Low Cost Housing Project near Poughkeepsie, New York

The above mentioned project located in the rureJ. district about ten miles outside of Poughkeepsie was inspected on January 24, 1940.

At the present time this project embraces 10 dwelling units, two of which are completed. There will be two groups of two attached unite and two groups of three in a row. The dweUings are being davaloped from ol4 existing berne and farm utUity structures utill.zing the framework and tho outer boarding as .t'ar as it i .s sound. end suscept­ible of painting. They are developed on the one-story plan except .t'or two which will b&ve the loft finished as a b&lf-story. , •

' Since most of these structures are built on heavy posts with wide spacing and r esting on stone piers it has been necessary to install a trench wall foundation of concrete block and to fill in the space between posts with 1 x 4 studding, 2 ft. o.c. T'ne inside finish con­sists of l/2" Celotex board applied to the studding over bullding paper which is bellied-in to provide double (9) air space . Ceilings are finished with 1/2" Celotex board applied to a. x 4 ceiling joists 2 ft. o.c. Several ,.ill include 'Slllall c<4J.ar space for hot water or beating equip­ment. Where the old structure Tequires special reinforcement concrete­filled pipe is used for support. Roofs are sloping and covered wi tb painted galvanized s beet steel.

The uni ts in general are approximat~ 24 x 24' and include t wo bed rooms, bath, living room and moderate size kitchen space; no plans or details are availa.ble nor have an,y been made . I n fact the work has been under the personal direct ion of the sponsor with a small craw of carpenters , bri ck mason and plumber, and t he work is laid out progressiv~ b,y marking tbe location of partitions, etc. on the ground or floor.

The planning in general complies with our requirements and offers no unusual features with the exception of the half story lq-out of one unit. I doubt whether the upper floor could be considered acceptable because of small room sizes, deeply projecting dormers and lo•: window heads as well as very narrow long ball connecting tho rooms. It might be very di fficult to get furniture up through the bal1 IUld into these rooms.

The first floor consists of wood framing supported above the ground. Unfortunately I was not a"are of the unusual nature of this floor construction until aftar leaving the site. Othernse I should have made a olose inspection. According to the spon:;or•s statement it is constructed as follows: ·

Joists are l x 4 spaced 18" o.c. nth a span of 12 ft . and covered with single thickness of fiiU.sh noori.itg, no bridging. The joists at end walls and one at center consist of 2 - 1 x 4s spaced ' 4• with 2 x 4 block1~ 4 ft. o.c. C<>mputstions indicate this con­struction as entirely inadoquateror normal design loads as noted below. When I wslked over the completed floor it appeared rigid enough, which led me to assume it "as of conventional design.

Computations indicate that a floor of this design can car~ safely only about 6 lbs. ?er sq. ft. uniformly distributed, and t hat if the floor wore loeded 1Vith 40 lbs. per sq. ft. it would develop a fibre stress of about 8,000 lbs, per sq. i n. If some credit is given t o the l" flooring as incroasi~ the effective depth of the joists these figures would change to a safe load of 8 lbs. per sq.ft. but with the developmeat of about 4,800 lbs. per sq. in. tf loaded to 40 lbs. per sq. ft. Limiting deflection to l/36o of span would restrict loading to approx1l!late]J' 4lbs. per sq. f t . Giving credit to the finish flooring, the deflection under a 40 lb. per sq . ft. load would be nearly 3" by computation.

Attached are the sponsor• s tsoulations of material and labor costs for improvements ~ade to "Proj ect No. I• which ie at present occupied at a rental of $27.50 per month. The cost for "Project No. rrr,• refers to the other one that is practi cally com­plet ed. Three other dwelling units are now rn prqgress while the rame1n1 ag five are not started e.s yet. Howe~ver, the cost represents only the new materials added to the existing structure. Question arises whether the old materials still hove sufficient useful life to warrant expectation of continued soundness over an additional lon& period of years.

It is assumed by tho sponsor that no eddi tional cost would occur if these dwelling units were constructed entirely of new m5.terials on. unoccupied sites. I fear this assumption is hardly justified since it is based .Primarily on the difficulties encoun­tered in placing foundation walls under the old structure. However, the Crame sidewalls and roof were available without cost except for necessary repairs and adj ustments.

I question the degree of econo~ possible through the use of 1" studding and floor joists due to the higher cost per thousand feet for such si~es ovor 2" dimension lumber as well as higher labor coat due to the special technique roqulred i n handling and nailing . Thera i s furthermore grave question as to the ultimate soundness of

constr=Uon. A well org&lll.zed crew using convent ional metbode should be able to •how economies over what hae bean accomplished bore for t he equiva1en~ amount of work. I was impressed witb tbe purpose behind tbio project as a sincere effort to , conv.ert existing structures whicb no longer serve their or iginal purpose unto dwellings at noderate cost. Tho unit now occupied and the one near~ COlllpleted provide a very 11 vable arrang811lent.

