    The undersigned affiant, being duly sworn, deposes and says:

    1. That the affiant, Detective Sean Houlihan, is a member ofthe Wallingford Police Department and has approximately 6 yearexperience in the field of criminal investigation and law enforcement. At all times mentioned herein, the undersigned wasacting in his official capacity as a sworn member of the aforementioned law enforcement agency. The following facts andcircumstances are related from personal knowledge and/or observations and include information related to the affiant by fellaw enforcement officers and persons with knowledge of the facts and/or circumstances contained herein. The undersignedcurrently assigned to the Detective Dvision and has specialized training in the field of criminal investigation.II

    2. That on 07-16-11 at approximately 12:03 hours, the Wallingford Police (WPD) was requested to conduct a welfare check onSusan Mazzarella (09-29-57) of 19 Danny's Way, Wallingford. The caller, identified as Edward Matias, reported that he and hwife have not seen Mazzarella in several days and have not been able to make contact with her.3. That on 071611, Officer Haskell and Officer Onofrio responded to 19 Danny's Way and observed that the front door waslocked and that the outside fixed pane of the rear glass slider was shattered and the moving portion partially open. Asubsequent search of the apartment revealed a deceased female on the floor of an upstairs bedroom. The female wasobviously deceased as she was in an advanced state of decomposition and had insect activity on her body.4. That on 07-16-11, Det 5gt. Bradley and Det. Fairbrother obtained a search and seizure Mincey warrant for the residence atDanny's Way. The Connecticut State Police Major Crime Squad Central Dstrict then processed and documented the scene fevidence. At the scene, I observed what appeared to be a large blood-like stain on the second floor carpeted landing and whappeared to be blood spatter on the walls surrounding this landing. The deceased was laying on her back with both feet raisonto a bed. The deceased was naked from the waist down and had a type of cloth towel wrapped around her head and face.

    AFFIDAVITThe undersigned affiant, being duly sworn, deposes and says:

    5. That on 0717-11, Det. Sgt. Bradley attended the autopsy of the deceased at the Office of the Chief Medical Examiner inFarminqton, The deceased was identified by fingerprint comparison as Susan Mazzarella (09-29.57). Dr. Wayne Carverdetermined that Mazzarella died of Traumatic Asphyxia caused by Strangulation and ruled the manner of death as Homicide,Carver was unable to determine if Mazzarella had any soft tissue injuries to her face due to the fact that advanced insect actiand decomposition had removed the majority of tissue from her skull.6_That during this investigation, it was determined by official WPD reports that Susan Mazzarella (09.29.57) resided at 19Danny's Way and was listed as a victim in two domestic violence cases where her live-in boyfriend Luis Roman (07-15-70) wthe perpetrator.

    7. That on 06.10-10, the WPD received an anonymous tip reporting that the caller had witnessed their friend Susan's face beibeaten to a pulp and that the assault was done by Susan's husband. Officer Mancini was dispatched to 19 Danny's Way andobserved upon arrival that Mazzarella's face had obvious bruises near her left eye, cheek, and her arms and legs. Mazzarellaeventually provided a verbal statement to S9t. Colavolpe stating, that her boyfriend Luis Roman had punched her with a closfist in the face, "many times." Roman was arrested by warrant for Assault 3rd and Dsorderly Conduct.8, That on 06-20-10, the WPD was dispatched to 19 Danny's Way and spoke to Mazzarella, who reported that her llve-ln boyfriLuis Roman assaulted and threatened to kill her. Mazzarella provided a signed, sworn, and voluntary statement regarding thinvestigation. Mazzarella stated, "He told me he was going to kill me" and "Luis also strangled me with his hands before heslapped me and yelled, 'You're gonna die!' He said I want to feel the breathe come out of your body." Roman was arrested bwarrant for Violation of a Protective Order, Threatening, Strangulation 2nd, Criminal Impersonation, Interfering Emergency CAssault 3rd, and Interfering. These cases were adjudicated on 09-30-10 and Roman was convicted of Violation of ProtectiveOrder and Assault 3rd and sentenced to 5 years jail and 1 year to serve, Department of Corrections information states thatRoman was released from jail 06-2011.9. That during neighborhood interviews, several witnesses were identified that told investigators that they saw Mazzarella incompany of Roman in the recent weeks in and around the residence of 19 Danny's Way. Three of the witnesses identifiedRoman by photo line-up, as being Mazzarella's boyfriend and the person they observed being in and around Mazzarella'sresidence on or about 070711 or 070811, Officer Samselski of the WPD reported that she observed Mazzarella and Romanwalking on Ward Street near South Elm Street on 07-0811. During this investigation, Roman was developed as a person ofinterest because he was determined to be one of the last persons to see Susan alive and he had previously assaulted her.10, That during this investigation, Probation Officer Lyman Depriest told investigators that Roman had met with him on 0706and expressed concerns that his girlfriend "Sue" was going to try and get him into trouble and sent back to jail.

