One of the fastest growing economies in the capital and recently named by the Mayor of London as the first London Borough of Culture, Waltham Forest is seeing unprecedented opportunities to grow and create exciting places for existing as well as new communities that live and work in the borough.

Putting culture at the heart of urban regeneration, Waltham Forest will invest £1.3m to support creative industries that will help to drive further investment and provide new jobs, homes, and social infrastructure.

With 81 potential development sites identified by the GLA Strategic Housing Land Availability Assessment, and a range of sites and areas having excellent potential to deliver growth as indicated by the emerging Growth Strategy, the borough aims to create nearly 18,000 new homes in the next 10 years.

This On Location event will hear about the key developments taking place, exploring issues such as housing delivery, new infrastructure and placemaking.

The afternoon session will bring together local stakeholders including council representatives, developers, investors and architects to look at the future of Waltham Forest. Presentations will be followed by study tours of key areas and networking drinks.

Alistair Barr Managing Director, Barr Gazetas

Alistair founded Barr Gazetas to create places for people at all scales. He believes that culture creates catalysts for positive change. At Greenwich and Camden Markets, Barr Gazetas have made market and co-working spaces for designers and makers. He led the judging team that awarded Great Street to Wood Street, E17, in 2016. Barr Gazetas were chosen for one of the Making Places initiatives in Waltham Forest. Their “Long Table” in Albert Crescent, E4, was designed with local groups to create a feature that encourages creativity and events. @barrgazetas

Mark Lebihan Chief Operating Officer, Hadley Property Group

As Chief Operating Officer, Mark is responsible for the overseeing of all operational activities at Hadley and directs all of the company’s larger schemes. He has more than 25 years of experience in the management of delivery of complex, mixed-use urban regeneration schemes in both the UK and overseas. Mark was instrumental in Hadley’s securing a position on the recently announced London Developer Panel (LDP2), the Mayor of London’s delivery framework for mixed-use schemes on publicly-owned land. @HadleyProperty

Joe Marshall Head of New Business, Catalyst Housing Group

Joe leads Catalyst’s New Business Team, helping to develop partnerships with local authorities and private developers. Joe has successful experience of securing new opportunities through complex, long-term arrangements to deliver genuinely affordable new homes across London and the South East. Recently, Joe led Catalyst’s successful bid for the Webbs Industrial estate in Waltham Forest, a site that attracted a record number of bids for the GLA. @catalysthousing

Stewart Murray Strategic Director of Economic Growth, LB Waltham Forest

With a career in the public sector spanning 30 years, Stewart has worked in four other London Boroughs and the City of London Corporation. He has advised three different Mayors of London on the city’s growth, housing and regeneration strategies and has successfully delivered some of the most complex and largest development and transport projects in the capital. Stewart recently joined Waltham Forest Council as Strategic Director of Economic Growth from GL Hearn where he was Head of Development Group and bringing in commercial expertise. He will lead on property, asset management, regeneration planning and development, and will secure the delivery of a significant portfolio of high profile schemes, including the redevelopment of the iconic Town Hall campus, delivery of a new town centre at Lea Bridge/Leyton and delivery of nearly 18,000 new homes in 10 years. @wfcouncil

Cllr Simon Miller Portfolio Lead for Economic Growth and High Streets, Waltham Forest Council

Simon has been Cabinet Member for Economic Growth and High Streets since May 2015. In this role he has introduced new and challenging targets for affordable housing, including launching the first 100% affordable housing development with the GLA, as well as bringing forward comprehensive plans for the re-development and culturally led regeneration of Walthamstow town centre and other key strategic sites across the borough. Simon was elected in 2014 as Labour candidate for Leyton. He helped set up the Leyton Food Market and worked with local Housing Associations to address the shortfall in their offer to the most vulnerable residents in Leyton. Simon is currently Head of Government Affairs at Three Mobile. @wfcouncil

