Linton Pike (workshop facilitator) welcomed participants to the workshop, outlined the process and explained that the workshop will:

Provide a project update for the Wanneroo Road Ocean Reef Road Construction Reference Group (CRG); and

Identify and address the priority considerations for the group.

The workshop agenda is provided at Attachment One. A list of workshop participants is provided at Attachment Two. Linton thanked all members of the CRG for taking the time to participate in the group. Each CRG member provided a brief personal introduction.

3.1 Project Update

Harmeek explained the project origins and timeline as shown.

The project land requirements are shown in the image to the right.

Earlier work considered various possible configurations as part of the planning development and review process as shown below:

1. Single point intersection – traffic signals with ORR over WR

2. Single point intersection – traffic signals with WR over ORR

3. Single point intersection – roundabout with ORR over WR

3.2 Traffic Modelling

A movie based microsimulation model of traffic flows at the interchange and at key intersections was shown and explained to help CRG members understand the resultant traffic flows. The extent of the model is shown below.

The resultant queue lengths identified by the microsimulation model are summarised below for various intersections

3.3 Local Road Network

Four local road network issues have been raised as areas of concern as follows:

Villanova St / Wanneroo Rd intersection changes

U-turn facility proposed for Wanneroo Road for southbound vehicles leaving the north western quadrant of the Wanneroo / Joondalup intersection

Commercial vehicle egress from Regent Waters Estate

Alternative option for discussion – Opening of Calabrese Ave at Wanneroo Rd / East Rd intersection

The issues are explained further below.

Villanova St / Wanneroo Rd intersection changes including proposed u-turn facility and Commercial vehicles from Regent Waters

• Crash data over the last five years

– 20 crashes recorded

– Right angle crash type accounts for 12 crashes – 60% of all crashes

– 11 of these crashes resulted from vehicle turning right out of Villanova St

– Most crashes occurred during morning and afternoon peaks

• Safety assessment of the intersection was undertaken by a Road Safety Auditor

• It is recommended that the righ-turn out of Villanova St is prohibited and a U-turn facility is provided to the north of Villanova St.

• It reduces the risk of right-angle crashes and the U-turn facility will improve the safety for southbound vehicles exiting Villanova St.

• The U-Turn facility can cater for service vehicles up to 8.8m.

A number of questions resulted as follows.

Q It was explained that Option 7 has been adopted but will Wanneroo Road pass over Ocean Reef Road or will it go the other way.

A

No decision has been made but is seems likely that Wanneroo Road will go over Ocean Reef Road. The project footprint is similar for both options but there are service impacts, side roads, driveways and other impacts to consider as well.

Q What does the traffic modelling assume design wise?

A It reflects the Reference Design (Concept Design) as a valid design solution.

Q Does the right-turning movement from East Road onto Wanneroo Road northbound become easier and safer as a result of the project or does free flowing make it worse?

A Long queues are experienced now. The traffic model was calibrated against existing flows and show an improvement in traffic flows in the project case.

Q Why does the traffic modelling show large morning and afternoon peaks at Backshall Place?

A

There are no changes in queue lengths at Backshall Place with the project for existing traffic volumes. The model predicts that there will be long queues with traffic growth on Ocean Reef Road, and that the project will ease the queue lengths..

Q Are the forecast queue lengths average or maximum lengths?

A They are average of maximum queue lengths for five minute intervals over the peak hour.

Q What is the Wanneroo Road queue length?

A It is not shown but is potentially as long as 400m

Q How far is the u-turn facility from Villanova Street.

A

The exact location will be determine in detailed design. The separation will allow sufficient distance to get across to the centre lane and make a u-turn. The u-turn facility will suit rigid vehicles up to 9m long. This will be suitable to allow a hearse to make the turning movement. We will bring swept path images to a future CRG meeting.

4. POSSIBLE OPENING OF CALABRESE AVE AT WANNEROO RD INTERSECTION

CRG members discussed the possible opening of Calabrese Avenue at Wanneroo Road as suggested by the City of Wanneroo. The intention is to provide additional options for vehicles to get onto Wanneroo Road. The following discussion arose:

A roundabout at this location would make it easier for East Road traffic to turn right onto Wanneroo Road northbound. It would also provide access to Wanneroo Road southbound and allow for a u-turn to be made by northbound vehicles on Wanneroo Road wanting to head south.

Possible land acquisition and services relocation would be required and the roundabout would impact upon prevailing traffic flows on Wanneroo Road and East Road;

The corner landowner expressed concern at the impact of more traffic lights in the area. A traffic light solution is unlikely to be suited and is unlikely to be practical or viable in this location. Elliott Road would be the next northbound traffic signalised intersection for consideration in future;

A roundabout would not be suited at Villanova due to space constraints and would not be suited to prevailing traffic flows on Wanneroo Road;

MRWA will undertake further traffic medelling to investigate the traffic signals and roundabout options at East Road/Wanneroo Road/ Calabrese Avenue Intersection. The following was also discussed:

o The need for further consultation before a decision of this type was made. o Potential local opposition to the proposed change. o Uncertainty around the resultant network operations impacts. o There would be significant associated cost for relatively few vehicles, and o The extension of Calabrese Ave to Wanneroo won’t be included as part of the

Wanneroo Road Ocean Reef Road Interchange works.

Alternative option of traffic signals at Scenic Drive is also raised. Main Roads will consider traffic signals at Scenic Drive along with Elliott Road option in the future road network planning work.

A question resulted as follows:

Q Will Uppill Place be extended to form an intersection with Wanneroo Road?