It is difficult to malce an,y favorable predict.ion regard.­ing method planned for besting tbeee units . A 30 gallon domoatio hot water tank located in the kitchen is supplied from a small coal fired hester . The bot water line from this t ank is carried down to three similar tanks supported horizon~ under tho Uving room f l oor and thence to faucets. It is expected ~bat the warm water i n t he floor tonka will warm t he air below the floor, which 1n turn will circulate to the bed rooms through smell noor registers . The catch in this 1s whether hot water at ~e top of the first tank csn be cooed to !low downward to tha tanka under tho floor end whether any degree of circulation of air can be ob­tained under tha floor. llben I visited the occupied house the indoor ~i'!!:ature was well above 70° J '· l with outdoors at 180· It ....,...t be noted, however , that a fsir sized gas fired radiant beater bad been in con~uous operation during tbs morning. 'fh<v wars than instslling noor heaters for use with botUed gas. Apparently tbia added beating equipment was considered necessary.

The sponsor, for bia own reasons, does not desire to subod t this or similar construction for mortgage insurance . Tho project as a whole is offered as a sort of research laborator,y for those who might be interested to cOJne and observe what has been accompUshed. No land vlo,l.ue has been set but t he sponsor believes that at least 1/2 acre of land should be pr ovided for each dwelling unit .

Upon examination or our lease dated Ap~il 2nd, it appears that the sub-lessees, in the event of ~ deathf would have their leases automatically abrogated in Splte of my haVing entered into an arrangement cover­ing a twelve month period.

In order to protect such tenants, will you indi­cate on the enclosed copy or this letter that I shall have the right to issue sub-leases for a period not to exceed one year which will be binding upon your estate if I should die; and that any lease in existence at the time of my death shall run until the termination thereof.

It is also suggested by Mr. Hackett , that a clearer definition or the boundary of Parcel I would be to describe the west boundary as indicated in the lease but to limit jj; to a point two hundred and ten (210 ') feet west or the artesian well drilling . This still leaves it parallel 1vith the west line or Violet Avenue.

To define Parcel II a little more clearly, Mr . Hackett suggests the following :

.. To ~art at a point at the center of

the Bridge in front of the Huj!hson house and ro~ow the new road so~erly to the north• line of the Dumphy farm, then follow the · north line of the Dumpby farm to the center ot the bridge over 1the Val Kill, thence north­erly and easte~l~ along the Val Kill to the point or place or beginning.

The above in no way vitiates our agreement or April 2nd; but merely defines the terms thereof, and my acceptance is, quite obviously, the same ,

Dear Hall: . Now that t he various buildings you are renovuting sro nearly completed, there should be a form of lease from me to you, in order that you may proceed with the rental of these buildings tor your account .

I , therefore, propose :

(1) I hereby lease to you, for a period of ten yebrs from the date ot acceptance hereof , the following Parcels of lsnd on my farm in the Town of Hyde Park, described as follows: Parcel I .

' Being part of the Dumphy Farm generally bounded and described as follows :

On the east by the west line of Violet hvenue ; on the south by the north line of the Bennett Fsm ; on the west by a stre:ight line drawn from the north line of the Bennet t ra rm to the south line or the private road leading westerly from Violet Avenue towards the Post Road ; and on the north by the south line of said private road; containing six acres, more or less . Provided , however , t hat if any portion of said six acres lying west or south of the buildings thereon shell not be cultivated by G. Hell Roosevelt or his tenants, Franklin o. Roosevelt shall have the r ight to cultivate said uncultivated portion of the six acres .

Parcel II.

The western end of the Hughson farm be­ginning at a point on t he bank of the Val Kill Creek east to a :point twenty feet north of the north side of the Hughson barn where said line intersects the newly l ocated road between said barn e.nd the Hughson house; t hence in a sout herly direction foll owi ng said road to tbe north line of the Dumphy farm; thence west alone said line to the east bank of the Val Kill Creek ; thence norther ly along the east bonk of said Creek to the plece of beginni ng ; said land containing four acres , mol'e or less .

( 2) I leat:e to you all buildines now erected or in process of erection on both of said Parcels .

( 3) This lease shall termi11ate in the event of your det&th .

( 4) On the termtne.tion of this lease either a t the end of t en (10) years or on your death , all buildi~IS together with their tur nielJings owned by you or by me shall revert to me ; with the exception thet the furnishings ic any building occupied by you personally shall remain in your possession or thet of your aatote.

( 5) You will have fu~l author ity to lease on your own behal f any and all of the cottages or bui ldings on said two Parcels and t o collect and r etain for your ovm use the rental theref rom.