Cllr Clare Coghill Leader, Waltham Forest Council

Clare was elected in May 2010 to represent the High Street ward in Walthamstow with junior cabinet roles in Health and Town Centres. She was appointed as Cabinet Member for Children and Young People in May 2012, and in 2014, Cabinet Member for Economic Growth & High Streets leading a fresh approach to regeneration, planning and development. Clare’s policy innovations in this role focussed on pubs, the night-time economy and economic growth. In January 2017 Clare was elected as Leader of the Labour Group at Waltham Forest Council, and elected as Leader of the Council at the AGM of Full Council in May 2017. Clare was re-elected Leader of the Council for a four-year term in May 2018. @wfcouncil

Fiona Scott Director, Gort Scott

Fiona is one of the Mayor’s Design Advocates. She is interested in London’s growth and evolution with a focus on the character and culture of work. She has been working on projects in LB Waltham Forest since 2009. Gort Scott delivered the refurbishments of Central Parade in Walthamstow Town Centre, which won last year’s NLA Mayor’s Prize, as well as the Magistrates Court in the Town Hall Campus, also shortlisted for a number of awards. The practice is currently working on proposals for the borough’s Town Hall Campus renovation and development. @GortScott Harriet Warden

Creative Director, Blackhorse Workshop CIC

Harriet is the founding Creative Director of Blackhorse Workshop which she has set up and developed since it opened its doors in 2014. With a passion for making of all kinds and for building communities, she is on a mission to make it a socially pioneering world class centre for making. Prior to this she was one of the founding team setting up Alain de Botton’s School of Life, worked for Dame Zaha Hadid and was Assistant Curator of Public Programmes at Tate Modern. @BlackhorseWS

Lucy Shomali Director of Regeneration and Growth, LB Waltham Forest

Lucy is a highly qualified and experienced regeneration professional with over 25 years of experience in local government across policy, strategy and delivery. Lucy’s role since joining Waltham Forest in 2013 has been to maintain the momentum following the 2012 Olympics by promoting growth and maximising opportunities and benefits for borough residents. She is responsible for planning and delivery, inward investment, business development and skills and employment. Previously, she played a key role in a number of major regeneration schemes in London including the Arsenal Stadium regeneration and redevelopment of the King’s Cross Railways Lands and Brent Cross Cricklewood. @wfcouncil

Rolf Nielsen Associate Partner, C.F. Møller

Rolf is Associate Partner at C.F. Møller Architect and holds a master’s degree, MAA, in architecture from the Aarhus School of Architecture in Denmark and has accreditation from the Danish Architects’ Association, the UK Architects Registration Board (ARB) and Royal Institute of British Architects (RIBA). With 15 years’ experience practicing architecture in the UK, Rolf has been the project and design leader for several major projects and design competitions both in London and in the UK more broadly across residential, commercial, cultural and healthcare sectors. This include projects such as: part of the 2012 London Olympic Athlete’s Village, residential projects at the Greenwich Peninsula, first prize international design competition for the Rothschild Foundation and urban regeneration projects in London and Essex.

Dominique Oliver Partner, Pollard Thomas Edwards

Dominique is an equity partner and heads up one of Pollard Thomas Edwards’ design workshops delivering projects from concept to completion. With over 18 years’ experience in the housing, mixed-use and regeneration sectors, Dominique has both designed and delivered numerous award-winning projects, ranging from large-scale masterplans to infill sites. She specialises in co-locating housing with schools and commercial buildings to create thriving mixed neighbourhoods.Dominique sits on the Lewisham’s Design Review Panel and has been a mentor for the Future of London Leaders Programme. @PTEarchitects

Steve Walker Director, Allies and Morrison

Director at Allies and Morrison specialising in Masterplanning and Urban Design. Much of Steve’s work is public-sector led and deals with the development of visions, masterplans and place-making to inform policy development. He often works as part of large multi-disciplinary teams and also leads engagement with politicians, stakeholders and the wider public. @alliesmorrison

Lara Kinneir

Acting Director, New London Architecture

Educated in architecture, Lara’s work focuses on enabling design and innovation for the betterment of the city. With a multidisciplinary design and strategy background, she has worked in architectural and urban design practices, academia, local government and the charity sector for the past 15 years. She is a member of the Northern Ireland Ministerial Advisory Group for Architecture and the Built Environment, co-ordinates a network on Urban Governance in UN Habitat’s Universities Network Initiative, and is currently completing a PhD entitled ‘Enabling the Practice of Design within the Governance of the City’. @nlalondon
