The plans for which this permit is issued are approvedsubject ta the condi tion that. the waste treatment plantconstructed under said plans wi I I produce. an effluent=satisfactory to the: Oepartmene. The permittee shall secure any necessarv permission fromthe proper federal authority for any outfall or industrialwaste treatment structure which discharges into or entersnavigable waters and shall obtain approval of any streamcrossing, encroachment or change of natural stream conditionscoming within the jurisdiction of ti;e Department.

5. In order to avoid obsolescence of the plans of waste treatmentworks, the approval of the plans herein granted, and theauthority granted in the permit, if not specifically extended,shall cease and be null and void two years from the date ofthis permit unless the works covered. by said plans shall havebeen completed and placed in operation on or before that. date.

Construction

The works shall be constructed under expert engineeringsupervision and competent inspection, and in accordancewith plans, designs, and other data as herein approvedor amended, and wi h the conditions of this permit.

No radical changes shall be made in the works hereinapproved. without approval of the Oepartment. Revisionswhich do not increase the rate of ilow or change. thequal i ty of'he effluent,, the- treatment processes or thepoint of. cLischarge„may be approved by- the Reg,ional-Sani tary Engineer upon. submi ss ion of plans.
