Conduct intake and eligibility determination
Photographs of signatures may be accepted via text or email
When applicable, coordinate intake with other programs to minimize
client exposure
Screen occupants for known or suspected health concerns. Has anyone in
the household…
Tested positive or are presumed positive for COVID-19?
Experienced fever, cough or shortness of breath in the last two weeks?
Been in contact with someone who has a fever, cough or shortness of breath?
Have underlying medical conditions?

Place vulnerable clients on a wait list and prioritize in Phase 3
Consider incorporating the following in your disease response plan:
Equip all field workers with PPE and provide training
Provide supplies to maintain clean surfaces in client homes
Ensure all vehicles and crew members are equipped with sanitizer
Prioritize completion of exterior work
Reduce the number of people simultaneously in the home
Require crews working inside of the home wear PPE
Offer face masks to clients
Install a physical barrier to isolate client during work
Limit contact in vehicles and disinfect daily

Q: Our state did not combine program years and we now
have concerns about our ACPU in PY 2020. Can we extend
the 2020 grant period?
A: DOE will handle these requests on a case-by-case basis.
As of May 19, twenty-four Grantees planned to combine
2019-2020 Budget Periods. This action does NOT require an
additional public hearing, but Grantees are encouraged to
communicate any revisions to their Subgrantees.

Unemployment benefits ($600 additional) are included in
the DOE definition of income
Government distributed stimulus checks ($1,200) are
EXCLUDED from the DOE definition of income
Clients may self-certify income and specify a notarized
statement will be provided at a later date (Phase 3)
WAP Grantees and Subgrantees should work together to
modify deferral policies and develop timeframes

Q: Can DOE clarify the types of PPE required for WAP work?
A: Follow applicable OSHA standards, the guidance in WPN
17-7, and see FEMA guidance for addressing PPE needs in
non-healthcare settings during the COVID-19 pandemic.
At a minimum DOE suggests all work trucks include
respirators, N95 face masks, gloves, protective clothing/suits,
booties, paper towels, hand sanitizer, cleaners, client
education materials, client face masks.

Implement engineering and administration controls
where feasible
OSHA is allowing extended use or reuse of N95 FFRs.
Perform a seal check and train workers to understand
when respirator is compromised and must be discarded.

Most respirator manufacturers produce multiple models
…employers should consult the manufacturer to see if it
recommends a different model that fits similarly to the