( 6) You wi ll pay t o me the following rental :

1. Six (6%) on suoh sum of money as I shall h~ve paid to you tor the construction or alteration of buildings on said Parce;J.s , incl uding well digg i ng , wat.er supply , electric! ty, furnishings and so forth, said sum to be determined finally on July 1, 1940 .

2 . As additional rental a sum every six months equal to one- twentieth (1/20) of the amount paid by me to ~ou, said amount to be determined on July 1, 1940 ; these additional payments being in­tended to amortize the pa)~ents by me to you over a period of ten (10) yeare .

3 . All rental and amortization to be uayab1.e on the first day of January and the :first day of Jul y each year and to cease in the event of your deeth .

(7) You agree to pay to me premiums for full fire insur ence and full liabil~ty insurance on all buildinRS and tile tenants therein and to cover liabilit~r against claims by visitors to t he properties .

(8 ) You agree to pay all taxes . The amount of said taxes shall be determined by deducting from ~he nevr assessed valuation or va l uations of the Dumphy and Kughson Farms, the amount of t he p.resent assessed valuations of said :farms; and deduct i ng also increased v .. luations caused oy said erecti on by me in the future of new improvements or betterments at other looaeions on the numphy end Hughson ~arms; it being our purpose tbet you will .9E>.y the full taxes on the iu:pr ove­ments made by you in alteri ng and improvi ng the buildings end t heir appurtenances on the two Parcels of laQd hereby leased t o you .

(9 ) You agr ee to maintain the huildings and their apJ>Urtenances in good r ent al condition, and to rent tor residence purposes only .

There ia nothi06 in thia agreement about moving the large barn on the Newbold place. The r eason fo r this is that .I doubt if it would pay0 first, because the structure will not stay in one piece; eecond , because i t has a beautiful concrete floor under i t ; third, because the bottom could be used for garage and the upper half for bouaing with excellent reeulta; or it could be uaed for two large two family houses as 1 t sits.

The ehed with the concrete walls presents the problem of' ac~aving sufficient sun-light through the concrete wnll. That may cut ue down to five projects ins tead of' six. I will advise you after doing some ex­perimental work.

We have left out of the agreement any estimate& as t o the cost of drilling a well or painting the central barn. It is poasible that we do not need a • roo! on the central barn if it is appXied exclusivel y to garage purpoees .

The work of Vlrecking the very old,..unpainted bam on the Newbold place will go forward this week .

The landscaping and planting will be completed this week. A soil expert !rom Albany came down and &dvised thht the field norpheust of Arnold Berge w~s exhausted and should be planted in. oats and turned under. You have apparently advised Plog that he could have it.

It appears that we cannot get tenants to plant south of project #l anything but trees unless it be drained, wbioh I do not recommend at this juncture.

The worst waste of good land is southeast of the corn­field, which Moe Smith tells me tha t you deeded to him !or a year- in other words , the plot southeast of Nellies• .

The trees you planted have been choked out by the under­brush , in spite or excellent advice from your doctor friend in Albany.

I propose to plant one acre in onions. In the middle of this plot they could be &.lterru.ted with trees because it is ideal muck soil.

We have carefully worked out the devices at the wheel and they will operate in e. similar manner as those on your Ford at Hyde Park. I am sure that you will be delight ed with the performance of the c_ar, for Hall bas a Sedan ot the se.me model and is very enthusiastic about it.

You will be interested to know 1 I am sure, that,.. are the only automobile manufacturer today buildings genuine •New Deal• car that those~o· per cent of Americans with incomes of less than t2,000 a year can really afford to buy and to run - end enjoy the abundant lite.

l . The Defense Housing Program requires co- ordination

because or its over- night growth. Housing end builder

can be mobilized to sot as the advance guard ror FHA

and approved mortgagee , by a pr~no'ip~l co-ordi nator.

2. The t:lme delay or mortgage appr.onl must be brought to

a minimum.

3. It is not necessary- to delegate any additional authority

but important to have the principa~ co- ordinator reporting

only to the Director to eliminate time delays by contacting

approved mortgagees in Defense Housing Program.

4. The attached diagram suggests e possible solution. It is

to be noted that the Defense Director, reporting to the

President, can short-circuit existing proceedure by two

routes. They may lead directly to tbe co-ordihator without

affecting any laws or regulations. Time being the essence

of the Defense Housing program.

In tbe event that I . B. M. munition plant

opens in Poughkeepsie we should attempt to build one or

two more houses . We now have the experience, we are now

paying expenses. There is a shortage of building labor

in PoughkeepSie. There 1:s a shortage of acco:mnodations

judging by the number of costs for the houses yo~ end I

have elreudy built . Your wrought iron house shows more

and more sense , and I have another soheme which should

place our houses i n commission by the time the munitions

workers a ;~ive on the Job.

I am checking, to be sure there will be a

munitions plant 1n Poughkeepsie . In any case, we can

not lose any money .