A The connection of Uppill Place to Wanneroo Road will not be made as identified in a previous Traffic Management Assessment and Road Safety Report.

5. COMMUNITY AND STAKEHOLDER ENGAGEMENT

Miranda Nikolich explained that topics raised for consideration in the period from May to October 2018 included:

Access to local road connections

Funeral parlour access in and out of Villanova Street and Mangano Place

Driveway access from Wanneroo Road, south and north of Villanova Street

Construction Reference Group members and minutes

What road goes over what

Backshall Place access

Construction timing

The engagement program for the period up to and including the construction period is as follows:

• Face to face meetings with stakeholders – ongoing

• Project update to 10,000 residents and businesses (26-28 Oct)

6. FUNERAL PARLOUR APPROVAL PROCESS

City of Wanneroo explained that:

A Development Application (DA) was lodged with the CoW to establish a funeral parlour along Mangano Place. It was referred to Main Roads and the removal of the existing crossover to Wanneroo Road is required as a condition of the DA approval.

The CoW has now gone back to applicant seeking further information.

The proposed U-turn north of Villanova Street is designed to allow a hearse to safely make the u-turn.

7. ISSUES AND OPPORTUNITIES - CRG MEMBER COMMENT

Main Roads’ focus is obviously on highways and main roads.

Some local traffic from commercial areas will be pushed back into the estate is a concern. The u-turn becomes a very important inclusion in resolving that.

Will the temporary traffic management measures through Regent Waters during construction become a rat run to avoid construction impacts? Main Roads requires detours to provide two lanes each direction along Wanneroo Roads through the works. Until the temporary detours are established it is difficult to known exactly how well they will function and an adaptive approach to respond to emerging issues will be taken.

The CoW view is that Backshall Place traffic will backup, if this happens and people will find Wanneroo Road is a quicker route and the rat run will dissipate.

MR will seek to provide relatively free flowing two lanes at all times during construction.

Will the speed zoning remain as it is now? Main Roads advised that there is no plan to change the current speed zoning along Wanneroo Road or Ocean Reef Road at this time, except at approaches to loop ramp intersections on Ocean Reef Road where a reduced speed will be posted for safety.

I am concerned at right turn from Woodvale Drive to Wanneroo Road.

What affect will the ramps and bridges have getting Wanneroo Rd over Ocean Reef Road? Would noise attenuation be required as a result?

Main Roads advised that we expect Ocean Reef Road level would drop a little bit and we would take Wanneroo Road over Ocean Reef Road. A vertical clearance of around 6m would normally be required and provision is made for noise attenuation inclusions in the contract with noise walls shown schematically. The ramp commences at about Woodvale Drive– existing noise walls will be assessed and modified if necessary.

Include as a future CRG discussion topic.

Has the Archer St intersection Road Safety Audit been done with little change evident? Main Roads advised that no change is proposed at Archer St but flow patterns change with some additional opportunities to enter Ocean Reef Road. Queue length changes minimally from 100m to 95m with other intersections improved. Randall will provide the associated Road Safety Audit to Karl.

The eastern extent of Ocean Reef Road reduced speed at the loop ramp intersection approaches / Archer Street Intersection speed zoning future discussion topic.

Sarah Launders

Noise wall information and noise levels in the north eastern quadrant are of interest to me. I am happy for noise measurement to be done from our house. Main Roads advised that we must comply with State Planning Policy 5.4 and design to meet the day and night time allowable noise levels.

I am also interested in construction impacts associated with night works at disruptive times. Include as a future discussion topic.

Will property condition reports be prepared for nearby houses? Main Roads advised that they will within 100m of the project area as an offer to residents to create a benchmark for future claims should they arise. It is up to the landowner to accept the offer.

What provision will be made for cycle paths? Main Roads advised that there is no existing path on the north of Ocean Reef Road.

This will be a future discussion topic with no shared path on the north of Ocean Reef Road available to tie into. We will connect to all nearby existing paths.

Uppill Place access provisions would be welcomed by the local business community even if only as left in/out. Please communicate with the business operator.

What revegetation will be done in drainage basins? The basin batters will be revegetated and landscaped. This is another good discussion topic for a future meeting.

The traffic modelling information is appreciated and we need to present it to Council for a response. Villanova and Backshall Roads are of high interest and still remain a concern to the City.

Tom Gregorczyk

Are associated noise levels typically maintained at current levels, increased or reduced for a project of this type? Main Roads advised that lots of stop start traffic generates noise levels. Dropping Ocean Reef Road will help but elevating Wanneroo Road would elevate noise levels. The changes will impact differently in each quadrant of the intersection but will generally be an improvement on current noise levels.

We understand you can’t prevent visitors from rat running through adjoining residential areas but I ask that the CoW establish measures to prevent funeral cars rat running through Backshall Place.

I share the u-turn concerns raised earlier in this meeting. Are there any examples where it has worked? Randall to provide a comparative example possibly including Kingsway near Waldecks.

Will merging lanes be provided for traffic entering Ocean Reef Road from Archer Street and Backshall Place to allow them to accelerate up to speed? Main Roads advised that acceleration lanes can be provided but we didn’t want to encourage more usage of these roads as rat runs.

Thanks for the traffic modelling. It is clear, thorough and encouraging.

I am surprised to hear that Wanneroo Road will probably go over Ocean Reef Road but seems workable and dropping Ocean Reef Road makes sense.

I have concern that the distance to the u-turn is too short for traffic exiting Villanova Road to make use of the u-turn and I wonder if this requires further thought.
