Regulations of the organization and the order of organization of the contest "Holding the XIV International Competition of young performers”

I. General Provisions

1.1. This Regulation of the organization and implementation of measures "Holding the XIV International contest of young jazz performers” (the Contest), under the state program of Rostov region"Development of culture and tourism”, establishes the procedure for the event.

1.2. The decision to hold the competition is taken by Ministry of Culture of Rostov region.

1.3. The contest is held by Ministry of Culture of Rostov Region, "Rostov College of Arts", with the assistance of "Rostov Musical Theater."

1.4. Organizer of the contest is the state budget educational establishment of secondary vocational education of the Rostov region "Rostov College of Arts.

1.5. Dates of competition are from 22 to 25 November 2018.

II. Aims and objectives of the contest

2.1. The aim of the contest is to promote the development of the home art of jazz, the consolidation and expansion of international creative contacts, identification of the most talented jazz performers, improvement of professional skills, the further popularization of the art of jazz.

2.2. Identification and support of the greatest possible number of talented young people, bringing them to the best traditions of musical culture.

2.3. Ensuring cultural exchange between professional musicians - performers, teachers.

2.4. The strengthening of international relations and cooperation in the field of professional music.

2.5. Creating a favorable environment for cooperation and communication of well- known performers and specialists in the field of professional musical art.

III. Date and terms of the contest

3.1. The contest is held from 22 to 25 November 2018 on the basis of state budgetary educational establishment of secondary vocational education "Rostov College of Arts" in the Great Hall of the "Rostov State Musical Theatre".

3.2. Opening, auditions of the participants according to their specialties will be held in the concert hall of " Rostov College of Arts."

Solemn awarding and Closing of the contest, the final concert of the laureates will be held in the Great Hall of the "Rostov State Musical Theatre".

IV. The rules of the contest performances.

4.1. Participants of the contest are students of the state educational establishments of secondary and higher vocational education of culture and art of the Rostov Region and other regions of Russia, foreign countries, the professional performers under the age of 30 years.

4.2. Contest is held in the following nominations:

saxophone,

trumpet, trombone,

piano, keyboards,

guitar

bass guitar, bass,

percussion instruments.

There are two age categories:

- up to 20 years;

- 21 - 30 years.

University students, regardless of their age belong to the second age groupProgram requirements:

4.3. Listening of the contestants is held in public. Implementation of the program should not exceed 15 minutes.

4.4. Contest program must include two diverse works.

4.5. Jazz standards are performed at the request of the competitor, another one is according to the choice of the jury.

4.6. Participants will be provided with an accompanying creative group (concentmasters) of three people as well as a 30 minute rehearsal and a r sound rehearsal on the stage.

VI. The staff and working procedures of the jury

JURY:

6.1 Chairman of the jury:

Butman Igor - People's Artist of Russia, laureate of the State Prize of Russia. The jury consists of leading professors, musicians - performers who have made a significant contribution to the development of home and foreign art of jazz.

6.2. The jury carries out listening of the participants, assesses the performances of the participants on the following criteria:

- Performance level;

- Musical level, expressiveness, scenic culture;

- An original interpretation of the work.

Develop proposals to determine the laureates and winners of the contest, offers candidates to participate in the final concert.

The results of the participants are taken down into the protocols of the meeting of the jury, which are signed by all the members of the jury. The protocol is the basic document for the awarding ceremony of winners and laureates with diplomas, prizes of the competition. The teachers prepared the laureates and winners of the contest will be awarded diplomas.

6.3. The competition jury assigns in each category and in each age category the title of " laureate " of the I place, II place, III place and a "winner"of the contest, establishes special prizes and diplomas. The jury's decisions are final and can’t be changed.

VII. Financial arrangements of the contest

7.1.Expences connected with the contest, are carried out by the organizers.7.2 Financing funds to the realization of the activities of the Contest is carried out at the expense of the Federal and regional budgets provided on the realization by the state program of Rostov region “Development of Culture and Tourism.”7.3 Payment of expenses in the frameworks of the Contest is carried out in accordance with the costings in the following areas:- the cost of awards of the winners (according to the current legislation of the Russian Federation)- payment of the living expenses of the jury (4 people)- payment of the concertmaster’s services 7.3 Costings to the realization of the Contest activities are coordinated with the Ministry of Culture of the Rostov region.

7.4. The entry fee for participation is 2,000 rubles

(two thousand rubles). In case of refusal of the contestant from the competition entry fee is not given back.

7.5. Contestants are responsible for all of their personal expenses including transit, accommodations and meals.7.6.Money received from participants, will be used for the production of printed materials (brochures, diplomas, posters), production of banners.

VIII. Bonuses and prizes.

8.1. Winners of the contest are provided with the award of the title holder of the Grand Prix and the title of "winner" with the award of the prize money, "Winner" with the diploma.

8.2. Owners of the title of the Grand Prix and winner of the I Prize have an opportunity of participating in the concert in Musical Theatre in Rostov together with Moscow jazz band of Igor Butman, in order to further promotion in the Russian and international jazz scene.

8.3.The amount of cash prizes for nominations is paid in a fixed amount:

- Grand Prix (1 person) - 40,000 (forty thousand) rubles;

- Winners of the I Degree (5 people) - 30,000 (thirty thousand) rubles;

- Winners of the II Degree (5 people) -20.000 (twenty housand) rubles;

- Winners of the III Degree (5 people) -15.000 (fifteen thousand) rubles;

8.4 Organizer of the Contest is assigned the function of tax agent in the payment of personal income tax from money prizes according to the Russian law.

8.5. Additionally, sponsors and organizers of the competition may establish special prizes, diplomas, prizes and valuable gifts at the expense of sponsorship.

8.6. The jury has the right not to award any prizes, and also has the right to increase the number of nominees within a certain award.

8.7. The winners are determined according to the protocols of the meeting of the members of the jury.

8.8. The decision of the jury is final and can’t be changed.