    AFFIDAVIT - CONTINUED11. That on 07-18-11, Norma Rivera called the WPD and reported that her fiancee Angel Candelaria, who is the brother of Luis"Danny" Roman, had been in contact with Roman recently in Florida. Rivera stated that on 07-13-11, Danny called Candelariafrom a Greyhound bus terminal located in Tampa requesting to be picked up. Rivera explained that her fiancee has not talkedDanny in over five years and that Danny appeared upset about leaving his girlfriend Susan. According to Rivera, Danny was

    . upset because he beHeved that Susan was still using drugs and feared that she would try and get him into trouble withprobation. Rivera stated that on the weekend of 07-16/17-11, Candelaria's sister called from Meriden, Connecticut, and informthem that Danny's girlfriend Susan was found dead. Rivera explained that Candelaria then confronted Danny, who stated thawhen he left Connecticut, Susan was "alive and kicking." Rivera stated that Danny denied having any involvement with Susadeath. Rivera explained that she researched bus service back to Connecticut from Tampa and gave Danny money to purchasethe return ticket. This bus was determined to arrive in New Haven, Connecticut on 07-19-11 at approximately 07:20 hours.12. That on 07-18-11, Probation Officer Lyman DePriest obtained an arrest warrant for Luis Roman for Felony Violation ofProbation, The warranted stemmed from the fact that Roman missed a scheduled probation meeting on 07-18-11 and becauseleft the State of Connecticut and went to Florida.13. That on 07-19-11 at approximately 07:20 hours, Luis Roman was arrested for violation of probation at the Union Ave BusStation. At the time of his arrest he was exiting the Greyhound bus from Tampa, Florida. Roman was immediately read hisMiranda rights and agreed to waive these rights.!1IIII!I14. That on 07-19-11 at approximately 07:50 hours, Detective Fairbrother and Detective Ventura, brought Roman into theinterview room in the Detective Dvision at the WPD. Detective Fairbrother then read Roman his constitutional rights and heagain waived these rights and agreed to be interviewed. During this recorded interview, which was approximately 2 hours inlength, Roman confessed to murdering his girlfriend Susan at 19 Danny's Way in Wallingford on 07-04-11.15. That during this interview, Roman explained that on 07-04-11, he and Susan were at 19 Danny's Way, when they started tohave a verbal fight. Roman stated that Susan threatened him by saying the word, "harassment" and stated that she was goingto, "put him back in jail." Roman said that he checked his probation paperwork and that if Susan mentioned the wordharassment to police it would send him to jail for 2 or 3 years. He stated, "She had me like a puppet on a string." Roman saidthat, "it went out of hand near the bathroom" and that he "punched her in the face a couple times." Roman said, "I'm not gointo lie, I hit her hard." Roman explained that, Susan fell to the floor quickly and that she was, "really fucked up." Roman statedthat he tried to drag Susan into the bedroom but was having trouble lifting her and propped her legs up on the bed. Romanexplained that Susan was "struggling to breathe" and that he was trying to help her by bringIng her into the bedroom. Romanstated that he later placed a towel over Susan's head because her face was all bruised up and he figured that she was going tdie. Detective Fairbrother specifically asked Roman if he placed his hands on Susan's neck and he replied, " 1 think I did grabher neck." Roman stated that he was too scared to dial911 and that he went downstairs and slept on the living room couch uthe following morning.16. That Luis Roman's account closely matches the crime scene and he provided details that could have only been known bysomeone who was at the crime scene. Specifically, Roman mentioned a "couple of little puddles of blood" on the second floorcarpeted landing, the fact that Susan had her feet propped up on the bed, the towel covering Susan's face, the fact that she w"half naked" and that she was probably in "decomp" when the police found her .
